GENERAL PROCUREMENT NOTICE (GPN) Kenya Towns Sustainable Water Supply and Sanitation Program

1. The Government of Kenya has received financing from the African Development Bank and African Development Fund towards the cost of the Kenya Towns Sustainable Water Supply and Sanitation Program.

2. The main objective of the program is to improve the access, quality, availability and sustainability of water supply (in 19 towns) and wastewater management services (in 17 towns), with a view to catalyzing commercial activities, driving economic growth, improving quality of life of the people and building resilience against climate variability and change.

3. The project includes the following components:

a. Component 1: Water Supply & Sanitation Infrastructure which entails Construction, rehabilitation and expansion of water supply infrastructure; and Construction of sewerage infrastructure and ablution blocks.

b. Component 2: Institutional Development Support which entails Development of business plans; Capacity assessment and training of WSPs, women and youth; Construction of laboratories and provision of equipment; Support to the WASREB and the WRMA; and Preparation of future investment projects.

Procurement of goods (including non-consultancy services), works and the acquisition of consulting services, financed by the Bank for the program, will be carried out in accordance with the “Procurement Policy for Bank Group Funded Operations”, dated October 2015. Specifically, procurement would be carried out following Bank Procurement Methods and Procedures, using the relevant Bank Standard or Model Solicitation Documents.

Invitation for Bids

1. The People’s Republic of Bangladesh has received financing from the Asian Development Bank (ADB) toward the cost of the Coastal Towns Environmental Infrastructure Project (CTEIP). Part of this financing will be used for payments under the contract named above. This contract will be jointly financed by the ADB Strategic Climate Fund. The eligibility rules and procedures of the ADB will govern the bidding process.

2. The Project Director, CTEIP on behalf of Mathbaria Pourashava ("the Employer") invites sealed bids from eligible Bidders for the Construction, Installation and Commissioning of one 4.50 MLD Capacity Surface Water Treatment Plant (SWTP), Two 500 M3 Capacity Over Head Water Tanks, 54.2 km Pipeline Networks, 3500 Service Connections and other Structures of the System along with Operation and Maintenance of the System for 2 (two) years after Commissioning in Mathbaria Pourashava, District: Pirojpur in Bangladesh (“the Works”).

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in Section 5 of the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding, either as a single entity or in Joint Venture:

Participation in at least one contract that has been successfully or substantially completed within the last 5 (five) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds BDT 400 (Four hundred) million or equivalent amount in any other currency. In case of single entity, the bidder must meet requirement. In case of joint venture, one partner must meet the requirement;

Minimum average annual construction turnover of BDT 375 (Three hundred and seventy five) million or equivalent amount in any other currency calculated as total certified payments received for contracts in progress or completed, within the last 5 (five) years. In case of single entity, the bidder must meet requirement. In case of joint venture, all partners combined must meet the requirement, while each partner must meet 25% of the requirement and one partner must meet 40% of the requirement. Invitation for Prequalification

1. This Invitation for Prequalification follows the Procurement Plan for this project that appeared in Asian Development Bank (ADB) website on 9 December 2016. This contract will be jointly financed by ADB, European Investment Bank (EIB), Green Climate Fund (GCF) and the Government of Fiji. No nationality restrictions apply, other than any arising from specific exclusions described in the prequalification documents.

2. The Republic of Fiji has applied for financing from the ADB, the EIB and the GCF towards the cost of the Fiji: Urban Water Supply and Wastewater Management Investment Program.

3. The Water Authority of Fiji (the “Employer”) intends to prequalify firms for the following contract(s) under this project: a. ICB 1.1.1 – Rewa River Water Supply Scheme, DBO Contract. A Design, Build and Operate contract for a nominal 40 ML/day river intake, water treatment plant (WTP), pumping station, 8.5 kms of DN900mm steel rising main, 10 ML service reservoir, 2.5kms of access road and seven (7) years of operation and maintenance of the WTP and the operator training facilities; and at the prequalification applicant’s discretion,

b. ICB 1.1.2 – Rewa River Water Supply Scheme, Gravity Pipeline Contract. A 17.8 kms DN900mm steel gravity water main from the above service reservoir to the existing potable water reticulation.

The criteria to prequalify for both contracts in combination are higher than for one contract alone. Firms wishing to apply for prequalification to bid to undertake both contracts together must prequalify for Package C. Firms wishing to prequalify for one of the contracts should request Package A and/or Package B prequalification documents. Firms prequalifying for Package A and B will only be eligible for award of ONE contract. Successful Applicants for Package C will automatically be prequalified for Package A and B and will be eligible for award of either one or both contracts.

This Notice is an update to the General Procurement Notice published on EBRD.COM on 26 February 2016, Ref: 8188-GPN-43255.

 SUE Khojagii Manziliyu Kommunali intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and a grant from the Swiss State Secretariat for Economic Affairs (SECO) towards the cost of the North Tajik Water II Rehabilitation Project. This project aims at improving the water supply systems in the cities of Shakhristan, Zafarobod, Panjakent and Istaravshan.

 The proposed investment programme, which has a total estimated cost of USD 15.5 million, will require the procurement of the following goods, works and services:

Water network rehabilitation Supply of O&M vehicles and equipment Supply of laboratory equipment Supply and installation of chlorination system Rehabilitation of existing and construction of new reservoirs and water intakes Development of new water wells Supply and installation of water meters Construction of new pumping stations

 Tendering for the above contracts is expected to begin in the Q2 of 2017.

4. Only eligible Bidders with the following key qualifications are invited to participate in this bidding:

The Bidder shall have minimum average annual construction turnover of US$ 28.5 million calculated as total certified payments received for contracts in progress or completed, within the immediate last three (3) years.

The Bidder shall have participated in at least two (2) contracts, within the immediate last eight (8) years that has been successfully or substantially completed and that is similar to the proposed works, where the value of Bidder’s participation exceeds US$ 32 million. The similarity of the Bidder’s participation shall be based on the physical size and nature of the works, the type and complexity of construction methods, the construction technology required or other characteristics of the Works as described in Section 6 (Employer’s Requirements) of the Bidding Document.

2. The project objectives are two-fold:

(a) At Regional level (for both countries), the objective is to contribute to improving road transportation and trade facilitation along the Suam Border to foster transport linkage with Kenya, Uganda, South Sudan and DRC and improve traffic congestion of Eldoret town on the Northern Corridor.

(b) At National level, the development objective is to contribute to improving transport services and agricultural productivity in the Kapchorwa-Suam-Kitale area and reduce the traffic congestion in Eldoret Town to stimulate and support local economic activities by reducing road maintenance costs, vehicle operating costs and travel time in the Eastern Uganda and Western part of Kenya.

1. The Republic of Mozambique has applied for a grant from the African Development Bank’s Fund for African Private Sector Assistance to finance the Mozambique: Nacala Corridor Business Linkages Technical Assistance Project. 2. The overall goal of the Technical Assistance (TA) project is to complement the AfDB funded Nacala Rail and Port Project in order to support inclusive growth along the Nacala Corridor in Mozambique. The main goal of the TA project is to improve the efficiency and competitiveness of local businesses in the Nacala Corridor for accelerated economic and social growth. The specific objectives are:

(i) to strengthen the business management skills, industry knowledge and know-how of selected Small and Medium Enterprises (SMEs) in the construction industry to enable them take advantage of business opportunities provided by the Nacala rail and port project and other investments and

(ii) to provide institutional capacity building, knowledge, expertise and tools to SME support institutions to enable them continue supporting SMEs in construction industry at the end of the TA.

