teacher laid on top of Cedric, using a "therapeutic floor hold" to keep him from struggling during a disagreement over lunch.

Robert Saylor

being restrained and hand cuffed by police officers when he refused to leave a movie theater.

While these cases are Extreme…

3 Roles still exist from traditional plans Developmental Disabilities Cop Compliance Agent The Enforcer

Developmental Disabilities Cop Gives orders &

directions Don’t touch! Stay quiet! Get back here now! You can’t touch

that! Points & shakes

finger Listens for what is

wrong

Compliance Agent

Expects compliance You need to! I told you – NOW! Hurry up! Lunch is

over at noon! Fold that neatly with 3

folds! Uses threats &

consequences Listens for

challenging words or non-compliance

Enforcer

Uses force to make things happen Grabs arm or

hands! Uses hands or body

to enforce rules! Hands are forceful!

Does not listen, only focused on physical control
