THE UK PLASTICS PACT PROGRESS REPORT
Tracking UK Plastics Pact member progress and future commitments towards the four Pact targets
VERSION 3: December 2019
-
2
WRAP launched The UK Plastics Pact on the 26th April 2018. Since its inception the Pact now has 85 business members (including Retailers, Manufacturers, the Hospitality Sector, Recyclers and Plastic Convertors) plus 45 supporting organisations (trade bodies, NGO’s etc). Click here to see a list of all our members and supporters. Each has agreed to targets to 2025 with a roadmap in place which sets out the direction of travel for members to follow.
The progress tracker and future commitments In May 2019, to mark the one year anniversary of The UK Plastics Pact, a selection of our members from the manufacturing and retail sector (who make or sell products in plastic packaging) have come together to share the actions that they have taken so far and the commitments that they are making to deliver against the targets of The UK Plastics Pact. This document how now been updated with more recent progress from these businesses and now also includes pledges from other sectors- including the recycling sector & the plastic manufacturers.
INTRODUCTION Important to note This report represents a small selection of the large number of initiatives currently underway in this sector. Due to their sensitive nature, there are many other initiatives ongoing which will be shared in due course. In some instances columns in the tables will be blank. This signifies that the organisation is either not taking action towards the target at this moment in time, the information is not yet ready to share publicly or that that the organisation does not work in a way that requires action towards that particular target. This document will be updated regularly over the coming years as we progress towards 2025. A glossary of terms is available in the back of this report. Here.

single-use packaging through redesign, innovation or alternative (reuse)
delivery model.
Target 2 100% of plastics packaging to be reusable,
recyclable or compostable.
Target 3 70% of plastics packaging effectively
recycled or composted.
Target 4 30% average recycled content across all
plastic packaging.
Actions taken
To date we have launched
a new form of packaging
for steaks with three of
our customers.
Circa 80% less plastic.
Saving 300 tons of single
use plastic.
Eliminating 10 million
plastic trays.
We are also in the process
of eliminating PVC from
our packaging and
replacing this with a
widely recycled
alternative.
Conducted a group wide study
of our plastic usage both to
retail and business to business,
to provide us with a detailed
benchmark for future work.
All our packaging
conforms with our
customer and legal
requirements regarding
on pack recycling
information for
consumers.
Our new pack has
instructions for the
consumers to remove
plastic elements from the
card and tell them which
recycling bin these should
be added to.
All our PET plastic
packaging is made with
100% recycled bottle flake.
Planned Actions We will eliminate
unnecessary plastic in our
packaging without
compromising shelf life or
quality.

Target 2 100% of plastics packaging to be
reusable, recyclable or compostable.
Target 3 70% of plastics packaging effectively

Planned actions We will identify any
packaging that we consider
to be unnecessary and work
to reduce it, for example
eliminating the use of plastic
shrouds during crate storage,
or alternatives to plastic
covers used within
production areas.
We will identify where
produce could be packed
loose (without increasing
food waste).
Remove use of PVC
packaging within our UK
operations in line with
individual retailer
commitments. Identify
alternatives to PVC packaging
being used by our suppliers
by end of 2020.
For Barfoots branded
items, we will make 75% of
our plastic packaging
recyclable by 2022 and
100% recyclable by 2025
(48% of our product range
is recyclable by weight).
We have identified all non-
recyclable packaging
formats within our product

2020.
We will make sure that 30%
of the plastic packaging
used on Barfoots branded
products contains an
average 30% recycled
content by the end of 2020.
We will review what our
current average recycled
content is across all plastic
packaging.
We are developing a
recycled content sourcing
strategy to increase the use
of recycled content plastics
in line with our targets.

Actions taken Boots has become the first national
pharmacy, health and beauty
retailer in the UK to move to
unbleached (brown) paper carrier
bags as standard. The paper bags
are replacing plastic bags in all
2,485 and will remove over 9001
tonnes of plastic from Boots store
operations each year.
Boots has removed 149 tonnes of
plastic from their own-brand gift
ranges this year.
Boots has reduced plastic
packaging used in deliveries by
76% as of 4th November by
removing bubble wrap, plastic
parcel tape and delivery bags,
saving 136 tonnes of plastic every
year².
Our sushi trays have
switched from blue to
clear PET, greater
recyclability and more
valuable as recycled
material.
All black plastic
removed from Boots
brand food packaging.
From this month,
Boots customers will
start to receive their
medicines in 100%
compostable pharmacy
bags, which are made
using potato starch
and can be used as a
bin liner for food
waste. By March 2020,
more than 10 million
prescription bags each
year will be made using
compostable material
rather than traditional
plastic.
At the beginning of 2019 Boots
worked with WRAP to evaluate
enhanced consumer recycling
messages on bathroom toiletries.
This involved our Product
Evaluation team trialling labelled
products with 3000 members of
the public. The results of the trial
are now being assessed by WRAP.
In January 2019 Boots Opticians
partnered with Johnson and
Johnson, in collaboration with
TerraCycle, to offer the UK’s first
in store contact lens recycling
scheme. Consumers will now be
able to bring along their used
contact lenses and/or packaging
to any Boots Opticians practice
across the UK and place into the
recycling bins. This will
significantly reduce plastic in
landfill and from entering our
oceans.
Our fruit pots are
made of a minimum
of 50% recycled
material.
In Botanics, we have
moved from using
100% virgin plastics in
tubes, to include 25%
recycled content. This
step closes the loop,
ensuring we are also
putting recycled
material to good use.
We are also using 25%
in our range of bottle.
Boots pharmacy
automated
prescription filling
location (DSP) changed
the spec of their
prescription bag to
trial using 64%
recycled content
plastic.

