NEW SUMMARY OF SUBMISSIONS Permanent Road Closure - Road Reserve in between Lot 222 and Lot 50 Whitby Street, Mundijong (SJ141) Submitter No Submitter Comments Officer Recommendation Richard and Kelly Cockram 1 We were recently contacted regarding the closure of Whitby Street to amalgamate the two shires. This would not personally affect myself but my elderly neighbours are deeply concerned how the closure will impact their access to the facilities on Paterson Street that they use on a daily basis. My neighbours have approached me regarding this matter and are visibly upset about the proposed closure. Many of them have lived in their homes for over 60 years and it is very important to them that Whitby Road remains an open thoroughfare. At your upcoming meeting to discuss the closure please take into consideration the needs of your local and loyal rate payers , especially the elderly long term ones who require easy access. Joan Davey 2 We have lived here for 28 years and regularly use Whitby St. It would be very inconvenient not to be able to go to the Post Office or the Pharmacy when needed via Whitby St. We are well into our 80’s now, and I know many of the residents around here use the road daily. We have to put up with the noise and the dust every day. So why should you put this on us as well. Hoping you will reconsider the closure of Whitby Street and leave it open. I have been a resident in Mundijong for 65 years and I am very concerned to hear about the impending closure of Whitby Street as it will affect me every single day. This street has been used by myself and lots of residents for as long as we have all lived in Mundijong. If the Shire go ahead with the closure I am certain that everyone will then use the lane way which will then cause dust which could become a health hazard. So, I am asking that the Shire please reconsider the closure and leave Whitby Street open. Denise and Steven Lennane 4 I understand that it is unlikely that my personal concerns will make any difference to this happening but I would like to explain my story anyway. I have been living in Mundijong for the last 26 years. I live on Senior Court and I have an adult son with a disability (name withheld) Part of (name withheld) routine is to walk our dog with a carer each morning. They turn out of Senior Court onto Adonis Street and turn left into Cockram Street. They then turn left into Anstey Street and proceed to the end of Whitby Street where they turn left again and can walk along Butcher Street in the shade of the liquidambar trees to make a loop back to Cockram Street and return home again. This walk is a suitable distance for someone like (name withheld) and provides some shade in summer. When you close Whitby Street off he will not be able to do this. He can make a longer walk down to Paterson and walk back in a loop around Anstey Street. Longer distance and no shade. There is not much choice when it comes to walking a dog around Mundijong. Even walking the dog around the oval on a lead is nowadays denied. I doubt if any study will be done on the vehicle or foot traffic that uses Whitby Street. In the long run given the predicted growth for Mundijong this reserve area is unlikely to be sufficient for vehicle parking and storage and why would you want it to be in the centre of the town site anyway? I doubt if people will bother to think about this and make submissions about this closure but for what it's worth this is our story. I think this is very sad! Public Notice of Proposed Permanent Road Closure on Whitby Street, Mundijong – Community Responses due 28/11/19

The existing levels of dust and noise are acceptable. However, by closing the intersection and increasing the ground area of the depot, we would predict an increase in these levels. As the shire grows, more vehicles and equipment may be housed in this area.

As mentioned, we can tolerate the existing conditions. If the intention is to increase the depot size, and machinery, perhaps a new location should be sourced for it, out of the residential area.

At minimum, the updated area should be asphalt, not gravel.

Please also consider the residents south of the depot, on Butcher Street. Elderly residents in particular will no longer have a manageable walk to the services in town. Instead, they will need to walk all the way around via Cockram Street.

Perhaps if the proposal goes ahead, affected residents could be assured of a more appropriate surfacing in the depot, and that if further vehicles and noise are predicted, that a more suitable location will be planned for, and the depot will be relocated slightly further out of the centre of town.

We moved to Mundijong for the quiet, rural feel, and we love living here. Blocking this intersection and increasing the size and activity in the depot will have a negative affect on our living conditions.

Shad Geyer 6 Regarding the proposal to close Whitby Street and extend the depot I would be against this decision. Due firstly to the fact that the new Mundijong industrial area is being created soon so any money spent now on this depot which is an eyesore and located in a residential area seems a waste and unnecessary. We already have issues every summer with the dust and noise from early morning through to random times after hours. Any extension of the depot would only exacerbate these issues.

Theresa Jennings 7 Hello SJ Shire,

I have lived on Butcher Street for 15 years. I have been informed that the shire property will join, closing off Whitby Street. I have spoken to two very concerned residents of the street who feel that the closure will have a negative impact on their day to day lives.

The first resident is elderly and feels that the closure will cause more speedy driving up Butcher street. He is also afraid that he will get cut off and have to walk around two extra blocks to get to the shop as he does not have a car.

The second resident has young children and has the same two concerns of speedy drivers and being cut off from being able to walk to the shops.

Could you please consider to at least leave a pathway that will connect Butcher street to the shops so people are able to walk between the two areas? Will the issue be discussed in a public forum please so that I can tell my neighbours to attend?
