    1. INTRODUCTION

    The OCTP (Offshore Cape Three Points) block is located in the offshore Ghana in 600-1000 meters (900 meters to be considered as average) of water depth and about 60 km from the coast. The OCTP block is regulated by a Petroleum Agreement signed on 15th March 2006 between the Republic of Ghana (Minister of Energy) and the Contractor group, formed by: Eni Ghana E&P Limited P.I. = 47.22%; W.I. (expl. phase) = 55.56% Vitol Upstream Ghana Limited P.I. = 37.78%; W.I. (expl. phase) = 44.44% GNPC P.I. = 15%; W.I. (expl. phase) = 0% GNPC (Ghana National Petroleum Corporation) has an additional 5% back-in exercisable within 30 days of the date the commerciality is declared taking then their paying share to 20%; Enis equity reduces to 44.44% and Vitol to 35.56% as consequence. The exploration period consists of 7 years and the second exploration period expired on the 14th of March 2013. The commerciality of the gas discoveries has been declared and approved while, end of March 2013, an extension of the appraisal phase for the oil level has been requested for the drilling of the appraisal well Sankofa East 3A.

    1.1 Purpose

    This specification describes the minimum requirements for design, materials, installation and inspection of offshore facility support systems that will be used in offshore Ghana OCTP Development Project Yinson Production Pte. Ltd., hereinafter known as the COMPANY In case of conflict between the referenced codes and standards, COMPANY shall be consulted to solve the issue; as reference, the precedence will be:

    I. Ghanas national and international laws

    II. Project Specifications, Standards III. Eni E&P Standards IV. International Code and Standards

    Any conflicts between requirements of this specification, related contract documents, datasheets, international standards, code of practice and the contract shall be referred to the COMPANY for clarification.

    2. SCOPE OF WORK

    The scope of this document is to a) Outline the philosophy of pipe supporting on Topsides and Marine Piping above main deck

    (32410mm ABL) for Ghana OCTP Development Project. b) Provide a list of Standard Pipe Supports.

    This specification is relevant for supporting of all piping systems within Contractor and Sub-Contractors Scope. Pipe Supports are not included in this specification for following

    a) All instrument control piping/tubing on the downstream side of the first piping block valve. b) Risers, subsea pipework and pipelines. c) All heating and ventilation systems, air and water service systems within the E-house

    The CONTRACTOR shall use this specification and design the pipe support for process, utility and marine piping on FPSO Topsides and Marine Piping above main deck (32410mm ABL) i.e. forward of accommodation block (Frame 56) and Aft Pump Room (Frame 61) for Ghana OCTP Development Project. COMPNAYs approval is required for the standard pipe support which CONTRACTOR is going to use on multiple locations and is not covered this specification prior to use. This excludes the pipe support frame structure and special pipe supports (SPS).

    6. PIPE SUPPORT CATEGORIES

    6.1 Standard Pipe Supports

    These shall be used wherever possible and practical, the details of which are shown in the attachments to this specification. The piping designer shall model standard pipe supports in MDS.

    6.2 Non-Standard Pipe Supports (NSPS)

    These are pipe supports that cannot be produced using the standard pipe supports, but do not require any design input from the Structural engineering group. The Piping designer shall model NSPSs in MDS.

    6.3 Special/Structural Pipe Support (SPS)

    These are pipe supports that cannot be produced using the standard pipe supports because:

    the support dimensions, or

    the support loads are greater than those specified in the standard supports. Notification of the support details including dimensions, TOS elevation, support orientation, support loads and pipe sizes will be given to Structural Design Group by the Pipe Stress Engineer as soon as they have been identified and will be noted on the Pipe Stress Isometric. The Structural Group shall model this support in PDMS Structural and the Pipe Stress Engineer will verify the location and design of the support. Refer section 13.2.

    7. MATERIALS

    7.1 Welding of Supports

    Welded attachments to pipe shall be made of material that is compatible with the parent pipe. Pipe trunnions and dummy legs shall be made from the same material type as that of the parent pipe and shall be of wall thickness as defined by the relevant piping class as per Project Piping and Valve Material Specification. Only in exceptional circumstances shall a trunnion be specified outside of the relevant piping class, size and wall thickness range. For pipes requiring PWHT, attachments required for supporting purposes shall be indicated on the piping isometric drawings, and welding shall be performed in the workshop before PWHT.

