Dear Wildcat Student-Athlete,

As we begin this new school year, I am honored to be representing Weber State as its newest Athletic Director. As a longtime Wildcat, I know that Weber State athletics has a legacy of great-ness which is made up of a history of outstanding student-athletes, like each one of you.

I am energized by all of the exciting things happening in Wildcat athletics. This fall, we will have the brand new Barbara & Rory Youngberg Football Center in full operation. We will have three of our sports defending Big Sky titles. We will also be boasting the honor of having the Big Sky Conference President’s Cup at Weber State for the 2019-2020 school year. This is a presti-gious honor that is awarded based on a combination of athletic and academic success. Winning the Cup could not be accomplished without outstanding efforts from each of you in your areas of competition as well as in the classroom.

I am proud to be a Wildcat. I am proud that we had three teams claim the title of Big Sky Cham-pion last year. I am proud that we had another five teams finish in the top three of the conference. But beyond the athletic accolades, I am just as proud to boast a department-wide GPA of 3.3 and to have had 167 of you earn Academic All-Big Sky Conference awards last year. Each of you should be proud to play for a university that has such a high standard of excellence both athleti-cally, and in the classroom. I challenge each one of you to continue to hold that standard high. Represent Weber State well in everything you do, and success will follow.

SAAC President’s Welcome Letter

Fellow Student-Athletes,

I am so pleased and honored to welcome our returning athletes back to Weber State, and to offer a warm welcome to our new athletes this year. Our hope is that your participation at WSU will allow for new experience and friendships with opportunities to overcome, progress, and succeed. Ultimately, all these experiences are up to you and what you make of your time here.

You have the chance to be a big part of tradition mixed with a greater movement for suc-cess within our academics and athletics programs. My hope is that each of you will have a greater desire to uplift and inspire your teammates and classmates, as well as your cohort among the other teams, to increase our sense of unity and honor as a campus body. This can only be accomplished when you take initiative and work for a greater cause than yourself. Always remember that the student body and staff alike look to you as leaders and remem-ber that you have the power to make a difference.

Weber State University Athletics Mission StatementThe mission of the Department of Intercollegiate Athletics is to support the greater mission of Weber State University in meeting the educational needs of Utah by stimulating and improving athletics programs for students designed to develop and promote skills that assure an excellent chance of success in athletics participation, college, and career. The Intercollegiate Athletics Department enhances the development and success of student-athletes within a diverse and inclusive environment in supporting equitable opportunities for all, including women and minorities, by acting affirmatively in the recruitment and selection of athletes, coaches, and staff who are representative of society.

Nondiscrimination Policy – Weber State Athletics does not discriminate on the basis of sex, age, race or ethnicity, color, national origin, religion, status as a person with a disability, sexual orientation, or gender identity/expression. If an individual files a discrimination complaint or participates in a discrimination complaint process, retaliation against that indivual is prohibited. The entire Weber State University policy can be found here.

Any person who believes he or she is the victim of discrimination or harassment, or who has knowledge of such conduct is encouraged to report that conduct directly to the AA/EO office or to an appropriate supervisor or athletic administrator.

Student-Athlete Code of ConductThe Department of Athletics at Weber State University (WSU) expects all student-athletes to conduct themselves in a manner that creates a positive image for the Department of Athletics, the University, and its teams. Participating as a student-athlete at WSU is not a right, but a privilege. The University and Department of Athletics remind you that, as a member of the WSU Intercollegiate Department of Athletics, you are a representative of the University and are always in the public eye. The following Code of Conduct clarifies the behavior that is expected of WSU student-athletes.

I. Standards of Conduct

A. Compliance with Laws, Rules and Regulations – Student-athletes who participate on the University’s NCAA athletic teams are required to comply with WSU’s Student Code, regulations related to student housing, other rules, and regulations pertaining to student life, along with all state and federal laws. This policy is supplemental to and does not supersede these other laws, rules, and regulations. The Department of Athletics reserves the right to impose sanctions as outlined in this policy that are additional to those imposed under the laws, rules, and regulations referenced above.

