1. General Provisions1.1. The St Petersburg State University Open Olympiad for Students and Young Professionals “Petropolitan Science (Re)Search” (hereinafter referred to as the “Olympiad”) is held in the following subject areas:No. Subject area The form of the

1.2. The Olympiad is held in accordance with the Regulation on St Petersburg State University Open Olympiad for Students and Young Professionals “Petropolitan Science (Re)Search” (hereinafter referred to as the “Regulation), approved by Order No. 9667/1 of 10 December 2015. 1.3. The Olympiad is open, on a voluntary basis, to persons who study in public national (municipal) and non-public institutions of higher education, pursuing a bachelor’s, specialist or master’s degree in one of the main educational programmes, as well as persons who have completed such educational programmes and have been awarded the corresponding degrees (hereinafter referred to as the “Olympiad Participants”).1.4. Olympiad Participants can choose any number of Olympiad subject areas for participation, but only one project can be presented within one and the same subject area. When the qualifying round is conducted in the form of solving problems or performing a test, a single performance of the corresponding task is allowed. 1.5. The Olympiad includes two rounds: the qualifying round and the final round (unless otherwise provided for by the procedures governing competitions in particular subject areas of the Olympiad).

1.6. The qualifying round of the Olympiad is held from 16 October 2017 to 12 February 2018 (for all subject areas of the Olympiad with the exception of “Chemistry”).1.7. The rules governing the qualifying round of the competition in the subject area “Chemistry” are specified in the Procedural Regulations of the International Natural Sciences Tournament (attached hereto as Annex). The rules described in Paragraphs 3 and 4 herein determine the procedure for holding the Olympiad in all subject areas with the exception of “Chemistry”.1.8. The schedule of the final round (the time and the venue) has to be approved by the Organising Committee of the Olympiad and shall be posted on the official St Petersburg State University website in the Olympiad section (at the following address: psrs.spbu.ru), not later than 28 February 2018.

2. Organisational and Methodological Support of the Olympiad2.1. The Olympiad is managed by the Organising Committee of the St Petersburg State University Open Olympiad for Students and Young Professionals “Petropolitan Science (Re)Search” (hereinafter referred to as the “Organising Committee”). 2.2. For the purposes of the Olympiad, the Methodological Committee, the Olympiad Jury, and the Appeals Committee are created. 2.3. The Organising Committee acts in accordance with the Regulation. The Jury and the Methodological Committee act in accordance with the Regulation and these Procedural Regulations. 2.4. The projects of the Olympiad participants are assessed only by the members of the Olympiad Jury, in accordance with the assessment criteria approved under the established procedure. Test assessment through the remote system of the Olympiad is automatic.2.5. The Appeals Committee is created to monitor compliance with the established rules for holding the Olympiad.

3. The Qualifying Round of the Olympiad3.1. The procedure for participation in the qualifying round of the Olympiad:3.1.1.Persons who wish to participate in the qualifying round of the Olympiad need to get a login and password for access to the remote system of the Olympiad used for the presentation of works/projects. Olympiad participants in the Chemistry subject area need to register on the following website: www.scitourn.ru. 3.1.2. To receive their login and password, Olympiad participants need to register and provide their personal information through an electronic registration form, the link to which is posted on the SPbU official website in the Olympiad section (at the following address: psrs.spbu.ru).

Students of St Petersburg State University can use their student login (st000000) and password to access the registration form and the remote system of the Olympiad.3.1.3. Upon registration, Olympiad participants, by confirming their personal information, at the same time confirm that they have read and understood the following documents:

the Regulation on St Petersburg State University Open Olympiad for Students and Young Professionals “Petropolitan Science (Re)Search” (Annex to Order No. 9667 of 10 December 2015); these Procedural Regulations.

3.1.4. Upon registration, the Olympiad Participant gives voluntary consent to processing (collection, storage, use, distribution (transfer)) of his/her personal information, as provided for by the legislation of the Russian Federation, as well as his/her consent to audio and video recording of the final round of the Olympiad. This

consent is confirmed upon registration in a special section of the electronic registration form and is valid for the entire duration of the Olympiad during the current academic year, as well as during the year after the end of the Olympiad in all subject areas.3.1.5. Persons who wish to participate in the Olympiad but have not registered or refused to register will not be accepted for participation in the Olympiad. 3.1.6. The contest work/project prepared by the Olympiad participant has to be uploaded to the competition database through the remote system of the Olympiad not later than the end date of the qualifying round as specified in Paragraph 1.6 of these Procedural Regulations.3.2. Qualifying rounds of the Olympiad use the following formats:No.

