Considering Title IA Schoolwide vs. Title IA Targeted Assistance?
For those considering converting to a Schoolwide Program, the following steps need to occur:•School must be 40% poverty•A year of planning is required•A board approved Schoolwide Plan must be submitted to the SEA, NCLB Clearinghouse for acceptance.•All paraprofessional staff must meet HQ requirements.•Resources are available at:http://www.maine.gov/education/nclb/schoolwide/home.htm

Title IA Assurances, Needs Assessment & Planning
We want to review a few of the items on this page:• Item I: The SAU agrees to ensure that ALL
students from ALL public schools will participate in the required Title I state assessments: NECAP(MEA)/MSHA, and when applicable, ACCESS for ELLs®. In the previous year, did the SAU and each school meet the 95% threshold for participation?___Yes ___No If “No”, what steps will be taken to meet the participation requirement?
31
Title IA Assurances, Needs Assessment & Planning
Item K: Describe how the LEA considered the needs of students placed at Approved Special Purpose Schools. - How many students from Title IA served schools are placed at these Approved Special Purpose Schools? - How does the SAU collaborate with these schools to provide Title I services to eligible students? - If these students are not served by Title IA, please comment on the reason (not eligible, students would not benefit from the Title IA program, the private school requires safety and other special training to enter the school and work with students)
-It is NOT acceptable to write that the Special Education Director manages the students’ IEPs.
32
Title IA Assurances, Needs Assessment & Planning
Item L: Describe the process for annually disseminating the NCLB School and SAU Report Card.
– Who is responsible for this task?– What is the estimated timeframe for directly notifying
parents and community members about the NCLB Report Card?
– How will you directly notify parents and the community of its existence, a summary of the data that includes highlights and challenges, and where copies will exist?
– If applicable, what is the school/SAU website URL?
33
Homeless Liaison
• Title IA funds may not be used to pay a portion of a person’s salary who serves solely as the homeless liaison with no responsibility for any part of Title IA.
• A Title IA paid person may serve as the Homeless Liaison.
• Title IA funds must NOT be used for transportation of homeless students.
34
Title IA Ranking of Schools & Distribution of Funds
• An SAU with more than 1,000 students or with multiple schools in a grade span must follow requirements for Ranking of Schools and Distribution of Funds.
• This topic is addressed in the Reference Library.• Grade Span technical steps are included in the
NCLB Directions.• For additional technical assistance, call the
Title IA staff at 624-6705.

Title III
• Questions to Ask When Considering Whether Title III Funds Can be Used Without Violating the Supplement not Supplant Requirement:
• 1. What is the instructional program/service provided to all students? 2. What does the SAU do to meet Lau requirements? 3. What services is the SAU required by other Federal, State, and local laws or regulations to provide? 4. Is the program/service currently provided with State, local, and Federal funds?
• Based on the answers to the above questions, would the proposed funds be used to provide an instructional program/service that is in addition to or supplemental to an instructional program/service that would otherwise be provided to English language learners (ELLs) in the absence of a Title III grant?
52
Title III English Language AcquisitionApplying for Funds
• Title III electronic application is part of the NCLB online application.
• Title III minimum award amount is $10,000 (historically $100 per English Language Learner).
53
Title III Funds are to supplement services to English
Language Learners
Title III funds are to improve the existing instruction programs for English language
learners (ELLs) by:
• Providing training to school personnel;
• Implementing family education programs;
• Providing tutorials; and
• Developing policies to ensure ELLs have access to all education programs.

Title IV-A Maine Safe & Drug Free Schools Program
57
Title IV-A
We expect Maine’s 2009-10 Title IV-A allocation to be the same as for 2008-09: $1,058,971
There are no major changes to the 2008-09 Title IV-A Performance Report or the 2009-10 Title IV-A Application pages.
One minor change to the 2009-10 Title IV-A Application: The title of the Application Development Page has been changed to the:
Assurances / Needs Assessment & Planning Page.

