• Allocations for 2009-10 are still being determined. We’ll continue to provide updates as information is available.

Important Dates!

The 2009-2010 Application and 2008-2009 Performance Report are due by August 1, 2009 or 30 days after the end of any summer programming. If you have a summer program and will not meet the August 1 date, you must send your date of submission by July 15 to the NCLB Clearinghouse by letter, fax, or e-mail.

• 2009-2010 Application can not be submitted until the 2008-2009 Performance Report has been submitted and certified.

• Outcomes from this performance report will be considered as we review your application.

• Our goal is to have timely submission with projects based on data and input from all constituents.

RSU & Cash Management

• On June 30, 2009, each SAU and the new RSU will send in a cash management form to close out their account and transfer grant assets to the RSU. Title IV cash management procedures through the Office of Substance Abuse will be separate but similar.

• Grants will be distributed to the RSU including funds issued after July 1 from the 08-09 school year.

entities for the application unless the AOS members want to co-op.

• Contact Dennis Kunces at 624-6815 to establish setup. Setup will determine if application narrative is carried forward or not.

Report RSU “bridge” page will flow to FY10 Application Site Setup for RSUs. Please check for accuracy.

– RSU NCLB Coordinators will need to call the NCLB Clearinghouse 624-6705 for their application login and password after the system is open.

Are all public/non-public schools listed correctly? Inform the NCLB Clearinghouse of any school changes. Note: School names should match what is listed in MEDMS.

Procedures for Non-Public School Grant Participation

1. Similar process as last year but remember to verify the current e-mail address of the non-public school lead administrator in Site Setup.

2. See HELP link on the Non-public Participation Form for more instructions.

3. An e-mail is generated by the system when you activate the “Send E-mail to Non-public Certifying Official” regarding consultation, participation and electronic signature. See sample e-mail at the link on the NCLB home page.

4. Perform step 3 as soon as the electronic system opens. Waiting may delay the submission of your application.

Changes on Non-Public Form

1. The form will have Yes/No participation boxes and only one signature box at the bottom of the form.

2. Non-Publics will have three blank lines and will be asked to list three staff development areas of need as part of a statewide needs assessment of non-public schools.

3. The decisions made on the required Title IA consultation items need to be in written form at the SAU.

Approved Special Purpose Schools (ASPS)

• SAUs place students at these schools and SAUs are responsible for oversight of the students’ educational program.

• The student count is included in the SAU count as entered in MEDMS.

• The SAU is responsible for considering the needs of these students and teachers as they plan for the use of all NCLB funds.

• The SAU must agree to the assurances and enter into an Memorandum of Understanding with the ASPS where students are placed.

Flexibility

• Transferability continues to be open to all SAUs.• Transfers to Title V are no longer permitted.• REAP-Flex is possible for small (under 600

students) rural SAUs including using Title V as the basis for projects.

Homeless Liaison

• Title IA funds may not be used to pay a portion of a person’s salary who serves solely as the homeless liaison with no responsibility for any part of Title IA.

• A Title IA paid person may serve as the Homeless Liaison.

• Title IA funds must NOT be used for transportation of homeless students.

Continuous Improvement Priority (CIP) SAU Setasides

Title IA Setaside Project Sheets--There is no non-public equitable share required for the CIP Status projects.

• CIP SAU (CIPD)—10% of SAU Title IA allocation must be used for Professional Development. In addition transferability is limited to 30% for the purpose of improvement activities.

• SES/Transportation for Choice—an amount equivalent to 20% of SAU Title IA allocation; may come from multiple sources. The project description should detail the 20% amount and the funding sources used.

Applying for Title IC: Migrant Education Funds

• Consult with Migrant Education Program (MEP) staff to verify student eligibility.

• Once student eligibility is verified, the MEP staff will initiate the application process by requesting activation of access.

• When access has been granted to the electronic application on the NCLB website, the RSU may proceed with completing and submitting the application to request funding.