3.3. The content, the structure and the size of the submitted contest works/projects have to satisfy the requirements specified in the sections discussing separate subject areas of the Olympiad.3.4. Contest tasks for the “Computer Technology (Fundamental Informatics and Information Technology)” subject areas are developed separately for two groups of participants: а) for students and graduates of bachelor’s

degree and specialist degree programmes; b) for students and graduates of master’s degree programmes. 3.5. Olympiad participants of the “Fundamental Mechanics”, “Geosciences”, “Social Sciences (Sociology, Social Work)”, “International Relations”, “Political Science”, “Art History”, Philology”, “Linguistics”, “Interdisciplinary Research”, and “Physics” subject areas are offered topics that can be used to write a contest work. Topics are published on the official SPbU website in the Olympiad section not later than 16 October 2017. The contest topics are developed separately for two groups of participants: a) students and graduates of bachelor’s degree and specialist degree programmes; b) students and graduates of the master’s degree programmes (in all subjects areas of the Olympiad mentioned above, except for “Fundamental Mechanics” and “Interdisciplinary Studies”); topics on “Fundamental Mechanics” are only offered to students and graduates of specialist degree and master’s degree programmes, while topics on “Interdisciplinary Research” are only offered to students and graduates of bachelor’s degree and specialist degree programmes.3.6. Formatting requirements for contest works:

the work should be in А4 format; the following file formats of the uploaded material can be chosen for

presentation by Olympiad participants: *.doc(x) (Equation Editor for typesetting formulae can be used, if necessary), *.pdf (scanned pages with text or solutions can be used in this file format, with readability of the scanned material being an obligatory condition; the recommended scanning resolution is 300 dpi); font type: Times New Roman (Regular); font size: 12, line spacing – 1.5; standard indentation for the first line of the paragraph (15-17 mm); margins: left – 30 mm, right – 10 mm, top – 15 mm, bottom – 15 mm; the list of references is given strictly in alphabetical order by author’s surname

or (if the item cited does not have an author) by title; it is possible to subdivide the list into printed sources, online sources, archival sources or other reference sources; each of the sections shall use the alphabetical order; numbering of sources should be consecutive; references in the text shall be formatted in accordance with GOST R 7.0.5-2008; page numbering should use Arabic numerals; pages should be numbered

consecutively, including pages with tables and figures; figures and tables should have headings and should be numbered, if there are more than one; if items from printed or electronic publications are used, the reference to the source should be provided, with subsequent reference in the list of used sources at the end of the work; any citations should be enclosed within quotation marks and accompanied with a

reference to the source; references to any used literature and sources should be in the form of numbered footnotes; footnotes should be numbered sequentially, starting from the beginning of the chapter (consecutive numbering); distortion of the original text in Russian is not allowed; translation of foreign language citations should fully convey the meaning of the quoted text.

3.7. Works uploaded to the remote system of the Olympiad are submitted in anonymised form to the members of the Olympiad Jury for assessment. The presented work should not contain any information that might allow identification of the participant. However, it is allowed to mention the name of the higher education institution where the participant is studying or studied, and the host organisation where practice or internship was undertaken.3.8. Plagiarism in the text of the work is unacceptable. In the case of confirmed presence of plagiarism in a contest work after the assessment by the members of the Olympiad

Jury, such work is withdrawn from the competition and the participant is awarded 0 points.3.9. The results of the qualifying round of the Olympiad are published on the SPbU official website in the Olympiad section (at the following address: psrs.spbu.ru) not later than 12 March 2018.3.10. The maximum number of points that participants can be awarded as a result of the qualifying round is 50. The criteria used for assessing works submitted for the qualifying round are established by the Methodological Committee and specified in the sections of the Procedural Regulations discussing specific subject areas of the Olympiad. 3.11. The results are awarded as follows:

3.11.1. In all subject areas of the Olympiad with the exception of “Psychology”, “Economics and Finance”, “Chemistry”, “Fundamental Mechanics”, and “Interdisciplinary Research”, separately for the following groups of participants: а) students and graduates of bachelor’s degree and specialist degree programmes; b) students and graduates of the master’s degree programmes;3.11.2. In the subject area of “Psychology”, separately for the following groups of participants: a) students and graduates of bachelor’s degree programmes; б) students and graduates of specialist degree and master’s degree programmes;3.11.3. In the subject areas of “Economics and Finance”, “Chemistry"”, “Fundamental Mechanics”, and “Interdisciplinary Research”, without division based on the level of education of the participants.

3.12. Access to contest works and the appeals process following the results of the qualifying round are handled remotely (for all subject areas except “Mathematics”).3.13. The participant can submit an application to request access to the report on the assessment of the written contest work not later than 18:00 (Moscow time) of the day following the day of the announcement of the results, by sending an application via e-mail to [email protected]. Participants who have submitted an application for access to the report on the contest work evaluation will receive the requested electronic report, indicating the points awarded by the Jury for each assessment criterion, within 24 hours after the deadline for receipt of applications.3.14. In the case of disagreement with the assessment of the qualifying round or, if, according to the participant, the Procedural Regulations have been violated, the participant has the right to send a statement of appeal, drawn up in accordance with the prescribed format, not later than 18:00 (Moscow time) of 15 March 2018, to the following email address: [email protected]. 3.15. The statement of appeal should contain specific reasons for disagreeing with the assessment of the work or outline the facts indicating a violation of the Procedural Regulations.3.16. The appeals process may result in addition or subtraction of the points awarded, or the number of points may remain unchanged.3.17. The final results of the qualifying round shall be published not later than 19 March 2018.

