1.1 Nature of Wages and Salary administration:

Wage and salary administration function of personnel management is based

on an approach to provide equitable, logical and fair remuneration to employees. There are

some objectives behind taking this wage and salary administration function acutely like; for

the purpose of attracting and retaining talented and competent employees in the organization

it necessary for organization that, it has to maintain prevailing wage rate, and for developing

performance and desired behavior like, loyalty, commitment, initiative, management has to

pay fair remuneration, further to this is for ensuring in organization that employees are not

overpaid or underpaid this function of wage and salary administration is supportive, and also

for observing all the laws, rules and regulation of government, organization has to provide

attention to wage and salary structure of the organization. In this manner the importance of

wage salary administration is enormous.

While studying the notion of remuneration it is necessary to consider three

concepts, these concepts are like, minimum wage, fair wage and living wage. [1]Minimum

wage is that wage which invariably be paid whether the company is big or small, makes

profit or not. The 15th Indian Labor Conference (1957) formally quantified this term of

minimum wages; it includes calculation of family earning, minimum food requirement,

clothing requirement, expense on the rent of housing and expenses on fuel, lighting and other

miscellaneous items of expenditure. Fair wage should be calculated on the basis of some

factors like, the productivity of labor, the prevailing rates of wages in similar occupation and

employer’s capacity to pay. Furthermore third aspect of remuneration is Living wages, as

compare to minimum wage and fair wage the position of living wage is always high. Because

it not only deals with the net remuneration but also it consists of provision of basic amenities

of life and also facilities like medical, educational etc.

1.2 The influencing factors of wages and salary structure and

Administration:

Firm’s ability to pay, this factor works in long run as compare to short run.

There are various expenses that organizations has to bear like paying interest, cost of raw

material, government tax, and other inputs like infra structure, transport, water supply,

electricity supply etc. so these calculations of expenses and the remaining profit of

organization, on the basis of calculation of these factors one can decide firms ability for

paying wages and salaries to employees. Productivity of employees also effect on the

remuneration, if productivity is high then the remuneration is also high.

Factors influencing employee remuneration

Labor union plays vital role in wage and salary administration. The negotiation

power of union, the strength of union, the strategies of union directly effect on remuneration

decision. Unions can influence management regarding remuneration judgment, because it has

power of collective bargaining, political support and weapon of strikes. If union is strong

there will be great impact on management, trade unions demands more remuneration on the

basis of comparison between remuneration of other organization of same industry. There are

many laws concerned with employee remuneration like, the Payment of Wages Act, 1936;

the Payment of Gratuity Act 1972; Equal remuneration Act, 1976; the Minimum Wages Act,

1948; the Payment of Bonus Act, 1965 etc. these acts gives regularity in the payment systems

of organization and also it protect employees from getting less remuneration or from

unauthorized deduction of remuneration.

Inflation negatively effects on the purchasing power of people (here employees)

and it is always a minimum expectation of employees that their purchasing power should get

maintained up to the level of cost of living, so in that sense of cost of living index increases it

anticipated that the wages also increases accordingly. Another important factor influence the

decision of remuneration is the prevailing wage rate in comparable organizations of same

industry. Organizations needs to pay at least equivalent pays as paid for same kind of jobs.

For the purpose of attracting and retaining talented and competent employees in the

organization it has to be considered by the organization that salary paid equal to the going

rate paid in similar industry.

Wage components:

Basic Wage

Basic Wage is a stable wage paid over a period of time which could be on a monthly,

weekly or daily basis. This wage is the normal rate for given level of output. The basic wage

does not fluctuate like dearness allowances or bonus.[2] The Fair Wage Committee (1948)

gives basis for deciding basic wages and the 15th Indian Labor Conference (1957) developed

basic wage concept. Basic wage means a fixed price of labor or the services provided by

labor. [3]Various criteria for setting basic wage are-

• The degree of skill

• The strain of work

• The experience involved

• The training required

• The responsibilities undertaken

• The mental and physical requirements

• The hazard attendant on the work

• The fatigue involved

Dearness Allowance

Dearness allowances are paid to workers for helping them to face the increasing dearness of

needed commodities. Payment of dearness allowances started in the period of Second World

War, for enabling employees to meet their needs. Dearness allowance is based on three

parameters, like the index factor, the time factor and the points factors,

Wage incentives get provided to employees when he works more than expected and

specified quantity and standards, these incentives may financial or non financial. Wage

incentives are helpful for improving performance outcome of employees, because if there is a

relation between income and performance then employee work more for getting more

incentive. If wage level if low then financial incentives are more effective and if wage rate is

high then non financial incentives are effectual.

