Jefferson County Homeland Security and Emergency Management Gives Thanks to Local Volunteers

Hospice builds dream for the future

Supporting people during the end of life’s journey is what Hospice of the Panhandle does – and what the non- profit has been doing since 1980:

A nurse teaches a family how to keep their loved one comfortable, an aide bathes an elderly woman, a chaplain whispers a prayer, a social worker arranges a visit for an out-of-town family member. In Berkeley, Jefferson, Morgan and Hampshire counties, Hospice has helped thousands of patients and their families travel on this most difficult journey.

Hospice’s dream has been to provide a higher level of compassionate care by offering short-term symptom

management and respite care in a homelike environment. Hospice is now constructing a 14-bed inpatient unit for short-term stays, and an office building to house home care and support staff. The project is being built on 17 acres on the Berkeley-Jefferson County line and should be complete in early 2014.

At a cost of just over $11.6 million, Hospice has raised $3.56 million to date. The agency is reaching out to the community for continued support.

NEWER CHILD SAFETYSEAT GUIDELINES

Parents of young children may need to brushup on their knowledge of child safety seatsand seat belt restraints. Many are still operat-ing in adherence to older guidelines that goback more than a decade. As a result, parentsshould re-educate themselves in order toensure child safety.In guidelines published in April of 2011, theAmerican Academy of Pediatrics made somemodifications to the period of time a childshould be kept in a rear-facing seat. Prior to2011, parents were told it was safest forinfants and toddlers to ride rear-facing up tothe limits of the car seat or when childrenreached 12 months in age and 20 pounds. Butnew guidelines advise that children should bekept rear-facing until age 2, or until they reachthe maximum height and weight for their seat.“A rear-facing child safety seat does a betterjob of supporting the head, neck and spine ofinfants and toddlers in a crash, because it dis-tributes the force of the collision over the entirebody,” says Dennis Durbin, MD, FAAP, the leadauthor of the new policy.Transport Canada says children should bekept in rear-facing seats until they outgrowthem. There are some rear-facing seats thatwill accommodate children up to 20 kg (40pounds). As long as the child is still below theweight and height limit of the current childseat, they should continue to face the back ofthe car.Rear-facing seat recommendations weren’t theonly ones to be modified in 2011. New adviceon booster seats for older children were alsopresented. The AAP and the National HighwayTraffic Safety Administration say childrenshould ride in a belt-positioning booster —which is the high-back booster seat that pro-vides a guide for the vehicle’s seat belt — untilthey are at least 4 feet, 9 inches and between8 to 12 years old.Vehicle seat belts are designed to fit an aver-age adult. In order to get the best protection,children usually need a booster seat until theyare about 4 feet 9 inches tall and weighbetween 80 to 100 pounds. Smaller childrenmay need to remain in a booster a little longerthan anticipated.Transport Canada advises that as long as achild still fits within the manufacturer’s weightand height limits for the booster seat, it is

safer for the child to remain in the boosterseat rather than wear a regular seat belt.Canadians also are urged to check with theirprovince or territory for specific laws concern-ing when a child can move to a seat belt.Children should not ride in the front seat of acar until they are age 13 or older. Parents ofpreteens who were under the impression thatbooster seat days were coming to an end willneed to keep the safety seats in the car a fewyears longer. But safety seats should not beplaced in an area of the car where an air bagcan be deployed.Parents and other adult drivers may want toheed some other safety precautions before achild is upgraded to a new seat.

• A seat belt should never beplaced under a child’s arm.

• Children should always bebuckled up in a booster seatwith both the shoulder andlap belt.

• The seat belt should fall acrossthe shoulders and the lap beltshould rest on the upper thighswhen a child is in the seat ofa car. If the seat belt rubsagainst the neck, the child is notyet tall enough to give up abooster seat.

• Mirrors placed in the rear seatof the car can help parents seetheir children in rear-facingtoddler seats.

• Children who cannot be trustedto keep a seat belt latchedshould not be moved from afive-point harness to a regularseat belt.

• Parents unsure if their childrenare buckled up correctly canhave the seat checked at apolice station or first aid building.

Keeping children safe means heeding warn-ings and guidelines regarding safetyrestraints. It is not adviseable to upgrade achild into the next seat until he or she has metall the measurement requirements set inplace.

