1. Background Youth is the most active, energetic and dynamic group, which is considered the agent of political, economic and social changes in any countries. The developed and developing countries seem to have achieved progress in development and construction through the quantitative and qualitative development of the young human resources. In the development and progress of every country, the contribution of youth has occupied a prominent place. National Youth Policy of Nepal is promulgated in 2009, and then is reformed in 2015 to ensure youth development. Youth Vision: 2025 is approved in 5 th oct., 2015 by Nepal government, Council of Ministers with the objectives of implementing the policy effectively.Youth Vision is a concrete document prepared after the long discussions and interactions with the participation of stakeholders, line-agencies and personnel of Nepal Government. Different Countries have defined the youth age in different ways.In the most of countries, the youth age has been fixed in between 15 to 35 years whereas international organizations like the United Nations and the World Bank have considered the age group of 15 to 24 years as of youth. In the context of Nepal, interim constitution has define youth aged 15 to 29. Ministry of Agriculture Development has defined youth aged up to 50 years. The political parties, social or private institutions seem defining youth relevant to their situation. The National Council Act,2015 and NationalYouth Policy,2015 have fixed the age group of 16 to 40 years as youth age. If the age group of 16 to 40 years of Nepalese population is viewed, it seems to cover 40.35 percent of the total population.Youth Vision-2025 has classified the groups in to two of 16 to 24 years and 25 to 40 years and the group wise priorities have been determined accordingly. 2. Vision Making the Nepalese youth strong, competent, competitive and self-reliant, to build a modern, just and affluent Nepal through their meaningful participation and promotion of their leadership capacity. 3. Value • Healthy, Diligent and Entrepreneur Youth • Guarantee of Rights and Aware of Responsibilities • Inclusion and Equitable Development • Protection and Promotion • Leadership and Self-reliant 5. Objectives • Develop and expand the role of the youth and their prospects in nation building and national development, • To highlight the competence inherent in the youth class by establishing them as the basic power of the nation through the development of creativity, entrepreneurship and investigative competence in them, • To prepare competent youth who are of ethical, cultural, creative and professional nature through proper development of their physical, mental, intellectual, ethical and emotional sides by developing the culture of respecting labor, • To guarantee the basic rights of the youth and ensure their access to productive resources, to involve them at all levels of policy and decision-making and implementation relating to political, economic, social and cultural sectors and to establish the youth as the agents of national development by promoting their leadership capacity through gender equality, • To bring the youths belonging to the priority and the special priority groups in the main stream of development by empowering them through the means of positive discrimination. 6. Working Area The working area of NationalYouth Council is on the following foundation five pillars ofYouth Vision 2025: 1. Quality and Vocational Education 2. Employment, Entrepreneurship and Skill Development 3. Youth Health and Social Security 4. Youth Mobilization,Participation and Leadership Development 5. Sports and Entertainment for youth 7. Constitution of Nepal and Youth Youth related issues are mentioned in the Constitution of Nepal, Part 4 under the Directive Principles, Policies and Obligations of the State, article 51 (J) 7 as: "To create an atmosphere conducive to the full enjoyment of the political, economic, social and cultural rights, while enhancing the participation of youths in national development, to make their personality development, while providing special opportunity in areas including education, health and employment for the empowerment and development of the youths and provide them with appropriate opportunities for the overall development of the State" 8. Strategies of Fourteenth Periodic Plan on Youth Youth related strategies on fourteenth plan: 1. Prepare skilled, entrepreneurial and self-dependent youth through technical and skill-based trainings 2. Increase youth participation in policy formulation and decision making at all level 3. Mobilize youth volunteers 4. Increase youth participation in social activities Likewise, youth related working procedures have also been included in the fourteenth plan that includes technical education and capacity building, entrepreneurial development, youth encouragement, skill-based trainings, youth information center upgrading, effective mobilization of youth self-employment fund, trainings and counseling, promotion of traditional occupation and its modernization. Further, volunteerism and awareness-raising activities, ensuring youth participation in planning, implementation, monitoring and evaluation, extension of Scout service and encourage youth for moral ethics, sports and Yoga have also been included in the plan. 9. Youth Policy 1. With a view to grooming the youths as change agents and a motivating factor of sustainable development, programs shall be conducted focusing on awareness-raising about the basic principles and norms and values of the nation, nationality, national unity, national integrity, democracy and human rights. 