• 1. What is the instructional program/service provided to all students? 2. What does the SAU do to meet Lau requirements? 3. What services is the SAU required by other Federal, State, and local laws or regulations to provide? 4. Is the program/service currently provided with State, local, and Federal funds?

School Administrative ReorganizationConsiderations:

The pooling of multiple & smaller Title IV-A allocations into a single & larger “RSU” allocation might allow the RSU to employ a more effective prevention strategy.

Example: The RSU might now have enough Title IV-A funding to provide substance abuse counseling services or implement a model prevention program.

REAPING TITLE IV-A FUNDS:

Small SAUs that currently REAP Title IV-A funds to another Title will lose their REAP eligibility when they become part of a larger RSU.

SAUs that are losing their REAP eligibility are strongly encouraged to view the separate Title IV-A Safe & Drug-Free Schools Program Overview PowerPoint presentation that is available at: www.mainesdfsca.org

The “Up to 50% TRANSFER Option” will remain as an option for all SAUs. This option will continue to provide at least some flexibility in how Title funds are used. However, remember that beginning in 2009-10, the option to transfer funds to “friendly and flexible” Title V will no longer exist.

Technology Plan Issues• Many SAUs have plans due no later than July

deadline, so they can be reviewed and approved.

• Missing or unapproved Technology Plans will hold up your Title IID funds.

Title IID Waiver

25% of your total IID grant is required to be spent on technology staff development

A new waiver request form will be built into the application.

As part of the waiver process you will list the type of training offered and source of the funding. It must equate to at least 25% of the IID total after admin costs and transfers have been applied.

Title V

We are very sad to report that Title V is no longer funded.

Any Title V or funds that were transferred to Title V expire September 30, 2009.

REAP-Flex funds are not affected.

Title VI Rural Low Income

• Eligibility: Coded rural but not Rural Small School eligible & have 20% or more poverty.

• No changes in the paperwork.

• Some RSU will either gain or lose eligibility.

• Dennis will call the NCLB Coordinator when changes in status are determined. (May/June).

• Funds are distributed to SAUs from the U.S. Education Department.

• The eligibility status of new RSUs will change.• Funded from the Federal E-grants System.• REAP-Flex capable –fewer than 600 students &

rural (7 or 8 coding).• Uses similar to those of Title V.• No changes in the procedures.

Be sure to:

• Report actual outcomes that align to the anticipated ones;

• Determine if all outcomes were met;

• Identify any program changes;

• Report actual project costs.

Project Budget Issues

• Project budgets should be monitored throughout the year in consultation with the business manager.

• Actual project expenditure totals can be less than budgeted.

• If the project budget is over expended by more than 10%, you must make an application amendment.

RSU and Carryover

• Spend all the 08-09 funds you can so that there will be less carryover to pass on to the new RSU structure.

• After June 30, 2009, for State accounting, carryover funds will be transferred to the new RSUs using the Cash Management System.

RSU and Carryover

• An RSU “bridge” page will be in place to provide setup and new contact information for the RSU. Completing this information is critical in order to access the 09-10 application for NCLB funds.

• After your carryover report is submitted, responsibilities for completing carryover projects and reporting will be transferred over to the RSU.

Carryover Continuance Projects• Not all projects have to be continued with

carryover funds even if you will be doing them next year.

• Any project you choose to carry over must allow you to use the funds within the allowable timeframe.

• Carryover funds must be expended by December 31 for allowable projects under each title.

• Title IA CIPS and Parent Involvement projects must be carried forward for their original purpose if not fully expended.

• If your carryover project was not part of your application last year, you will need to set up a new carryover project sheet.

• This project sheet is completed in the same manner as in your application.

• The new project is subject to approval.

• Funds must be expended by December 31.

Highly Qualified Paraprofessionals

All Ed Techs paid with Title IA funds in a TAS and all instructional Ed Techs in a SWP must meet the highly qualified requirement.

A box has been added to describe why any Ed Tech does not meet HQ requirements, such as language facilitator, personal care assistant, etc.

Superintendents will be notified in June (as was done last year) that they need to submit the certification form to the Maine Department of Education.