    7.2 Pipe Support Frames and Components

    a) Welded Material for pipe supports that are not integrally welded to the pipe shall be as follows:

    CARBON STEEL All carbon steel material for general pipe support frames shall be ASTM NV A36 (or Companys approved equivalent) in accordance with project specification 1305-YP-95-N-FD-00001 Topside Modules Structural Design Basis and 1305-YP-90-N-SA-00001 Structural Steel Material Specification. Carbon steel for general applications shall be within design temperature range -29 C to 200 C. For continuous duty below -10C, NV A36 to be charpy impact tested at -29C or replaced by NV A516 GR.70 (normalised).

    All structural components shall be supplied, fabricated, and NDE inspected in accordance with the project Specification, 1305-YP-90-N-SA-00001 Structural Welding and Fabrication Specification. STAINLESS STEEL Stainless steel for general pipe support use within design temperature range -100 C to 100 C shall be type 316/316L as follows:

    Plate to be in accordance with ASTM A240 TYPE 316/316L.

    Material shall be dual certified as 316/316L to take advantage of the full strength of Type 316, while providing the low carbon of Type 316L for weld ability purposes.

    Higher alloy grades of stainless steel (22Cr Duplex) may be specified when required by the design and/or operating conditions.

    b) Material for pipe supports that are integrally welded to the pipe (welded shoes, trunnions, etc.) shall be in accordance with the general notes & Table 1 of Appendix III (refer Appendices).

    7.3 Fasteners

    All U-Bolts are to be hot dipped galvanized in accordance with ASTM A153. All bolts shall be supplied complete with nut, locknut and 2 plain washers. Bolts are to be in accordance with ASTM A193 / A193M, and nuts in accordance with ASTM A194/A194M.

    7.4 Painting

    Painting of support frames and components shall be in accordance with project paint specification 1305-YP-98-J-SA-00002. Welded attachments shall be painted in accordance with painting system as parent pipe. All pipe attachments e.g. clamped shoes etc. which are beneath insulation, shall be painted in accordance with painting system as parent pipe.

    8. DESIGN CRITERIA

    8.1 General

    The atmosphere will be saline and corrosive. Pipe supports/restraints shall be positioned and designed such that the piping is supported and controlled in a manner which will minimise stresses and reactions within the system as far as is practicable. The pipe supports shall be located to minimise deflection of pipe during normal design conditions. Liquid pockets are to be avoided, as this may cause corrosion and increased slugging effects. Pipe supports attached to flange connections shall be avoided unless approved by Pipe Stress Engineer.

    8.2 Design Stresses

    Combined bending stresses in the support structure shall not exceed 2/3 x yield stress for maximum operating loads. Local pipe stresses must be evaluated for welded attachments (shoes, trunnions, linestops, etc.) taking consideration of all operating cases including thermal, deadweight, internal pressure, dynamic reactions and environmental. Combined stresses shall be no more than 1.5x Sch for material as given by ASME B31.3.

    For local buckling calculations for bare pipe resting on support, the stresses shall not exceed 0.67 x Sch as given by ASME B31.3. The limiting stress for calculations of pipe spans shall be 0.25 x Sch as given by ASME B31.3

    9. DESIGN GUIDELINES AND FABRICATION REQUIREMENTS

    9.1 General

    The method used to support the pipe shall ensure that the temperature at the interface with the supporting steelwork be within the range -10C to 200C for carbon steel.

    9.2 Non-Insulated Carbon Steel Lines

    NPS 2 - 14 Lines may rest on the support steel with due consideration to local indentation, local corrosion, and pipe wear. Bare pipe shall have a 5mm thick PTFE isolation pad between pipe and supporting steel, fixed to steel by adhesive, or screws. NPS 16 - 24 Lines shall be supported on shoes. Shoes to be clamped wherever possible.

    9.3 Insulated Carbon Steel Lines

    NPS 2 - 14 Carbon steel lines NPS 2 - 14 with personnel protection shall have the insulation locally removed for supporting, and be supported as un-insulated pipe, with due consideration to local indentation, local corrosion, and pipe wear. Bare pipe shall have a 5mm thick PTFE isolation pad between pipe and supporting steel, fixed to steel by adhesive, or screws. NPS 16 - 24 All other insulated lines shall be supported on shoes. Shoes are to be clamped wherever possible.

