Early school leaving (Definition)A student who does not achieve at least ISCED 3 level and who is not studying on a regulated or unregulated way

• In Spain, those who have not completed compulsory secondary education or, even if they have successfully completed it, they do not continue their studies either in high school, vocational

training or any training course not regulated.

• It is a more recent concept than school failure

Reasons:

- Boredom - Socio-economic problems - Lack of family and social

recognition of the educational work

- Poor school orientation- Stress in students

- Bullying- Apathy and lack of motivation

- Gaps in adapting to school environment

- Failures in the education system: inadequate mechanisms to deal with diversity.

1. Programmes of the General State Administration (Ministry of Education) (Annex 01)

The Ministry of Education supports the development of programmes against early school leaving, carried out by the Autonomous Communities to bring actions in the Plan to reduce early school leaving:

- Measures analysis, awareness and dissemination.

- Preventive measures aimed at reducing the number of pupils at risk of exclusion in an inclusive context in secondary education

- Measures for guidance and aimed at recovering the students who have left the education system monitoring.

- Educational offers for young people who have left the system.

2. Programmes of the Regional Government (Department for Education and Employment)

Multiannual programmes that are based on plans for diversity.They try to improve school performance and educational inclusion. It includes the following programs:

3. Action plans and programmes in the School

With the consideration of the needs of attention to diversity, and those with the report of a specialist teacher and/or the student´s team of teachers from the previous year.

B) Plans of organization: - Decisions on educational needs teaching staff (support, splitting groups, reinforcements, etc.)- Grouping students: equitable distribution of repeaters, equitable disciplinary students, equitable distribution of pupils with special educational needs (SENs)- Documents: including regulations, basic rules, Educational Project, Curricular Project, Annual General Lesson Plan, Plan of Prevention and Control of Truancy, Teacher’s Action Plan.- Activities with parents: working with emotional competence, learning to learn, organising tasks and time.- Educational Guidance activities: information and guidance to students and families on different academic and career options.

B) Programmes of high school dropout prevention:

Curricular Diversification: for students who retake the 2nd or 3rd year of Secondary with learning difficulties (not Special Education Needs)

Improvement Programme of Learning and Reinforcement: for students who have taken the 2nd, 3rd or 4th year of Secondary with learning difficulties (regardless prior school history) not attributable to lack of relevant study or learning difficulties effort

Basic Vocational School: for students who had finished the 3rd year of secondary and older than 15 years old

Stimulus: for secondary students with difficulties in Spanish, Maths

REMA Programme : for students of 1st, 2nd or 3rd year of secondary school with learning difficulties because of the socio-economic conditions of their families

Programme of drug and alcohol prevention (Municipality)

* 86% get the degree Secondary* 7% retake the year

* 6% try to get the Secondary degree or continue studying (or certificate: special needs)

* 1% try to find a job
