Reporting History

• The Federal government requires of each State numerous reporting functions. In the State of Kansas there are several mandated forms required by Law Enforcement to complete and to send forward to multiple state agencies, who then uses that data for the benefit of Kansas and well as sharing that data interstate, intrastate and federally.

Reporting Forms Application

• Underneath the umbrella of the TRCC (Traffic Records Coordinating Council) KHP was the chosen agency to create a new reporting system

• The project will be the creation of a new Field Based Reporting (FBR) system called KLER.  

• KHP is to develop this system and to make it available for the entire law enforcement community of Kansas. 

• The Electronic Accident Data Collection and Reporting (EADCR) and Automated Field Reporting System (AFRS) will be retired and the KLER system will take their place.

FBR system to be called KLER

• The new system will be called KLER (Kansas Law Enforcement Reporting)– The “KLER Choice” for Law Enforcement

• KLER incorporates the combined best features of EADCR, AFRS and the other States data capturing systems.

• Expected release Date – Starting Mid 2009

• The primary objective of the KLER system is to provide a ‘Best of Class’ interface for Law Enforcement to better support the officers in the field.

• KLER will utilize appropriate scanning technologies to facilitate the capture of personal and vehicle data. – For example driver license information can be mag card or bar

code read into the system.– Another example would be inputting vehicle information from the

registration by scanning the bar code.

• KLER will integrate with the product Easy Street Draw (ESD). ESD will be used to graphically record the accident scene details with the results being embedded in the form.

Kansas Law Enforcement Reporting (KLER)

• KLER is a road-side or desktop data capturing application.

• KLER will capture the required data elements in the most

efficient mannerism as possible. Using numerous sharing and data capturing methodologies – Law enforcement will be able to capture the data road-side

utilizing current technologies of readers, scanners, etc. – There is a drawing tool to allow for the accident drawing– Listing of reportable State Statues, Drop Downs lists, etc.. – A validation process of the data that matches the validation done

for each repository with immediate results displayed back to the officer.

– The last portion will be once successful validation process has been completed files will be created for electronic submittal to State of Kansas and or local RMS systems.

KLER

• Why is it the “KLER Choice” for you?– This new system will be supplied to Law

Enforcement at NO CHARGE !!!– It will save time and effort on report writing– It will run standalone on MDU’s or Desktops

and can run Server based.– It will not require any special licensed client

and will run on Windows 2000, XP and Vista (when authorized)

• It will incorporate EDS drawing package• It will incorporate Validation routines for correct

form completion• It will share people, vehicle and case data so the

information is only typed once.– Can save at anytime – Your naming scheme

• It will integrate with scanners for Drivers licenses and Registration barcode reading

• Saving time and Effort for Officer on the road