Many drugs canaffect the body in ways that make it danger-ous to drive.A person may not think they are drivingunder the influence after taking a cold orallergy pill. However, many of these pills canimpair driving ability because they tend tocause drowsiness.Drugs that act on the brain, such as psy-

choactive drugs, antidepres-sants, sleeping medications,and anti-anxiety drugs, canimpair reaction time, judg-ment and motor skills. Mostmedications that can provedangerous while driving willcarry a warning label thatadvises against driving oroperating heavy machinery.Illegal drugs have their ownshare of negative effects.Research indicates thatmarijuana is one of themost prevalent illegal drugsdetected in individuals fatal-ly injured in driving acci-dents. The EmergencyMedical Services Authoritysays marijuana can causereduced concentration, diffi-culty perceiving time anddistance, poor speed con-trol, inability to read signs,drowsiness, and distraction.Cocaine can mask fatigueand impair a person’s abilityto concentrate. Impulsivebehaviors can lead to risk-taking. Some research sug-gests that antagonisticeffects can be producedwhen cocaine is mixed withalcohol.

Many more may mistakenly feel they won’t be among themany people who cause injuries to themselves or others whenoperating a vehicle in an impaired state. Drugs, whether they areillegal or legal, can impair a person’s motor skills, leading to acci-dents.The Centers for Disease Control and Prevention says almost 30people in the United States die each day in motor vehicle crash-es that involve an alcohol-impaired driver. That equates to 1death every 48 minutes. Many other accidents and fatalities canbe traced back to other substances, whether legal or illegal.Using drugs such as marijuana and cocaine can be linked toroughly 20 percent of motor vehicle driver deaths in the UnitedStates. Compounding the problem is that these drugs are oftenused in conjunction with alcohol.MADD Canada estimates that a minimum of 1,074 fatalities in2009 could be attributed to impairment-related driving in thatcountry. Moreover, it is also estimated that 63,338 were injured inalcohol- and drug-related crashes the same year.

Distracted driving can be very dangerous.Diverting one’s attention from the road formere seconds can have serious, and poten-tially fatal, consequences.The Centers for Disease Control andPrevention have found distracted driving killsmore than 15 people each day while injuringmore than 1,200. Any activity that takes atten-tion away from driving is considered a distrac-tion. These include taking your hands off thewheel, daydreaming or engaging in anybehavior that takes your eyes off of the road.Certain activities are known distractions, andunderstanding which habits can be dangerousand making strides to correct behaviors canhelp save lives, prevent injuries and reduceaccident-related expenses.

A study by the National Highway Traffic SafetyAdministration and the Virginia TechTransportation Institute indicates 80 percentof crashes and 65 percent of near-crashes inthe United States involve some form of driverdistraction. This distraction took place a merethree seconds before the vehicle crash. AnAllstate Canada marketing survey of 1,605Canadian adults conducted between July 26and July 28 found that, although the vastmajority of Canadians thinks driving while dis-tracted is unacceptable, nearly three out offour Canadian drivers admits to engaging in abehavior that is considered a distraction. Thatis perhaps in part because drivers are notaware just how distracting some the followingbehaviors truly are.

Few parents look forward to the daywhen they must teach their teenager todrive a car. Handing over the keys to ateenager and then riding shotgun as heor she learns the basics is hardly arecipe for a stress-free afternoon, butit’s a part of life many parents mustendure sooner or later, and it’s a rite ofpassage for their children.While it’s likely your son or daughter willnot be a great driver from the get-go,there are ways parents can make theprocess of teaching their teen to driveless stressful and more likely to be asuccess.Utilize an empty parking lot as aclassroom. Empty parking lots aregreat places to teach teens to drive. Inan empty parking lot, teens can practiceskills like turning or braking without the

risk of running into another driver. Thisgives kids the feel of a vehicle and anopportunity to familiarize themselveswith the vehicle’s controls, includingthose for turn signals and headlights.Find an empty parking lot that is large,such as one outside a closed grocerystore or a nearby school when school isnot in session.Find a less-traveled road to practicemore subtle driving skills. Once yourteen has become familiar with the vehi-cle, a good next step is to find a backroad or a road without heavy trafficwhere he or she can learn more subtledriving skills that might be difficult tolearn in a parking lot. Coming to a stop,maintaining a safe distance betweenvehicles, accelerating and deceleratingon roadways and learning to share the