3. The project includes the following interventions and activities: Scoping and Initial Assessment: The objective is to undertake initial assessment work that will provide a basis for the design of the proposed TA interventions. This will include the identification

Capacity Building: (Business Diagnosis, Improvement Plan and Networking) – The objective is to strengthen the business management and technical skills of the SMEs through a number of activities including training, coaching, mentorship etc. The activities are aimed at helping SMEs attain competencies required to satisfy requirements and standards of larger partner companies in the construction sector under a business linkages programme. Apart from the training and mentorship, the intervention will include networking sessions with partner companies, financial institutions and other ecosystem stakeholders. Project Management, Co-ordination and Institutional Building: The aim is

(vii) to build capacities of selected SME institutions to support the business linkages model and program; and

(viii) build strong networks and platforms for continuous dialogue with the government, banks, insurance, tax administration, training institutions and the large private sector operators on various aspects that will further business growth in the ecosystem of the corridor.

4. Procurement under the project will include: Services of a consulting firm to support project implementation, individual consultants to support the project management unit under the project, audit services to be provided by an audit firm; monitoring and evaluation services to be provided by an individual consultant and; office equipment and software. The Centro de Promocao de Investimentos (CPI) will be responsible for project coordination and monitoring.

L&T Hydrocarbon wins $245M contract offshore India

L&T Hydrocarbon Engineering Limited   (LTHE), a wholly-owned subsidiary of Larsen & Toubro (L&T), has won a $245M contract from the Oil and Natural Gas Corporation (ONGC) for the Neelam Redevelopment & B173AC project offshore India.

The project is part of ONGC’s plan to upgrade the field life and increase recovery of the Neelam field, which is located in the Heera-Panna block, about 45km south-west of Mumbai.

Under the contract, LTHE will be responsible for the engineering, procurement, construction, installation and commissioning of the project.

The scope of the work will involve one new process platform having gas processing and compression facilities, three new well head platforms, 32km pipeline, clamp-on on three existing platforms, and modification work on eight existing platforms.

The project is scheduled to be complete by April 2019.

Arup chosen for Tibet LXA terminal 3

Beijing Zhonghang Zhucheng Airport Construction Consulting Co., Ltd (Zhonghang Zhucheng) has appointed Arup Group Limited to provide engineering services for the reconstruction and extension of Lhasa Gonggar International Airport (LXA) in Tibet.

Terminal 3 is a major part of the overall reconstruction and extension, with a usable area of 88,000 sq m. With the current extension plan, the airport is expected to handle an annual capacity of 5.5M passengers by 2020.

Arup will provide full-stage structural, mechanical, electrical and public health engineering consulting services (SMEP) for the new terminal, and scheme design stage consulting for all ancillary buildings at the airport.

The UK-based firm, in joint venture with Zhonghang Zhucheng, won the feasibility study and preliminary design competition in 2016 to extend the airport in response to the rapidly expanding airport transportation needs.

Construction is scheduled to start later this year, and is expected to be completed at the end of 2020.

Hospital contract worth $817mln awarded in Kuwait  

New facility intended to bring together all aspects of maternity care into single complex

A joint venture (JV) between SSH and Studio Altieri has been appointed as the main design consultancy for the Kuwait New Maternity Hospital (KNMH).

The JV company will work in conjunction with the appointed design-and-build (D&B) contractor, Impresa Pizzarotti.

The total contract value is $817m (KWD250m) and is to be delivered within a 54-month timeframe. Site work commenced in January 2017.

 KNMH is to be developed as part of a national hospital regeneration programme, headed by Kuwait's Ministry of Health (MOH).

The hospital is located west of Kuwait City within the Al Sabah Speciality Medical Area. It has been planned by the Ministry of Public Works (MPW), in assocation with the MOH as the end user.

 The new facility is intended to bring together all aspects of maternity care into a single complex to form a specialist hospital. The project will comprise a main hospital building, which will include a basement, ground, and podium over six levels, plus 11 levels of inpatient accommodation.

The complex will also house an annex building, consisting of outpatient clinics, an auditorium, and administrative facilities.

A multi-storey car park with two basements, a ground floor, five podium levels, and shaded roof parking is also being constructed. In addition, the development will include a central utility plant on a separate plot with an underground service tunnel.

 The D&B contract will cover the supply of all medical equipment and interior furnishings, as well as operational maintenance after handover.

KNMH will boast 27 operating rooms and accommodate 780 inpatients, while the car park will hold up to 1,300 vehicles.

The project will stand 18 storeys tall upon completion.

The consultant team will be utilizing Revit building information modeling (BIM) software throughout the design development.

European Bank boosts construction of 200MW wind farm in Egypt

The European Investment Bank (EIB) and the Arab Republic of Egypt have signed a loan accord of EUR115m for the construction of a wind farm in Egypt in the Gulf of Suez.

The wind farm in Egypt will contribute to meet rising electricity demand using sustainable wind energy.

In the presence of Sahar Nasr, Minister of Investment and International Cooperation and European Union Delegation Chargé d’Affairs, Reinhold Brender, the funding deals were signed in Cairo by Heinz Olbers, EIB Director of operations in the Neighbourhood Countries and Dr. Engineer Mohamed Mousa Omran Executive Chairman of New and Renewable Energy Authority.

“The EIB is glad to finance the Gulf of Suez wind farm which contributes to environmental sustainability and climate change alleviation. The project is in line with the Bank’s purpose to offer more funding to renewable energy projects.

The European Investment Bank is the world’s biggest investor of climate action; last year we contributed EUR 20.7 billion for climate related investment across Europe and around the world.” said Heinz Olbers, European Investment Bank’s Director of operations in the Neighbourhood Countries.

The Gulf of Suez wind farm project entails the design, construction and commissioning of a large-scale onshore wind farm of around 200MW situated on the west bank of the Gulf of Suez, some 400 km southeast of Cairo with up to 100 turbines will be installed. The site, of a size of around about 57 km², is characterized by its dry desert conditions and has very favorable wind resources.

The project is funded by European Finance Institutions; European Investment Bank, KfW, Agence Française de Développement and the New and Renewable Energy Authority. The European Commission offers a grant of EUR 30 million to the project.

EIB’s loaning activities in the Mediterranean area in general and Egypt in specific are based on a Mandate from the European Union – the External Lending Mandate (ELM) presently covering the period 2014/2020 – through which the Bank works collectively with the EU and the government of Egypt to support socio-economic development in the nation.

US$ 3.7m approved to revitalize South Africa’s Ekandustria Industrial Park

A whopping US$ 3.7m has been approved by the Department of Trade and Industry (the DTI) for the first phase of the revitalization programme of the Ekandustria Industrial Park in South Africa.

The Deputy Director-General for Special Economic Zones and Economic Transformation at the DTI, Sipho Zikode confirmed the reports and said that the revitalization programme has four-phases focusing on various sectors with the first being the upgrading of security infrastructure.

“The budget that was set aside for the Industrial Park will cater for the installation of the security fence, the refurbishment of the water treatment plant and the repair of the roofs which have since grown into a state of dilapidation,” said Zikode.

The conditional assessment for the project has already been done and the results of the assessment are going to inform the four-phase approach.

Zikode further said most of the logistics gave been made including appointment of a contractor and also the protocol agreement which clearly specifies the role and responsibilities of each stakeholder has already been signed.

Chairperson of the Select Committee on Trade and International Relations, Mr. Eddy Makue, also commented and said that from the reports received it was evident that there were a range of benefits to be gained by companies that operate within the facility.

“Operators within this facility stand to benefit from electricity rebates and a reduction in rental and transportation costs for delivering goods outside to the broader market,” said Makue.

“We were also introduced on challenges of ageing infrastructure that are currently affecting the facility but we note with appreciation the revitalization efforts that are underway.”

The Ekandustria Industrial Park is recognised as a catalyst for broader economic and industrial development in the region and it is envisaged that once revitalised, it will enhance its investor occupancy rate, drive retention and expansion and also contribute to the economy of its surrounding areas and nationally.

Century Power plans to construct 495MW power plant in Nigeria

In West Africa, a Nigerian-based power generation company, Century Power has announced that it plans to construct a power plant in Nigeria that will produce 1,500MW of electricity, which will be fed into the nation’s power grid.

