ABOUT APACS

Association of Program Administrators for CSTEP and STEP (APACS) was formed in 1997 by STEP and CSTEP professionals to support, advance and meet the issues of promoting and advocating the philosophy of equity, access and excellence in education throughout New York State. APACS achieves its goals by:

Enhancing and effecting the recruitment, retention & graduation of underrepresented minority and economically disadvantaged students in scientific, technical, and health-related fields and the licensed professions,

Supporting and facilitating research, conferences and other related activities,

Facilitating access to programs of higher education,

Promoting and stimulating professional development,

Encouraging data collection for program evaluation, and

Supporting the development of policies and guidelines governing STEP and CSTEP programs.

Membership in APACS is open to all full and part-time professionals and/or staff associated directly with the STEP and CSTEP programs. All programs who are current members in good standing (i.e. annual dues paid in full) are eligible to vote in APACS elections and meetings.

Currently, there are 44 CSTEP and 54 STEP programs located at New York State colleges and universities. CSTEP (the Collegiate Science and Technology Entry Program) and STEP (the Science and Technology Entry Program) have been sponsored by the New York State legislature since 1986-87. These programs are supervised by the New York State Education Department Office of Higher Education.

Conference Overview

The annual APACS Conference/ Meeting is an outstanding professional development experience for professionals who have been charged to prepare minority students entering STEM fields and the licensed professions. APACS Conference brings together more than 150 professionals. The Conference Committee have created a one-stop source for education, information, and inspiration, which will allow you to benchmark the best practices of professionals, organizations, grant initiatives, and more from across the nation to achieve excellence. By networking with others throughout the state and nation, all attendees have the opportunity to learn better practices and implement them in their own programs and institutions.

Pre-Conference Professional Credit Training

This year, APACS will offer a pre-conference training workshop designed to provide staff with information essential to effective program administration. APACS is currently working with NYSED to determine benchmarks and topics for this training. Once established, APACS plans to provide certification to those staffers who successfully complete the training session. Staff interested in participating in the pre-conference training must complete the registration form (not the same as the conference registration form) and submit payment prior to the registration deadline.

Keynote Speaker

Carol Gilligan, Ph.D.

Affiliated University Professor NYU School of Law

- AREAS OF RESEARCH - Gender Studies, The Listening Guide Method of Psychological Inquiry, The Psychology and

Politics of Ethical Resistance Carol Gilligan received an A.B. with highest honors in English literature from Swarthmore College, a Master’s degree in clinical psychology from Radcliffe College and a Ph.D. in social psychology from Harvard University. Her landmark book In A Different Voice (1982) is described by Harvard University Press as "the little book that started a revolution." Following In A Different Voice, she initiated the Harvard Project on Women's Psychology and Girls' Development and co-authored or edited five books with her students: Mapping the Moral Domain (1988); Making Connections (1990); Women, Girls, and Psychotherapy: Reframing Resistance (1991); Meeting at the Crossroads: Women's Psychology and Girls' Development (1992), and Between Voice and Silence: Women and Girls, Race and Relationships (1995). Her 2002 book The Birth of Pleasure, was described by The Times Literary Supplement as “a thrilling new paradigm.” She has received a Senior Research Scholar Award from the Spencer Foundation, a Grawemeyer Award for her contributions to education, a Heinz Award for her contributions to understanding the human condition, and was named by Time Magazine in 1996 as one of the 25 most influential Americans. Following her research on women and girls' development, she studied young boys and their parents and explored impasses in man-woman relationships. The Strengthening Healthy Resistance and Courage in Girls programs, the Women Teaching Girls/Girls Teaching Women retreats, and the In Our Own Voices workshops she developed with her colleagues have become model intervention and prevention projects. She was a member of the Harvard faculty for over 30 years and in 1997 became Harvard's first professor of Gender Studies, occupying the Patricia Albjerg Graham chair. In 1992, she was Pitt Professor of American History and Institutions at the University of Cambridge. In 2002, she became University Professor at New York University, with affiliations in the School of Law, the Steinhardt School of Culture, Education, and Human Development, and the Graduate School of Arts and Sciences. Her 2009 book The Deepening Darkness: Patriarchy, Resistance, and Democracy’s Future, co-authored with David A. J. Richards, was published by Cambridge University Press. Her most recent book, Joining the Resistance, was published by Polity Press in 2011. She teaches a seminar on resisting injustice with David Richards at the Law School and seminars on The Listening Guide Method of Psychological Inquiry at the Steinhardt School. In 2011, she gave master classes on the Listening Guide for history Ph.D. students at the University of Cambridge and for psychologists at the University of Brussels.