road with pedestrians and/or cyclists areall valuable lessons that can be learnedon a back road without heavy traffic.Some lessons are best learned on thefreeway. Some skills, including changinglanes and merging into traffic, are bestlearned on the freeway or highway.Teens will eventually take to the highwayonce they get their driver’s license, soit’s best to teach them how to handleusing on and off ramps and learning toyield when entering a highway so they’recomfortable with such driving and don’thave to teach themselves.Teach kids to anticipate other drivers.Anticipating other drivers is a lessoneven some veteran adult drivers mustlearn, much less teen drivers with littleor no experience driving. When teachingteenagers to drive, emphasize how diffi-cult it can be to anticipate other drivers’maneuvers and how defensive drivingtechniques are designed to help driverspredict what other drivers will do in orderto protect themselves from drivers whomight be unpredictable. Teach teens to

keep an eye out for drivers routinelyswitching lanes without signaling and tellthem to be mindful of other drivers whenthey pull up to a stop sign. Teens whowill become good drivers will eventuallyfind such techniques are second nature,but initially parents should instruct themin the ways to anticipate the behavior ofother drivers so the teens can stay safeon the road.Practice driving at different times ofthe day. Taking teens out to drive at dif-ferent times of the day can teach themthat road conditions, even when theweather is nice, vary depending on theamount of light. Driving at dusk anddawn, for instance, can be difficultbecause glare from the sun candecrease visibility and headlights mightnot provide much help. Like learning todrive on the highway, learning to drive atvarious times of the day is a valuablelesson that kids should learn with theirparents in tow and not on their own afterthey have received their driver’s license.

With limitedresources available for older indi-viduals to get around, seniors mayhold onto the notion of drivinglonger than is safe and practical.The National Highway TrafficSafety Administration says that in2009 alone, 5,288 people age 65and older were killed and 187,000were injured in traffic accidents.Older people are involved inaround 15 percent of all trafficaccidents in a typical year.Getting older doesn’t mean it’stime for you or a loved one to turnin your license just yet. There areways people can come together tomake the driving experience go

smoothly, and it often begins withan honest conversation.Let a loved one know you are onhis or her side. Make sure thefirst topic of conversation is that itis not your intention to take awaythe keys of the car. Indicate thatyou want to work together to helpkeep this person behind the wheelas long as possible. Being openand honest about intentions mayeliminate arguments or animosity.Figure out safe ways to keepyour loved one driving. This mayinclude identifying a new car withupgraded safety features, such asbrighter headlights, a back-upcamera and a better safety record.Enroll together in a driving safetycourse to brush up on drivingskills.Go for a “test drive.” Familymembers can ride along with anolder driver to get a better senseof his or her ability behind thewheel. If drivers have too manyclose calls, frequently get lost infamiliar places, exhibit slowerresponse times or are easily dis-tracted, this should be a wake-upcall and the loved one should inter-vene.Schedule a vision and hearingexam. Driving abilities can be

affected by poor vision and hear-ing, both common side effects ofgetting older. Getting a senior anew eyeglass prescription or a bet-ter hearing aid may make all thedifference in his or her driving abili-ty.Review prescriptions and over-the-counter medications. Manyseniors take a bevy of differentmedications, and the side effectsto these drugs could impact theirdriving abilities. If medicationscause drowsiness or dizziness,speak with your loved one’s physi-cian about a possible alternativetreatment that might make drivingsafer.Be honest. If an older driver is nolonger safe behind the wheel oftheir automobile, it is important toinvolve other family members andmake a joint decision to removedriving privileges. Have other solu-tions available, such as senior bus-ing or courtesy vans, so your lovedone doesn’t feel he or she will beconfined to the house.Driving is a sensitive subject forolder drivers who see being able toget behind the wheel as an oppor-tunity to maintain their independ-ence. TIMES OF THE YEARAutomotive break-ins andthefts are something nodriver wants to experience.They can leave a personfeeling violated, and thehassle of replacing the vehi-cle and the contents insidethe car can bring additionalstress.Statistics indicate that avehicle is stolen in theUnited States roughly every28 seconds. Roughly onemillion cars are reportedstolen each year. Accordingto Statistics Canada, about100,000 cars are stolen onaverage each year in thatcountry. Although there aremany precautions to helpsafeguard against car theft,being particularly vigilantduring certain holidaysmight be the best preventivemeasure a driver can take.According to analysis ofNational Crime InformationCenter vehicle-theft data bythe National InsuranceCrime Bureau, car thefts aremore likely to occur duringcertain holidays. The Bureaureports that, between 2010to 2011, the most recentspan of time for which datais available, there were20,800 U.S. car thefts duringthe 11 holidays studied.