Target 2 100% of plastics packaging to be reusable,
recyclable or compostable.
Target 3 70% of plastics packaging effectively
recycled or composted.
Target 4 30% average recycled content across all
plastic packaging.
Actions taken We have eliminated the
use of PVC and
Polystyrene in all
products sold to the
retailer.
Have a Packaging CSR Strategy
and within this have identified
all non-recyclable packaging
formats and have a plan in
order to address them.
All of our black/coloured trays
are detectable.
In partnership with a
supplier have been
involved in the making of a
video to show the recycling
story of a food tray that
was shared with
consumers.
We have been trialling
packaging with a higher
level of recycled content.
All of our trays have at
least a 70% recycled
content.
Planned actions Will continue to review
packaging in line with
WRAPs problematic
packaging guidance.
Look at alternatives to
mechanical recycling to
increase recycling of complex
laminates.
Work towards using mono
structures where possible.
Look to further reduce down
the number of plastic types
used in order to make recycling
easier for the recycling centres.
Work with The UK Plastics
Pact/OPRL on making the
consumer experience
easier in terms of
communicating if a pack is
or isn’t recyclable.
We have identified the
level of recycled content in
our plastic packaging and
have plans in place in
order to:
• Increase the level of
recycled content in our
packs where there
currently is a level; and
• Work on innovative
projects in order to add
recycled content where
there is currently none.

Hovis have entered a partnership
with Terracycle, a scheme where
used bread bags from consumers
can be collected and recycled into
useful items for the community such
as park benches and school
playgrounds. We have 800 bread bag
recycling locations across the
country and as of July 2019 we have
collected over 187,000 bread bags
for recycling.

Actions taken Investigating paper
straws for our kids
products.
100% of our packaging is
recyclable now and we are
committed to keeping it that
way.
Reviewed our OPRL labels and
updated across all SKUs along with
recycling stories on pack.
Adopted the UK Plastics Pact design
for recyclability guidelines.
Partnered in Leeds By Example On
The Go recycling campaign.
Moved our smoothie
bottles to 50% rPET +
15% plant PET. Started
process of migrating
our juice range to the
same.
All our bottles are
already a minimum of
30% rPET.
Planned Actions By the end of 2020 we
aim to replace the
plastic straws on our
kids product range
with paper straws.
By 2025 we aim to
deliver a light-
weighting programme
targeting 5-10% weight
reductions across all of
our larger, take-home
bottles.
We aim to deliver a re-use
trial by 2025, without
material increase in product
wastage and therefore
detrimental impact on our
carbon footprint. (Note: this
will be in one of our
European markets, possibly
outside the UK).
We have identified areas of
our packaging that could be
further improved for
recycling, with plans to
deliver.
All packaging to include OPRL
recyclability labelling.
We commit to raising awareness of
recycling to our drinkers by
dedicating part of our drinks labels
to it with at least one call to action.
We will support the creation of well-
designed and well-run Deposit
Return Systems and will continue to
join and/or make the case for.
We will work with our local council
(local to innocent HQ: Kensington
and Chelsea Borough) to improve in-
home recycling rates by 2020;
campaign kicks off late 2019.
We will have a
minimum of 50%
recycled content across
all bottles by 2022.
We are aiming for a
100% renewable
smoothie bottle by
2022.
We aim to trial recycled
content in our caps by

Actions taken We’ve launched our
pacKPromise; a three-
stage plan to reduce our
impact on the
environment.
Phase one is to use less
packaging. We already use
11% less packaging than
we did ten years ago.
Recent packaging
reductions include: 23%
on Hula Hoops
multipacks, 14% on
McCoy’s multipacks, 14%
on Tyrrells, 35% on Pom-
Bear multipacks, 16% on
Penn State pretzels and

technically and don’t increase
incidences of food waste.
In March 2019 we launched the
