PRESENTATION

In the last decades, the art system has been characterised by a booming of Art Fairs. Established fairs such as Art Basel grow by launching new fairs worldwide, new venues are mushrooming, and the clientele as the audience is increasingly diverting its attention from traditional exhibition spaces such as galleries to these temporary events. It is undeniable that Art Fairs have a global outreach. Over time, they were able to diversify themselves and take a specific positioning, yet they have a long history that goes back to the early modern period at least. Interestingly, these art events have mirrored the changes within the art market. This is particularly true for the 70s and 80s characterised by the rise of the contemporary art system and its market, to globalisation, and later the dominance of global players, showing the relevance of multinational corporations.

Today Art Fairs are considered to significantly contribute to the cultural, societal and economic development. These events impact the cultural participation and cultural tourism of the host communities. Cultural economics and management scholars emphasize that fairs are not simply physical markets where commodities are exchanged; rather, they are places of learning and information exchange as well as arenas for building and maintaining consensus on the artistic selection processes, choices, and relationships. These events bring together specialised key-players and an audience (including highly specialised public, the collectors, and general public) and provide a highly competitive forum for transactions and information exchange within a market characterised by high uncertainty and information asymmetry. Therefore, Art Fairs are important events to support and maintain the networking of art markets. They are a temporary cluster of high specialised knowledge on the art markets. Therefore, they have a major role in the construction of global markets.

The success of Art Fairs relies on the inception of conducive social, economic, and cultural settings. Legislation, sponsoring, public support, its history and location, the legitimisation of the art fair and the attractiveness of the surrounding region are determinants that may play a decisive effect on a fair’s character and sustainability.

A good example is represented by TEFAF and “TEFAF & the City”, a brand-new initiative organised in the city of Maastricht by local partners. In most cases, art fairs received a financial support at local and national level because of the multiplier effect they can generate.

ENCATC’s meeting in Maastricht will relate and reflect on the role of Art Fairs in the creation of opportunities for local community-orientated events which contrast with tourist-orientated events which have tenuous links with local communities. Moreover, we will explore and argue that community-based events and Art Fairs provide an

opportunity for enhancing local identity and community empowerment, and positively contributing to cultural tourism for the local area.

QUESTIONS FOR REFLECTION In particular, the main questions that will be addressed during the ENCATC Meeting on Evaluation “Impact of Art Fairs on Regional-Local Level” in Maastricht are the following:

• To what extent Art Fairs may contribute to more diverse and inclusive societies and co-create positive societal change?

• How do Art Fairs monitor their economic and social impact?

• What kind of indicators can be used to measure their economic as well cultural performance?

• How can these impacts be utilised to contribute to the sustainability of the local and national economy of the region hosting the Art Fair?

• What is the role played by Art Fairs in a more globalised art market?

• To what extent can European Art Fairs vehiculate a positive image of Europe worldwide?

A DYNAMIC PROGRAMME The 2-day programme (12-13 March) is a unique opportunity to meet peers, to share knowledge and to debate on the impact of Arts Fairs on people’s lives, communities, cities, regions, Europe, and our societies.

STUDY VISITS Art Tour through the building of the House of Parliament )

This is the historical place of the Maastricht Treaty’s signing on 7 February 1992 by the members of the European Community to further European integration. The building also houses an impressive and large art collection of the Province House of Limburg featuring local art from Limburg’s artists.

Stichting Restauratie Atelier Limburg (SRAL)

Delve into the meticulous world of art restoration with a special visit to this leading institute specialised in the conservation and restoration of paintings, sculptures, modern and contemporary artworks and historic interiors. SARL is proud of its interdisciplinary collaboration between various restoration specialists and researchers to provide an integrated approach to conservation issues. During the

study visit, learn how this institute is unique with all its diversity of expertise under one roof and the addition of its comprehensive analytical laboratory. Building on its core mission - the conservation of the (art)historical heritage in Limburg - SARL also work for Dutch and foreign clients such as the Rijksgebouwendienst (Government Buildings Agency), the Rijksdienst voor het Cultureel Erfgoed (Cultural Heritage Agency) and Dutch museums as well as Church Associations, semi-public collections, and private clients.