2. Stressing the role of the youth in the process of transformation of the economic, social and governing system of the nation, youth involvement and leadership in that process shall be promoted. 3. The youth shall be encouraged through the means of economic, social, political and cultural empowerment for making meaningful contribution to policy making of the state. 4. Causing awareness among the youth about world peace, good will, brotherhood and global interrelations, emphasis shall be placed on completion of incomplete works of the millennium development goal and the commitments made at the international level about the youth including the new priorities areas likely to emerge after 2015. 5. Special programs shall be conducted to transform the youth into industrious, active, pro-innovative and creative powers so as to make them capable of undertaking accountability and responsibility towards the society and to be able to remain committed towards a democratic system. 6. Keeping in view the needs of age group of the youth,programs shall be undertaken targeting the youth who are in the process of gaining education and in search of professional opportunity. 7. The culture of causing awareness about the obligations towards the state and the society and respecting labor shall be developed by conducting awareness programs so as to develop morality, qualities of conduct and discipline among the youth. 8. A policy of mobilizing the youth shall be adopted in order to remove the problems of poverty, illiteracy, untouchability, evil practices, gender violence, discrimination and disparities prevalent in the society. 9. The youths shall be developed as agents of social change in collaboration with also the private sector and NGOs and local bodies. 10. Taking into consideration the diversities prevailing among the youth of all classes, sex, races and castes, religions, colors and sectors, equal opportunities shall be created for empowerment and development. 11. The young geniuses who have made special contributions to various sectors of the nation shall be honored on behalf of the state. 12. The state shall make vast investment for blooming of genius inherent in the youth and for development of their skills and capabilities. 13. Special programs shall be conducted to promote entrepreneurship among the youth. 14. Providing information about the geographical, social and economic conditions of the country, programs relating to involvement of the youth as volunteers in national development shall be prioritized. 15. Opportunities for quality education, training, study and research shall be created. 16. Involvement of the youth in creative sectors like literature, arts, culture, music, acting and sports shall be encouraged. 17. An environment shall be created for preventing the flight of the genius by creating within the country itself opportunities of professional development for the genius youth belonging to various sectors. 18. The youth shall be made competent for international competitions through proper mobilization of means and resources by introducing professionalism, scientific approach and socialization in sports and treating it as an integral part of development, and emphasis shall be laid on career development of the sports persons. 19. An integrated system shall be developed for coordinating programs conducted for the youth by various agencies of the state. 20. Programs promoting health awareness shall be encouraged by increasing the access of the youth to the health services. 21. Freeing the Nepali youth form globally expanding addictions related activities and anti-social activities, social initiatives shall be focused on developing positive thinking and culture among the youth. 22. Programs shall be conducted by providing special priority in services and facilities provided by the state to the youth who have been bracketed in the priority group and the special priority group. 23. An environment shall be created where the dalit youth could get the state services and benefits including additional rights,besides employment and self-employment opportunities. 24. The conditions and needs of the youths belonging to different age groups being different, the targeted programs shall be conducted by dividing the youths into two different age groups (16-24 years, 25-40 years). 10. Structure National Youth Council is an autonomous government body according to the National Youth Council Act, 2015.The Council constituted of 36 members is the supreme body. It has an executive committee constituted of seven members chaired by the vice-president. It functions as the executive committee of the Council.There remain civil servants under a joint secretary for administrative functions in centre. Likewise, there remains one District Youth Committee in every district constituted of nine members. A.
