COMMITTEE HOUSING & ENVIROMENT DATE 19th NOVEMBER 2009 DIRECTOR PETE LEONARD TITLE OF REPORT UPDATE ON THE COUNCIL NEW BUILD
PROGRAMME
1. PURPOSE OF REPORT This report provides an update on the key technical elements of the delivery programme and the tender process to date for the development of the three new build council housing sites at Rorie Hall, Byron Park and Hayton Road. 2. RECOMMENDATION(S)
It is recommended that the Committee:
• Note the update and ratify the completed actions to date regarding the
progress of the new build council housing sites at Rorie Hall, Byron Park and Hayton Road.
• To instruct officers to report back in January 2010 at the Housing & Environment Committee on the outcome of the tender process.
3. FINANCIAL IMPLICATIONS Within the Housing Business Plan, monies have been committed for the New Build Programme over the next three financial years (2010 – 2013) for circa £13.5 million. This money will be complimented by the “Kick Start” Scottish Government funding which has been awarded to Aberdeen City Council for sum of £2.1 million.
4. SERVICE & COMMUNITY IMPACT Our Single Outcome Agreement that was produced in response to the Concordat that was agreed between the Scottish Government and local authorities in March 2008 and highlights the local outcomes for housing as follows:
• To increase the number of new build affordable houses; • To meet the targets for the SHQS for social housing; • To increase the number of new built houses across all tenures; • To meet the 2012 Homelessness targets set by the Scottish Government;
and The delivery of the council new build programme is ka key objective of the administration as identified in the VDLF;
• To increase the provision of sheltered housing for communities across the City.
• Work with Registered Social Landlords to develop affordable housing including 2000 new affordable houses.
OTHER IMPLICATIONS 1. Legal –. The tendering process has fully complied with OJEU regulations
and has been ratified by our Legal colleagues in Corporate Governance. 2. Resources – A fully resourced, multi-disciplinary design team is key to the
successful delivery of this project. Robinson Low Francis (construction and property consultants) have been appointed to act as the employer’s agent ensuring contractor(s) meet the contract specifications set out by Aberdeen City Council.
3. Personnel – none arising directly from this report.
4. Property – The addition of new build council houses will help ease pressure on our housing waiting list whilst providing good quality and sustainable homes for the citizen’s of Aberdeen.
5. Equipment – none arising from this report.
6. Sustainability and Environment – Building homes that are eco friendly will
have a positive impact on the environment and add to the sustainability of our communities.
7. Health and Safety – Appointed contractor(s) will be fully compliant with all
H&S specifications of a “Build & Design” contract.
8. Risk Management – All management of risk will be monitored and mitigated in accordance with the ability to meet risk policy and programme objectives. All risks identified will be responded to by evaluating a range of options for treating risks and preparing and implementing a risk management plan.
5 Delivery Update
5.1 Design briefs for the three sites are now complete. The Design and Build briefs set out the house types, room sizes, guidance on design and quality of build and structural and building services systems. The design brief will also set out the planning policies that must be adhered to ensure that the designs are within the requirements for permitted development (a process for ensuring that the design briefs and the subsequent detailed tender submissions are within permitted development has been agreed with the Planning and Infrastructure Service).
5.2 The procurement of the new build council housing takes the form of a design and build tender, as above. Each site will be tendered separately, following the process set out in the Official Journal of the European Union
(OJEU) regulations. The first stage was in May 09 when an OJUE pre-qualification notice was issued. This allowed contractors interested in tendering for the detailed design and build contract to submit details of their capabilities to undertake the requirements of the brief.
5.3 The pre-qualification period ended in July, eight contractors were short listed as a result of this process and were issued with an invitation to tender on October 9th. Tenders are due to be returned on the 8th December, followed by a tender evaluation and interview process for all qualifying contractors. The selected contractor(s) will be reported a special Housing and Environmental Committee in January 2010 followed by formal appointment of contractor(s). The awarded contractor(s) will start on site March 2010.
5.5 Each site has followed a rigorous programme of works to date from site assembly to formal design layout. Please see attached Programme Plan for the sites in appendix i. The details of the three sites are set out below with design layouts attached in appendix ii.
5.5.1 Hayton Road – a mix of up to 30 units, comprising of 2 and 3 bed properties (12 houses & 18 flats)
Demolition of the existing properties is now complete which followed the backfilling of the foundations at the end of September. No ground condition issues have been raised in the initial site survey work. Site is ready for handover to contractor in January.2010.
5.5.2 Byron Park – a mix of up to 28 units, comprising of 3 bed flats and 3 bed Houses (16 houses & 12 flats).
Demolition work has commenced and is due to be completed on November 24th. Site will be ready for contractor in January 2010.
5.5.3 Rorie Hall – a mix of up to 27 units, comprising of 1 and 2 bed amenity properties.
This is a cleared site, and no ground condition issues have been raised in the initial site survey work. The design brief for this site has been prepared incorporating the homes for varying needs standard and the use of telecare technology.
6. Communications
6.1 Since the inception of this project all updates on the delivery programme has been reported to the former Housing New Build Project Board. All future updates will now be reported to the Housing and Environment Committee.
6.2 A range of consultation events took place in the communities concerned where residents were invited to provide comment on the draft sketch designs of the planned new homes. Staff have continued to attend Community Council meetings and provide feedback to residents on the project to date. Further consultations have taken place with RSLs, who are currently developing housing programmes across the City in order to share experiences and knowledge and input to our high spec designs.
The feedback from residents has been positive and the plans have been well received with people recognising the need for more quality family homes in the city