According to Media, the plant will be constructed in three stages at the Century Power Generation Plant in Okija, Anambra State, starting with 495MW, which is estimated to be finished in 2020.

Presently, the company’s managing director, Dr. Chukwueloka Umeh, contributed in a panel discussion held in the US, where he raised some of challenge facing the power sector in Nigeria.

Umeh said: “There are challenges confronting every facet of the power value chain in the nation, beginning from gas generation all the way to electricity distribution, and in order to secure these, major investment is required.”

He continued: “A huge part of this investment will come from local and foreign investors, but the government must craft favorable conditions in all these sub-sectors to guarantee influx of these urgently required investments. It cannot be business as normal.”

Leighton Asia wins Hong Kong airport expansion contract

Leighton Asia has won an order from the Airport Authority Hong Kong to deliver the Terminal 1 (T1) Annex Building and Carpark 4 Expansion Project at Hong Kong International Airport (HKIA).

The contract brings revenue of about $278M to Leighton Asia.

The scope of the project will include the expansion of the airport’s T1, including the construction of a seven-storey reinforced concrete structure with steel truss roof with associated new check-in counters, baggage reclaim carousels, departure security screening channels, and departure immigration counters.

The expansion of the Carpark 4 facilities will include the delivery of an 11-storey reinforced concrete structure connecting to the existing Carpark 4 and T1 arrivals ramp.

China plans to build a city three times the size of New York

China is planning to build a new city to be nearly three times the size of New York, it has been reported.

Plans for the Xiongan New Area, in Hebei Province, were announced by the country’s ruling Communist Party on Saturday.

The new area will cover around 100 sq km initially and will be later expanded to about 2,000 sq km. 

A circular issued by the Communist Party of China (CPC) Central Committee and the State Council described the move as a “strategy crucial for a millennium to come”.

It represents the government effort to address traffic congestion, air pollution and population growth in Beijing [pictured] by moving certain non-essential facilities to nearby regions, the official news agency Xinhua reported.

The new special economic zone — to span the counties of Xiongxian, Rongcheng and Anxin — will "serve as another economic engine and advance the coordinated development of the Beijing-Tianjin-Hebei region”.

According to Bloomberg, prospective buyers ‘invaded’ the region to buy property within hours of the announcement, “with some camping outside property agent offices overnight”. The government was then forced to freeze all property sales on the region due to “stem speculation”.

Middle East invested $8.7 billion in clean energies  

Investment in renewable sources dominated the power generation industry in the Middle East and Africa in 2016, consulting firm EY has reported. In 2017, a Saudi program will be a highlight.

 São Paulo – Investment in renewable energies reached USD 8.7 billion in the Middle East and Africa last year, according to the online version of Dubai daily Gulf News, which quoted a report from Ernst & Young (EY). According to EY, deals involving renewable sources dominated the energy and utilities industry in 2016, after a period of sluggishness.

Some of the biggest investments made last year included USD 115 million from the Kuwait Fund for Arab Economic Development for a desalination plant in Egypt.

 In Dubai, United Arab Emirates, a consortium invested in the third phase of the Mohammed Bin Rashid Al Maktoum Solar Park, which is part of the emirate’s plan of harnessing 7% of its power from renewable sources by 2020, and then increase that share to 25% in 2030 and 75% in 2050.

 Additionally, the Dubai Green Fund got USD 27 billion to support global sustainability projects. The organization’s goal is to make Dubai the green capital of the world. It will invest domestically and internationally, and one of its strategies is to create a Green Free Zone in Dubai for clean energy startups.

 According to EY’s Middle East Power & Utilities leader David Lloyd, the highlight in 2017 will be Saudi Arabia’s renewable energy program. The goal is to generate 3.45 GW of renewable energy by 2020, and 9.5 GW by 2023. The goal is to broaden the scope of power sources and foster economic development. The plan includes solar and wind power projects.

 Another highlight mentioned by Lloyd is the investment opportunities that will come up as the Saudi Electricity Company gets broken down into four separate companies. The company is the state-run monopoly handling generation, transmission and distribution of power in Saudi Arabia.

UAE infrastructure expenditure to rise in 2017  

Major industrial infrastructure investments recently launched by the UAE government are expected to push expenditure this year, according to a Knight Frank report.

 The report, published by the Dubai-based Arabic Language Al-Bayan newspaper on Saturday, said that the Dubai economy will remain the least vulnerable to future economic crises due to the current investments made in the build-up to Expo 2020.

 Current real estate and tourism investments are also expected to further consolidate the economy as well as major infrastructure and developmental projects, including Khalifa Industrial Zone Abu Dhabi (Kizad), Dubai Industrial City, Dubai South, and the expansion of the Dubai Airport Freezone Authority (DAFZA).

 With the UAE population expected to grow 3.1 million in 2017, an increased demand will further push the real estate market in Dubai and neighbouring emirates.

Industry leaders in Dubai’s property market have shared a positive view towards the emirate’s real estate sector, expecting a continuous upward trend leading up to 2020.

In January, Khalid Bin Kalban, chairman of Properties Investment and managing director & CEO of Dubai Investments said he believed that Dubai’s property market has bottomed-out as investor sentiment continues to improve.

“There are a lot of positive indications that the market continues an upward trend, especially with massive infrastructure projects for Expo 2020 and other megaprojects fully underway,” he said.

Qatar gears up for 2022 World Cup with more shopping malls    

With the total retail space in the country set to increase to around 1.85 million square metres by the end of 2019, retailers are confident the sector's performance will reward investment over the medium to long term, according to a report by Oxford Business Group (OBG).

However, the retailers have also expressed the need for evolution in the approach of large shopping centres to keep customer interests alive.

 According to OBG, nine malls are expected to open in Qatar by 2019, and with abundance of new supply, the retail space is set to transform the country's thriving retail landscape, with sustained levels of consumer confidence and high occupancy rates driving optimism among brick-and-mortar retailers.

 The retailers' confidence is backed by figures released by the Qatar Statistics Authority on high gross income per capita in Qatar, translating into high consumer spending, which reached a new high of QR131.7 billion ($36.2 billion) in 2015, up from QR118.5 billion ($32.6 billion) in 2014.

A recent survey, commissioned by American Express Middle East, and conducted by German market research company, said wealthy Qataris spent an average of $4,000 a month on luxury goods in 2015, twice the GCC average and around 12 percent of their household income. Meanwhile, UK-based BMI

Research said in January 2017 that household retail spending growth in Qatar would average 10.2 percent until 2020.

Some concerns had been raised that the retail market in the country may suffer from the dual effects of oversupply and more straitened economic circumstances in the coming years. However, DTZ in its report had said that occupancy levels and rents have remained high, with malls in Doha typically charging QR260-QR300 ($74.10-82.40) per sq metre for rent on a monthly basis. By comparison, the upper end of the average range in 2014 was around QR260 ($74.10).

"It is true that retail will face an oversupply in the coming years," Kareem Shamma, CEO of Doha Festival City, told OBG.

Costing QR6.5 billion and offering 244,000 sq metres of gross leasable area, Doha Festival City is set to be among the largest malls in the Gulf when it opens in April. The entertainment elements at Doha Festival City will include an Angry Birds theme park, an"edutainment" city for children, an Arabian-themed snow park and an adults-only videogame area. 

 

Another key development project in Qatar is Lusail City's Place Vendome a multi-purpose complex that will include a mall with 500 retail outlets. 

Sean Kelly, the project's director, told OBG that the $1.5 billion project already has strong lease commitment from retailers, with completion of works scheduled for late 2018. He also stressed the need for brick-and-mortar retailers to offer something different to continue to draw shoppers.

"With the increase in retail supply and the growth of e-commerce, retail destinations are having to be increasingly competitive in providing the customer with focused and personalised customer service," Kelly was quoted in the OBG report.

Omran to launch $672.5M projects in UAE

Omran Properties is set to launch three real estate projects worth a combined value of AED2.47bn ($672.5M) in Sharjah [pictured], UAE.

