Preamble:A number of Astrological Educational Institutions in Karnataka State are functioning to promoteandprovidevedicastrologytothepublicirrespectiveofcaste,creedandreligion. They have been conducting Jyotishya Courses from more than three decades. There are Three yearcoursenamedasJyotishyaPravesha,(1styear),JyotishyaPraveena(2ndYear)and Jyotishya Vibhooshana (3rd year). There are over 5000 students studying in these courses. The managementsofalltheseinstitutionsapproachedtheKSUforrecognizingthecourseunder theframeworkoftheUniversity.Thecourses offeredbytheseinstitutionsaredifferent from oneanother.Thereisnoelaborate,detailedanduniformstudyofAstrologicalsubjects.In ordertobringuniformityandmaintainingthestandardKarnatakaSanskritUniversityhas taken up extensive measures with the following objectives. OBJECTIVES: 1.TopromotetheknowledgeofAstrologyandalliedsubjectsinIndia&abroadby imparting standardized education in these areas. 2.To conduct scientific research on Astrology and allied subjects.. 3.TostandardizeAstrologicalpredictionsandtopromotescientificAstrologersand palmists. 4.TobringstandardsinthesyllabusofonSpirituality,occultism,Yoga,Vastu,Palmstry, Vedas,UpanishadsforthedevelopmentofVedicsciencestostrengthenethicaland moral values of our society. 5.ToapplythisknowledgeforManagement,Medicine,Economics,Mundanemattersetc in as acceptable manner. 6.TopromoteancientknowledgeofAstrologyandSanskritinthecountrythrough Karnataka Sanskrit University. 7.To create new job opportunities in these fields. With these objectives, these Regulations are framed for offering courses in Jyotishya and allied subjects. Regulations governing Certificate and Diploma and other courses for jyotishya framed under Chapter II, section 5, sub-section 1 & 2 of Karnataka Samskrit University Act, 2009. 1.TITLE These Regulations shall be called as Karnataka Samskrit UniversityRegulationsgoverning CertificateandDiplomaandothercoursesforJyotishya-2012underKarnatakaSamskrit University ACT 2009 2.COMMENCEMENT These Regulations shall come in to the force from the date of approval by the Chancellor. 3.DEFINITIONS 3.1Universitymeans,KarnatakaSamskritUniversityasspecifiedundersection3of the KSU Act 2009. 3.2Study Centre means Study Centre declared by the Directorate of NFE of KSU. 3.3NonFormalEducationmeansDirectorateofDistanceEducation,OutReachand Online Education of Karnataka Samskrit University as specified above. 4.APPLICATION These Regulations shall apply to:4.1AllthecoursesinJyotishyaconductedundertheDirectorateofNonFormal Education of Karnataka Samskrit University. 4.2AlltheschemesofexaminationsinJyotishyaofferedbytheDirectorateofNon Formal Education: and 4.3Allsuchotherschemes/coursesasmaybenotifiedbytheDirectorateofNon Formal Education. 5.COURSE NAME 5.1Certificate Course in Jyotishya (Astrology) 5.2Diploma Course in Jyotishya (Astrology) 5.3U.G. and P.G. courses in Jyotishya (Astrology) 6. ELIGIBILITY FOR THE COURSE 6.110+2 and above for seeking admission to certificate in Astrology course. 6.2ThosewhohavepassedcertificateinAstrologyareeligibletotakeadmissionto Diploma in Astrology. 6.3Eligibility for U.G. and P.G. courses as per the rules of the University. 7.COURSE FEE 7.1Certificate Course in Astrology Rs. 1500/- 7.2Diploma Course in Astrology Rs. 2000/-7.3As per the norms of the University. Note:Universitymayincreasethefeesfromtimetotimewiththeapprovalofthe Syndicate. 8.MEDIUM 8.1Kannada8.2English 8.3Samskrit 9.DURATION 9.1Certificate course in Astrology- (minimum six monthsand maximum 2 years) 9.2Diplomacourse in Astrology (minimum one year and maximum 2 years 9.3U.G. and P.G. courses (As per the rules of the University) 10. RULES & REGULATIONS 10.1The academic year starts in the month of May-June and ends I in February-March.Classesareheldbetween3.00to6.00PMeverySaturdays/Sundays.Thefinal examination is generally held during June/December. The instructions for the courses are given through the recognized study centres of the university. 