CULTURAL HAPPY HOUR The 56th ENCATC Cultural Happy Hour on 12 March, hosted at SRAL will be the occasion to meet and hear from guest speaker Adriano Picinati di Torcello, Director, Advisory & Consulting, Global Art & Finance Coordinator, Deloitte Luxembourg. He will present Deloitte and ArtTactic's 2019 Art and Finance Report, the go-to source for the emerging art and finance industry to gain insight into key trends and developments in the art market.

The ENCATC Cultural Happy Hour is a convivial setting to establish and nurture professional networks among academics, researchers, trainers, art fair professionals, cultural managers, local and regional public authorities working in the arts and culture field.

SPEAKER BIOGRAPHIES

Jean Bruinzeels is an art historian and archivist and started to work for the municipality of Maastricht in 1982. After having worked in the municipal archives, the municipal library and as a facility manager, since 2011 he is a liaison-officer between the municipality of Maastricht and international institutes and institutions in the Maastricht region, Netherlands. Representation, hospitality and international networking are all part of the job. In 2014 he was one of the initiators and organisers of the debate between the candidates for the presidency of the European Commission in the Theater aan het Vrijthof in Maastricht, worldwide live broadcasted by Euronews. He was part of the steering committee responsible for The Maastricht Debate 2019 on April 29 between the 'Spitzenkandidaten' for the position of president of the European Commission.

Simeng Chang is a Research Assistant – Accounting, Finance and Law, and MSc in Arts and Cultural Management Co-Program Director at the Burgundy School of Business, France. From 2010 to 2012 she was an Audit Associate at KPMG CHINA, Shenzhen, China.

GiannaLia Cogliandro Beyens, has been since 2004 the Secretary General of ENCATC, the European network in the field of cultural management and policy. She is also the administrator of the Thomassen mobility programme and serves on several boards. With more than 20 years experience in international relations, GiannaLia is an expert in advocacy, cultural policy and strategic management, in particular in the context of international cultural organisations. Former Policy Officer of the Cultural Forum of EUROCITIES, the network of major European cities, she successfully designed and coordinated several transnational and cross-sectorial projects in the field of culture and education. GiannaLia was Secretary General of the Association of the European Cities of Culture of the year 2000 set up in 1996 by the European Commission. Journalist since 1993, she started her career as Press & PR Officer for the N.A.T.O organisation in Rome. For the European Commission she wrote 10 Reports on social European policy and a major study on the European Cities of Culture for the year 2000. Educated at the University “La Sapienza” in Rome, GiannaLia holds a Degree in Political Sciences - International Relations, a M.A. in European & International Career Studies and a M.A. in European Constitution. GiannaLia was trained for six months at the European Commission and at the Italian Institute for Foreign Trade, ICE, in Brussels.

Joop De Jong is Associate Professor Arts and Heritage, University of Maastricht. He is the former director MA Arts and Heritage: Policy, Management and Education; Academic Director Macalester College. History, Faculty of Arts and Social Sciences. His areas of expertise: Cultural Policy, Cultural Heritage, Dealing with the Past. History of the Dutch Republic.

Stephanie Dieckvoss joined the department of the Creative and Cultural Industries, Kinston School of Art, Kingston University, in September 2017 as senior lecturer and course director for the Art Market and Appraisal (Professional Practice) MA. She furthermore works as a lecturer at Central Saint Martins and teaches on Art History, Art Markets and Globalisation; and is a member of Sotheby's Institute of Art Online Faculty. Stephanie holds an MA in Art History, an MBA (Public Services) and a PgCert in Art and Design Education and is a fellow of the Higher Education Authority and chair of Contemporary Markets, TIAMSA. In addition to her academic work, she writes as a journalist for Handelsblatt and the Neue Zuercher Zeitung. Before becoming an academic, she held numerous positions in the professional art market for more than a decade. She started out working for blue chip galleries in Europe as well as the US, before joining Frieze Art Fair as the first Fair Manager in 2003. From 2007 to 2009 she was co-director of the Art HK: Hong Kong International Art Fair and from 2012-2015 she was fair director of Art 13, Art14 and Art15, a fair for global art, in London. Her research interests centre around contemporary art markets, cultural globalisation & emerging markets and the art school as institution. She currently focuses her research on art fairs and power and on private museums in emerging markets. She received a TECHNE PhD scholarship in 2018.