B. Specific Prohibitions – Student-athletes who participate on the University’s NCAA athletics teams are prohibited from engaging in the behavior listed below. This is not a comprehensive list, and the Department of Athletics reserves the right to sanction student-athletes for behavior not specified here, but deemed to be of equivalent seriousness.

1. Academic Dishonesty – The Department of Athletics will not tolerate acts of academic misconduct, which include, but are not limited to: cheating, falsification/fabrication, tampering, plagiarism, facilitating academic misconduct, multiple submissions, and other academic misconduct.

2. Unexcused Class Absences and Poor Academic Performance – Student-athletes are expected to attend class regularly and punctually, and to fulfill course load and academic performance requirements. Failure to meet such obligations may affect eligibility to participate in practices and/or competitions, scholarship eligibility, and academic standing.

3. Alcohol – Prohibited acts include any and all of the following: a) possessing or consuming alcohol if under the age of 21; b) operating a motor vehicle while under the influence of alcohol; c) misrepresenting one’s age for the purpose of purchasing, possessing, or consuming alcohol; d) purchasing, furnishing, or serving alcohol to or for an underage person; e) public intoxication; f) violations of additional team rules regarding alcohol use; or g) consumption of alcohol during team travel or team functions.

4. Other Drugs – Prohibited acts include a) possessing or using illegal substances, as defined by law; b) possessing or using controlled substances, as defined by law; c) distributing, selling, or possessing with the intent to distribute illegal or controlled substances, as defined by law; or d) the use of tobacco products by a student-athlete during practice, competition, or other team functions.

5. Hazing – Hazing, as defined by Utah law, is strictly prohibited.

6. Web-based Social Networking – Student-athletes are permitted to have profiles on social networking websites provided that a) no offensive or inappropriate pictures are posted; b) no offensive or inappropriate comments are posted; and c) any information placed on the website(s) does not violate the ethics and intent behind the WSU Student-Athlete Code of Conduct. Materials posted on the social networking sites of WSU student-athletes cannot contain language or images that are damaging to the individual’s or Weber State’s reputation.

7. Violence – Student-athletes are prohibited from engaging in violent or aggressive acts, including assault on a person or property, harassment, or stalking.

8. Sexual Misconduct – Student-athletes are prohibited from engaging in sexual harassment or intimidation, rape, domestic violence, or other related violations, regardless of gender, sexual orientation or gender expression/identity.

If a student-athlete believes that he or she is a victim of sexual assault, or has knowledge of such conduct, he or she is encouraged to report to the AA/EO office or to campus police.

9. Disrespect/Poor Sportsmanship – At all times, student-athletes are required to conduct themselves in a manner respectful of themselves, their team, the University, the Department of Athletics, game officials, opponents, and property.

10. Gambling and Bribery – Student-athletes shall not knowingly a) provide information to individuals involved in organized gambling activities concerning intercollegiate athletics competition; b) solicit a bet on any intercollegiate team; c) accept a bet on any team representing the institution; d) solicit or accept a bet on any intercollegiate competition for any item that has tangible value (e.g. cash, clothing, equipment, meals); or e) participate in any gambling activity that involves intercollegiate athletics or professional

athletics through a bookmaker, a parlay card, or any other method employed by organized gambling. Violations of this policy also break NCAA rules and will affect the student-athlete’s eligibility.

C. Team Rules and Obligations – Student-athletes must comply with team-specific rules as communicated by team coaches, complete training requirements, arrive promptly for team practices, meetings, and departures for away games, and attend other team functions, and otherwise fulfill their responsibilities as team members. The head coach must excuse absences in advance unless an unforeseeable emergency arises. Sanctions for violating this section shall be determined by the head coach.

II. Reporting

A. Each student-athlete is obligated to report his or her own violations of this code of conduct to the team’s head coach and/or the Director of Athletics within 24 hours of such violation. This obligation is in effect year-round, including semester, summer and vacation breaks.

B. Student-athletes who do not self-report their code of conduct violation to their head coach and/or the Director of Athletics will receive stricter sanctions.

C. Student-athletes, department staff, and coaches have an obligation to report any violations or potential violations of the Code of Conduct to their head coach and/or the Director of Athletics.

D. The Director of Athletics or any head coach that is made aware of a violation of this policy that may constitute criminal activity is obligated to report the violation to the WSU Police Department.

