PREAMBLE

The Volume II D: Instrumentation Specifications are to be read for the purpose of pricing in conjunction with "Volume-I: Conditions of Contract" of the Tender Documents containing instructions to Tenderer and General Conditions of Contract; “Volume IIA: Scope of Work” under this tender; “Volume IIB: Civil Specifications”, “Volume IIC: Mechanical Specifications”, “Volume II D: Electrical Specifications” and “Volume-III: Price Schedule” of this tender. The prices quoted in the Volume III: Financial Bid shall be all inclusive value for the work described including all costs and expenses which may be required in and for the execution of the work described together with all general risks, liabilities and obligations set forth or implied in the document on which the tender is based. All works shall be carried out strictly as per detailed specifications whether actually specified or not. If not specified work shall be carried out as per directions of Engineer Incharge. The total amount entered in the Volume III: Financial Bid document shall be written in ink and shall be entered both in figures and words. If Tenderer needs any clarification, they shall obtain the same in writing from Engineer Incharge. No notice will be taken of any verbal discussions in such matters.

1 GENERAL INSTRUMENTATION WORKS

1.1 INTRODUCTION

(a) Supply, installation, testing , commissioning and inspection (as required) at places of manufacture, painting, supply, delivery to site, storage at site, installation / erection, testing and commissioning of the entire instrumentation / automation including PLC/SCADA systems as per specifications and required quantities including all fittings, cables/wires, conduits, hardware and consumable and also including all relevant works like termination, cable jointing, earth excavation/backfilling, structural works for equipment support / M.S. fabricated cable trays, all allied civil works, etc. complete in all respects.

(b) In outdoor areas cables shall be mostly laid directly buried underground with adequate mechanical protection wherever applicable. Where as in indoor areas, cables shall be laid in trenches / walls / ceilings / structures through suitable trays / cleats.

(c) Installation of the contract work including furnishing labour (Skilled / Unskilled) and supervisory personnel inclusive of the services of an experienced engineer is included in the scope of work / services.

(d) It is to be noted that instrumentation and automation Scope of supply requirement given in this section are minimum. All other details or items not mentioned in this minimum scope of supply, which are necessary for successful completion of the work, shall be included in the scope of Bidder. The same shall be approved by Engineer In -charge.

1.2 SCOPE OF WORK-STP

1.2.1 Bar Screen/Trash & Grit Removal (a) Raw sewage water from SPS will be collect into the Inlet chamber. Sewage from inlet

chamber will flow from 3 Nos. Bar screen (2 Mechanical + 1 Manual) screen to Grit chamber.

(b) Differential level transmitter will be provided in up and down stream of mechanical bar screen. Operation of bar screen and conveyer belt will work in Local / auto mode. In Auto mode operation of bar screen will based on DLT and time based operation form local control panel having local PLC facility or from Main PLC panel.

(c) The electrically operated gates will be installed on both upstream and downstream sides each coarse screen so that each screen channel can be Isolated for maintenance. The electrically operated gates will be operated from local control panel mounted on gate or from remote through MCC / PLC / SCADA Station.

(d) Alarms shall be generated in case of any fault and logged into the SCADA system.

1.2.2 Grit Collectors (a) There are two mechanical grit collectors after screen channels.

(b) The grit collectors will be installed in the grit basin to transport settled grit into a pit of the basins by a rotating scraper. The pit also serves as the bottom of the grit washer/classifier. The de-gritted sewage overflows to a Flow measuring channel and then to the common Inlet of MBBR Basins.

(c) Motorised Gates will be installed so that each grit chamber can be isolated for

maintenance, which can be operated from actuator or from MCC / PLC / SCADA Station. The manual sluice Gate will be installed at the bypass channel.

(d) Alarms generated shall be in case of any fault and logged into the SCADA system.

1.2.2.1 GRIT SCRAPING MECHANISM (DETRITOR)

(a) Each grit chamber will be provided with a Grit Scraping Mechanism (Detritor).

(b) The Detritor will be operated from local Push Button station mounted adjacent to the

equipment/ remote from the MCC/ PLC / SCADA Station.

(c) Alarms shall be generated in case of any fault and logged into the SCADA system.

1.2.2.2 Rake MECHANISM

(a) The Rake Mechanism of grit chamber will be operated from local Push Button station

mounted adjacent to the equipment/remote from the MCC/PLC /SCADA Station.

(b) Alarms shall be generated in case of any fault and logged into the SCADA system.

1.2.2.3 ORGANIC MATTER RETURN PUMP

(a) The Recycling pump of grit chamber will be operated from local Push Button station mounted adjacent to the equipment / remote from the MCC/PLC / SCADA Station.