Bonus

In today’s industries bonus is like a right of employees that should be given by employer in

the form of money of gifts. Bonus is a payable by employer to employee as a share in the

profit of the company, and it should not be treated as a charity given by employer. Regarding

this issue of bonus there is an act called as The Payment of Bonus Act 1965, which gives all

details regarding calculation of bonus, scope of act, eligibility for bonus, time limit for

payment of bonus etc.

Over time

If the worker is asked to work for extra time than his expected and specified working hours is

Over Time. [4]The compensation of over time is normally 1.5 times than the normal wage and

for holidays it is double to normal wage. Many times normal work done by workers on the

condition of over time. But because of high payment condition some organization strictly

restrict overtime.

Wage incentive

Wage incentive generally gives to increase the productivity of workers. And real sense it is

helpful for both parties of the organization that, for employees if give opportunity to earn

more and for employer it gives prospect to have complete use of its inputs. There are some

advantages of incentives like, with the help of incentives employer can make employee work

hard, incentives woks as motivation for employees, because employee feels motivated if they

are getting income than decided wage. The study group (NCL) said that, the incentive is the

cheapest, quickest and surest means of increasing productivity,. The only practicable and self

sustaining means of improving manpower utilization is to introduce incentive schemes and

stimulate human effort to provide a positive motivation to grater output.

1.3 Salary and wage administration in MSRTC:

Maharashtra State Road Transport Corporation takes decision about salary and

wages, increments, pay scale, allowances, overtime, leave rules, natural calamity allowance,

employee facilities like uniforms, shoes, rain-cote etc. advance payments, etc with prior

discussion with Maharashtra ST trade union. Such discussion and final decision is the

outcome of official communication between Maharashtra ST trade union and management

(corporation) and after every four year such decisions about salary and wage administration

takes place it also called as ‘Settlement’.

Pay scales for different category employees is mention here-

1. Pay scale before 1996

2. Pay scale 1996-2008

3. Pay scale 2008-2012

Details about four settlements are given here-

Table No.5.1 shows that how revision of pay scale made. From analysis it is found that all the

pay scales got revised. This revision of pay scale was applicable for all given category. From

the given table is also concluded that the classification of job was same for both the years that

is old pay scale before 1996and from 1-04 1996.

From table No. 5.4 it has been observed that all the pay scales for junior category employees

got revised. And the difference seen in both pay scale is, “pay scale from 01-04-1996 to 01-

04-2008 had minimum one slab and maximum two slabs” but on other hand “pay scale from

2008 and onwards shows there is no slab in pay increase”

And in the year financial 2008 the major change is done in the pay scale and that is;

employees are get divided in two categories like class III (three) and class IV (four) regular

employees and class III (three) and class IV (four) (junior category) employees.

Table no. 5.21 to table no 5.26 gives information about attendance Motivation Plan for driver,

conductor and workshop workers for seasonal duration provided by MSRTC. The tables

show that the prize amount got increased in all given years.

1.6 Conclusion of the chapter:

Salary and wage administration plays vital role in organization for attracting and

retaining talented and competent employees. MSRTC gives due importance to this function

of personnel department. MSRTC gives compensation to its employees on the basis of

settlements which take place after every four years.

Corporation clearly mentioned category of employee and its pay scale,

corporation also does revision in pay scales. While calculating net salary MSRTC includes

number of allowances in it like, Personal allowance, Stitching allowance, Postal allowance,

Cash handling allowance, Delay allowance, Defect repairing allowance, without conductor

service allowance, Night travel service allowance etc. and calculation about these allowances

are clearly mentioned in settlements.

MSRTC not only concentrate on financial aspects technically but also it considers

social and behavioral aspects of employees. MSRTC gives festive advance to its employees

and also it gives attendance motivation prize to employee. Corporation considers needs and

demands of employees and accordingly provides allowance to them like Family planning

operation, Demise (death) fund, Natural calamity, In the case of accident, Eye check up. For
