PHASE II MASTER PLAN for DEPLOYMENT

The following is an outline of what a proposed new or regional emergency communications district, PSAP master implementation plan to deliver Phase II emergency 9-1-1 services (must include Wireless, Voice over Internet Protocol (VoIP) and landline) throughout its territory to be submitted to the Oklahoma 9-1-1 Management Authority for approval1:

I. GOVERNANCE

Provide a list of; counties, municipalities, and public agencies to be included in the district.

Copy of local cooperative agreements between the public agencies to be included in the district which shall establish the governance structure and provide for the joint implementation, funding, operation, and management of the district.2

A geographic map of area to be served by the district.

List names and contact information for person(s) appointed as main point of contact for the district for Oklahoma 9-1-1 Management Authority.

District proposed budget, showing sources of funding and accounting for operational cost. This document will be used to show financial sustainability of the district. At a minimum revenue and cost will be provided in the same format as that is required by Oklahoma 9-1-1 Management Authority annual PSAP Registration Form Part III.

Impact statement providing statement of what impact withdrawing from current PSAP district will affect financial sustainability of that PSAP district.

Provide a map of your territory you propose to cover

Describe the form of governance (department of local government, trust, a body created by interlocal agreement, COG, etc.)

Describe who is on the board, what are their terms, and how they are elected. (63 § O.S. 2849)

II. OPERATIONAL CONSIDERATIONS

9-1-1 hardware/software - will it be purchased new? purchased or transferred from existing agency? Is the equipment i3 Next Generation capable, meeting or exceeding the NENA i3 Standard? (Letter of support from vendor should be included)

Provide copies of services contracts for:

i. 9-1-1 database service provider.

ii. 9-1-1 call taking equipment including map display for Phase II Wireless.

Using NENA 57-502 provide plan to implement Phase II Wireless and migrate wireless service providers from current PSAP district to the new PSAP district without effecting the public’s ability to call 9-1-1 or have Phase II wireless service uninterrupted.

Provide how the new district intends to maintain the GIS field updates/map files for the geographic area to be served insuring it meets and kept maintained in Oklahoma GIS standard.

Explain how 9-1-1 calls will be recorded and what is the retention rate.

What Management Information Systems (MIS) tool will be used to capture call data and what is the retention rate.

PHASE II MASTER PLAN for DEPLOYMENT

Provide dispatch staffing levels, how many dispatchers will be on duty at a minimum staffing level at PSAP.

Provide estimated number of 9-1-1 calls to be received by the newly formed PSAP.

Explain any degradation or improvements in additional call taking services. This may include

scripted protocols, automated supplemental location data services, Computer Aided Dispatch (CAD), etc.

Will the PSAP have direct radio contact with field responders? If so, how will this be accomplished. If not, how do you propose filed responders will communicate with the PSAP.

Provide your FCC PSAP ID number.

III. SUPPLEMENTAL INFORMATION

Provide letters of support from the agency head of each public agency as defined in the Oklahoma 9-1-1 Management Authority Act that the newly formed PSAP will support. Agencies should consider the below impacts:

i. Meeting the National Fire Protection Association requirements for fire service (NFPA 1221 and 1710)

ii. Emergency Medical Dispatch or pre-arrival CPR

iii. Toning and notifications

iv. Access to OLETS if applicable

v. Other duties performed by 9-1-1 personal

vi. Any other operational considerations that will lower the service currently being provided.

Provide a Continuity of Operations (COOP) plan for local PSAP outages that includes back up PSAPS or mutual aid with other PSAPs to limit disruption in service. Include how reported emergencies will be passed to the appropriate emergency service (Police, Fire and EMS)

Explain how the new PSAP will reduce or eliminate the need to transfer the caller reporting a police, fire or EMS emergency.