59
Title IV-A
School Administrative ReorganizationConsiderations:
The pooling of multiple & smaller Title IV-A allocations into a single & larger “RSU” allocation might allow the RSU to employ a more effective prevention strategy.
Example: The RSU might now have enough Title IV-A funding to provide substance abuse counseling services or implement a model prevention program.
60
Title IV-A
School Administrative ReorganizationConsiderations:
REAPING TITLE IV-A FUNDS:
Small SAUs that currently REAP Title IV-A funds to another Title will lose their REAP eligibility when they become part of a larger RSU.
SAUs that are losing their REAP eligibility are strongly encouraged to view the separate Title IV-A Safe & Drug-Free Schools Program Overview PowerPoint presentation that is available at: www.mainesdfsca.org
The “Up to 50% TRANSFER Option” will remain as an option for all SAUs. This option will continue to provide at least some flexibility in how Title funds are used. However, remember that beginning in 2009-10, the option to transfer funds to “friendly and flexible” Title V will no longer exist.
61
Title IV-A
School Administrative ReorganizationConsiderations:
TRANSFERRING TITLE IV-A FUNDS TO TITLE V:
SAUs that have traditionally TRANSFERRED Title IV-A funds to “friendly and flexible” Title V will no longer be able to do so as the Transfer to Title V option is being eliminated.
For further guidance about Title V-A regulations, please refer to the separate Title IV-A Safe & Drug-Free Schools Program Overview PowerPoint presentation that is available at: www.mainesdfsca.org

Technology Plan Issues• Many SAUs have plans due no later than July
1. • They need to be in well before the July 1
deadline, so they can be reviewed and approved.
• Missing or unapproved Technology Plans will hold up your Title IID funds.
• Submit plans to Sylvia Norton at the Maine State Library State House Station 64, Augusta, ME 04333. Phone # 1-800-322-8899.
64
Title IID Waiver
25% of your total IID grant is required to be spent on technology staff development
A new waiver request form will be built into the application.
As part of the waiver process you will list the type of training offered and source of the funding. It must equate to at least 25% of the IID total after admin costs and transfers have been applied.
65
Title V
We are very sad to report that Title V is no longer funded.
Any Title V or funds that were transferred to Title V expire September 30, 2009.
REAP-Flex funds are not affected.
66

No Child Left Behind
Electronic Performance Reports
70
Purpose of the Report
• Show effectiveness of your projects
• Provide data to USED/MDOE on how many schools/students/teachers received services
• Account for the funds
• Plan for next year
• Show need for the programs
71
Be sure to:
• Report actual outcomes that align to the anticipated ones;
• Determine if all outcomes were met;
• Identify any program changes;
• Report actual project costs.
72
Project Budget Issues
• Project budgets should be monitored throughout the year in consultation with the business manager.
• Actual project expenditure totals can be less than budgeted.
• If the project budget is over expended by more than 10%, you must make an application amendment.
73
RSU and Carryover
• Spend all the 08-09 funds you can so that there will be less carryover to pass on to the new RSU structure.
• After June 30, 2009, for State accounting, carryover funds will be transferred to the new RSUs using the Cash Management System.
74
RSU and Carryover
• An RSU “bridge” page will be in place to provide setup and new contact information for the RSU. Completing this information is critical in order to access the 09-10 application for NCLB funds.
• After your carryover report is submitted, responsibilities for completing carryover projects and reporting will be transferred over to the RSU.
75
Carryover Continuance Projects• Not all projects have to be continued with
carryover funds even if you will be doing them next year.
• Any project you choose to carry over must allow you to use the funds within the allowable timeframe.
• Carryover funds must be expended by December 31 for allowable projects under each title.
• Title IA CIPS and Parent Involvement projects must be carried forward for their original purpose if not fully expended.
76
New Carryover Projects
• If your carryover project was not part of your application last year, you will need to set up a new carryover project sheet.
• This project sheet is completed in the same manner as in your application.
• The new project is subject to approval.
• Funds must be expended by December 31.
77
Highly Qualified Paraprofessionals
All Ed Techs paid with Title IA funds in a TAS and all instructional Ed Techs in a SWP must meet the highly qualified requirement.
A box has been added to describe why any Ed Tech does not meet HQ requirements, such as language facilitator, personal care assistant, etc.
78
Continuous Improvement Priority School (CIPS) Data
• The CIPS Data Sheet will be generated by the system if the SAU has a CIPS Project Sheet in the application.
• For eligibility purposes:– The public school choice section is requesting a
total school enrollment.– The SES section is asking for the
Free & Reduced Lunch student count.
79