(b) Alarms shall be generated in case of any fault and logged into the SCADA system.

1.2.3 Open Channel Flow Meter (a) For measuring the flow Ultrasonic flow meter will be installed on Flow Measuring

Channel (FMC), which will have local transmitter and PLC / SCADA communication facility.

1.2.4 MBBR

(a) Dissolved oxygen analysers / meters shall be provided on the MBBR. The monitoring of

treated paramenter of the MBBR are absolutely essential for preventing process upset and improves treatment reliability and efficiency. Dissolved oxygen levels in the range of 2mg/l to 5 mg/l for MBBR reactor.

(b) Further, based on this monitoring, in order to maintain these levels, variable frequency drives shall be provided for speed variation of requisite no. of air blowers, as specified, for treatment schemes having diffused aeration based system.

(c) Motorised Gates will be installed both at the entrance the MBBR, so that each MBBR can be isolated for maintenance, which can be operated from actuator or from PLC / SCADA panel. Sluice Gate will be installed at the bypass channel.

1.2.5 Flash Mixer

(a) Under normal operation, the agitator will be in continous operation in the flash mixer. Fault / Alarm shall be generated in case agitators motor gets tripped.

1.2.6 Tube Settler

(a) Motorised Gates will be installed at the entrance of the Tube Settler, so that each tube

settler can be isolated for maintenance, which can be operated from actuator or from PLC / SCADA panel.

1.2.7 UV System

(a) UV system shall be fully automatic as per the UV requirement in treated water before

feeding into the discharge channel. Status of UV system along with power consumption in the UV system shall be monitored and logged in the SCADA system. Alarm shall be generated if there is any failure in UV System.

(b) Motorised Gates will be installed at entrance of the UV system, so that UV system can be isolated for maintenance, which can be operated from actuator or from PLC / SCADA panel.

(c) Online PH meter shall install on the outlet of the UV channel which shall have PLC / SCADA communication facility.

(d) Ultrasonic Flow meter will be also provided at the outlet of UV channel to measure the flow going into the discharge channel after treatment.

1.2.8 Sludge Pumps Feeding to Centrifuge (a) The Sludge Pumps will be manually operable in the field by local Push Button station

mounted adjacent to the equipment / remote from the MCC/Supervisory from SCADA HMI.

(b) The Ultrasonic level transmitter will be provided on Sludge sump. Based on the level in

sump, sump pump will operate in Auto mode and feed sludge to Centrifuge unit.

1.2.9 Sludge Sump Agitator (a) Under normal operation, the sludge sump agitator will be in continous operation in the

sludge sump. Fault / Alarm shall be generated in case agitators motor gets tripped.

1.2.10 Centrifuge Unit (a) The Centrifuge will be manually operable in the field by local Push Button station

mounted adjacent to the equipment / remote from the MCC/Supervisory from SCADA HMI.

(b) In auto mode once the water level in sludge tank reaches to desired level; the Sludge Pumps feeding to centrifuge start will be start. After that centrifuge and the poly dosing pump starts immediately. If anyone fails; all the system stops.

1.3 ADDITIONAL SCOPE

(a) Bourdontype pressure gauges shall be provided on discharge side of Blower. The datasheet will be submitted by contractor.

(b) In PS-9 and PS-10, Operation of Raw Sewage Pump will be controlled and monitored from Main PLC panel provided by STP Contractor. The operation of the pumps will be automatically based on level in sludge sumps and for level in SPS feedback shall be taken from ultrasonic level transmitter, which will be installed by SPS Contractor.

(c) Flow operation of pumps shall be in a sequence that it prevents dry run of the pumps and to have level or running hours based start / stop of pumps so that it will enhance equipment life. Status (MFM / pumps operation detail / power consumption) shall be taken in Main PLC panel for logging into SCADA by SITC of required cable.

(d) Status of all electrical parameter (MFM, KWH, PF, Relay status) of all panel shall be monitored in the PLC panel. Status of all main breakers shall be monitored in PLC / SCADA panel.

(e) Status of all electrical parameter of VFD shall be monitored in PLC / SCADA panel.

(f) STP shall have redundant PLC with PC based SCADA station for necessary controls of

STP process as well as remote monitoring and control of SPS.

(g) All Remote panel data will be collected at Main PLC control panel located at the Main Control Room. IO list provided by TMC representative shall have 15 % spares.

(h) It shall be possible to control the STP / SPS functions from the SCADA station with necessary password protections and authorized operations as per levels. It shall also possible to program the SPS/STP PLC from remote location, normally from engineering station at control room.

