The development of eGovernment was understood in a broad context:- the background conditions for eService applications were taken into

considerations – such as ICT infrastructure, broadband developments and ICT literacy of the potential users and beneficiaries.

- selected other public eServices – relevant for eGovernance and eInclusion - are also enlisted, most importantly from the field of eHealth services.

The best practices of each country were highlighted in order to provide lessons that are worth learning for the other countries as well.

Czech Republic: - IZIP project – a famous eH /social security application. But an example for:

ongoing, continuous development, adding more and more services to it- High level IT infrastructure of public sphere- The usage of the online eGovernment services significantly more popular

in the business sphere (B2G/G2B relations) than with citizens.

Estonia: - E-Voting (2009 EP elections; local govt. elections: share of e-voters among

all voters reached the 15% )- Very strong political will and strong connections to Nordic ICT sector- A test country for the hypothesis: it is easier to build eGov (=electronise

and modernise govt. sector) if you start from scratch. (Counter-ex: LV)

- 2004-2006 period: infrastructure development was priority compared to eServices: evaluated expertise is scarce

- Monitoring and evaluation of projects: not available at depth necessary, or in English

- Hide-away of failures: loud launch campaign for pilots, flag-ship projects, but silence about the reasons why it was not finished/broadened

- 2007-2013 period: projects from 2007, evaluation only on a mid-term or ongoing level

- Authorities focusing on communication with the EC, not with other NMS partners

BUT without an open, inclusive (in terms of stakeholders) ongoing discussion, lessons will not be learnt from each other.

We have the opportunity of making the same mistakes.

There is a strong need for : -Discussion on eGovernance and public eServices WITHIN the Structural Funds – planning, programming, evaluation, monitoring experiences (even vs EC, if necessary)-Willingness to admit mistakes not only success stories. -Within success stories: there is a need for differentiation! (all NMS claim to have a very successful government portal)

Structural Funds: a unique opportunity for standarisation issues and thinking ahead: inter-country interoperability and pan-European eServices