The AED2.26bn ($615M) mixed-use Maryam Island development will be located between Al Khan Lagoon and Al Mamzar peninsula and will cover an area of about 364,000 sq m. It will comprise residential apartments, offices, hotels, a cinema, and entertainment areas.

The 66,302 sq m Al Khan Village Resort project, a five-star hotel part of the redevelopment of the Al Khan fishing village, is valued at AED120.6M ($32.8M).

The AED106M ($28.8M) Kalba Waterfront Mall will comprise a leasable retail area of 11,204 sq m.

MENA to invest $1 trillion in energy in five years  

Total energy investments in the Middle East and North Africa (MENA) could reach the $1tn mark over the course of five years.

This is in spite of qualms that have been perplexing the regional outlook, according to the latest edition of the MENA Energy Investments Outlook published by the Arab Petroleum Investments Corporation (APICORP).

While global investments in the industry continued their decline in 2016, down by 24% as compared to 2015, the MENA region is expected to see an increase of 7% in energy investment activity compared to data of the previous year.

Based on this evidence, the APICORP research team is cautiously optimistic for the MENA region, said a report by state news agency, WAM.

Governments continue to make investments in the energy sector a priority, and it is expected that a number of critical projects will be executed and completed successfully over the course of the next five years.

Plans for power projects are at the top of the five-year agenda in many countries.

A total of $337bn had already been committed to projects under execution at the end of the previous year.

With an additional US$622bn worth of developments in the planning stage, the committed and planned investments could add up to $959bn over a five-year period, compared to $900bn in 2015.

Planned investments increased by 2%, whereas committed investments increased by 17%.

This is said to represents the transition of some projects and investments from the planned to committed phase.

The total of $337bn of committed investments for the five-year period is divided into investments in the oil sector at $121bn, gas investments at $108bn, power investments at $91bn and chemicals at US$17bn.

The GCC represents $174bn in committed investments, more than 50% of the MENA total.

Among the $622bn worth of planned investments over a five-year period, the power sector accounts for the largest share at US$207bn.

The oil and gas sector will represent $195bn and $159bn respectively, with the remaining investments in petrochemicals.

The APICORP report reveals that, at $289bn, projects under study constitute the largest portion of planned investments.

Dr Raed Al-Rayes, deputy chief executive and general manager of APICORP, said, "Having recently witnessed one of the biggest drops in history, investments in oil and gas are still struggling to recover on a global level.

“However, there are clear signs for an upturn, and we have found that energy investments in the MENA region over a five-year period are ahead of the trend."

Jordan sees rising investment in clean technology  

Regulatory reforms introduced in 2016 should draw investors to help carry out a large, state-led project pipeline, with clean and alternative energy among the industries benefitting.

The Regulation for Organizing Non-Jordanian Investments No. 77, passed in June, eased capital requirements and other restrictions on foreign investment in key sectors.

Among the headline changes, foreigner investors looking to establish businesses are no longer required to meet a JD50,000 ($70,400) minimum capital threshold to enter specific industries.

Areas previously restricted to local firms, including railway services, have now been opened to international investors, though certain segments of the economy remain off-limits.

A green edge

Investment in alternative energy has flowed in as Jordan seeks to carry out a large pipeline of projects set to add 1.3 GW of renewable generation capacity to the existing installed 400 MW.

Among these is an 89.1-MW wind farm being built near Amman by South Korea’s Korea Electric Power. Construction started on the $184m facility last month and is slated for completion by October 2018.

Another wind project got off the ground in December, when Spanish manufacturing company Gamesa Corporación Tecnológica clinched a contract for the construction of an 86-MW facility in southern Jordan’s Ma’an Governorate. The project is scheduled to be fully operational by October 2018, with the Spanish company set to maintain and operate the project for 20 years after production begins.

Solar projects have also proven a popular destination for recent investment in renewables. In 51

November Saudi Arabia’s ACWA Power secured a $54m loan from European banks for the development for a 60.3-MW solar plant in Mafraq, 50 km north-east of Amman.

Green energy is gaining momentum in Jordan at a time when many large economies, such as China and Japan, are cutting back on new projects in favor of consolidating capacity. While global investment in the segment slipped by 18% in 2016 to $287.5bn, according to industry media, Jordan attracted inflows of $1.2bn, an annual increase of 147%.

Potential exists for Jordan to carve out a niche as a major investment destination in clean energy, according to Safa Jayoussi, head of climate and energy campaigns at IndyACT and Arab world coordinator for Climate Action Network.

“Jordan can easily become a regional hub for clean technologies,” she told local press in early February. “The number of companies operating in the sector is on the rise, in addition to the number of people working in clean technology ventures and companies.”

According to the “Jordan Clean Technology Sector Report 2016” released in early February by EDAMA, a local business association, the kingdom has the second-most-attractive environment for renewable and energy-efficient investments in the region, after Tunisia.

The report found that the 365 companies operating in the field – 80% of which are locally owned – were driving green technology development across several pivotal areas, including energy efficiency, renewables, and water and waste management.

Fostering trade links

In overhauling its investment framework, Jordan is looking to raise foreign investment inflows across the economy – where GDP growth has been around 2-3% annually since 2010 – in part by strengthening bilateral relations with its neighbors.

The reforms were introduced after the government set up a collaborative body with Saudi Arabia called the Saudi-Jordanian Coordination Council. Following its first meeting in October, the Saudi government pledged to channel billions of dollars into infrastructure projects in Jordan, including a railway system, a project to boost electricity connectivity and a real estate project in Matal in Aqaba.

Jordan is also moving to strengthen trade relations with Iraq. In 2016 the two neighbors agreed to build an Iraq-Jordan pipeline to carry oil and gas from Basra to the port of Aqaba. On the back of this, a meeting between the Iraqi Business Council and the Iraqi Economic Council was held in Amman at the end of last month, when representatives spoke of Jordan’s attractive investment environment. At the event, sector players from both countries said they were keen to extend economic relations beyond the energy sector.

Ties are also improving with Turkey. In February Jordan’s prime minister, Hani Al Mulki, met with a high-level business delegation at the Turkish-Jordan Business Forum, where Turkish representatives pledged to increase investments in Jordan to $1bn, with a focus on water, energy and infrastructure projects.

Bahrain, Saudi Arabia to sign projects worth $533m  

Bahrain and Saudi Arabia will sign nine agreements on funding projects worth SR2 billion ($533 million) in the housing, roads, water, electricity and other infrastructure sectors in Bahrain, a report said.

 The projects implemented by the Saudi Fund for Development, Saudi Ambassador to Bahrain Dr Abdullah bin Abdulmalik Al Shaikh noted in an interview with Bahrain News Agency (BNA).

 He added that a delegation, led by the fund’s deputy president Yusef bin Ibrahim Al-Bassem, will visit Bahrain on March 18 to attend the signing of the agreements.

He also underlined the role of the Gulf Development Fund in embodying cohesion between the GCC member states and joint economic cooperation.

In June 2015, Saudi Arabia allocated funding worth $670 million to pay for housing, road, power and water projects in Bahrain. It was the second instalment of a $2.5-billion grant from Saudi Arabia, which was pledged as part of the $10-billion Gulf Development Fund.

MENA rail market to see 3% annual growth over the next 4 years  

The World Rail Market Report forecasts that the growth in the rail equipment market in the MENA region in the period through to 2021 will almost match the pace of Western Europe. This report was produced by Roland Berger and UNIFE, a professional association for the railway supply industry.

Helmut Scholze, Partner at Roland Berger, a global strategy consulting firm, says: “Despite some setbacks and the economic complexities seen in the past year, the rail market is picking up speed in MENA. We predict further investments in rail systems and this will lead to significant, long-term growth in the rail equipment market. The UAE and Iran will be the key growth markets, while Saudi Arabia will stay moderately flat at its current high volume.”

