October 27, 2011 To the People of Oklahoma: I am pleased to issue the July monthly investment performance report for the Office of the State Treasurer. I trust you will find it thorough and in keeping with my commitment to provide full and complete disclosure of all activities within my office. As always, my staff and I are available to answer any questions you might have.

Market Conditions Except for the short-end of the yield curve, yields on U.S. Treasuries fell during the month of July. Yields were driven to their lowest level for the year as U.S. lawmakers deadlocked over the debt ceiling crisis. At month-end the 10-year Note slid to 2.77% and 30-year yields dropped to 4.10%. The markets were also adversely affected by the debt-ceiling developments. The Dow Jones Industrial Average (DJIA) fell 537 points the last week of the month, its biggest point drop since the week ending May 7, 2010. The Standard & Poor’s 500-stock index fell 2.2% in July and the Nasdaq Composite fell 0.6%. Federal Reserve Chairman Ben Bernanke appeared before the House of Representatives and the Senate as part of his semi-annual testimony on monetary policy. He remains cautiously optimistic for a medium-term recovery and moderating inflationary pressure.

Economic Developments Numerous reports were issued in July that affected performance of the markets during the month. The Institute for Supply Management reported that its index of manufacturing activity rose to 55.3 in June from 53.1 in May. The unemployment rate rose to 9.2% in June, its highest rate since December. U.S. Average hourly earnings edged lower to $22.99 in June. The average work week slipped to 34.3 hours from 34.4 in May. The producer price index (PPI) for finished goods decreased 0.4% in June on declines in energy prices. Retail sales for June increased 0.1%. The average credit score rose in May to 696, out of a possible 850. It is now the highest in four years. Over the last 10 quarters, consumers have reduced debt by more than $1 trillion. The core (excluding food and energy) consumer price index (CPI) rose 0.3% in June. The deficit in international trade of goods and services jumped 15.1% to $50.2 billion in May from $43.6 billion in April. A 2.6% jump in imports was lead by growth in petroleum, autos and capital goods. Goods exports were down 1.1%. The index of leading indicators rose 0.3% in June after gaining 0.8% in May. The Conference Board’s consumer confidence index in July rose to 59.5 from 57.6 in June as consumers remained somewhat optimistic about the outlook for jobs. The first estimate of second quarter Gross domestic product (GDP) was 1.3%, weaker than the expected 1.8%. The first quarter number was revised to just 0.4% from 1.9%. The first quarter was revised down to reflect a worse trade deficit, due to higher oil imports, a drop in inventories and auto production. Existing home sales fell 0.8% in June to an annual rate of 4.77 million.

Stricter lending rules may have caused some to be unable to borrow. The median sales price increased 0.8% to $184,000.

Portfolio Commentary: Performance, Diversification, and Strategy Yield on the Treasurer’s portfolio was 2.51% in July and the weighted average maturity was 815 days. As rates hovered at zero percent, cash was moved out of overnight repurchase agreements and into money market mutual funds. The year-to-date monthly average investable base increased in July by more than $94 million to $3.209B. Portfolio diversification continues to be sound. U.S. Treasury Inflation-Protected Securities represented 1% of holdings, and U.S. government sponsored enterprises accounted for approximately 36% of the portfolio. Mortgage-backed securities were 36%, municipal bonds were 2% and Certificates of Deposit represented 4% of assets. Money market mutual funds were 14%, and overnight repurchase agreements were 4%. State Bond Issues (at 2%) and foreign bonds (at less than 1%) made up the balance of funds invested. In keeping with the State’s statutory investment objectives, the portfolio strategy continues to seek safety, liquidity, and return on investment, in that order. Based on challenging and potentially volatile market conditions, portfolio strategy consists of a combination of laddered maturities and market observation for investment opportunities that will maximize income in a secure environment.

Collateralization All funds under the control of this office requiring collateralization were secured at rates ranging from 102% to 110%, depending on the type of investment.

Payments, Fees, and Commissions All securities were purchased or sold on a net basis utilizing competitive bidding where practicable, with no additional fees or commissions known to the State Treasurer. Bank fees, mutual fund operating expenses and fees charged by JPMorgan Chase for the Tri-Party Repurchase Agreement Program are detailed in the attached pages

Total Funds Invested Funds available for investment, at cost basis, include the State Treasurer’s investments at $3,266,281,786 and State Agency balances in OK Invest at $2,048,362,887 for a total of $5,314,644,673. Best regards,

Explanation of Performance ComparisonJuly 31, 2011

The following page presents market rates of return on the Securities portion of the General Accountand of the State's aggregated State Agency Accounts. The figures, which are dollar- and time-weighted, where appropriate, are calculated using the percentage change in market value (inclusive of accrued income) from the end of the prior month to the end of the reporting month. To ensure theintegrity of the data, this information is provided by the Treasurer's custodian bank acting in itscapacity as an external third party. As such, performance measurement is presently confined to those investments which are custodied at J. P. Morgan Chase & Co.

The Treasurer's office is trying to develop a method to report rates of return on all investmentinstruments in the State's portfolio. This is in an effort to report return data in a manner recommended on September 15, 1994, by the Working Group of the Cash Management and Investment Oversight Commission. However, there are technical and conceptual challenges toexpanding performance measurement to other portions of the portfolio. Attempting to applymarket-base pricing calculations to instruments which do not trade, such as Certificates ofDeposit, presents difficulty which is both conceptual and technical in nature.