(i) Electric actuator based valves shall be controlled by PLC for ease of operation and isolation when required.

(j) Electrical Switchgears and other electrical parameters shall be interlinked with the PLC system.

(k) Level based pump operation shall be provided.

In addition to the above, the following services are also included in the Scope of the Contract:

(a) Supply of specified mandatory spare parts.

(b) Supply of specified standard and special tools.

(c) Furnishing of drawings, documents, operation and maintenance manual.

(d) Supervising and training Employer’s staff in the operation and maintenance of

instrumentation / automation / PLC & SCADA system under the present contract.

Drawings & Documents:

The successful bidder shall also furnish the following as-built documents in Six sets (Minimum 1 Set in Original and rest may be copies) in hard copies and Two sets in Soft Copy (shall be separate soft copy / CD for each item) along with material or submit separately to client prior to dispatch of material, for records purposes:

(a) Data sheet completely filled up along with all enclosures for each instrument / system.

(b) Network architecture drawing showing interconnection between redundant PLC

systems, SCADA PC and electrical MCC interfaces. List of Utility requirement.

(c) Instrument Cable Schedule.

(d) Dimensional / GA Drawing and location plan

(e) Hook – Up / Mounting / Installation Drawings.

(f) Quality Plan.

(g) Test Certificates (Prior to inspection / Dispatch of material).

(h) All relevant catalogues with detailed technical information including utilities or any other requirement for proper functioning of the instrument / equipment.

The contractor shall note that the material shall be procured strictly as per approved data sheets and drawings only. In case of any comments on the drawings, contractor shall resubmit the concerned documents again in required sets for approval of client / consultants. 1.3 SCOPE OF WORK- SPS

(a) SITC of PLC based control system with associated DI, DO, AI modules, alarm annunciation and UPS along with battery.

(b) SITC of Ultrasonic Level transmitter on sump and Differential level transmitter at screen. (c) The commissioning of pumps operation based on levels. Screen and conveyer belt

operation shall be based on differential level transmitter. (d) SITC of pressure gauge on each pump delivery. (e) SITC of Flow meter on common delivery header. (f) All interconnection between field instrumentation and electrical panel from PLC panel. (g) SITC of Instrumentation / Control Cable along with cable tray and treated earthing for

PLC.

All instrumentation equipment and installation shall be designed for the tropical climatic conditions and shall be suitable for continuous operation under the site conditions as described below for design purpose:

Maximum ambient temperature : 45 deg. C

Minimum ambient temperature : 5 deg. C

Design Ambient temperature : 45 deg. C (unless otherwise specified for specific components/equipment)

Relative humidity : 94%

Climate : Tropical, dusty, Corrosive

2.2 UTILIZATION VOLTAGES

2.3 EARTHING SYSTEM

Vendor shall provide separate earthing and bus bar connections for shield and panel electrical earthing.

Any special earthing requirements, if required, shall be provided by vendor during detailed engineering.

Provide a separate earthing arrangement (instrument earth) away from the power earth. Connect this arrangement to an (insulated) instrument earth bar mounted within the instrumentation compartment of the distribution board. Necessary earth pits shall be provided for by the same vendor.

4 PARTICULAR REQUIREMENT OF

INSTRUMENTATION SYSTEM

4.1 GENERAL

The Contractor shall obtain all instruments from manufacturers of international standard. The design and quality of all instruments shall be fully suited to the conditions which will be met in service. The design of electronic instruments shall be in compliance with the electromagnetic compatibility requirements as per IEC-801. Field instrument shall meet with the process data requirements.

(a) The instrumentation and control system shall be manufactured and installed to ensure

highest standard of operational reliability. Major instrumentation shall be electronic type. All instruments shall be installed in accordance with the recommendations or instructions of the instrument manufacturer for particular application.

(b) All instruments shall be capable of carrying their full load currents without undue

heating. They shall not be damaged by the passage of fault currents within the rating of the associated MCB or through the primaries of their corresponding instrument transformers. All instruments shall be back connected and the cases shall be earthed. Approved means shall be provided for zero adjustment of instruments without dismantling.

(c) All voltage circuits to instruments shall be protected by MCB’s in each unearthed phase

of the circuit placed as close as practicable to the main connection.

(d) Analogue signals shall be 4-20 mA according to BS 5862: Part I 1986 or its latest edition. They shall operate over two wires and be isolated from earth. 1-5V DC signals shall only be permitted within the main instrument enclosure.