The GCC has $69 billion worth of projects currently under construction. The 15km extension of the Dubai Metro to the Expo 2020 site and the Saudi Land Bridge linking Riyadh to Jeddah are both in progress. Oman Rail is now weighing up plans for the development of a domestic heavy-haul line that

In Egypt, the modernization of a metro line and a large order for new metro vehicles is expected in Cairo. For the GCC Railway Project, individual member states are currently assessing the details of continuation of the project as well as domestic alternatives.

DOMESTIC NEWSL&T Construction wins $447M contract for Mumbai residential project

L&T Construction, the construction unit of Larsen & Toubro (L&T), has announced that its Buildings & Factories business won an INR29.03bn ($447M) contract for the construction of a residential project in Mumbai [pictured], India.

The project, to be delivered for Maharashtra Housing and Area Development Authority (MHADA), will involve the redevelopment of Mumbai’s century - old BDD Chawls. It is the largest residential project awarded to L&T Construction to date.

Under the contract, the firm will be responsible for the complete design and construction of 20 residential towers for rehabilitation, four high-rise towers for sale and one commercial development within a plot area of 16 acres along with MEP, finishes, onsite/offsite infrastructure, landscaping, demolition of existing structures and logistics involved in the rehabilitation of the current occupants.

L&T said that it will deploy aluminium formwork systems to create a sleek and elegant structure that is both aesthetically appealing, as well as structurally sound.

Construction market in North Africa booming led by Egypt  

The construction market in North Africa has been growing steadily, following a period of heightened socio-economic instability in 2011. New investment opportunities are opening up as geopolitical tensions gradually ease and governments rebuild their economies. According to the BNC Project Intelligence Database, there is approximately USD 473 billion worth of active projects in North Africa come from Egypt. This report gives an overview of the construction activities in North Africa, focusing on Algeria, Egypt, Morocco, Sudan and Tunisia. The report excludes Libya due to the continual political unrest, which is affecting project investments in the country.

Basic infrastructure investments are ongoing in North Africa as government sponsored projects are aimed at promoting economic and social development. Foreign investors and private contractors are also taking part in lucrative contracts, which is supporting some construction activities in the region.

Several of the main drivers of the construction market are economic growth, population and urbanization and regulatory reforms.

Economic growth

The GDP of North Africa has been growing since 2011 with a six-year estimated growth rate of approximately 20%; although economic growth is not consistent among all countries. Egypt is the leading contributor to GDP growth in the region, having a strong industrial sector, which is the largest recipient of non-government bank loans. Moreover, in November 2016, Egypt devalued its currency against the dollar, which is expected benefit its export sector and had caused stock markets to rally. On the other hand, Algeria’s oil-dependent economy has resulted in a negative GDP performance between 2014 and 2015 due to low energy prices.

Some regional economies are dependent on commodities, leaving them vulnerable to external price shocks. As a result, governments are investing in other sectors such as tourism and hospitality to diversify economic activities. The North African tourism sector has been affected in recent years due to the geopolitical unrest. Morocco and Tunisia aim to build a thriving tourism market; Morocco aspires to become a top-20 tourism destination by 2020, while Tunisia is in investing in areas of medical and cultural tourism, and ecotourism offering a diversity of experiences for different travelers. North African countries have dealt with several challenges over the past few years including the Eurozone Crisis and the Arab Spring. The international perception of the region is improving, and policymakers have been taking steps to unify their governments in supporting reform policies and long term economic objectives.

Population growth and urbanization

Population growth and high urbanization rates are resulting in greater economic and social inequalities in the region. North African countries have been investing in infrastructure and upgrading urban settlements which have resulted in better living standards than in other parts of the continent.

The demand for infrastructure and housing is growing in highly urbanized countries such as Algeria and in densely populated cities such as Cairo, which has nearly 19 million people making it the largest city in North Africa.

An increasing population will continue to drive the demand for construction activities in many areas including infrastructure, residential and commercial properties, hospitality and healthcare.

Regulatory reforms

The construction market in North African has been making big advances following a period of socio-economic instability in 2011. Strict capital controls were put in place to prevent a massive outflow of funds in some countries such as Egypt, which introduced restrictions on the value of international transfers to USD 100,000 per person. While this was loosened in 2014 to USD 100,000 per person each year, African governments are creating investment platforms to increase infrastructure financing by removing policy and technical barriers altogether. Many of the region’s infrastructure projects are backed by bilateral and multilateral lenders notably in areas of energy, transport, water, and information and communication technology.

Regulatory reforms are still necessary to improve the flow of capital and increase investor confidence. The World Bank Ease of Doing Business Ranking offers some indication of a country’s regulatory environment to facilitate business activities. A low ranking score indicates the regulatory challenges of increasing private sector engagement in local economies. Some North African countries such as Tunisia, have been working toward a unified government, which will help put in place the needed reforms to meet the country’s social and economic objectives.

The construction market in North Africa is primed for growth

The construction market in North Africa is primed for growth, despite the geopolitical and economic challenges. Given the environment of low oil prices, governments are investing in different sectors to promote economic diversity and growth. The buildup and improvements of facilities and infrastructures in different industries create a more efficient operating environment for enhancing business activities.

The economic transformation will also have long-term effects on the sustainability and future growth of local economies, especially among oil exporters. Egypt is the main contributor of project investments in the region. The Egyptian government is on a path toward economic adjustment and reform with the aim of creating long-term stability and growth.

The urban construction and utilities sectors constitute the two largest sectors in the region. An increasing population and urbanization are driving many of the projects in these sectors. Governments are investing in the utilities sector to address the pressing constraints of the existing powers systems such as planned outages and load shedding arising from insufficient

infrastructure. Technological innovation such renewable power is also driving change, especially since the cost of renewable power is reducing and thus becoming more economical for widespread use.

The following analysis is based on data from the BNC Project Intelligence Database:

▪ There is approximately USD 473 billion worth of projects in North Africa, of which 60% are in the initial stages of construction (i.e. concept and design), indicating a healthy flow-through of new investments. It is also noteworthy to mention that only 14% of the project values are on hold, which demonstrates a strong pipeline of ongoing activities.

▪ Egypt constitutes approximately 71% of the total project investments in North Africa, following the announcements of several high-value projects in the urban construction and utilities sectors.

▪ Urbanization trends and population growth will continue to support a pipeline of new projects.

▪ The urban construction and utilities sectors have a combined estimated value of nearly USD 300 billion and constitute approximately 63% of all project investments in North Africa.

▪ Developing new utilities infrastructure and upgrading aging infrastructure are necessary to keep up with the growing number of urban developments.

Dubai firm to build world's first 3D printed skyscraper  

Dubai-based construction technologies firm, Cazza, has announced plans to build the world’s first 3D printed skyscraper.

The firm will be able to 3D print high rise towers using a new construction technique called ‘crane printing’, according to Construction Week Online.

Cazza will use cranes with added units that are specifically created for building 3D printed structures 80m and above.

 CEO of Cazza, Chris Kelsey, told Construction Week: “When we first thought of implementing 3D printing technologies, we were mostly thinking of houses and low-rise buildings.

 “Developers kept asking us if it was possible to build a 3D printed skyscraper. This led us to begin researching how we could adapt the technologies for taller structures.

“Through our technologies, we will be able to build architecturally complex buildings at never-before seen speeds. It is all about economies of scale where the initial high technology costs will reduce as we enter the mass-production phase," he added.

Xavier Hernand, mechanical engineer at Cazza, said: “The material side leaves vast possibilities with concrete and steel being just one of many materials that can be used with 3D printing."

Cazza’s crane printing process includes all major structural components required for tall buildings, including reinforcement with steel rebar.

 The cranes will 3D print specific parts of buildings, with the rest of construction undertaken through existing methods.

Fernando De Los Rios, chief operating officer at Cazza, added: “The crane printing system can be easily adopted with existing cranes which means we don’t have to build cranes from scratch.