III. Sanctions

The Department of Athletics’ disciplinary process is independent of, and supplements the University judicial process. Sanctions levied by the WSU Department of Athletics may occur over and above those levied by the University. Sanctions will vary depending on the type and circumstance of the violation.

A. Sanctions for violations of sections IA or IB of this policy may include, but are not limited to, warning, probation, community service, required educational or counseling sessions, drug testing, restitution, temporary suspension, suspension, expulsion, and/or non-renewal of financial aid as provided by the NCAA.

B. Violations of sections IA or IB of this policy not involving criminal charges will result in sanctions that are to be determined by the head coach in consultation with the Director of Athletics.

C. Violations of sections IA or IB of this policy involving criminal charges will result in sanctions according to the following criteria:

1. Student-athletes charged with a felony or serious misdemeanor (usually Class A) will be suspended from all team activities until the charges have been dismissed, changed, or a plea or judgment has been determined.

Once the charges have been dismissed, changed, or a plea or judgment has been determined, a committee made up of the Director of Athletics, Faculty Athletics Representative, and Dean of

Students will conduct a hearing and determine the appropriate sanctions to be administered. As part of the hearing, the committee may meet with the student-athlete and other individuals (as available) who have relevant information about the incident(s).

2. Student-athletes charged with a less serious misdemeanor (usually Class B or C) will be subject to sanctions as determined by the Director of Athletics in consultation with the responsible University Vice President.

D. Student-athletes subject to sanctions according to Section IIIC of this policy have the right to appeal such sanctions to the Vice President for Administrative Services.

The Intercollegiate Athletics Student-Athlete Code of Conduct is applicable to all student-athletes on the current team squad list for actions that occur while matriculated at Weber State University or that are prosecuted while enrolled as a student-athlete at the University.

Transgender Student-Athlete Participation Policy

Definition: “‘Transgender’ describes an individual whose gender identity (one’s internal

psychological identification as a boy/man or girl/woman) does not match the person’s sex at

birth. For example, a male-to-female (MTF) transgender person is someone who was born with a

male body, but who identifies as a girl or woman. A female-to-male (FTM) transgender person is

someone who was born with a female body, but who identifies as a boy or a man” (NCAA

Inclusion of Transgender Student-Athletes, p. 3).

Weber State University Athletics does not discriminate, regardless of sexual orientation, gender

identity, or gender expression. Transgender student-athletes will be allowed to participate on

Weber State athletic teams, provided that they meet all NCAA policy requirements.

Weber State University Athletics aligns with the following NCAA policies:

The following policies clarify participation of transgender student-athletes undergoing

hormonal treatment for gender transition:

1. A trans male (FTM) student-athlete who has received a medical exception for treatment

with testosterone for diagnosed Gender Identity Disorder or gender dysphoria and/or

Transsexualism, for purposes of NCAA competition may compete on a men’s team, but

is no longer eligible to compete on a women’s team without changing that team status to

a mixed team.

2. A trans female (MTF) student-athlete being treated with testosterone suppression

medication for Gender Identity Disorder or gender dysphoria and/or Transsexualism, for

the purposes of NCAA competition may continue to compete on a men’s team but may

not compete on a women’s team without changing it to a mixed team status until

completing one calendar year of testosterone suppression treatment.

Any transgender student-athlete who is not taking hormone treatment related to gender

transition may participate in sex-separated sports activities in accordance with his or her assigned

birth gender.

• A trans male (FTM) student-athlete who is not taking testosterone related to gender

transition may participate on a men’s or women’s team.

Transgender student-athlete responsibilities:

• A student-athlete who has completed, plans to initiate, or is in the process of taking

hormones as a part of a gender transition should submit the request to participate on a

sports team in writing to the director of athletics.

• The request should include a letter from the student-athlete’s physician documenting the

following:

o The student-athlete’s intention to transition or transition status

o Identification of the prescribed hormonal treatment for the gender transition

o Evidence of testosterone levels, if relevant

Athletic Department responsibilities:

• Director of athletics will meet with the student-athlete to review eligibility requirements

& procedure for approval of transgender participation.