    9.4 Non-Insulated Stainless Steel 316/316L and Duplex

    316 / 316L and Duplex shall have galvanic isolation between the pipe and the support steel or standard component. The design temperature for the isolation material shall cover the operating temperatures for the piping system. Refer to section 11.3 Isolating Components. NPS 2 - NPS 6 Lines may rest directly onto support steelwork, using a 5mm thick PTFE galvanic isolating pad (fixed to steelwork with adhesive or screws). Consideration shall also be given for local indentation. Refer to section 11.3 Isolating Components. NPS 8 - NPS 24 Lines shall be supported on shoes. Shoes to be clamped wherever possible with galvanically isolated clamps, however lines with design minimum temperatures below-50C shall be supported on welded shoes. Refer to section 11.3 Isolating Components.

    9.5 Insulated Stainless Steel 316/316L and Duplex

    NPS 2 - 6 Lines NPS 2 - 6 with personnel protection insulation shall have the insulation locally removed for supporting and be supported as for uninsulated pipe, i.e. resting directly on 5mm thick PTFE galvanic isolating pad. Refer to section 11.3 Isolating Components. NPS 8 - 24 All other insulated lines to be supported on shoes. Clamped shoes to be used wherever possible with galvanically isolated clamps, however lines with design minimum temperatures below -50C shall be supported on welded shoes.

    9.6 Welded Attachment to Pipe

    For all welded attachments to the pipe (except trunnions), the weld shall be C.F.W. (continuous fillet weld). The minimum distance from a pipe support attachment weld to any other weld on the parent pipe (e.g. circumferential butt welds) shall be 50mm or 2.5 x pipe wall thickness, whichever is the greater. All attachments welded to stress relieved pipes shall themselves be stress relieved. However, where the pipe has been supplied with a load distribution pad, then the attachment may be welded to the pad without stress relieving. All welding to pipes shall be in accordance with the project Piping Fabrication and Installation Specification. NDT shall be in accordance with the NDT Group assigned to the pipe, as detailed in the line list.

    9.7 Guide Clearance

    The normal clearance for guides shall be 3 mm unless noted otherwise.

    9.8 Trunnion

    Trunnions shall be of the same material and specification as the parent pipe. Reinforcement pads shall be avoided wherever possible using line size trunnions if required. Thin wall trunnions shall be checked for local buckling. A checked calculation sheet shall be filed for each trunnion. Note: For very highly loaded trunnions attached to elbows, the selection of out of spec thicker elbows may be considered provided a suitable tapered joint can be made between mismatched bores.

    9.9 Penetrations

    The design of supports next to the penetrations shall avoid any fouling of the seals and the sleeves around the penetration. Welding in any restricted areas around the penetrations shall also be avoided.

    9.10 Dissimilar Metals

    The use of dissimilar metals in the design of a pipe support shall be avoided wherever possible. In situations where it is unavoidable, then the differing materials should be protected by providing suitable galvanic isolation, e.g painting, epoxy coating, etc. Welding between stainless steel and carbon steel is acceptable provided the distance from the weld to the parent pipe and / or primary steel is at least 50mm or the thickness of insulation, whichever is the greater. Welding must be carried out using approved procedures.

    Carbon steel and stainless steel may be bolted together using galvanised bolts, as long as a suitable isolating strip is provided between the two metals.

    9.11 Support for Pipe NPS 1 and Below

    Supports for non-stress critical pipes NPS 1 (DN40) and smaller may be site adjusted as required. Additional supports may also be included by the fabricator. Guiding and supporting shall be sufficient to withstand operation, wind loads, and transit accelerations. Appendix II includes recommendations for spans for small bore pipe. U-Bolting of small pipes is permissible with due consideration of galvanic isolation where dissimilar materials may be in contact (in such cases an isolation pad, and insulated U-Bolts are to be used).

    10. FABRICATION RECORDS AND TRACEABILITY

    10.1 Material Traceability

    All pipe support materials directly welded to the pipe shall be covered by material certificates EN 10204 type 3.1 (previously 3.1B), all other materials shall be covered by material certificates EN 10204 type 2.2. Material for pipe supports is not required to be traceable to material certificates after fabrication. Fabricators must have a system to control and identify material grades during fabrication, and be able to certify that the correct materials have been supplied in each component.

    10.2 Weld Traceability

    Weld traceability shall be maintained by assigning unique numbers to individual welds or groups of welds which will be entered into a Weld Summary List. The Weld Summary List shall contain the following:

    NDT Report(s) Weld numbering shall be established by the Fabricator. Numbering can be per individual weld, but for pipe supports it is expected that weld numbers can be grouped. For simple fabrications where only one weld type is used, a single weld number can be assigned to all welds on one support or a group of identical supports. The level of detail in assigning numbers shall be sufficient to demonstrate that the Fabricator has control of the application of weld procedures, welder qualification, and inspection status.