Adelaide Duarte is an art historian, researcher and assistant professor at the Institute of Art History, School of Social Sciences and Humanities, Universidade NOVA de Lisboa. She is the coordinator of the Postgraduate Program “Art Market and Collecting” at the FCSH-UNL, coordinator of TIAMSA subcommittee Art Market and Collecting: Portugal, Spain and Brazil, and member of the research group “Museum Studies: Art, Museums and Collections”. She obtained her PhD in Museology and Cultural Heritage (2012).

Sofia Evangelou is living and working in Brussels. She holds a BA in History, History of Art and Archaeology, and an MA in Art Management at Maastricht University, where she specialized in the art market and wrote a thesis on the impact of art fairs. She has completed several internships at some of the most important European Museums, such as the Peggy Guggenheim Collection in Venice and the Uffizi Gallery in Florence. Sofia is also amassing work experience in the art market sector, working for several art galleries in Europe and in the context of leading art fairs. In parallel, she is working as a freelance art manager and advisor, fueled by her passion for art and thirst for new projects. Sofia ’s life is going hand in hand with art and travels.

Maciej Hofman works as Policy Officer at the European Commission where he is responsible for managing initiatives related to the role of culture in cities and regions, access to culture via digital means as well as support to cultural and creative sectors. Before coming to Brussels, he worked at the Polish Ministry of Culture, British Council offices in Warsaw and Paris, a French e-learning start-up and as a freelance editor and translator for cultural NGOs, film festivals and digital projects. Maciej holds MA degrees from the College of Europe and the University of Warsaw, he has also studied at Sorbonne Nouvelle Paris III. He is highly interested in narrative video games and new technologies.

René Hoppenbrouwers is René is adjunct director at Stichting Restauratie Atelier Limburg (SRAL). He studied Art History and Archaeology at the Radboud Universiteit Nijmegen and specialized in 16th century panel painting. From 1990 until 1995 he studied paintings conservation at the post academic Education Program for the Conservation of Paintings and Painted Objects at Stichting Restauratie Atelier Limburg in Maastricht, under auspices of the Ministry of OCW. Internships involved the Mauritshuis The Hague, Rijksmuseum Twenthe Enschede and the Rijksmuseum Amsterdam. Within the framework of the NWO MOLART project (Molecular ageing of painted works of art), he worked at SRAL from 1995 – 1999: both as research-conservator and manager of the conservation education program. In 1999 he became head of education at SRAL, managing the study program, teaching, organizing international conservation courses and international summer courses focusing on historic painting techniques. Hoppenbrouwers has been active in several international conservation organizations: he was vice chair of ENCoRE (European Network of Conservation-Restoration Education) and assistant working group co-ordinator of the Working Group Education and Training in Conservation of ICOM-CC (Conservation Committee of the International Council of Museums). He initiated the Indian Conservation Fellowship Program, financed by the Andrew. W Mellon Foundation. This program focuses on the education and training of young Indian conservators in The Netherlands and the U.S.

Fernand Jadoul is Honorary consul of Luxembourg/Dean of the Consul Association Limburg.

Yelena Kharitonova is member and special projects representative in Maastricht. She is founder and CEO of Caravan Cultura CreArt Agency and Consultancy and she has been creating educational opportunities for young international creatives and professionals in the Netherlands and Belgium. Her latest projects include organizing annual education programmes for young designers during the Annual Dutch Design Week, as well as management of the “Culture Beyond the Paragraphs” project during the 19th Annual seminar of ORACL’s alumns in Maastricht. She holds MA in Arts, Heritage and Cultural Management and MA in European Public Affairs from Maastricht University, as well as BA in International Studies and Diplomacy from Washington International University.

Ian King is a full research Professor at the University of the Arts, London and the London College of Fashion. He is also visiting professor at Shanghai Institute for Visual Arts, University of Antwerp, Belgium; Karlshochschule International University, Germany; and RMIT, Australia. His background originates in the theatre and the music business. His PhD was in Strategic Decision-Making in the Popular Theatre. Ian has published widely both in journals and in books – in the fields of art, philosophy, organization studies and fashion. He is a very experienced PhD supervisor and has successfully supervised many research students in these fields. He is currently Chair of the Research Degree Committee. His present research looks at the relationship of the body to aesthetics and his thoughts on this can be found in his latest book entitled: ‘The Aesthetics of Dress’ (published by Springer in 2017). He is also responsible for the International Fashion colloquia series and is currently involved in an international Cultural Governance project that is examining different practices that exist in arts and cultural organizations in ten countries across five continents.