“We are adding new features to make it adaptable to high wind speeds along with the use of our layer smoothing system that creates completely flat surfaces. You won’t know its 3D printed.”

 Cazza is known for producing a 3D printing construction system that combines the use of mobile 3D printing robots with existing construction methods to make construction processes faster, more cost-effective, and environmentally friendly.

Kelsey told Construction Week Online that the first 3D printed high rise will be constructed in the UAE, although the height of the structure and commencement of work were not revealed.

In December, the Dubai Government announced a collaboration with Cazza to aid in 3D printing in the country.

Cazza has already received numerous buyout and investment offers from global companies.

 They recently received a $38.6m (AED142m) buyout offer from an undisclosed Saudi developer. Cazza says they are likely not to sell anytime soon but would be open to investments from the right partners.

Exim Bank's Government of India supported Line of Credit of USD 50million to the Government of Co-operative Republic of Guyana

Export-Import Bank of India (Exim Bank) has entered into an agreement dated March 16, 2016 with the Government of Co-operative Republic of Guyana for making available to the latter, a Government of India supported Line of Credit (LOC) of USD 50 million (USD Fifty million only) for financing East Bank East Coast Road Linkage Project in Guyana. The goods including plant, machinery, equipment and services including consultancy services from India for exports under this agreement are those which are eligible for export under the Foreign Trade Policy of the Government of India and whose purchase may be agreed to be financed by the Exim Bank under this agreement. Out of the total credit by Exim Bank under this agreement, goods and services of the value of at least 75 per cent of the contract price shall be supplied by the seller from India and the remaining 25 per cent of goods and services may be procured by the seller for the purpose of the eligible contract from outside India.

2. The credit agreement under the LOC is effective from March 02, 2017. Under the LOC, the terminal utilization period is 60 months after the scheduled completion date of the project.

3. Shipments under the LOC will have to be declared on Export Declaration Form as per instructions issued by the Reserve Bank from time to time.

4. No agency commission is payable under the above LOC. However, if required, the exporter may use its own resources or utilize balances in its Exchange Earners’ Foreign Currency Account for payment of commission in free foreign exchange. Authorised Dealer Category- I (AD Category- I) banks may allow such remittance after realization of full payment of contract value subject to compliance with the extant instructions for payment of agency commission.

5. AD Category- I banks may bring the contents of this circular to the notice of their exporter constituents and advise them to obtain full details of the LOC from the Exim Bank’s office at Centre One, Floor 21, World Trade Centre Complex, Cuffe Parade, Mumbai 400 005 or on their website www.eximbankindia.in.

The goods including plant, machinery, equipment and services including consultancy services from India for exports under this agreement are those which are eligible for export under the Foreign Trade Policy of the Government of India and whose purchase may be agreed to be financed by the Exim Bank under this agreement. Out of the total credit by Exim Bank under this agreement, goods and services of the value of at least 75 per cent of the contract price shall be supplied by the seller from India, except for civil works for which 50 per cent of the contract price shall be supplied by the seller from India.

2. The credit agreement under the LOC is effective from February 24, 2017. Under the LOC, the terminal utilization period is 60 months after the scheduled completion date of the project.

3. Shipments under the LOC will have to be declared on Export Declaration Form as per instructions issued by the Reserve Bank from time to time.

4. No agency commission is payable under the above LOC. However, if required, the exporter may use its own resources or utilize balances in its Exchange Earners’ Foreign Currency Account for payment of commission in free foreign exchange. Authorised Dealer Category- I (AD Category- I) banks may allow such remittance after realization of full payment of contract value subject to compliance with the extant instructions for payment of agency commission.

5. AD Category- I banks may bring the contents of this circular to the notice of their exporter constituents and advise them to obtain full details of the LOC from the Exim Bank’s office at Centre One, Floor 21, World Trade Centre Complex, Cuffe Parade, Mumbai 400 005 or from their website www.eximbankindia.in.

6. The directions contained in this circular have been issued under Section 10(4) and Section 11(1) of the Foreign Exchange Management Act, 1999 (42 of 1999) and are without prejudice to permissions / approvals, if any, required under any other law.

PROJECT EXPORTS PROMOTION COUNCIL OF INDIA (PEPC)India is a country with large and diverse infrastructure sector. The Government of India recognized the imperative need for the infrastructure sector and takes several initiatives like Committee of Infrastructure, National Highway Development Project (NHDP), National Maritime Development Programme (NMDP), Tax Holidays etc for the development and promotion of the sector. In the recent years, there has been several improvements in sectors like roads & highways, ports, railways and airports, the policy and regulatory framework is already in place and investment in infrastructure has risen considerably however there are still significant gaps that need to be bridged. With a view to create a platform for all the stakeholders and for the conclusive growth & development of the Infrastructure sector, PEPC works with the Central and Foreign Governments, National & International development organizations like World Bank, Asian Development Bank etc, Government Agencies, and various other stakeholders to promote the Project exports. PEPC discusses policy, regulatory and procedural issues with its members, industry experts etc. and advice appropriate reforms to the government for the development of the project exports. For making conducive business environment PEPC highlights encumbrances being faced by the industry players in the process of development of the sector and interacts with various national / international agencies for making feasible measures to overcome those encumbrances. PEPC supports the Government in its efforts towards projecting the project exports. It act as a reference point for investors (Domestic & International) interested in the sector and provide information related to government guidelines, investment opportunities, government & development agencies (which are involved in the development process of the sector).For promotion of the sector PEPC works proactively and suggests necessary procedures during the process of policy formation, budgetary allocation, forming legal framework etc. by the government. To maintain smooth progress PEPC also insist government to make essential provision for timely upgradation of the policies on the basis of regular feedback from its members and industry players.

PEPC organizes several investment promotion programmes, conferences, seminars, workshops, etc on regular basis for facilitating interaction between various government agencies, international bodies, industry players and its members that provide prospects to raises issues pertaining to the sector and exchange ideas. These networking events provide a platform to share thoughts, explore business opportunities among the varied stakeholders of the project sector. These measures help to analyse the present developments and identifies the ways to overcome the constraint of the sector.PROJECT EXPORTSProject Exports from India commenced with a modest beginning in the late 1970s. Since then, project exports have evolved over the years, with Indian companies demonstrating capabilities and expertise spanning a wide range of sectors. The nature of Project Exports being undertaken reflects the technological maturity and industrial capabilities in the country. Project exports are broadly divided into four categories:

Civil construction Turnkey modules Consultancy services Supplies, primarily of capital goods and industrial manufactures

Civil construction projects Construction projects involve civil works, steel structural work, erection of utility equipment and include projects for building dams, bridges, airports, railway lines, roads and bridges, apartments, office complexes, hospitals, hotels, and desalination plants.

Turnkey projects involve supply of equipment along with related services and cover activities from the conception stage to the commissioning of a project. Typical examples of turnkey projects are: supply, erection and commissioning of boilers, power plants, transmission lines, sub-stations, plants for manufacture of cement, sugar, textiles and chemicals.

Consultancy services Services contracts, involving provision of know-how, skills, personnel and training are categorised as consultancy projects. Typical examples of services contracts are: project implementation services, management contracts for industrial plants, hospitals, hotels, oil exploration, charter hire of rigs and locomotives, supervision of erection of plants, CAD/ CAM solutions in software exports, finance and accounting systems.

Supply contracts Supply contracts involve primarily export of capital goods and industrial manufactures. Typical examples of supply contracts are: supply of stainless steel slabs and ferro-chrome manufacturing equipments, diesel generators, pumps and compressors.

Project export contracts are generally of high value and exporters undertaking them are required to offer competitive credit terms to be able to secure orders from foreign buyers in the face of stiff international competition. Exim Bank plays a pivotal role in promoting and financing Indian companies in the execution of projects. It has been closely associated with the growth of project exports from India by way of providing finance, information and business advisory services. The bank supports Indian companies at all stages of the project cycle from advance tender information, guidance in preparation of competitive bids to providing financial facilities, including loans and guarantees. It extends funded and non-funded facilities for overseas industrial turnkey projects, civil construction contracts, as well as technical and consultancy service contracts. Exim Bank has in place a specialised cell to provide advance information to Indian companies on projects being funded by multilateral funding agencies in various countries. Over the past two decades, increasing number of projects have been executed by Indian companies in North Africa, West Asia, South & South East Asia, CIS and Latin America.