4. The Final Round of the Olympiad4.1. In order to participate in the final round of the Olympiad, the participants need to score at least 35 points during the qualifying round (in all subject areas of the Olympiad, except for “Mathematics” and “Chemistry”). By the decision of the Organising Committee, the winners and runners-up of the 3rd, All-Russian, and the 2nd, Regional, stages of the Student Olympiad in the corresponding subject area can be accepted for participation in the final round of the Olympiad on the basis of a written application from the participant, addressed to the Chairman of the Organising Committee, in the prescribed

form published on the official SPbU website in the Olympiad section (at the following address: psrs.spbu.ru).4.2. The final round uses the following formats.

4.3. Persons accepted for participation in the final round of the Olympiad need to submit a completed and signed entry form in electronic format by email to [email protected], or in person on the day when the final round takes place. The entry form is generated upon completion of the registration on the Olympiad website and is available for download from the participant’s User Account.4.4. Participants of the final round of the Olympiad must have a passport or other identity document with them. Persons who do not have such a document on them for the final round of the Olympiad will not be allowed to participate in the competition.4.5. The progress of the competition during the final round of the Olympiad is audio and video recorded.

4.6. The procedure for holding public oral presentations (defences)4.6.1. The order in which participants make their presentations is determined by the numbers assigned to each of the participants before the competition.4.6.2.Before the beginning of the defence event, each participant is given a special form - a report form for the public oral defence, indicating the number assigned to the participant. Before beginning the presentation, the participant should hand the report form over to the members of the Olympiad Jury.4.6.3.No less than three jury members should be present in the room during the defence session.4.6.4.The maximum speaking time during the defence event for each participant is limited to 10 minutes; if the time limit is exceeded, the members of the jury have the right to interrupt the presentation of the participant. 4.6.5.The oral defence has to be supported with a visual presentation created with modern presentation software (for example, Microsoft PowerPoint), and can be accompanied, if necessary, with paper copies of original materials created by the participant (maps, graphs, diagrams, etc.).4.6.6. After the presentation, the Olympiad participant answers the questions of the Jury members. 4.6.7. The assessment criteria used for evaluation of oral presentations are determined by the Methodological Committee and can be found in the sections of the Procedural Regulations discussing separate subject areas of the Olympiad.

4.7. The procedure for conducting written competitions and additional written tests4.7.1. Tasks, questions and/or a list of topics offered to the participants of the Olympiad during the written competition and the additional written round shall be approved by the Methodological Committee not later than five working days before the date of the final round of the Olympiad. The topics in which questions will be offered during the additional written rounds for separate subject areas of the Olympiad (if applicable) are published in the Olympiad section of the official SPbU website (psrs.spbu.ru) not later than three working days before the date of the additional written round in a particular subject area of the Olympiad.

4.7.2. Tasks for the written competition and the additional written round (if applicable) are developed: 4.7.2.1. for all subject areas with the exception of “Psychology” and “Fundamental Mechanics”, separately for the following groups of participants: a) students and graduates of bachelor’s degree and specialist degree programmes; b) students and graduates of master’s degree programmes; 4.7.2.2. for the subject area of “Psychology”, separately for the following groups of participants: a) students and graduates of bachelor’s degree programmes; b) students and graduates of specialist degree and master’s degree programmes;4.7.2.3. for the subject area of “Fundamental Mechanics”, additional written tasks are developed without division into levels of education.4.7.3. Written tasks are performed by all participants of the Olympiad at the same time, in the rooms approved by the Organising Committee of the Olympiad. Presence of unauthorised persons in the rooms where the Olympiad is held is not allowed: only the Olympiad participants, the members of the Jury and the SPbU employees whose presence is authorised by the Organising Committee of the Olympiad for organisational purposes can be present.4.7.4. By the decision of the Methodological Committee, the use of reference literature (collections of legislative documents, atlases, reference books, etc.) can be allowed to the participants during the written competition and the additional written round; in this case all participants of the written competition or the additional written round shall be provided with equal access to the reference literature. Olympiad participants are not allowed to have with them any other reference literature, mobile phones, electronic devices with Internet connectivity, and other technological tools or devices during the written competition and the additional written round of the final round of the Olympiad until the time when the participant has competed the written task (including the area outside the room where the written competition is held). Exceptions are only made for technology devices used by persons with disabilities.4.7.5. Either before entering the room designated for conducting the final round of the Olympiad or inside the room, the Olympiad participants have to leave their personal belongings, including mobile phones, other communication and electronic devices, which should be switched off, in places designated for this purpose by the Organising Committee of the Olympiad. 4.7.6. During the written competition and the additional written round, communication of Olympiad participants with each other, unauthorised change of seats, and free movement of Olympiad participants around the room or the building in which the Olympiad event is being held are not allowed. The Olympiad participant can for a short time leave the room in which an additional written round of the competition is being held, but only if accompanied by one of the persons responsible for conducting the Olympiad event. The written work of the Olympiad participant during his/her short absence is handed over to the person responsible for conducting the Olympiad event; the time of the participant’s exit from the room and the time of the participant’s return to the room put on record. The absence of the Olympiad participant from the room where the Olympiad event is held does not give him/her any right to extend the time of work on the written task of the Olympiad.4.7.7. If an Olympiad participant violates any procedural rules of the Olympiad, the persons involved in organisational arrangements of the Olympiad shall remove such participant from the room, of which a corresponding record shall be made. The Olympiad participant removed from the room where the competition is held for violating procedural rules of the Olympiad is awarded the lowest number of points available (0 points).