• If hormone treatment is involved, the director of athletics will notify the NCAA of the

student-athlete’s request to participate with a medical exception request. The NCAA must

then approve the request prior to the transgender student-athlete being able to participate.

Additional Guidelines for Transgender Athletes on Teams:

Education

• Athletic Department staff members and student-athletes will be presented with ongoing

education regarding transgender identities and principles of transgender inclusion. They

will be knowledgeable about how to support transgender people and be prepared to put

that knowledge to use.

Language

• Coaches, staff members, and teammates will refer to transgender student-athletes by their

preferred name and pronouns.

Facilities Access

• Transgender student-athletes will be allowed to use locker rooms and bathroom facilities

in accordance with their identified gender.

• If preferred, accommodations will be made for transgender student-athletes to have

separate and private changing and toilet facilities.

• Hotel rooms: Transgender student-athletes will be assigned to hotel rooms according to

their identified gender in the same way as other members of their team are assigned

rooms.

Team Uniforms/Dress Code

• Transgender student-athletes should be allowed to dress in accordance with their

identified gender.

• Team uniforms and dress codes during team travel should remain gender neutral. For

example, a women’s team should not be required to wear skirts or dresses, but rather,

clothes that are appropriately professional, clean, and neat.

Communication with Opponents

• If a transgender Weber State student-athlete is competing at an away-from-home contest,

athletic administration will (with the permission of the student-athlete) contact the

opposing team’s administration to ensure that all expectations and needs are met.

• Under no circumstances will a transgender student-athlete be identified or discussed with

an opposing team without the student-athlete’s permission. Rather, communications will

be based around general expectations of appropriate treatment for all student-athletes.

NCAA Compliance TopicsThe following information is a sample of important rules for student-athletes. If you have questions or need further

information, contact the Office of Athletics Compliance.

Academic MisconductBoth the NCAA and Weber State have policies concerning academic misconduct. Academic miscon-duct can include a large variety of actions such as plagiarism, cheating on assignments, or allowing someone else to complete assignments for you. Conduct that violates Weber State’s academic mis-conduct policy can become an NCAA academic misconduct violation. NCAA penalties for academic misconduct are among the most stringent. Weber State’s policies concerning academic misconduct may be found in the student code (PPM 6-22). Weber State’s penalties for academic misconduct are generally left up to the discretion of the instructor but may include failure on an assignment, failure in the course, suspension, or expulsion. The student-athlete is responsible for all academic miscon-duct claims brought against them.

AgentsA student-athlete becomes ineligible for participation in intercollegiate athletics if he or she has agreed orally or in writing to be represented by an agent for the purpose of marketing their athletic ability in that sport. This includes agreements for representation in the future. Moreover, if a student-athlete or their relatives or friends accept any type of benefit from an agent or anyone who represents an agent, the student-athlete shall lose his or her eligibility for competition. Benefits include, but are not limited to jewelry, transportation (air or automobile), cash, and loans.

The NCAA has a broad definition of who is an agent. Under NCAA rules, an agent is any individual who:

a) Represents or attempts to represent an individual for the purpose of marketing his or her athlet- ics ability or reputation for financial gain; OR

b) Seeks to obtain any type of financial gain or benefit from securing a prospective student- athlete’s enrollment at an educational institution or from a student-athlete’s potential earnings as a professional athlete.

Basketball has their own rules regarding agents and the NBA draft. Please talk to Compliance if you have any questions concernings agents or if you are approached by an agent.

AmateurismA student-athlete is not eligible to participate in intercollegiate athletics in a sport if he or she has ever:

-Taken pay, or the promise of pay, for competing in that sport;-Agreed, through a signed contract, to compete professionally in that sport;-Played on any professional athletic team in that sport; OR-Used their athletics skill for pay in any form in that sport.

Student-athletes become ineligible if they promote, in any way, a commercial product or service or allow their name to be used in promoting a commercial product or service. This includes promotion on social media platforms such as Twitter, Instagram, Facebook, etc.

Book Purchases - For all student-athletes who receive books as part of their athletics scholar-ship, books are issued on a rental basis to the student-athlete. The Office of Athletics Compliance will notify the bookstore which student-athletes are on a book scholarship and the classes in which they are enrolled. Book orders should be available for pickup at the information desk of the book store by the first day of classes. Photo ID is required to pick up your books. Please verify your order is complete and all books are in the box before leaving the bookstore as the student-athlete is respon-sible for all books for which they sign for.

