Sugano regained his health and then returned to Seidai Ryo of the Student Association of Japan,
where he resumed the activity. However, as war broke out between Japan and the US, he gradually
had to deal with tough situations, both financially and mentally. At the same time, he began to feel
skeptical about the conceptual manner of the activity as i nstructed by a leader who graduated from an
imperial university. The notion that imperial universities were superior to private universities, and
that dormitory grouping favored the students of imperial universities kept him away from the activity.
In June 1942, the Student Association of Japan voluntarily disbanded, followed by Seidai Ryo also
being dissolved by the end of 1942. Sugano then began his life as a lodger at that time, with the
foothold gained at Waseda Universitys Mental Science Seminar.