4.7.8. The duration of the written competition and the additional written round cannot exceed 5 clock hours (300 minutes). The duration of competitions for individual subject areas is specified in the sections of the Procedural Regulations discussing specific competitions in separate subject areas of the Olympiad.

4.7.9. The written competition and the additional written round of the Olympiad can use answer sheets provided by the Organising Committee and handed out to Olympiad participants before the corresponding written competition of the final round. The sheets used by participants for writing draft answers should have the word “Draft” on them. Drafts are not coded and not handed over to the members of the Olympiad Jury for assessment. The written competition or the additional written round can also be conducted through the remote system of the Olympiad.

4.7.10. The written work of the participant of the final round should not contain personal information; when preparing the written work, the participant should not use any signs that might make it possible to identify the author of the work. If the written work is found to contain personal information or other markings indicating the authorship of the work, such work is not assessed and its author is awarded 0 points.4.7.11. Only writing with black or blue ink pens is allowed on the answer sheets for the written competition. The use of pencils is not allowed; the use of correction means (correction tapes, fluids, etc.) is also forbidden. If this rule is not followed, the work is not assessed and the participant is awarded 0 points. 4.7.12. During the written competition, all organisational matters shall be discussed by the participants and persons responsible for conducting the competition in such a way that everyone should be able to hear them. It is not allowed to advise the participants on the substance of the questions offered for the competition.4.7.13. The written works of the participants are submitted in anonymised form for assessment to the members of the Olympiad Jury.4.7.14. The assessment criteria used for evaluation of the written competition are determined by the Methodological Committee and can be found in the sections of the Procedural Regulations discussing separate subject areas of the Olympiad.4.8. The results of the final round are published in the Olympiad section of the official SPbU website (at the following address: psrs.spbu.ru) not later than 10 working days after the day of the final round. 4.9. The results are awarded as follows:

4.9.1. in all subject areas of the Olympiad with the exception of “Psychology”, “Economics and Finance”, “Chemistry”, “Fundamental Mechanics”, and “Interdisciplinary Research”, separately for the following groups of participants: а) students and graduates of bachelor’s degree and specialist degree programmes; b) students and graduates of the master’s degree programme;4.9.2. in the subject area of “Psychology”, separately for the following groups of participants: a) students and graduates of bachelor’s degree programmes; b) students and graduates of specialist degree and master’s degree programmes;4.9.3. In the subject areas of “Economics and Finance”, “Chemistry"”, “Fundamental Mechanics”, and “Interdisciplinary Research”, without division based on the level of education of the participants.

4.10. Winners and runners-up of the final round of the Olympiad are determined on the basis of the results awarded to the participants during this round by summing up the points awarded to the participant for all tasks of the final round.

4.11. Access to the work, rules for submitting and processing appeals

4.11.1. After the publication of the final round results, the participants have the right to request access to the written work and the report on the public oral defence by submitting an application within the time limit and in the manner prescribed by the Organising Committee of the Olympiad. 4.11.2. The schedule for obtaining access to works and submitting appeals is published in the Olympiad section of the official SPbU website not later than 28 February 2018.4.11.3. Access to the work is provided remotely. The application for getting access to the work shall be sent by the participants to the email address of the Olympiad: [email protected]. Written works of the participants and reports on public oral defences are sent to the participants within 24 hours after the deadline date for the applications, to email addresses, in the form of scanned documents. 4.11.4. In the case of any disagreement with the results of the final round, or, if, according to the participant, the Procedural Regulations of the final round have been violated, the participant has the right to send a statement of appeal within the time limit and in the manner prescribed by the Organising Committee of the Olympiad.4.11.5. The statement of appeal should contain specific reasons for disagreeing with the assessment or outline the facts indicating a violation of the Procedural Regulations.4.11.6. Appeals are handled remotely. The statement of appeal should be sent by participants to the email address of the Olympiad: [email protected]. In response, the participant will receive scanned copies of the report on appeal proceedings sent to his/her email address.4.11.7. Appeal proceedings may result in addition or subtraction of the points awarded, or the number of points may remain unchanged.

4.12. The final results of the Olympiad are published not later than three working days after the completion of the appeals procedures for the final round of the Olympiad.

5. Details on Olympiad procedures for specific subject areas

5.1. Mathematics5.1.1. The Olympiad includes one round, which has to be taken in person.5.1.2. Submission of applications for participation in the Olympiad starts on 28 February 2018 and ends one day before the date of the competition. The competition date is published not later than 28 February 2018.5.1.3. During the competition, Olympiad participants present, in writing, solutions to 5 problems. The duration of the written competition in the subject area “Mathematics” cannot exceed 5 clock hours (300 minutes).5.1.4. The maximum number of points that a participants can be awarded for solving one problem is 20. Maximum total points for solving all problems: 100.