Book Returns - During finals week, all student-athletes must return all textbooks purchased with book scholarship money to the Department of Athletics. Book return will occur during the final week of the semester. Student-athletes will be billed up to full purchase price for any books not returned, even if the books have been lost or stolen. Student-athletes may purchase books at the end of a semester for 25% of the purchase price. If the textbook is required for an additional term, students must notify the Compliance Office. Student-athletes are still responsible to return that book at the end of the additional term.

Complimentary AdmissionsAn institution may provide up to four complimentary admissions per home or away contest to a student-athlete in the sport in which the individual participates, regardless of whether the student-athlete competes in the contest. A student-athlete may not receive payment from any source for his or her complimentary admissions and may not exchange or assign them for any item of value.

Individuals designated by the student-athlete to receive complimentary admissions are not permitted to receive any type of payment for the admissions or to exchange or assign them for any item of value. Receipt of payment for complimentary admissions by such designated individuals is prohib-ited and considered an extra benefit, which will affect the student-athletes eligibility.

An institution may not provide a special arrangement to sell a student-athlete ticket(s) to an athletics event. Tickets shall be available for purchase by student-athletes according to the same purchasing procedures used for other students.

A student-athlete may not purchase tickets for an intercollegiate athletics event from the institution and then sell the tickets at a price greater than their face value.

An institution or any representative of its athletics interests may not purchase or otherwise obtain tickets to a professional sports event and make these tickets available to student-athletes enrolled in an NCAA member institution. Such a gift of tickets would represent an unacceptable extra benefit.

Employment EarningsNCAA rules allow a student-athlete to work provided the student-athlete is paid at the going rate for someone with their skills or abilities for work that is actually performed. If a student-athlete works while he or she is a member of a team, the student-athlete and the employer must sign a statement prior to beginning the employment (to be kept on file in the Compliance Office).

Student-athletes are permitted to be self-employed, but there are several restrictions on what you can do if you plan to operate your own business. NCAA rules do not allow a student-athlete’s name, photograph, appearance, or athletics reputation to be used to promote the business. So, you cannot use your name, photograph, etc. on a website, Facebook page, business cards, etc. for your business.

Ethical ConductAll student-athletes must conduct themselves with honesty and sportsmanship at all times so that in-tercollegiate athletics at Weber State shall represent honor and dignity of fair play. A student-athlete will lose their eligibility if they knowingly take part in NCAA violations, receive extra benefits as a student-athlete, or refuse to cooperate in any investigation of possible violations.

Extra BenefitsAn extra benefit is any special arrangement by an institutional employee or a representative of the in-stitution’s athletic interest (booster) to provide a student-athlete or their friends or relatives a benefit not available to the general student population and not authorized by the NCAA.

Examples of “extra benefits” include, but are not limited to, the following:-Use of Department of Athletics’ photocopier without being charged; -Use of the Department of Athletics’ telephones for long distance phone calls without being charged;

-Typing of course papers by someone other than the student-athlete without being paid the going rate for such a service;

-Receipt of cash or loans by a student-athlete;-Payments of parking tickets by the Department of Athletics;-Use of a Department of Athletics’ staff member’s automobile; -Discounts or credits to local businesses (i.e. reduced cost of rent, movie tickets, phone cards, sports apparel including athletic shoes other than the ones provided by the university, etc.);

-Receipt of more than the allotted number of complimentary admissions allowed for an athleticscontest; OR-The selling of complimentary admissions for an athletics contest. Receipt of any of these items will cause a student-athlete to become immediately ineligible pending reinstatement by the NCAA.

Financial AidTo be eligible for an athletics scholarship, a student-athlete must be registered in a full-time program of study. An athletics scholarship may cover all or part of the following elements: tuition, student fees, class fees, room, board, and textbooks. Weber State provides only required textbooks for their courses to student-athletes who receive a book scholarship. Recommended or suggested textbooks are not covered by an athletics scholarship.