10.2Onsuccessfulcompletionofthecertificate&Diplomacoursesrespectively students getting a minimum of 60% and above are placed in the FIRST CLASS and thosegettingminimumof50%inSECONDCLASS.Topassthecourse,students should secure a minimum of 35%. NOTE: 1.Admission is restricted to a specific number of seats in each class as well as in each institute. 2.Falsedeclaration of age/qualification,etc.,bytheapplicantwill disqualifyhim/her for admission to the certificate/diploma courses. 3.The final decision to select or reject a candidate for admission rests with the Board of the Karnataka State Samskrit University. 4.Nocorrespondencewillbeentertainedregardingselection/rejectionbythe University. 5.Nofeeconcessionwillbeallowedtoanyone&alsooncefeepaidbytheStudent will not be refunded at any cost. 6.AllstudentswillbeissuedIdentityCards&thesameisrequiredtobepreserved carefullytilltheendofthecourse.Thesamewillbecheckedbytheconcerned authorities at the time of inspection. 7.TheclasseswillbeconductedonSaturday/Sundaysafternoonsatthepremises, intimated by the Karnataka Sanskrit University or Astrological Institutions. 8.TheKarnatakaSamskritUniversityconductsspeciallecturersbyeminentscholars wherever necessary during the course. 9.Student registration shall confer to the course to which they have been admitted & will not confer any other rights. 10. Allthestudentswhoeverjoinsforthecoursehastomaintaintheclassroom discipline and diary. 11. Thosewhoareadmittedtothecoursearerequiredtobringoneortwoancient astrology source books as and when required.. 12. No holidayswillbedeclared on Saturday/Sundaysuntilthereissome unavoidable circumstances. 13. Ifanystudentpassinganyothersimilarcoursesinanyinstitutionswantedtojoin thisinstitute,he/shewillbeexaminedbeforeadmittingtothatcoursebythe authorities. 14. IftheKarnatakaSamskritUniversityfindsanynegligence,misbehavioretc.byany discipline, he/she will be removed from the university. 11.ELIGIBILITYCRITERIAFORAPPOINTMENTASACADEMICCOUNSELLORFOR CERTIFICATE/DIPLOMAINASTROLOGYFORKARNATAKASANSKRITUNIVERSITY (KSU) 1.Certificate in Astrology (CIA) AnyMastersdegreewithaDiplomainAstrologyorUG or PG in a the relevant subject by a recognized university 2.Diploma in Astrology (DIA) Masters Degree inany discipline with minimum 3 years ofexperienceasAsst.Professor/Professorsat undergraduate/Postgraduatelevelteachingthesubject ANDCertificateinAstrology/DiplomainAstrologyor undergraduateorPostgraduatedegreeintherelevant subjectfromtherecognizeduniversityapprovedbythe UGC. OR Postgraduateorgraduateinanydisciplinewith Certificate/DiplomainAstrologyorequivalentcourse from recognized institutions. OR Ph.D.,/MPhilinanydisciplinewithCertificate/Diploma orequivalentcourseinAstrologyfromrecognized institutions. OR AneminentAstrologerhaving10yearsofexperience withCertificate/DiplomainAstrologyorequivalent course from recognized institutions. OR Aneminentscholarwithprovenabilityinthechosen field of knowledge in the form of publishing astro articles in national or international reviewed /peered journals.

12.CONDITIONS FOR INSTITUTIONSInfrastructure facilities: 12.1.Institutions applying for recognitionas study centres must have adequate teaching rooms with modern infrastructural facilities. 12.2.Institutionswillingtoofferthesecourseshavetoapplyfortherecognitioninthe prescribed format.12.3Institutionsshallbeartheexpenditureofinspectionandshallpaytheprescribed fees of the university. 12.4A minimum of 5 years continuous instruction in the field is the eligibility to get the permanent recognition.12.5Institution recognized as Study Centre shall appoint eligible teachers as per rule.12.6Study centre shall be held responsible for instruction and other parts of the course.13. DISPUTE JURISDICTION 13.1AnydisputeinthismattershallberesolvedwithintheUniversity.Vice-chancellor shall be the chair of the committee appointed for this purpose. 13.2The jurisdiction of the dispute shall be Bangalore only.