(e) The contractor shall furnish technical details / catalogues / drawings for the instruments

and panels offered for monitoring and control of the entire plant to client/consultant for their approval prior to procurement of the same. Contractor shall offer inspection for the instruments/panel offered by him and in case of waiver of inspection by the client / consultant, necessary test certificates shall be submitted for approval of client / consultant before clearing the material for dispatch. Contractor shall submit their inspection plan to client/consultant for their approval for this purpose.

(f) All instruments procured by the contractor as per the Engineer’s Incharge approval, and

those which perform similar duties shall be of uniform type and manufacture throughout the scheme (zone) in order to facilitate maintenance and the stocking of spare parts. Moving parts and contacts shall be adequately protected from the ingress of dust, and all instruments shall be protected by moisture and dust-proof cases including those mounted in panels. All equipment shall be suitable for its environment.

(g) Panel mounted receiving instruments shall be of the electrically operated miniature flush

mounting type unless other wise stated.

(h) Scales shall be clearly marked with black lettering and graduations on a white background. Instruments of the same type and range shall have identical scales. Instrumentation System shall be provided as per good engineering practice.

5 INSTRUMENTATION CONTROL PANEL

5.1 CONSTRUCTION

(a) The Control Panel (Main PLC panel) shall be free standing & enclosed cubicle type with backdoors. Minimum size of the control panel shall be considered 2100mm H*800mm W* 800mm D.

(b) Instruments to be mounted on control panel shall be as per this bid document as a minimum. Control Panel shall be constructed from 2/3 mm CRCA sheet steel reinforced with angle from frame of 50 x 50 x 4mm. Panel exterior shall be painted admiralty grey as per IS-5 No. 697.

(c) Panel interior shall be pale cream as per IS-5 No. 352. Panels shall be designed to ensure adequate ventilation without permitting entry of vermin and ingress of dust. No process fluid of any kind, except instrument air, shall enter the instrument cubicle. All cable entry shall be from the bottom of the panel. Also power supplies greater than 230 V shall not enter the LCP.

(d) The internal layout of the panel/cabinets shall be designed considering proper approach for each item for maintenance. Following point must be taken into consideration while deciding the internal layout:

1. All wiring inside the panels shall be housed in covered non-flammable plastic

raceways arranged to permit easy accessibility to various instruments for maintenance adjustment, repair and removal. No raceway shall be more than 70% full.

2. Separate wiring raceways shall be used for power supply wiring, DC and low level signal wiring.

3. Distance between terminal strips and side of the panel parallel to the strips up to 50 terminals: Min. 50 mm.

4. Distance between terminal strip and top and bottom of cabinet: Min. 75 mm.

5. Distance between two adjacent terminal strips: Min. 100 mm.

6. Distance between cable gland plate and the bottom of strips: Min. 300 mm.

7. 20% spare terminals shall be provided as a minimum.

8. Signals interfacing with PLC are to be protected with fuse TBs and Digital outputs are to be routed through potential free relay boards.

(e) Cable colour philosophy to be followed for PLC panels for internal wiring. Distinct cable colour to be followed for 230 VAC power, 24 V DC, analogue, digital, RTD, TC signals.

(f) Printed ferrules to be used for internal and external panel wiring.

(g) All cables routed to PLC panel to be tagged with aluminium tag plates at PLC panel

side.

(h) Control Panel shall be provided with fluorescent type lighting fixtures controlled from

totally enclosed door operated switches for internal illumination of the panel cabinets.

(i) Contractor shall provide with necessary cooling fans and cut-outs covered with appropriate filters for necessary air changes to limit temperature rise within panel to 5 deg C over ambient temperature.

(j) Contractor shall consider necessary power conditioning unit (UPS / Voltage Stabilizer- CVT etc.) to prevent power fluctuation and surge to damage the instruments as well as other electronic components.

(k) For cases where PLC is to be mounted, panel shall be designed suitably as per PLC manufacturer’s recommendation. Necessary marshalling boxes may be considered if required as per design.

(l) Control room shall be provided with air conditioners of sufficient numbers/quantities as recommended by Air conditioner manufacturer based on room size, heat load, etc. However, a minimum of 2 nos. 1.5TR capacity air conditioner shall be provided for all main control room at STP. Windows in control room shall be provided with suitable louvers to prevent direct heat / glare. False ceiling shall be provided in PLC / SCADA room.

5.1.1 Microprocessor Based Alarm Annunciator

(a) An alarm and annunciator in the instrumentation panel shall be provided as required to indicate low level, high level and high-High levels in sumps and tanks, motors, power failure, fault in VFD, as well as other required abnormal phenomena sensed by field instruments in location suggested in the process section of this bid specification.