5.2. Fundamental Mechanics5.2.1. Qualifying round5.2.1.1. This Olympiad is for students and graduates of specialist degree and master’s degree programmes. 5.2.1.2. The form of the Qualifying Round of the Olympiad: competition of research works presented by the participants through the remote system of the Olympiad. The list of suggested topics is published on the official SPbU website in the Olympiad section (at the following address: psrs.spbu.ru ) . 5.2.1.3. The contest work can be based on original findings of the author obtained in the course of research work or during work with various databases. The contest work can also have the form of a review of scientific literature, but it has to represent an

independent study of the selected topic by the author. The work can contain figures and tables. The participant can submit any independent research related to the relevant scientific field, including works published in academic editions or periodicals (journals, edited volumes, collected essays, etc.); publications written with co-authors are not accepted for the competition.5.2.1.4. The size of the work cannot be less than 27,000 characters (with spaces) and cannot exceed 45,000 characters (with spaces), including the table of contents, tables, the list of references, and the appendix.5.2.1.5. The work should include the following elements: the title; the table of contents; the introduction, containing information about the relevance, novelty, purpose, objectives and the methodology of the research work; the main part (can be subdivided into several sections), including a brief overview of the academic literature, systematisation and definition of key concepts, a detailed description of the methods used (may contain hypotheses, materials, methods) and the description of the obtained results; the conclusion, containing conclusions, substantiation of the practical and/or theoretical value of the research work; the reference list of sources used.5.2.1.6. 5.3. Computer Technology (Fundamental Informatics and Information Technology)5.3.1. Qualifying round 5.3.1.1. The form of the Qualifying round of the Olympiad: a written task performed through the remote system of the Olympiad. The written round includes 3 tasks in the form of open-ended questions. 5.3.1.2. The written task is aimed at testing the participants’ skills in database design, ability to work with other people’s code, use modern programming technologies, and analyse the architecture of existing software solutions. 5.3.1.3. Answers to the tasks are submitted by the participants through the remote system of the Olympiad in the *.pdf file format. The formatting of the main text of the work should comply with the requirements of GOST R 7.05-2008 (Bibliographic reference) / GOST 7.32-2001 (The research report) / GOST 7.1-2003 (Bibliographic record. Bibliographic description. General requirements and rules); А4 format; margins: top – 20 mm, bottom – 20 mm, right – 15 mm, left – 30 mm. 5.3.1.4. The maximum total points that the participant can be awarded for the qualifying round is 50. The maximum number of points that can be awarded for one task is determined by the Methodological Committee and specified in the description of the task. Assessment criteria are determined by the Methodological Committee when the tasks are developed.

5.3.2. Final round5.3.2.1. The form of the Final round of the Olympiad: a written task performed by the participants in person, aimed at assessing the skills of the participants in designing databases and creating database queries, analysing and developing algorithms, developing software solutions that use parallel technologies. During the test, the participants of the Olympiad give detailed written answers to the proposed questions on the topics. 5.3.2.2. The duration of the final written round cannot exceed 4 clock hours (240 minutes).5.3.2.3. The maximum number of points that can be awarded for one task is determined by the Methodological Committee and specified in the description of the task. The maximum total number of points that can be awarded to the Olympiad participant for the final written round is 50.

5.4. Physics5.4.1. Qualifying round5.4.1.1. The qualifying round of the Olympiad is held in a remote form. The participant submits a research project through the remote system of the Olympiad; the project can fall within one of the topics offered by the organisers of the Olympiad or can be written on an independently formulated topic in the subject area “Physics”. The list of topics offered by the organisers is published on the official SPbU website in the Olympiad section (psrs.spbu.ru).5.4.1.2. The structure and the content of the research project should satisfy the following requirements: The title and the table of contents: the names of chapters and paragraphs should be given with the indication of pages on which they start. The headings in the table of contents should exactly repeat the names of chapters and paragraphs in the text. Chapters and paragraphs shall be numbered according to a multilevel system, using numerical digits, containing, at all levels, the number of their subsection and the number of the section to which they are subordinate. The introduction discusses the chosen research problem, its relevance and practical value; the introduction also states the object and the subject of research, the research purpose and objectives, and lists the methods used; Chapters of the main part of the work discuss the content of the research; The first chapter is based on the analysis of scientific literature on the topic. When writing it, the participant should understand that the main scientific approaches to the problem presented on the basis of the sources studied should be critically analysed, compared and, following the analysis, appropriate generalisations and conclusions should be made; The following chapters or sections of the work should discuss the original research and its findings, providing the rationale for the choice of research methods, theoretical models and approaches, specifying the results of the research with the help of such visual aids as graphs, calculations and results of experiments; Chapters and sections of the work can be divided into paragraphs. It is recommended that each section of the main part of the work should end with a brief summary or conclusions; Conclusions should be brief and precise, and should directly follow from the results of the research; The presentation of the content of the work should end with a conclusion, which is a brief overview of the completed research; The list of references can include only the sources cited in the work and referenced appropriately inside the text; Appendices should provide reference information.5.4.1.3. 5.7.1.1. The qualifying round includes two types of tasks: presentation of a research project and preparation of a self-introduction video clip.5.7.1.2. The research project should contain a description of an original research project in the field of psychology (current or completed).5.7.1.3. The research project should include the following elements:

5.9. Political Science5.9.1. Qualifying round5.9.1.1. The qualifying round has the form of the presentation of a research project (new ideas, concepts). This work should include the description of the project (development of ideas, concepts, action design) aimed at the development of political knowledge and achievement of a socially significant goal, with the indication of a concrete place, time, and resources. The project should develop one of the research themes of political science and address one of the focal points of current Russian public policy. The participants can choose one of the topics from the list developed by the Methodological Committee of the Olympiad.5.9.1.2. The size of the work should not exceed 27,000 characters (with spaces), including the title, the table of contents and the list of references.5.9.1.3. The research project should include the following elements:

5.10. Economics and Finance5.10.1. Qualifying round5.10.1.1. The qualifying round includes performing test assignments through the remote system of the Olympiad. The test includes 50 closed-ended questions with one correct answer. 5.10.1.2. For each correct answer, the participant is awarded 1 point. Maximum number of points that can be awarded as a result of the test is 50.5.10.1.3. The duration of the test is 2 teaching hours (90 minutes).

5.10.2. Final round5.10.2.1. The final round includes the preparation and public oral defence of the research work.5.10.2.2. The research work should have the form of a work independently written by the Olympiad participant on a topic formulated within the general line of research suggested by the Methodological Committee of the Olympiad. The list of the lines of research approved by the Methodological Committee is published on the official SPbU website in the Olympiad section (psrs.spbu.ru ) not later than 12 February 2018.5.10.2.3. The research work is submitted by the participants through the remote system of the Olympiad not later than 10 days before the final round.5.10.2.4. The size of the main text of the work cannot be less than 27,000 characters (with spaces) and cannot exceed 45,000 characters (with spaces), including the title, the table of contents, tables, the list of references, and the appendix.5.10.2.5. Requirements to the structure of the work. The work should include the following elements:

5.10.2.6. All works are checked for plagiarism. In the case of confirmed presence of plagiarism in a work, the participant who submitted such work is awarded 0 points for the final round. 5.10.2.7. Works uploaded to the remote system of the Olympiad are submitted in anonymised form to the members of the Olympiad Jury for assessment. The presented work should not contain any information that might allow identification of the participant. However, it is allowed to mention the name of the higher education institution where the participant is studying or studied, and the host organisation where practice or internship was undertaken.5.10.2.8. The participants should also submit a report by their research supervisor (or a review by a candidate/doctor or economics), written in free from.5.10.2.9. The defence has the form of an oral presentation, describing the main points of the submitted work and accompanied with a visual presentation created with any software chosen by the participant. 5.10.2.10. The topics are published on the official SPbU website in the Olympiad section (psrs.spbu.ru).5.12.1.2. The work can be based on original findings of the author obtained in the course of research work or during work with various databases. The contest work can also have the form of a review of academic literature, but it has to represent an independent study of the selected topic by the author. The work can contain figures and tables. The participant can submit any independent research related to the relevant scientific field, including works published in academic editions or periodicals (journals, edited volumes, collected essays, etc.); publications written with co-authors are not accepted for the competition.5.12.1.3. 6. Determining the winners and runners-up of the Olympiad

6.1. The final results of the Olympiad are determined by summing up the points received by the participant in the course of the qualifying (if applicable) and the final rounds (unless otherwise stipulated in the rules for holding the Olympiad in separate subject areas). 6.2. Winners of the Olympiad are the participants who scored at least 80 points, but not more than 5% of the number of persons who participated in all rounds.6.3. Runners-up of the Olympiad are the participants who scored at least 70 points, but no more than 15% of the number of persons who participated in all rounds.6.4. Ranking of the participants in the case of equal number of points gained is determined as follows:6.4.1. For all subject areas of the Olympiad with the exception of Mathematics, Computer Technology (Fundamental Informatics and Information Technology), and Chemistry:

7. Storage of contest works

The works of the participants, their entry forms and other documents submitted by the participants as well as contest materials (with the exception of the sheets marked as “Drafts”) from each round of the Olympiad are kept for 6 months from the date of the respective round of the Olympiad in any current academic year.