To maintain competitiveness in the global economy, United States policymakers and national leaders are increasing their attention to producing workers skilled in science, technology, engineering, and mathematics (STEM). Given the growing minority population in the country, it is critical that higher education policies, pedagogies, climates, and initiatives are effective in promoting racial and ethnic minority students’ educational attainment in STEM. Minority Serving Institutions (MSIs) have shown efficacy in facilitating the success of racial and ethnic minority students in STEM and are collectively responsible for producing nearly one-third of the nation’s minority STEM graduates.

In Fostering Success of Ethnic and Racial Minorities in STEM, well-known contributors share salient institutional characteristics, unique aspects of climate, pedagogy, and programmatic initiatives at MSIs that are instrumental in enhancing the success of racial and ethnic minority students in STEM education. This book provides recommendations on institutional practice, policy, and lessons that any institution can use on their campus to foster better retention and persistence among minority students. Higher Education leaders and administrators interested in encouraging achievement among racial and ethnic minority students in STEM education will find this book a welcomed and timely addition to the discourse on promoting minority student success.

Associate Professor, Department of Educational Leadership and Policy Studies, Howard University, School of Education, Washington, DC.

within the Context of Historically-Black Colleges and Universities (HBCUs).

Dr. Robert T. Palmer is Interim Chair and Associate Professor in the Department of Educational Leadership and Policy Studies at Howard University. His work has been published in leading journals in higher education, such as The Journal of College Student Development, Teachers College Record, Journal of Diversity in Higher Education, Journal of Negro Education, College Student Affairs Journal, Journal of College Student Retention, The Negro Educational Review, and Journal of Black Studies, among others.

Since earning his PhD in 2007, Dr. Palmer has authored/ co-authored well over 100 academic publications. His books include Racial and Ethnic Minority Students’ Success in STEM Education (2011, Jossey-Bass), Black Men in College:

In 2009, the American College Personnel Association’s (ACPA) Standing Committee for Men recognized his excellent research on Black men with its Outstanding Research Award. In 2011, Dr. Palmer was named an ACPA Emerging Scholar and in 2012, he received the Carlos J. Vallejo Award of Emerging Scholarship from the American Education Research Association (AERA). Furthermore in 2012, he was awarded the Association for the Study of Higher Education (ASHE)-Mildred García Junior Exemplary Scholarship Award. In 2015, Diverse Issues in Higher Education recognized Dr. Palmer as an Emerging Scholar. Later that year, he also received the SUNY Chancellor’s award for Excellence in Scholarship and Creative Activities. This prestigious award is normally given to a full professor. Dr. Palmer is on the editorial boards of the Journal of College Student Development, Journal of Negro Education, Journal of African American Males in Education, ASHE Monograph Series, and Spectrum: A Journal on Black Men. He also serves as an occasional reviewer for a variety of journals in higher education.

Dr. Palmer earned his Ph.D. in Higher Education Administration from Morgan State University in 2007, M.S. in Counseling with an emphasis on Higher Education at West Chester University of Pennsylvania in 2003, and the B.S.in History at Shippensburg University of Pennsylvania in 2001.

Early Bird Registration Fee: $500 per person Must be postmarked by May 8, 2017

Regular Registration Fee: $525 per person Must be postmarked by May 19, 2017

Late Registration Fee: $575 per person Must be postmarked by May 26, 2017

Graduate Student Fee: $250 per person Must be postmarked by May 19, 2017

Joint Conference Registration and APACS membership Fee: $750 for one program;

$800 for STEP & CSTEP Must be postmarked by May 19, 2017

Payment MUST be accompanied by the Registration Form.