5.1.2 Surge Protection Devices

(a) Current transformer shall be cast – resin type. All secondary connections shall be

brought out to terminal blocks where wye or delta connections will be made. Current transformers shall conform to IS: 2705 and comply with the specification.

(b) They shall have sufficient thermal and mechanical capacity to withstand the maximum momentary current rating of the breakers. The secondary terminals shall be of the solder-less clamp type. All current transformers shall be properly identified for polarity with standard marking symbols. The minimum acceptable accuracy class for metering and relaying shall be in accordance with the list.

(c) CT's shall be mounted over stationary primary disconnects. If multi-ratio CT’s all leads

shall be wired out to shorting type terminal strips.

rating of current transformer. Also all technical details, routine test reports of CTs shall be furnished with the offer.

5.1.3 Intrinsic Safety Barriers

(a) Intrinsic safe barriers shall be provided for all analog signals coming from hazardous area.

(b) The following points must be taken into consideration while selecting I.S. barriers:

1. Safety barriers must be based on entity concept.

2. Each instrument in the loop must be certified intrinsically safe by a statutory authority.

3. Each input/output in the loop shall have a separate I.S. barrier. No barrier shall be shared between two loops/inputs/outputs.

4. All safety barriers shall be isolating type, as far as possible.

5. All safety barriers shall be of MTL make or equivalent. The following barriers may be selected, unless otherwise necessary because of technical reasons:

5.2 PLC SYSTEM

(i) Programmable logic controller (PLC) shall be microprocessor based with 32 bit processor and be fully programmable and capable of performing control relay logic, including timing, counting, sequencing, and interlocking.

(ii) The PLC system shall be hot redundant type.

(iii) The PLC shall be high performance processors suitable for real time process application.

High inherent reliability, self-checking, error-recovery and trouble-shooting features shall be some of the features of PLC.

(iv) The PLC shall have a modular / modular chassis design which allows for ease of future expansion. The processor module shall be easily removed from the I/O chassis for service or repair. capable of being installed in any open slot in the chassis or DIN rail mounted. Module and channel level diagnostics should be standard feature.

(v) The PLC shall have a suitable power supply and can be easily serviced or replaceable. The system shall be capable of being powered on 120VAC / 230VAC / 24V DC as per manufacturer’s standards.

(vi) The PLC shall be rated to operate from 0 to 60 Degrees C, with a humidity rating of 5 to 95% (non-condensing). All module circuit boards shall be encased and protected such that, when properly installed, they are not exposed to accidental contact by personnel or other objects.

(vii) The PLC shall be of high quality and reliability with replacement processors, power supplies, chassis, I/O and specialty modules that are readily available on an urgent or emergency basis. All PLC products shall be fully supported and available for purchase for up to Ten (10) years from the date of the original system purchase.

(viii) PLC system shall be supplied with following minimum spare cards i.e. CPU=01, AI/AO/DI/DO=07 each, RTD=01, Power supply=04 Nos., Communication Module=04No. , O/P relay board=04 Nos.

(ix) Field I/O signals wire will be terminated on marshalling terminals blocks in a separate marshalling cabinet or section. They will not be terminated directly on the I/O module front connectors.

5.2.1 Basic Process Function

(p) Automatic restart of the system on resumption of power shall be provided.

(q) The processor shall have solid state RAM memory to store the application program, process data, and alarm status. This memory shall have both capacitor and battery backup in the event that input power to the processor is lost. It shall also have the capability of EEPROM backup which automatically reloads the memory on a power cycle. The processor shall have the ability to automatically control the process on a power cycle, provided there are no major or unrecoverable processor faults.

(r) Processor RAM memory shall be adequate and selected with at least 25-30% spare

capacity for application program storage over the actual requirement, and also should be expandable for future expansions. Bidder shall demonstrate the spare capacity at the time of commissioning and after completion of entire logic development for the plant controls and monitoring as per the logic write-up to be furnished by client / consultant to the successful bidder after award of work.

(s) Sufficient program memory and data memory space shall be provided. System

initialization and application software shall be stored in EEPROM or EPROM with necessary hardware. Running data shall be stored in a RAM with internal battery back-up.

(t) No Analog re-transmission shall be used to feed PLC analog input. Analog output of PLC

shall only be used to provide analog signal to panel mounted indicators. All process parameters and electrical parameters as specified in the tender shall be monitored at HMI and necessary controls actions shall be initiated.

5.2.2 Input / Output Module

(a) Standard DIN Rail / rack mounted I/O modules with plug-in cards shall be provided. Field

wiring shall be terminated in screwed terminal blocks and interconnected to the processor I/O system with preferably pre-fabricated cables and plug in card type connectors.

