Summary of March 27, 2017 Meeting

The meeting summary was accepted.

ACTION ITEMS Discussion on the designation of a Critical Urban Freight Corridor. Jeff Sudmeier, CDOT, presented an update on CDOT’s plans to identify a long-term freight investment strategy and project priorities for funding through the FAST Act’s National Highway Freight Program (NHFP). NHFP will provide $15 million annually to Colorado starting in FY 2016. There are three freight projects within the DRCOG region, on Interstate 25, US-85 south near Louviers, and on US-85/Vasquez Boulevard. CDOT is requesting DRCOG designate the area of US-85/Vasquez Boulevard from 52nd Avenue to 64th Avenue (which is within the DRCOG Denver-Aurora Urbanized Area boundary) as a Critical Urban Freight Corridor. Mac Callison noted that Aurora had given input several months ago on potential freight projects and asked about how this input was used and what process local jurisdictions should follow to have their needs addressed. Mr. Sudmeier responded that CDOT has retained all input received and that local governments should continue to provide input directly to their CDOT region, to DRCOG staff, and to the Freight Advisory Council. He further noted CDOT started with a corridors approach and then needed to shift to a projects-based approach to identify the first set of freight projects. Subsequent projects will be identified through the Statewide Freight Plan, with a focus on “on-system” (CDOT) facilities.

Art Griffith MOVED to recommend to the Regional Transportation Committee the designation of US-85/Vasquez Boulevard from 52nd Avenue (MP291.6) to 64th Avenue (MP 293.8) as a Critical Urban Freight Corridor. The motion was seconded and approved unanimously.

Discussion on amendments to the 2018-2021 Transportation Improvement Program (TIP). Todd Cottrell presented the ten requested amendments to the 2018-2021 TIP.

General Amendments

• 2007-094 Region 4 Hazard Elimination Pool (CDOT Region 4)

Discussion on the FY 2018-FY 2019 Unified Planning Work Program (UPWP). Todd Cottrell presented the final draft FY2018-FY2019 UPWP. The UPWP outlines transportation planning tasks/activities to be conducted within the region using federal transportation planning funds for the period from October 1, 2017 through September 30, 2019.

Art Griffith MOVED to recommend to the Regional Transportation Committee the draft FY2018-FY2019 Unified Planning Work Program. The motion was seconded and approved unanimously.

Discussion on project selection for the Regional Transportation Operations (RTO) program. Greg MacKinnon presented the list of 24 projects that were selected from among 29 project applications received (from nine project sponsors) through the DRCOG call for applications. The call was issued March 15 and closed April 28. The total federal request amounted to about $26.3 million. Projects were ranked by staff and the project selections were reviewed by the RTO Working Group, who came to a consensus to recommend selections. Mr. MacKinnon noted corrections were made to totals listed in the agenda memo.

George Gerstle MOVED to recommend to the Regional Transportation Committee project selections for the Regional Transportation Operations (RTO) program. The motion was seconded and passed unanimously.

INFORMATIONAL ITEMS Briefing on Transportation Demand Management (TDM) pool criteria and process. Jacob Riger gave an overview of the process and an estimated timeline for the selection of projects to be funded through the DRCOG TDM Pool set-aside program of the 2018-2021 TIP in fiscal years 2018 and 2019. He discussed anticipated funding amounts, noting the TDM pool is funded with $1.6 million per year of federal funds. Of this amount, $560,000 per year is allocated “off the top” to DRCOG’s Way to Go Program Regional TDM Partnership (partnering with seven area transportation management associations), with the remaining $1.04 million per year designated for other TDM pool projects. Two categories of TDM projects are eligible: $0.8 million for multimodal supportive small infrastructure projects and $1.28 million for traditional TDM marketing (non-infrastructure projects). An additional $250,000 in returned funds and savings is anticipated, bringing the overall TDM Pool funding to at least $2.33 million over the two years. Mr. Riger noted staff is

recommending that any additional funds that may become available be allocated to the small infrastructure projects category. Art Griffith asked if DRCOG will be administering project funding. Mr. Riger said DRCOG is exploring different contracting arrangements to make the process more efficient. Steve Klausing suggested having greater flexibility for the TMAs in the MOU for the regional TDM partnership. Aylene McCallum encouraged staff to frequently coordinate and clarify criteria requirements with FHWA. Project funding selections are expected to be approved by the Board around the end of the year.

ADMINISTRATIVE ITEMS Member Comments/Other Matters Doug Rex noted Bike to Work Day is June 28. The meeting was adjourned at 2:31 p.m. The next meeting is scheduled for July 24, 2017.

SUMMARY

The United States Department of Transportation (USDOT) recently issued a Notice of Funding Opportunity for the new INFRA grant program, which is replacing the FASTLANE grant program. The INFRA (also known as the Nationally Significant Freight and Highway Projects) program will provide discretionary funding to highway and freight projects of national or regional significance. For FY 2017 and FY 2018, the program will make approximately $1.56 billion available; applications are due November 2, 2017. Applications must be for infrastructure projects that support four key objectives:

• Support economic vitality at the national and regional level;

• Leverage federal funding to attract other (non-federal) sources of infrastructure investment, as well as account for project life cycle costs;

• Use innovative approaches to improve safety and expedite project delivery, and

• Hold grant recipients accountable for their performance and achieve specific, measurable outcomes identified by grant applicants.

Eligible INFRA project costs include reconstruction, rehabilitation, property acquisition, environmental mitigation, construction contingencies, equipment acquisition, and operational improvements directly related to system performance. In addition to providing direct federal funding, the INFRA program aims to increase the total investment by state, local, and private partners. Eligible applicants include state DOTs, MPOs (in areas over 200,000 population), local governments, and others.

CDOT staff will provide an overview of this topic and solicit input.