Project Exports as defined in para 252-260 of Foreign Trade Policy Statement 2015-2020

“Project Exports

252. Project exports are broadly defined as exports of such goods and services where the export receipts are allowed to be staggered (in conformity with RBI guidelines) over a period of more than twelve months. This is largely to reflect that the export transaction is not a one-off single transaction but represents certain goods, construction and service activities, where the payment receipts are staggered in line with the project components / execution.

253. The full value of project exports is not captured under any single aggregate classification. However, as per data maintained by the Project Export Promotion Council, its members’ project exports orders have increased from USD 1.7 billion in 2012-13 to USD 4.4 billion in 2013-14. This increase of 162 percent is indicative of the strong potential which exists for India to aggressively increase its world trade market share in project exports.

254. Since project export contract earnings range over one year to five years, such export orders also impart stability to the export earnings of the country. India’s current project export contracts are estimated at around USD 5 billion. It is estimated that project exports from India can be boosted to at least USD 25 billion 56 per annum within a time frame of five to seven years. The main markets for India’s project exports are expected to be in Africa, Middle-East countries, SAARC and ASEAN countries, Central Asian Republics in CIS. These are the emerging markets which have high infrastructure needs.

255. Such projects, while helping the recipient countries to bridge their infrastructure gaps also help India’s exports of goods and services. They help to build a long term relationship of the target country with India and its project export entities. India’s entry into high value project exports will also impart high brand visibility in the target countries. Besides the specific brand visibility, India’s general branding is also promoted as a country which can export hi-tech and high value projects. Such branding and visibility facilitates easier acceptance of other products exported by India to

such markets. Long term business relationships also develop in supplies of replaceable components and spare parts, annual maintenance and servicing contracts, upgradation of project technology, etc. Repeat orders become easier, as the countries gain experience and confidence in Indian project export entities. They also exhibit India’s cost competitiveness while at the same time maintaining internationally comparable quality standards.

256. Project exports can be boosted through opening of special lines of credit and also provision of cheap lines of credit through buyer credit mechanism. Concessional lines of credit are generally extended through the Ministry of External Affairs, where diplomatic considerations also matter for offering such lines of credit. The Buyers’ Credit Scheme being offered by the Department of Commerce through Exim Bank of India aims at enhancing Indian exports to select countries.

257. Many Indian companies in both the private and public sectors have, over the years, developed considerable expertise in executing project export contracts in diverse areas such as railway sector, power sector, roads and bridges, drinking water supply schemes, irrigation projects, construction of oil and gas pipelines, construction of electricity grids, hydro power projects, airport construction etc.

258. For boosting project exports, the Department of Commerce has set up the National Export Insurance Account (NEIA). Essentially, the Account helps to cover project export risks which cannot be fully covered by the Export Credit Guarantee Corporation (ECGC).

259. In tandem with EXIM Bank of India and ECGC, the NEIA is also now being used to selectively offer a Buyers’ Credit Cover for project exports. This enables EXIM Bank to offer co-financing for project exports from India to target countries in South Asia, Africa, CIS and others.

260. While buyers credit cover has brought in major encouragement for project exports, the cost of capital remains very high in India. An effort was made towards setting up an interest equalisation scheme under the Market Access Initiative scheme of the Department of Commerce but it did not materialise due to financial resource constraints. Since project export is recognized as an important element of this policy, renewed efforts will be made to seek allocation of resources for such a scheme.”

SCREENING COMMITTEE- GUIDELINES (2016)

Objectives

The objective of screening by the Screening Committee is to assess the suitability of an Indian engineering contracting company from all points of view- technical, financial and managerial competence- before it is allowed to participate in tenders for overseas construction engineering contracts (civil/ electro-mechanical etc.).

Screening Committee approval is generally accorded selectively for activities for which applicant companies have established capability in one or more of the following construction engineering/ consultancy activities involving:

i. Dams, canals, irrigation works, tunnels and earthworks.ii. Roads, bridges, flyovers, airports.iii. Water and sewage treatment plants, pipelines.iv. Buildings including commercial and factory complexes, hotels, schools and hospitals.v. Special foundations and structural works, docks and sea water works/ports.vi. Electrification, air-conditioning and utilities.vii. Any other structure, infrastructure, utility or activity to be determined by the Screening Committee.viii. General contractors with capabilities in combination of two or more areas in the above range of ac-

tivities.

Scope

The coverage of Screening Committee includes all companies wishing to undertake

- overseas construction engineering projects involving design, construction, erection and/or commission-ing;

- consultancy services - export of project construction items

Types of ClearanceClearance may be accorded to an applicant company for one or more of the following:

i. Civil Construction and/or Turnkey Engineering Projectsii. Consultancy & Engineering Servicesiii. Project Construction Items

The clearance may be given for regular overseas operations, depending on the track record, financial position, management expertise and in-house capability.

Minimum Criteria:

Contractors are normally expected to fulfill following requirements before they can gain approval of the Screening Committee.

i) company should be a member of PEPC

ii) company should be a limited company - either private limited or public limited or a Government under-taking/department

iii) company should have a minimum turnover/ networth/ operating experience as follows for get-ting approval by the screening committee.

iv) company should not be blacklisted or debarred from undertaking contracts by Indian Govern-ment or Foreign Government or by a multilateral funding agency at the time of submission of screening committee form

vii) In respect of newly formed firms/companies, joint-ventures or SPV’s created with a view to undertaking and executing overseas projects, the criteria for any one of the Indian or overseas constituents / partners would form the basis for granting approvals

Screening Procedure:

Applications from applicant company should be submitted in 10 copies in the prescribed form. PEPC will scrutinise and supplement data to the extent necessary to make the facts complete and ensure that the applications reach the Committee Members atleast 5 working days before the scheduled date of the meeting.

Screening Committee accords clearance after taking into account the following factors:

i) Constitution of Board of Directors of a company including the qualifications, background and experience of directors;

ii) Track record of a company regarding projects executed in India and overseas, as also the nature of works undertaken. Particular emphasis is placed on record of timely completion; and value of single largest contract executed;

iii) Exposure of a company’s management and personnel in dealing with international organisations, and in executing works to international specifications. This is of particular relevance if the company seeks clearance as Sub-contractor to a foreign company (from a third country);

iv) Qualifications and experience of key-personnel currently in full - time employment of company.

v) Financial position of a company, including contingent liability and bank loans as a proportion to the net-worth; and paid up capital;

vi) Approach to international marketing and information systems. Ability of the company to furnish information required by institutions, from time to time.

vii) The plant and machinery owned by the company, the nature and size of which would commensurate with the volume of business proposed to be undertaken. Though these equipments may not be of use overseas, considering their unsuitability to the job proposed, this factor will give the Committee an idea of the applicant company’s status in the business and his familiarity in handling equipment, a factor that is very important for the purpose of deciding his suitability for undertaking contracts overseas.

These are broad criteria for approval of companies. However, the Screening Committee in its discretion may approve a particular company to take up jobs abroad or renew the approval.

Validity of Clearance:

Clearance accorded by the Screening Committee is valid for a period of one year after which company must approach Screening Committee afresh.

Renewal applications shall have to be submitted in the prescribed format for clearance by the Screening Committee of the Council.

Review of Companies already screened

Review occurs in the following situations:

i) Companies whose guarantees have been invoked, or where recurring disputes have arisen either with clients or with Sub-contractors, leading to litigation etc.

ii) Company whose management/ownership has undergone major change since the date of original approval.

For the above, PEPC works out a procedure for obtaining information from their members on a quarterly basis.