(b) Spare I/Os shall be wired to the terminal block of the control panel. Provision shall be made for future expansion of extra I/O modules of the installed capacity.

(c) Discrete Input Cards: Solid-state input circuits rated for 10-30VDC operation. Cards must

be available in 8 or 16 or 32 point configurations and shall source current to the field device. Each input point shall have a status LED which indicates the ON or CLOSED condition for that field sensor or switch. Cards must have removable terminal strips so

(d) Discrete Output Cards: Solid-state output circuits rated for 24VDC operation. Cards must

be available in 8 or 16 or 32 point configurations and shall be able to operate a control relay. Each output point shall have a status LED which indicates the ON condition of the output. Cards must have removable terminal strips so that module can be easily replaced without disturbing the field wiring. The control Relay-contact shall be rated for 5A @240VAC or 5A @125VDC. The control relay shall have a LED indication to show the status of the control relay.

(e) Digital Input and Digital output closed algorithm shall be 50 ms to 500ms and Open loop

algorithm shall be 50 ms to 2 sec. They shall be configurable from 50ms to 500ms.

(f) Analog Input Cards: Analog inputs shall capable of reading in 0 to 20mA or 4 to 20mA signal. The A/D converter shall provide a minimum 16 bit resolution over the full range from module minimum to module maximum. The scan time of Analog loops will be 50ms to 500ms.

(g) Analog Output Cards: Analog Outputs shall be capable of outputting 0 to 20mA or 4 to

20mA signals. The A/D converter shall provide a minimum 12 bit resolution over the full range from module minimum to module maximum. The Scan time of Analog loops will be 50 ms to 500 ms.

(h) All cards shall have optical isolation between digital and field side circuitry.

(i) Some of the common features of the I/O modules shall be as follows:

(j) Programming for pump control system of SPS will be in scope of STP contractor. The logic and other details will be given by TMC during detailed engineering.

5.3 COMMUNICATION

(a) Minimum one port for High performance Ethernet communication at 10/100 Mbps network for data acquisition, SCADA / communication network connectivity in future shall be provided.

(b) Modbus and / or high performance Ethernet port, as applicable as per mfr. Standard for local program upload / download, on-line editing, peer-to-peer messaging, data acquisition and man machine interface.

(c) Modbus port for connectivity with multifunction meters for power parameter monitoring

5.4 PROGRAMMING SOFTWARE

(a) The programming software should help in maximizing performance, save on project development time and improve productivity.

(b) The programming software should be able to operate on latest Windows-XP / Windows 98, or Windows-NT operating system.

(c) The programming software shall have Online editing features which is used to modify the application program while the process is still operating.

(d) Features like drop and drag editing to copy instructions or part of a program from within a project or across projects to save project development time.

(e) Make system backup copies while the system is online.

(f) Upload and download programs to the PLC.

5.5 SCADA SPECIFICATION

(a) The Local SCADA system shall consist of a server cum operator station, an additional operator station as necessary and shall be provided with user friendly software for performing monitoring and control of the STP.

(b) The SCADA System shall be provided with proprietary Microsoft Windows based Supervisory Control And Data Acquisition (SCADA) software. The software package chosen shall be branded and written for applications in water industry and shall have a proven record of use for STP having similar applications

(c) The SCADA System shall consist of industrial grade PC and SCADA software package. A line printer shall be provided for alarm and event logging and report preparation:

(d) The SCADA System shall provide the following facilities:

(i) Display status of all the items of the pumping station viz. pumps, MBBR,

clarrifloculator, tube settler, blowers, valve, UV system, switchgears etc. in a graphical and tabular format (i.e. running, stopped, fault etc.)

(ii) Display analogue values on the appropriate graphic screen

(iii) Annunciate alarms along with time of occurrence of alarm. The software chosen shall

have a comprehensive alarm handling capability with the ability to annunciate, acknowledge, sort and maintain a historic record of current and past alarms including details of when the alarm occurred, when it was acknowledged and when it returned to normal

6 INSTALLATION AND COMMISSIONING

6.1 FIELD MOUNTED INSTRUMENT

6.1.1 General

(a) Field mounted instruments shall, where possible, be hermetically sealed. If this is not possible, they shall be of weatherproof construction with heavy cast cases. Transmitters and similar equipment shall be further enclosed in purpose made weatherproof; glass reinforced fire-retardant polyester resin cabinets.

(b) Particular regard shall be paid to the case of access to all instruments. Serial number/calibration plates shall be visible when the instrument is in its cabinet.

