The Sebastian River Area has over 20,000 acres of preserve ideal for hiking, birding and horseback riding. Sebastian

is home to Pelican Island, America’s 1st National Wildlife Refuge, with over 130 species of birds. The St. Sebastian

River Preserve State Park, part of the Great Florida Birding Trail, is considered one of the top birding locations in the

U.S. Archie Carr National Wildlife Refuge, a 248-acre refuge spanning 20.5 miles long, was designated to protect habi-

tat for what is the most significant area for loggerhead sea turtle nesting in the Western Hemisphere, and the most

significant area for green turtle nesting in North America.

Sebastian Inlet State Park is one of the most popular state parks in the southeast known for its extraordinary surfing

and fishing. One of the most consistent surf breaks in Florida is Sebastian Inlet's first peak, located next to the north

jetty. Another hot surf spot is Monster Hole--located about 1/3 mile off the beach. Avid fishermen also flock to Sebas-

tian Inlet, which is considered the premier saltwater fishing spot on Florida's east coast.

The Sebastian River Area also offers great inshore fishing. There are over 13,000 acres of freshwater wilderness fa-

mous for trophy bass, the diverse Indian River Lagoon, North America’s most biologically diverse estuary, has hun-

dreds of species of fish and the St. Sebastian River takes you back in time with its "Old Florida" charm. These beautiful

waterways not only offer amazing fishing opportunities but also the perfect scenery for pontoon boat and airboat

tours, kayaking, and paddle boarding.

Sebastian is also well known for the rare antiquities that have washed upon its shores. The shipwreck from the 1715

Spanish Plate Fleet left many treasures along Sebastian’s coast. Many treasure hunters continue to search our shore-

line for other artifacts that were lost in history.

Sebastian boasts one of the most spectacular skydiving views in the world! Both tandem and experienced jumpers

travel from all over the world to plunge from an altitude of 13,500 feet and experience the breathtaking view!

The Indian River Lagoon National Scenic Byway, one of two in the State of Florida, is 233 miles and the southern cor-

ridor of the byway encompasses the entire Sebastian River Area including Fellsmere. The Byway was designated a

Scenic Highway because of the great historical, natural and recreational resources for explorers of all ages. As you

travel the byway, you'll be taken back by the unique and diverse habitat, special places and breathtaking scenery that

await you.

Sec. 54-2-5.5. - Commercial Waterfront Residential District (CWR) – City of Sebastian, Florida

(a) Intent. The purpose and intent of the CWR District is to provide a management framework for implementing compre-hensive plan objectives and policies for the Riverfront Mixed Use designation illustrated on the future land use map.
