• Overall Proposed Contract Cost (Government Pricing Model)The Government Contract Non-Management Direct Labor and the Offeror Management/Administrative Costs proposed in Exhibits 1A and 1B (Government Pricing Model) will be assessed for reasonableness and cost realism.

The Government will use proposed ceilings in Clause B.4, Limitation of Indirect Costs, in determining the total contract probable cost (Government Pricing Model 1B).

In addition, the Government will assess any proposed recurring ODCs and/or CERs proposed in Exhibit 10 and the “Government’s Pricing Model” for evaluation of Total Contract Proposed and Probable Cost, as applicable.

This cost realism analysis will not be subject to a Mission Suitability point score adjustment.

• Representative Task Orders (RTOs) A cost realism analysis will also be performed on the overall cost proposed for the

three Representative Task Orders (RTOs). The RTOs’ cumulative cost realism analysis results will be subject to a Mission Suitability point score adjustment. The adjustment will be based on the percentage difference between proposed and probable cumulative RTO costs only (excluding fee). The Government will not use proposed ceilings in Clause B.4, Limitation of Indirect Costs, in determining the probable cost of the RTOs.

• Phase-In Price & Contract Direct Labor Loaded Rates and Recurring ODCs/CERs The proposed firm fixed price phase-in price will be evaluated for reasonableness.

Also, the Government Contract Non-Management Direct Labor Loaded Rates proposed in Exhibits 2A and 2B; the Offeror Management/Administrative Loaded Labor rates in Exhibits 2C, and 2D (labor, overhead, other indirects and fee); and recurring ODCs/CERs in Exhibit 10 will be evaluated for reasonableness.

SOW: Planning and Scheduling

- Develop the planning and scheduling processes required to ensure timely completion of project or inter-project activities at the Goddard Space Flight Center, Contractor facilities and other project partners

- Identify the milestones and activities that must be performed in order to achieve project commitment

- Develop project logic networks and schedules as well as the estimation, validation and analysis of activity sequencing, durations and resource requirements needed to create the schedules

- Prepare and maintain a Schedule Management Plan defining the requirements for schedule planning and control on the project

- Interface with the Government Project Resource Analysts to ensure correlation of project schedules with the current approved budget profiles.

- Provide general accounting support to GSFC as well as to NASA Headquarters and NMO accounting functions that are supported by GSFC’s accounting office supporting the accounting system and applicable interfaces. This includes any upgrades to Integrated Enterprise Management Program (IEMP) and utilizing the IEMP system subsequent to the upgrade

- Log in all payment data for monthly invoices, such as amount of invoice, discount percentage, and other terms; and track number into the IEMP; review monthly invoices to verify compliance with the Prompt Payment Act and terms of the purchase orders or government bills of lading, submitting comments to government representatives

- Respond to inquiries from vendors, and coordinate information with procurement buyers

and resource analysts regarding the processing of purchase orders and invoices

- Review timecards submitted bi-weekly for accuracy and make corrections of time and attendance data to labor job charges; input employee personal changes to W-4 forms and direct deposit forms, and adjustments for pay and leave corrections into the NPPS database; communicate with employees, timekeepers and payroll technicians from other NASA Centers or agencies

- Review reimbursable agreement packages, verify packages for completion, accuracy and verify that the estimated price report is computed accurately, and set up transactions to be entered into the GSFC financial systems

- Draft dunning notices and monthly bills, for government review, to be submitted to reimbursable customers in compliance with the Financial Management Requirements

- Compile and index purchase order, travel, timecards, and other source document records to submit to vendor for microfilming or web-based retrieval; and review images for records management purposes upon completion

- Prepare and submit Financial Performance Summary reports to management for internal and external reporting on a monthly basis

- Shall provide administrative, logistical and technical support to special projects such as the review of outstanding obligations which ensure appropriate paperwork is maintained in each folder to support outstanding obligations

- Travel is required on a quarterly basis by planning & scheduling personnel and general business personnel.  Several employees may be authorized to take local training and the purchase of

textbooks would be from an ODC account.

Representative Task Order 3: General Accounting (GA)

> Provide general accounting support including manage travel (foreign and domestic) for GSFC and HQ civil servant personnel; travel examination and voucher approval; implementation of programs and provide advice to civil servant customers of changing laws relating to travel. Also maintains all systems and follows procedures for accounts receivable, bill collections, deposits, and reimbursables. The following key areas have been identified:a. General Business Supportb.