(c) Field mounted instruments shall be complete with all mounting brackets, pillars, fittings and fixings to complete the installation.

(d) Instrumentation and associated equipment shall be installed in accordance with the

manufacturer's instructions. The Contractor shall obtain in the field all information relevant to the placing of process control work and in case of any interference with other work; he shall proceed as directed by the Employer’s representative and furnish all labour and materials necessary to complete the work in an approved manner.

(e) The work shall be executed in full accordance with local codes and rulings.

(f) All piping to and from field instrumentation shall be provided with necessary unions, test tees, couplings, adapters, and shut-off valves.

(g) Brackets and hangers required for mounting of equipment shall be provided. They shall be installed in a workmanlike manner and not interfere with any other equipment.

(h) The screen on each process instrumentation cable shall be continuous from source to destination and be earthed as directed by the manufacturer of the instrumentation equipment but in no case shall more than one earth point be employed for each screen.

(i) The Contractor shall submit for review before ordering, details of construction, weights, physical dimensions, performance characteristics and maintenance access requirements of all switchboards, distribution boards and control panels, separately mounted motor drives and all other instruments and equipment.

6.1.2 Field Transmitter

(a) All field transmitters shall have accuracy of 0.25% of span and shall be provided with output meter / output gauge at the signal output.

(b) Smart transmitters when used shall be used in analog mode only. Smart transmitters when specified shall have accuracy of 0.1% of span, as a minimum or other as specified in detailed specifications of individual instrument.

(c) DP Type Flow Transmitter if used for congealing, corrosive and highly viscous services shall have Diaphragm Seal element with Capillary.

(d) Transmitter shall be capable of delivering rated current into external load of at least 600 ohms when powered with 24V DC nominal voltage.

6.1.3 Instrument Connection

(a) Electrical cable entry shall be ½” NPT (F) or other as specified. Suitable cable gland

shall be used.

(b) End connections shall meet the following unless, otherwise specified:

(c) Threaded end connection shall be NPT as per ANSI / ASME B.1.20.1

(d) Flanged end connection shall be as per ANSI / ASME B16.5

6.1.4 Instrument Power Cables

(a) All power & control cables for use on medium / low voltage shall be heavy duty type, aluminium / copper conductor. PVC (XLPE may also be accepted) insulated, inner sheathed, armored and overall PVC sheathed as described below.

(b) The Power and Control cables shall have the following minimum overall cross sectional areas:

1. Medium Voltage Power 6 sq.mm. (Aluminium) / 1.5 sq.mm. (Copper)

2. Control Cables 1.5 / 2.5 sq.mm. (Copper)

(c) Cables shall be sized based on the maximum continuous load current and the voltage

drop. The derating due to ambient air temperature, ground temperature, grouping and proximity of cables with each other etc. shall be taken into account.

(d) Below grade cables in paved areas shall be in concrete lined trenches with concrete covers having proper slope and suitable drainage arrangement to avoid water collection. In unpaved areas cables shall be in lined trenches or directly buries in ground. In hazardous areas and transformer bays, trenches shall be completely filled up with sand. Concrete lined cable trenches shall be sealed against ingress of liquids or gases wherever the trenches leave a hazardous area or enter control room or substation.

(e) The cable trenches shall be sized depending upon the number and voltage grade of

cables. Where underground cables cross roadways, pipe sleepers at grade, etc., they shall be protected by being drawn through PVC sleeves/ducts or suitable RCC Pipes to provide a permanent crossing. Pipes laid for mechanical protection shall be sealed at both ends.

(f) High voltage, medium/low voltage, control and signal cables shall be separated from each other by adequate spacing or running through independent pipes, trenches or cable trays as applicable.

(g) Cable trays, racks and trenches shall be sized to allow for 20% future cables. Cable installation shall provide minimum cable bending radii as recommended by cable manufacturer. Cable route markers shall be installed at every 30m interval all along the routes of directly buried cable trench and also at locations where the direction of cable trench changes.

(h) All power and control cables shall be of continuous lengths without intermediate joints. Where joints are unavoidable, these shall be provided with the permission of Engineer-InchargeIncharge. All cables shall carry tag numbers for easy identification. In case of control cables all cores shall be identified at both sides by their terminal numbers using PVC ferrules as per interconnection diagrams.

(i) Sequential marking of the length of the cable in meters shall be provided on the outer sheath at every one meter. The embossing/engraving shall be legible and indelible.