In case of adverse reports about a screened firm reported to the Screening Committee by any of its members, the Screening Committee will be entitled to take such action as it may deem fit including reduction in value limits approved or de-listing from the approved list.

Quorum of the Meeting:

Three members shall be the quorum of the Meeting of the Screening Committee provided the three members shall include one member representing Government Department/Financial Institution and two members from the industry.

Presence of Company’s representative :

The committee may ask the applicant company to depute its representative at the meeting for clarifications or the company may depute its representative with the permission of the Committee.

The details of scheme is given as ANNEXURE-I.MARKET ACCESS INITIATIVE (MAI)The scheme is formulated on focus product- focus country approach to evolve specific strategy for specific market and specific product through market studies/survey. Assistance would be provide to Export Promotion Organizations/ Trade Promotion Organizations / Exporters etc. for enhancement of export through accessing new markets or through increasing the share in the existing markets. Under the Scheme the level of assistance for each eligible activities has been fixed.

The following activities will be eligible for financial assistance under the Scheme :

Research studies consistent with the priorities; WTO Studies for evolving WTO compatible strategy; To support EPCs/Trade Promotion Organistions in undertaking market studies/survey for

evolving proper strategies. To support marketing projects abroad based on focus product - focus country approach.

Under marketing projects, the following activities will be funded:o Opening of Showroomso Opening of Warehouseso Display in international departmental stores o Publicity Campaign and Brand Promotiono Participation in Trade Fairs, etc., abroado Research and Product Developmento Reverse visits of the prominent buyers etc. from the project focus countrieso Export Potential Survey of the States;o Registration charges for product registration abroad for pharmaceuticals, bio-

FINANCIAL ASSISTANCE

There is no specific scheme to promote the exporting firms in the country.    However, some assistance is provided to exporters under Marketing Development Assistance (MDA) Scheme and Market Access Initiative (MAI) Scheme.    Other schemes for export promotion include Duty Neutralisation Schemes like DEPB, Advance Licence, duty concession schemes like EPCG and Reward Schemes like Served from India, Vishesh Krishi and Gram Udyog Yojana, Focus Market Scheme and Focus Product Scheme.

These schemes are reviewed periodically and necessary corrective measures are taken.

ANNEXURE-I

(i) Exporting companies with an f.o.b. value of exports of upto Rs. 30 crore in the preceding year. No such ceiling is applicable for participation in Focus LAC region.

(ii) The exporter should have complete 12 months membership with concerned EPC etc

(iii) Assistance would be permissible on travel expenses by air, in economy excursion class fair and/or charges of the built up furnished stall. This would, however, be subject to an upper ceiling mentioned in the table per tour.

SCHEME FOR EXPORT PROMOTION BY SMALL SCALE MANUFACTURERS

There is a separate scheme designated as Marketing Development Assistance for SSI Exporters meant to encourage small scale manufacture exporters along the following lines:(A) Exporters eligible for assistance:(i) Exporting unit must be registered as SSI / SSSBE.(ii) Exporting unit must be a member of FIEO / EPC.(iii) Exporting units with aggregate exports of Rs. 2 crores and above over the last three financial years (Rs. 1 crore for ISO 9000 certified exporters) are eligible for assistance from the Ministry of Commerce & Industry through EPCs/other grantee organisations. SSI units with aggregate exports less than this limit would now be eligible for direct assistance from the Office of DC(SSI) under this scheme. SSI units which have not yet commenced exports are not eligible for assistance.(iv) An exporting unit would be eligible for assistance under SSI-MDA only once in a financial year.(B) Activities eligible for financing(i) Individual participation in overseas fairs/exhibitions. (ii) Individual overseas study tours/as member of a trade delegation going abroad.(iii) Production of material for overseas publicity.(C) Permissible binding limits:90% of cost of return ticket by economy class subject to an upper ceiling of Rs.60,000/- (Rs. 90,000/- for Latin American countries). In case excursion fare is cheaper than economy class fare, the excursion fare will be considered.(ii) 25% of the cost of production of publicity material limited to Rs.15,000/- in a financial year.(D) Other conditions:(i) Assistance shall be available for travel by one permanent employee/director/partner/proprietor of the SSI unit in economy class by Air India. Air travel by airlines other than Air India would be permissible provided that their economy class airfare is not higher than Air India.(ii) Applications must reach the Office of the DC(SSI) at least one month before the start of the event in question.(iii) The SSI unit should not have been charged/prosecuted/debarred/ blacklisted under the export and import policy or any other law relating to export and import business.Total MDA assistance under SSI-M[DA scheme shall be inclusive of MDA assistance received from all Government Bodies/FIEO/EPCs/Commodity Boards/Grantee Organiations etc.

MARKET ACCESS INITIATIVE (MAI) SCHEME

The scheme is formulated on focus product- focus country approach to evolve specific strategy for specific market and specific product through market studies/survey. Assistance would be provide to Export Promotion Organizations/ Trade Promotion Organizations / Exporters etc. for enhancement of export through accessing new markets or through increasing the share in the existing markets. Under the Scheme the level of assistance for each eligible activities has been fixed.

The following activities will be eligible for financial assistance under the Scheme: i) Marketing Projects Abroad:

To support marketing projects abroad based on focus product or focus country approach. Under marketing projects, the following activities will be funded: a) Opening of Showrooms & Warehouses; b) Organising “Trade Festival of India” – a multi-sectoral event to be organised in select centers abroad to promote „Brand India‟ by showcasing our strength in services like Health (Ayurveda & Yoga), Taste of India (Indian Cuisine), Tourism, Culture, etc., besides merchandise; c) National Level Participation in Major International Trade Fairs etc.; d) Display in International departmental stores; e) Publication of World Class Catalogues; f) Publicity Campaign and Brand Promotion; g) Research and Product Development; h) To support Recognized associations in Industrial clusters for marketing abroad; i) Reverse visits of the prominent buyers, etc., from the project focus countries.

ii) Capacity Building:

For imparting training to the Indian Exporters w.r.t. to export in general and on specific region/country basis; For up-gradation/improvements in Laboratories, Universities, Research Institutions on stand alone or Public Private Partnership basis for fulfilling SPS measures/related testing etc. including reim-bursement of testing charges For quality up-gradation of select products for export markets (by skill upgradation using experts/designers, production process improvements, reduction in rejections etc.) For developing Common facility centers; design centers; packaging, etc. For hiring consultants in the buyer/prospective country

iii) Support for Statutory Compliances:

Charges/expenses for compliance of statutory requirements in the buyer country including Test-ing charges for engineering products abroad; Registration charges for product registration abroad for pharmaceuticals, bio-technology and agro-chemicals clinical trials for drugs/pharmaceuticals & medical disposables, medical equipment etc.

Other commodities/product groups and the nature of compliance covered for reimbursement un-der the scheme shall be as approved by the Empowered Committee on a case to case basis.

For contesting litigation(s) in the foreign country concerning restrictions/anti dumping duties etc. on particular product(s) of Indian origin. The commodity/ product groups, nature of litigation to be supported and the extent of support shall be as decided by the Empowered Committee on a case to case basis.

iv) Studies:

Market studies/survey for evolving proper marketing strategies; Export Potential Survey of the States; Projects/Study which further the objectives of the schemes; WTO studies for evolving WTO compatible strategy; All Trade related studies including Joint Study Group(JSG), Free Trade Agreement(FTA), Regional Trade Agreement(RTA) studies etc. Only specific markets studies would be undertaken and these studies would be entrusted to reputed professional organizations.

v) Project Development: To generate focused projects leading to substantial improvement in market access, a shelf of projects shall be prepared by engaging reputed professional organisations. A special focus would be on preparation of projects pertaining to priority sectors and sectors having substantial employ-ment generation potential.

vi) Miscellaneous:

Developing Foreign Trade Facilitation web Portal (data bases and systems for dissemination of in-formation (electronic or otherwise to Indian Exporters);