Key terms and definitions:2.1. the team taking part in the tournament can consist of 3–5 members; the team chooses a captain and his/her deputy; the captain is the head of the team for the duration of the tournament and is responsible for interaction with the Organising Committee and the Jury; 2.2. captain’s minute, a possibility for the team’s captain to announce a break for 1 minute in order to consult with the members of the team; during the captain’s minute, participants of the challenge may return to their teams for 1 minute; the captain’s minute can be announced by the captain of the team at any moment during the challenge, but only once during the 2 qualifying days and once during the semi-final and final games;2.3. challenge, a sequence of actions to discuss one problem; three teams participate in one challenge: the speaking team, the opposing team and the reviewing team; if the section has a fourth team, the latter does not take part in the challenge and is regarded as part of the audience; 2.4. audience, during the Tournament, all guests, the facilitator, the members of the counting board, as well as the team that does not participate in the challenge; other members of the teams, the speaker, the opponent, and the reviewer are NOT part of the audience;2.5. team coordinator , an accompanying person or the coach of a participating team; team coordinator has the right to be a member of the jury in the sections in which his/her team or the team of his/her institution does not participate if he/she satisfies the qualifying requirements to be a jury member; if the team coordinator is not a member of the jury, he/she can be present in the section as part of the audience, but does not have the right to sit beside his/her team during the challenges;2.6. section, the room or place where the Tournament is held; during the game, each section always holds a facilitator, members of the jury (4–8 people), members of the counting board and 3 or 4 teams; the number of the Tournament sections depends on the total number of participating teams; 2.7. round, a set of 3-4 challenges, depending on the number of teams in the section; during one round each team acts once as a speaker, once as an opponent and once as a reviewer; during 2 qualifying days of the Tournament each member of the team can speak no more than once in the role of a speaker, no more than once as an opponent and no more than twice as a reviewer; if the team consists of 3 members, only one member of

the team can act twice as a speaker, and another member of the team can act twice as an opponent in the two qualifying rounds;2.8. counting board, members of the Organising Committee, whose responsibility is to count the points gained by the participants during the Tournament; each section has a separate counting board; the responsibilities of the counting board also include notifying the speakers that their speaking time is running out, with the help of the following signs: “2 minutes left” and “Time’s up”;2.9. section master, a member of the Organising Committee who is responsible for providing conditions for compliance with the procedural rules of the tournament games in his/her section; if any of the participants notices a violation of the tournament rules, the captain of his/her team should inform the facilitator about the violation as soon as possible.3. Responsibilities of the facilitator:

to introduce the teams and the jury; to call on the participants of the Tournament, the Jury, and the members of the audience to speak; to hold the draw of lots for the teams at the beginning of the round; to announce the numbers of the problems over which the Opponent can/cannot challenge the Speaker; to announce the order in which the teams will determine their roles in the first challenge of the round; to ensure that the time limit is respected and not violated; to monitor the debate and interrupt it if the debate becomes heated or inappropriate; to control the time limits of the debate for the Speaker and the Opponent; to monitor the behaviour of the teams; to prevent any consultations between the teams and outsiders; to prevent use of any sources of information by participants during the challenge; in case of inappropriate behaviour, to interrupt the participants of the challenge and reprimand them; to announce the marks earned; at the end of every round, to announce the section to which every team and members of the Jury need to go over; to explain, if necessary, the rules of the Tournament to participants, to give answer to organisational questions; to announce the points awarded by the Jury after the end of the challenge so that the counting board could enter the information on record.

4. Tournament table: Distribution of teams into sections4.1. The tables are drawn in accordance with the following rules:a) the minimum possible number of team meetings within one section - the Organising

committee strives to ensure that a team does not play more than once with a particular team within one section;

b) the Organising committee strives to ensure that every team would play with a new jury every time;

d) if the number of teams changes and the Rules and Regulations do not have a table for the required number of teams, the tournament table is drawn up by the Organising Committee on the basis of the rules specified above;

e) the number of sections in the league is determined in such a way as to minimise the number of four-team sections, taking into account the possibilities of the Organising Committee related to the arrangement of sections;

f) the cells in the table indicate the numbers assigned to teams on the opening day of the Tournament.

4.2. The tournament table determines the change of roles played by the teams during one round.

5. Section Jury5.1. The Jury consists of invited experts who evaluate the work of the Tournament participants. The marks are awarded to the team of the Speaker, the Opponent and the Reviewer, in accordance with the system described in detail in paragraph 9 “Marks awarded to the participants” of the Tournament Rules. Before awarding the marks, the Jury members can put questions to the Speaker, the Opponent and the Reviewer in order to better understand the participants’ points of view and to assess the quality of their preparation. The Jury can only ask questions relevant to the task under discussion. Members of the Jury can publicly name the strengths and weaknesses of the participants’ performance. After the announcement of the marks awarded for the challenge, the captains of the participating teams have the right to address the Jury members with questions about the reasoning behind particular marks awarded to their teams. 5.2. The Chairman of the Section Jury is the member of the Jury responsible for interaction with the teams and the facilitator in order to ensure compliance with the rules of the Tournament. 5.3. The Chairman of the Jury has the following rights:

To interrupt the speech of the Speaker, the Opponent or the Reviewer if the speech exceeds the allotted time; To interrupt any participant of the Tournament in the case of improper conduct or violation of the rules; To interrupt the answer of a participant to a question asked by the Jury if the answer exceeds the time-limit; To stop the debate if it becomes too heated or inappropriate.