If you must process your payment through either the SUNY or CUNY Research Foundation, please make every effort to ensure that your check is sent ONLY if it is attached to the registration forms. Failure to ensure that your payment is accompanied by your registration paperwork is likely to result in delays in registration.

WHO PAYS?

Participants: Anyone attending any part of the APACS Annual Meeting must submit payment for registration. The registration fee covers the costs of the conference, materials, and meals. Guests: If you anticipate bringing an unregistered guest (e.g. spouse, family member) to the conference and wish to have them partake in the meals offered throughout the conference, you MUST contact Dr. Leonese Nelson no later than May 19, 2017 to notify the Planning Committee. See below for meal costs for unregistered guests. Anyone joining us for meals only must pay the Guest Meal Fee by May 19, 2017

CANCELLATIONS:

If you have paid a registration fee and need to cancel your registration, you must do so no later than 5pm on May 19, 2017, i f you would like your registration fee refunded. Contact Debra Greene or Marie-Frances Berrouet via email ([email protected] or [email protected]) to cancel and to inform the planners of your decision. Cancellations made after the May 19, 2017 will not be eligible for a refund. The cancellation policy and deadlines for guests are the same as for APACS members.

SUBSTITUTIONS:

Once your paid registration is verified via email, you have until Friday, June 2nd to make any substitutions. If you

wish to replace one registered staff member with another unregistered member, we request that you contact Debra Greene or Marie-Frances Berrouet via email ([email protected] or [email protected] ) no later than 5pm on May 19th. A registration form for the new registrant must be attached to that email. Please indicate the name and institution of the registrant being replaced (e.g. “REPLACES JANE W. STAFFER, XXXX COLLEGE”) at the top of the new registration form.

HOTEL:

To register at the Marriott under the conference rate, attendees must have paid their conference registration fee. Once the registration form and fee are processed by APACS, the registrant will receive an email confirmation with a confirmation number to be used to reserve rooms at the hotel under the conference rate.

Call for Workshop Proposals 2017 APACS Annual Meeting and Conference

The Association for Program Administrators of Collegiate Science & Technology Entry Program (CSTEP) and Science & Technology Entry Program (STEP) is pleased to announce the Annual Meeting and Conference, to be held June 14 to 16, 2017 at the Marriot in Albany, New York. The purpose of the conference is to present professional project staff with successful program models that they may replicate and to assist them in providing higher quality programs for their students. Project staff will be offered managerial strategies and administrative tools to increase their effectiveness and efficiency in planning, organizing, and implementing project services, activities, resources, and personnel. APACS is calling for proposals/presentations/papers from nationally and regionally successful model programs similar in scope and purpose to STEP/CSTEP, and from STEP/CSTEP directors, staff and faculty. Successful programs will have a demonstrated record of effectiveness and be replicable. Submissions from program directors, staff, faculty, and others should address the topics listed below.

WORKSHOP/SEMINAR TOPICS

1. Counseling and mentoring models (academic, career, personal) that address the needs of historically underrepresented and economically disadvantaged students and assist them in achieving their career goals in STEM or licensed professions (STEM-L).

2. Assessment models that demonstrate program success through meaningful data. 3. Model summer and academic year programs for pre-college and undergraduate students that help them

to prepare for STEM-L careers. 4. Programs that promote experiential learning (e.g. internships, co-ops, job shadows, research, 5. Model instructional and tutorial programs that improve the academic performance of pre-college and

undergraduate students and keep them focused on STEM-L careers.

6. Managerial and administrative models and strategies that promote and encourage: 7. Professional and personal growth and development 8. Program effectiveness.

9. Successful grant writing for STEM-L programs. 10. Roundtable Discussions of issues pertinent to STEP and CSTEP students and/or program management 11. Initiatives that build and foster partnerships with industry, state/federal programs, and other stakeholders

in STEM fields (e.g. NYS STEM Hubs, federal research programs, etc.)