(j) Control cables having 6 cores and above shall be identified with prominent and indelible Arabic numerals on the outer surface of the insulation. Color of the numbers shall contrast with the color of insulation with a spacing of maximum 50mm between two consecutive numbers. Color coding for cables up to 5 cores shall be as per IS.

(k) Instrument Signal cables shall be stranded tinned copper conductors, twisted pair shielded with overall screen (or individual screened and collective screen IOAS in case of multipair cables) with high density polyethylene (HDP) insulation and armour protections.

6.1.5 PVC Insulated Power Cable

(a) Cables of 660V/1100V grade, multi-core cables, multi-stranded high conductivity

annealed 1.5 / 2.5 sq.mm or higher size as specified, stranded, tinned copper conductor, PVC insulated, PVC inner sheath, armoured with galvanised steel wire overall sheathed with PVC, conforming to IS:1554 & IEC:189 Part I & II shall be used for instrument power supply. (Higher diameter aluminium conductor where specified shall be of solid conductor).

(b) The conductors of nominal area less than 25 sq.mm shall be circular and above that it may be circular or sector shaped.

(c) The inner sheath shall be of vulcanized rubber proofed or plastic tap shall not be harder than PVC used for insulation. This shall conform to requirements of type ST-1 of IS: 5831.

(d) Armoring shall be applied over inner sheath, where specified and shall be of galvanized steel strip as per IS 3975. The armor shall be applied as closely as possible with left hand direction of lay. For cables having diameter over the inner sheath less than 13 mm, the armor shall be of galvanized round steel wires or galvanised steel strips. The dimension and resistance of armor shall be as per IS 1554 Part 1.

(e) The outer sheath of the cable shall be applied by extrusion and shall be of black color PVC compound conforming to requirements of type ST-1 compound of IS. 5831. The thickness of outer PVC sheath and its tolerance shall be as per IS 1554 (Part – I). To protect the cable against rodent and termite attack, suitable chemicals may be added into the PVC Compound of the outer sheath.

6.1.6 Cable Accessories (a) All accessories like cable glands, lugs and terminal markings etc. shall be used

conforming to relevant standards / as specified. For 650/1100 V grade cables, Ni-Plated Brass Double Compression type glands WP to IP-65 as a minimum and tinned copper crimping type lugs shall be used.

6.1.7 Cable Laying (a) HV, MV / LV, control and signal/communication cables shall be separated from each

other by adequate spacing or by running through independent pipes, trenches or cable trays. Cable Laying and termination shall be such that chances of cable getting damaged are remote.

(b) LT cable shall be laid in cable tunnel or tray racks or buried underground with appropriate protection. Black shall indicate the neutral, while red, yellow and blue for three different phases. All LT cables when laid on the cable racks shall be properly dressed and clamped as required without crisscrossing and unnecessary overlapping. Cables shall be properly dressed and clamped.

6.1.8 Junction Boxes

(a) In order to make the most economic use of cable ladder/tray and duct capacity, multicore

cabling shall be utilized in order to connect instrumentation groups by using suitably located sub-distribution junction boxes.

(b) The junction boxes shall have weather protection suitable for the area in which they are to be installed and for the type of circuit. They shall be readily accessible for maintenance and clearly labeled. Junctions boxes shall be constructed of die cast aluminum and provide degree of protection as per IP 65.

(c) Separate cables shall be used for digital and analog signals.

(d) Wires and terminals for the digital and analog signals shall be segregated within junction boxes.

6.2 TEST

The test plan shall be submitted for approval as part of the project plan. The Contractor shall provide the services (free of charge) of the servicemen, all special tools, calibration equipment and labour to perform the tests during commissioning, performance guarantee test etc. Certified copies of the test reports shall be furnished in duplicate to the Employer’s representative. After installation, check-out and final adjustment of all panels, instruments, meters, monitoring and control devices, a performance check shall be made. Meters shall be tested at 0 percent, 25 percent, 50 percent 75 percent and 100 percent of scale, as required. All status and alarm switches as well as all monitoring and control functions shall also be checked. Each device on the Process and Instrumentation diagrams must be signed by the

Employer’s representative as being acceptable. Testing shall be done from the signal source to the final element or device including all field wiring. If, during running of the tests, one or more points appear to be out by more than specified parameters adjustments or alterations shall be made as necessary to bring equipment up to specification performance. Following such adjustment, the tests shall be repeated for all specified points to ensure compliance.

6.3 INSPECTION

All instruments and PLC / SCADA panel shall be inspected as per approved inspection plan for calibration and operation prior to dispatch (Test Certificate Review). Unit shall be operationally checked for its proper operation along with the job instruments, panels and shutdown system before despatch in this material requisition.