5.4. The Chairman of the Jury has the following responsibilities:

To monitor compliance with rules and regulations during the challenge, including the requirement to keep quiet and order; To monitor the correct and proper work of other members of the Jury; to check the points put on record before their announcement; To comment, at the end of the challenge, on the performance of the Speaker, the Opponent and the Reviewer; to emphasise the good points of their speeches and point out the errors made if this has not yet been done by other members of the Jury.6. Awarding the marks and assessment criteria

6.1. The Tournament uses two kinds of marks: Public marks; Secret marks.6.2. The participants are publicly awarded 2 marks for the proposition speech (presentation), one mark for the opposition speech, and one mark for the review.6.3. All personal marks are recorded on the form but are not publicly announced. 6.4. The points are added up and rounded to the nearest hundredth.6.5. Assessment criteria.

7. 1st part of the final stage (semi-finals)

7.1. 9 teams that scored the maximum number of points during the two qualifying days participate in the semi-finals. If equal number of points is gained by two or more teams, the priority is given to the team that earned more points during the remote stage.

7.2. The semi-final stage is played within three sections (with 3 teams each) and consists of two game rounds. Thus, in the semi-finals each team plays the role of the Speaker, the Opponent and the Reviewer twice. During the semi-finals, each team member can play no more than once the role of a speaker, no more than once the role of an opponent and no more than once the role of a reviewer; if the team consists of 3 members, only one member of the team can act twice as a speaker, another team member can act twice as an opponent, and yet another team member can act twice as a reviewer.

7.3. The teams are distributed into sections based on the rankings gained during the qualifying games, according to the following charts:

7.5. The place of each team in the table is determined at the beginning of the game round by drawing lots.

7.6. The semi-final stage includes all 10 problems of the qualifying stage. The opposing team can challenge the speaking team over any problem with the exception of the following:

a problem for which a refusal was claimed in advance by the speaking team;

a problem that was already presented by the Speaker’s team during the Tournament (including the qualifying days);

a problem that has already been played in this round.

7.7. If such a challenge is impossible, the last requirement of clause 7.6 is overturned.

7.8. The results of the semi-final stage determine the finalists of the Tournament. Those

If the number of points is equal, the team with more points earned during the qualifying games becomes a finalist. 7.9. In all other respects, the rules of the semi-final stage are the same as the rules used for the qualifying games.8. 2nd part of the final stage (finals)

8.1. The finals are played within one section (3 teams) and consist of one game round. In this way, each team acts as a Speaker for only one problem.8.2. For the finals, each team decides itself what problem it is going give an opening presentation on. The teams playing in the finals have to announce the numbers of the problems for which they want to act as Speakers right after the announcement of the semi-final stage results. The order in which the teams announce the numbers of the problems depends on the ranking gained during the semi-finals, i.e. the team that is in first place after the semi-finals is the first to announce its final problem, the team in second place is the second to announce its problem, etc., in descending order. Each team can choose any of the 10 problems of the in-person round, including a problem that the team has already made a presentation on during the Tournament. A team cannot choose a problem that has already been chosen by another team before them.8.3. The tournament table of the final stage has a standard form of a three-team section:

9. Appeals

9.1. There is no appeals process available with regard to the marks earned by the participants during the Tournament since the mark is awarded by several experts.9.2. Complaints and suggestions should be addressed to the Director of the Tournament and submitted in writing through the team coordinator.

10.1. Three teams with the highest points totals are allowed to participate in the Tournament finals.10.2. The winning teams are determined from among the finalists on the basis of the final day results only. 10.3. The team taking the first place is awarded with gold medals (including the team coordinator). The team taking the second place in the finals is awarded with silver medals. The team taking the third place is awarded with bronze medals.10.4. The points earned by the finalists during the semi-finals and the qualifying days are taken into account when determining the winners only if the number of points earned in the finals is totally equal.

11. Individual competition winners11.1. Individual competition winners of the Tournament are determined by the number of points earned by the participants as members of participating teams. 11.2. The participant’s points that determine his or her personal rating are a sum total of the marks awarded by the Jury as follows:

points awarded for the solution of all the problems for which the participant played the role of the Speaker at the ratio 1:5; points awarded for the presentation of all the problems for which the participant played the role of the Speaker at the ratio 1:5; points awarded for opposing all the problems for which the participant played the role of the Opponent at the ratio 1:5; averaged points for reviewing all the problems for which the participant played the role of the Reviewer; points awarded by the Jury to the Speaker personally; points awarded by the Jury to the Opponent personally.

11.3. Diplomas of individual competition winners of the Tournament finals are issued to the participants with the best results. The number of such diplomas is determined by the Organising Committee of the Tournament. 11.4. The maximum possible number of winners (Diploma, 1st class) is 10% of the total number of participants of the in-person round of the Tournament. 11.5. Diplomas of individual competition runners-up (Diploma, 2nd and 3rd class) are awarded to participants who have the highest sum total of personal marks as a result of the qualifying stage.11.6. The number of participants awarded with Diplomas of individual competition runners-up is determined by the Organising committee. The maximum possible number of runners-up is 20% of the total number of participants of the in-person round of the Tournament.