Eric Lemmens is a representative of the King of the Netherlands in the Province House of Limburg. He studied politics and history and specializes himself in the question/issues of Euroregional Development. During his talk, he will pay special attention to different moments of the Maastricht Treaty’s negotiations and final signing in 1992.

Nabilah Noordin is a recent graduate from Maastricht University. She holds a BA in Arts and Culture and an MA in Arts Management specialising in the Art Market. Her master's thesis focused on the application of blockchain in the context of art investment. She completed her internship at Christie's Brussels in 2019 as an administrative assistant within the Contemporary Art department. Nabilah is now working as an Object Intelligence Researcher for a private art dealer in Brussels, where she sources Modern and Contemporary art pieces for private collectors.

Dyala Nusseibeh joined Abu Dhabi Art as Director in 2016. Since then she has led a number of new initiatives for the Fair including expanding the year round programme to include artist commissions in historic sites, curated exhibitions, artist residencies in the leading technology university, an Emerging Artists programme for UAE artists and a Pavilion Prize for architecture students. Prior to joining Abu Dhabi Art, she was the Fair Director of Art International Istanbul and before that, Head of Education at the Saatchi Gallery in London.

Nadine Oberste-Hetbleck studied Art History, Media Studies and Pedagogy at the Heinrich Heine University Düsseldorf (HHU). Between 2006 and 2008, she was the recipient of a PhD scholarship from the German Academic Scholarship Foundation for a project entitled “Kunst & Marketing. Selbstvermarktung der Düsseldorfer Malerschule und das Düsseldorfer Vermarktungssystem 1826-1860” [Art and Marketing. The Self-Marketing of the Düsseldorf School of Painting and the Düsseldorf Marketing System from 1826-1860] that was completed in 2009. The project received three awards including the 2010 DRUPA prize. She was a staff member at the Department of Art History from 2009 till 2013. From 2013 till 2014, she was responsible for coordinating and teaching courses of the Master’s in Art History with a focus on Communication of Art in Museums and the Art Trade at the Chair of Marketing (Faculty of Business Administration and Economics of the HHU). In June 2014, she became Junior Professor for Art History and Art Market Studies at the University of Cologne. Since 2015, together with Prof. Dr. Günter Herzog, she has headed the Zentralarchiv für deutsche und internationale Kunstmarktforschung e.V. (ZADIK) as an affiliated institute and thus research archive at the University of Cologne. She has published on the history of art trading, marketing the arts, and networks in the art world, in each case with a focus on developments since the 19th century. She also blogs at art market studies.

Adriano Picinati di Torcello is the Global Art & Finance Coordinator for the Deloitte group of member firms and has over 20 years of professional experience. He is in charge of the Art & Finance activities within Deloitte Luxembourg, an initiative he has been coordinating since its inception in 2008. Adriano also coordinates the development of the Art & Finance activities at the Deloitte group level. Over the past decade, Adriano has been working towards the creation of an Art & Finance/Business cluster in Luxembourg. To create public awareness of the Art & Finance subject, Adriano initiated the international Deloitte Art & Finance Conference cycle that has become the annual benchmark event in the field. He has also developed Art & Finance seminars for professionals seeking guidance about the global art market and he is the co-author of the Deloitte and ArtTactic Art & Finance Report. As the spokesperson of the Art & Finance initiative within Deloitte, he regularly speaks at national and international conferences. Adriano started his professional career as an auditor at KPMG. He also spent several years with Banque Degroof Luxembourg to develop the group’s activities in France through wealth structuring and funds services. Before joining Deloitte in 2008, he held management positions in the Asia Business Development team and in the Strategic Planning team of Deutsche Börse Group. Adriano has a degree in business sciences and finance, as well as an MBA and a M.Sc. in banking and finance. He is fluent in French, English and has a very good command of Italian.

Mary-Ann Schreurs believes in design as an important engine for our economy and being just the right tool for defying big challenges of the city. As the first Dutch Vice-Mayor of design she therefore introduced design in local innovation policy. Her goal is to improve citizen’s lives by using the methodology of design-thinking in co-creation with the citizens itself and other stakeholders in the city. Before she became council member and Vice-Mayor in Eindhoven, she was co-initiator of (European) innovation projects linked to design.