Athletics scholarships are generally renewed on an annual basis. During the term of the award, an athletics scholarship may be canceled or reduced if (1) the student-athlete renders themselves ineligible for competition, (2) fraudulently misrepresents any information on an application, letter of intent, or financial aid agreement, (3) engages in serious misconduct, (4) voluntarily withdraws from the team, or (5) violates any other term on the aid agreement.

Under NCAA rules, you must report any financial aid that you receive from a source outside of the institution except for aid from whom you are naturally or legally dependent. Any outside scholar-ships (e.g. scholarships from your high school, a parent’s employer, etc.) must be reported to ensure compliance with NCAA rules.

Additionally, the Office of Financial Aid, which administers athletics financial aid, has other restric-tions that may limit the ability of a student-athlete to receive their athletics scholarship. Specifically, the Office of Financial Aid requires student-athletes to maintain a cumulative 2.00 WSU GPA. If a student-athlete is on scholarship and fails to maintain a 2.00 WSU GPA, the student-athlete may be able to submit an appeal to the Office of Financial Aid to have their athletics scholarship reinstated.

Student-athletes should reapply each year for federal financial aid, even if they did not qualify for aid in the past, due to annual changes in requirements. The priority-filing deadline for federal financial aid is March 1. You can still apply for financial aid after this date, but your money may not be avail-able in time for the beginning of classes. The WSU Financial Aid and Scholarship Office suggests that students apply as early as possible as award offer processing time may take 8 to 10 weeks. If a student is requesting loan assistance, additional processing time will be required.

Gambling and Sports WageringThe NCAA strictly prohibits any form of sports wagering. Student-athletes may not place bets on any sport at any level in which the NCAA conducts a championship. This policy is strictly enforced because the NCAA and its member schools believe that gambling activities undermine the spirit of amateur athletics. Student-athletes are prohibited from engaging in the following activities:

-Providing information concerning intercollegiate athletics competitions to individuals involvedin organized gambling activities;-Soliciting a bet on any intercollegiate team;-Accepting a bet on any team representing the institution; AND-Participating through a bookmarker, a parlay card, the Internet, a “pool”, or any other methodemployed by organized gambling in any gambling activity that involves intercollegiate athleticsor professional athletics.

The following may render a student-athlete ineligible:-Providing any information (i.e. team injuries, team morale) to individuals known to be involvedin organized gambling activities;-Posting any information via social networking platforms that could be advantageous to an individual known to be involved in organized gambling activities;-Accepting a bribe or agreeing to throw, fix, or illegally influence the outcome of any intercollegiate contest; OR-Failing to report any bribe of offer or attempt to throw or fix the outcome of any contest.

Playing and Practice SeasonsThe NCAA mandates that student-athletes cannot participate in countable athletically related activi-ties for more than four hours per day and 20 hours per week during their playing season. These activities include practice, weight training and conditioning, watching film, meetings, and competi-tions. Coaches must also give student-athletes one day off during the week while in their playing season.

Weber State mandates that student-athletes sign the NCAA Student-Athlete Statement, the NCAA Drug-Testing Consent Form, the NCAA’s HIPAA form, and all Weber State institutional forms be-fore they officially begin practice (whether it is during the playing season or during the off-season).

Outside the regular playing season, student-athletes may not participate in the following activities for more than eight hours per week:

-Required weight training and conditioning;-Participation in a physical fitness class conducted by a member of the athletics staff, unless sucha class is a regular physical education class listed in the catalog and open to all students.;-In sports other than football, two hours of skill-related instruction with a member of the institution’s coaching staff at the request of the student-athlete. The two hours of skill instruction mustbe included in the eight hours.-In football, the eight hours of CARAs permitted when you are out of season are limited to conditioning, weight training, and film review.

No activities may occur during the week before finals and the week of finals if a team is out of season.

RecruitingEnrolled student-athletes may have a limited role in the recruitment of a prospective student-athlete (PSA) for Weber State University. An enrolled student-athlete may RECEIVE telephone calls from a PSA made at the expense of the PSA. An enrolled student-athlete may serve as a student host to the prospect, their parents, legal guardians, or spouse on official visits. Before a student-athlete may host a PSA on an official visit, they must attend a training and certification meeting offered by the Compliance Office. The University may provide a student host up to $75.00 per day to entertain the prospect. This entertainment does NOT include the meals and admissions to regular season home athletic contests. Student host entertainment money MAY NOT be used to purchase souvenirs such as WSU t-shirts or other university mementos. If a student host entertains more than one PSA, they may receive an additional $40.00 per day for each additional PSA.