    11. STANDARD SUPPORT ITEMS

    11.1 General

    Standard pipe support components as per Appendix III shall be used where ever possible.

    11.2 Shoes

    Topside Piping: Shoes will be 100 mm high (measured from B.O.P to T.O.S) as standard and for insulation thickness upto 60mm. Where insulation thickness is 76 mm to 125 mm thick then a shoe height of 150 mm is to be used. The

    use of 150 mm high shoes (or higher) is also required where line temperatures are less than -46C for sustained periods, and for sloped lines, to facilitate adjustment. Marine Piping: Non-insulated pipes: Pipes shall be supported on bonded wear pad except piping systems inside cargo oil tanks where pipes can be set directly on pipe support steel structure. Shoes will be 100 mm high (measured from B.O.P to T.O.S) as standard and for insulation thickness upto 60mm. Where insulation thickness is 76 mm to 125 mm thick then a shoe height of 150 mm is to be used. Shoes and welded attachments to the pipe will be in the pipe support contractor/fabricators scope of supply, and in general will follow requirements of this specification, unless otherwise noted.

    11.3 Isolation Components

    Isolation components shall be used where protection from galvanic action is required due to dissimilar materials, or to reduce transmitted vibrations from lines subject to acoustic vibration. Isolating material for general galvanic separation requirements shall be PTFE. Proprietary insulated U-Bolts with Polyolefin or Neoprene coating, and Pipe Clamps with Comlin Gr. FR80, TICO HT/CL, or Companys approved equivalent isolation clip strips are permissible. Proprietary isolation components may be substituted for the above materials with COMPANY approval. The isolation materials shall be suitable for service temperatures of -50C to 200C.

    11.4 Low Friction Slide Units

    When installing low friction slide units care shall be taken to prevent excessive heat due to welding and the bearing surfaces shall be protected from weld splatter. Low friction sliding plates shall be used when advised by the Piping Stress Department or the Structural department. The effect of friction shall be calculated based on the following: Surface Friction factor

    Steel to steel 0.3

    Steel to PTFE 0.1

    PTFE to PTFE shall not be used.

    12. SPRING SUPPORT

    Spring supports will be detailed out separately as special pipe supports, on separate datasheets, and are not included in the list of standard pipe supports. The spring vendor will supply spring units with all associated rods, turnbuckles, beam attachments clamps, pins etc, details of which shall be determined during procurement stage. Application of spring support shall be kept as mimum as possible. Pipe hangers are not permitted for any support application.

    13. PIPE SUPPORT LOCATIONS

    13.1 General

    Pipe-supports should be located as close as possible to heavy valves, strainers, orifice flanges, removable spools, etc. Pipe-support location, especially guides, linestops etc., shall not restrict flexibility of piping system to the point of over-stressing it. The location of spring supports shall ensure that load adjusters, load flanges, fixing bolts, etc. are accessible for adjustment or removal. Under no circumstances shall a pipe support be placed where it presents a hazard to personnel, also it is not permitted to encroach into escape routes. A clear head room of 2300 mm over all escape routes must be maintained. Pipe-supports shall not restrict withdrawal areas, equipment maintenance areas, or interfere with the installation or removal of maintenance blinds and spacers. Enough clearance shall be maintain above material handling route. Consideration shall be made for support deflections arising from load-out, transit or lift conditions. In general, temporary supports are to be avoided, however, if required are to be clearly identified (e.g. painted Signal Brown RAL8002), and removed prior to commissioning. In cases where the support may need to be removed to avoid overstressing the pipe during load-out etc, consideration of removable, or adjustable supports are to be considered (e.g. pipe clamps).

    13.2 Structural Considerations

    Location of supports shall maximise the use of existing structure with additional structural members being kept to a minimum. Support loads and height exceeding the allowable limits defined in this sepcification shall be designed by Structure discipline. All pipe supports which transmit loads above 10 KN to a structural member shall be closely coordinated with Contractors Structural Department. Generally, the following are not allowed:

    Supports fixed to truss diagonals should in general be avoided.

    Supports which will cause torsion in the structural steel member.

    Supports onto un-stiffened deck plate.
