NIH Public Access Policy

All investigators funded by the NIH shall submit or have submitted for them to the National Library of Medicine’s PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication.

Key Points• December 8, 2004 – NIH Appropriations Bill established

the Public Access Policy.• Voluntary from 2005-2008.• April 7, 2008 – Mandatory: anyone submitting an

application, proposal or progress report to the NIH must include the PMC or NIH Manuscript Submission (NIHMS) reference number when citing applicable articles that arise from NIH funded research.

• In 2010 NIH required use of MyNCBI to manage citations in eSNAP progress reports.

• In 2012 NIH enforced use of MyNCBI with design of the new Research Performance Progress Report (RPPR).

• Spring of 2013: RPPRs with non-compliant citations will not be reviewed until in compliance.

• If the PI believes that a peer-reviewed publication should be identified as part of the progress of the NIH project, it must be in compliance with the Public Access Policy.

• 1) When submitting a paper for peer review, notify the journal that the manuscript was supported by NIH funding and must be submitted to PubMed Central.– Before signing a publication agreement or copyright transfer

agreement, assure that the agreement allows for the submission of the final peer-reviewed manuscript to NIH in accordance with the NIH Public Access Policy.

• 2) Determine how the manuscript will be submitted to PubMed Central.

• 3) Include the PMCID number in all subsequent correspondence with NIH – progress report, biosketch, new applications.

• Author must approve the manuscript for processing.

• Required in all NIH applications (biosketches), proposals and progress reports.

• This requirement only applies to papers that fall under the Policy and are authored or co-authored by you or arose from your NIH award.

PMCID Numbers

• Method A & B– ‘PMC Journal – In Process’ is used until the

PMCID number is available.– ‘PubMed Central PMCID: PMC1234567’.

• Method C & D– ‘NIHMSID: NIHMS123456’ used until the

PMCID number is available (typically 3 months post submission).

– ‘PubMed Central PMCID: PMC1234567’.

user information and database preferences to provide customized services for many NCBI databases.

• My NCBI users can save their citations (journal articles, books, meetings, patents and presentations) in My Bibliography and manage peer review article compliance with the NIH Public Access Policy.

• Linked with ERA Commons & PubMed.– Identifies PubMed citations to send to My NCBI.

• PMCID & NIHMSID numbers automatically linked.• Acknowledged grant support is automatically linked.

– Identifies ERA Commons grants that can be linked to publications in My NCBI.*– Ships citations to ERA Commons for RPPR.

• A My Bibliography feature of interest to eRA Commons users, Award view, allows them to see whether their publications comply with the NIH Public Access Policy, to start the compliance process for journal articles, and to associate their publications to grant awards.
