In nearlyevery case, a direct response to our request forinformation has been received from a representativeof the agencies listed. To our knowledge, the data arecorrect as of March 2,1992.

FisherThe International Joint Commission was established in 1909, by aTreaty between the United States of America and Great Britain.This Treaty was confirmed and sanctioned by the InternationalBoundary Waters Treaty Act (S.C., 1911, Chapter 28, as amended).(Canadian Ratification.) The Commission deals with the use,obstruction, and diversion of boundary waters and rivers crossingthe boundary between Canada and the United States. Structures
which would increase the levels of water at the Boundary requirethe prior approval of the Commission before work can proceed. Inaddition, the Commission carries out extensive investigations onquestions arising between the Canadian and United States Govern-ments along the "common frontier" and reports its findings withrecommendations to the Governments. The Commission consistsof six members, three from the Government of Canada appointedby the Governor General of Canada with approval of the PrivyCouncil, and three from the Government of the United Statesappointed by the President of the United States with the consent ofthe Senate.