The student host may receive complimentary meals during the official visit, on or off campus, as long as the host accompanies the prospect during their official visit. Also, complimentary admis-sions may be given to the PSA and the host to home, on-campus athletic contests, provided the host accompanies the prospect. The PSA MAY NOT be given complimentary admissions to conference or NCAA Championship events. The PSA MAY NOT be recognized (e.g. on the scoreboard, or by a public address announcer) during an athletic contest.

The student host MAY NEVER use the automobile of a Department of Athletics staff member or coaching staff member for transporting the PSA during their visit. Entertainment of a prospect must occur within 30 miles of the WSU campus. The PSA and the PSA’s parents or spouse may receive complimentary admissions to home athletic contests. These admissions must provide seating in the general seating area (i.e. not on the bench, special seating behind the bench or in the press box).

Student Assistance FundThe NCAA created the Student Assistance Fund (SAF) to support direct benefits to student-athletes. As a guiding principle, the fund shall be used to assist student-athletes in meeting financial needs that arise in conjunction with participation in intercollegiate athletics, enrollment in an academic curriculum, or to recognize academic achievement. A student-athlete may receive money from the SAF only up to the full cost of attendance (athletics scholarships included). The following are categories Weber State has identified to utilize the SAF funds.

5th/6th Year Aid**Student-athletes will be able to receive SAF funding and it is limited to in-state tuition and fees and cannot exceed the previous year’s equivalency. The following requirements must be met for a student-athlete to be eligible to receive 5th/6th year aid funding from SAF:

-Complete application turned into Associate Athletics Director/SWA by the deadline***;-Currently receiving athletics aid (scholarship);-In academic good standing;-Have 18 or fewer credits remaining to graduate and must enroll in 12 credits applicable towarddegree, unless less are required for graduation; AND-Agree to work 20 hours/week within the Department of Athletics during the semester in whichthey are being awarded aid.

Emergency/Hardship**Each request for an emergency or hardship formulated with supporting documentation from the student-athlete’s respective head coach will be evaluated on an individual basis to assess the level of need and the nature of the emergency. A committee comprised of the Associate Athletic Director/SWA, Athletics Financial Officer, and Compliance Coordinator will review all requests for approval or denial.

Summer School** The following benchmarks must be met for a student-athlete to be eligible to receive summer school funding from the SAF:

-Complete application turned into Associate Athletics Director/SWA by deadline***;-3.0 cumulative GPA; AND-Deemed eligible based on NCAA, Conference, and institutional guidelines.

Summer school funding derived from the SAF can be applied only to tuition, fees, and/or books and will not to be used for stipends.

** These categories are subject to an application and/or referral process from the Head Coach.*** Deadlines will be strictly enforced.

Transfer PolicyThe Weber State University Department of Athletics’ transfer policy can be found on WeberStateS-ports.com. Any student-athlete requesting permission to contact or announcing their intent to transfer to another institution is subject to the restrictions outlined in the policy. Beginning October 15, 2018, student-athletes will no longer be required to receive permission to contact from Weber State to be able to talk to coaches at other institutions about transferring. Instead, student-athletes can have their name placed into the NCAA’s transfer database, which allows contact from all institutions. Access to athletics facilities and/or services may be restricted once a student-athlete initiates a transfer request. Exceptions to the policy will be reviewed on a case by case basis.

Big Sky Conference Serious Misconduct PolicyBeginning in the 2019-20 academic year, a current or prospective student-athlete who has been convicted of or pled guilty or no contest to a felony or misdemeanor involving Serious Misconduct, or has been subject to official University or athletic department disciplinary action at any time dur-ing enrollment at any collegiate institution (excluding limited discipline applied by a sports team or temporary disciplinary action during an investigation) due to Serious Misconduct shall not be eligible for athletically-related financial aid, practice, or competition at a Big Sky member institution.
