DESCRIPTION

On February 27th, 2014, the high level meeting on cooperation for tourism development of three central coast provinces (Thua Thien - Hue, Da Nang and Quang Nam) took place in Hue city. The meeting was conducted by Vietnam National Administration of Tourism with technical support from the Environmentally and Socially Responsible Tourism Capacity Development Programme (known as the ESRT Programme, funded by the European Union).

The Destination Management Organization (DMO) of the 3 Central Coast

Provinces/City of Thua Thien Hue – Da Nang – Quang Nam (abbreviated as

the DMO of 3 CC Provinces/City)

II. ORGANIZATIONAL STRUCTUREII. ORGANIZATIONAL STRUCTURE

1. The DMO Management: 3 Provincial/Municipal DCST’s Directors or

Deputy Directors in charge of tourism, consisting of one (1) Chairman

and two (2) Vice Chairmen

2. The Working Group : Managers of 3 Provincial/Municipal DCST-

attached Tourism Divisions, consisting of one (1) Group Leader and two

(2) Group Members

3. Tourism Promotion Group: Heads of Tourism Information and

Promotion Centers of the 3 CC Provinces/City and a number of

enterprises in the local region, consisting of one (1) Group Leader and

two (2) Group Members

The DMO of 3 CC Provinces/City operates for non-profit purpose and

functions as a bridge and a forum between the state management authorities

and tourism enterprises in order to discuss regional tourism issues of current

interest for solution.

The DMO of 3 CC Provinces/City shall handle the implementation of

activities for the purpose of regional tourism development, which is related

to:

•Planning and tourism development plans

•Development of regional tourism products

•Training of expertise, state management

•Publicity and promotion of regional destination

•PR/organization of tourism events

IV. TASKSIV. TASKS

1. DMO Management:

- Approve the annual joint work plans/programmes of the 3 CC

Provinces/City

- Manage the implementation of activities according to the approved

plans/programmes

- Check and solve the related problems and obstacles of the Groups

involved in implementation of the planned activities

- Convene and chair either periodical or ad hoc meetings of the DMO and

conclude the issues being discussed at the related meetings.

- Decide the issues related to the DMO’s expenses.

2. Working Group:

- Assist the DMO Management to develop annual work plans/programmes

- Realize the contents in the approved work plans/programmes

- Advise the DMO Management on the areas of cooperation

- Assist the DMO Management to coordinate, follow up, monitor and

evaluate the implementation of the approved work plans/programmes.

- Standing unit of the regional DMO

- Prepare contents and materials for the regional DMO’s meetings and

solve the related issues at request of the DMO Management.

3. Tourism Promotion Group:

- Adivse the combined contents of tourism publicity and promotion

- Realize the combined contents of the approved plans/programmes

- Fully attend all periodical meetings and propose solutions according to the assignments.

4. Enterprise Group:

- Advise the contents of cooperation between enterprises in 3 CC Provinces/ City

- Realize the combined contents of the approved plans/programmes

- Fully attend the periodical meetings and propose solutions according to the assignments.

V. REPORTING REGIMEV. REPORTING REGIME

- On a bi-annual and annual basis, or on an ad hoc basis, all Groups are

responsible for timely reporting the implementation progress and

achieved results of the work plans with the elaboration of

recommendations or necessary measures to effectively fulfill the tourism

development tasks in the 3 CC Provinces/ City to the DMO Management.

- The discussed opinions and advices are summarized and reported to the

DMO Management

VI. OPERATIONAL FUNDVI. OPERATIONAL FUND

- Raise an operational fund for the regional DMO (abbreviated as fund)

from the contributions of the member provinces and socialized sources

(grants of organizations and individuals). Expenses for the DMO

operation shall be covered by the fund. The Working Group shall prepare

an estimation of the operational expenses and submit it to the DMO

Management for approval at the DMO’s annual meetings.

- Expenses for travelling and accommodation of the DMO members when

they attend all meetings shall be covered by the member-provinces on

their own.

VII. ORGANIZATION OF MEETINGSVII. ORGANIZATION OF MEETINGS

- The DMO Management shall give opinions and approve the meeting

agenda drafted and submitted by the Working Group’s Leader, decide to

postpone the meeting if necessary; and chair the meeting.

- The DMO shall meet at least twice a year. Time, venue, contents and

form of meeting shall be recommended by the DMO Chairman and must

be agreed by the DMO Management members.

- It must ensure the participation of at least 60% DMO members and the

presence of the DMO Management at each meeting.

VIII. VALIDITYVIII. VALIDITY

- These procedures are agreed by all DMO members and are officially

promulgated by the DMO Chairman.

- These procedures take effect from the date of signature.

- These procedures can be adjusted and supplemented at the proposal of

DMO members with the agreement of at least 60% members.
