The Disability Access Plan was developed under the auspices of the Barrier Identification & Removal Committee (BIRC), managed by the Facilities Management Office (FMO) currently known as Campus Property & Services (CPS).

This BIRC assisted the Disability Action Plan Working Party & the Disability Consultative Committee. The latter committee was a sub-committee of the Equity Advisory Committee which was given the responsibility to oversee, evaluate & monitor the University of Sydney’s Disability Action Plan (DAP), initially published in May 1999.

DAP identifies the following objectives concerning the elimination of discriminatory practices:

Objective 2A - Ensure that new buildings & facilities are designed with provision for access for people with disabilities.Objective 2B - Improve access to existing University buildings for people with disabilities.Objective 2C - Improve the pathways on University campuses to assist people with disabilities to move around the campuses.

Strategy 2.1 - Ensure that new buildings & refurbishments comply with the Building Code of Australia.

Strategy 2.2 - Develop a plan for remedial works based on information gathered about facilities in the Disability Access Audit.Strategy 2.3 - Allocate monies from the Capital Development Program to implement the access policy & strategies in accordance with priorities identified by access audits.Strategy 2.4 - Develop an Access Master Plan for an accessible path of travel around University campuses.

A methodology was developed to initially identify the existing barriers facing staff, students & visitors with disabilities, in order to provide safe, equitable & dignified access to facilities & services in the various campuses of the University of Sydney. An accessible environment can be said to have four broad components:

Accessible points of arrival & departure for all common means of travel;Accessible spaces;Accessible services; & A continuous accessible path of travel to connect the above three points

From a functional perspective, campus users (namely students, staff & visitors) should be able to arrive, depart & access the unique services & spaces throughout the University.

The barrier removal program started over 6 years ago across all campuses of the University of Sydney. Very little information was made public on disability access to buildings. That is whether a building had at least one accessible entrance, via ramp or other, whether there is a compliant lift, whether there is a disabled toilet etc.

Online Access Map (OAM)

Therefore in conjunction with the BIRC & Ms Ruth Miller, Disability Services Manager, a decision was taken to compile the required information in a database & make it available on the web. As a result, the OAM was conceived in order to provide information that could facilitate access to teaching spaces, services, amenities & car-parking spaces, to staff, students & visitors with disabilities, by helping them better plan their trip to the various University campuses.

The OAM Project is an initiative of the BIRC, the Disability Services Office & FMO, in conjunction with ICAD Consultants Pty Ltd.

A disability access database was initially developed in FileMaker Pro by the Disability Services Manager in 2001/2002. It consisted of two databases that were linked together to keep the size of the main working database to a minimum.

Online Access Map (OAM)2

A second physical access audit was carried out in 2002 to produce detailed access CAD survey plans of various campus which formed the basis of the OAM web interface.The web interface was designed, built & tested with visually impaired people in mind. The OAM uses data from the standard space module as well as the custom built access module (1997) in ARCHIBUS/FM.

One of the benefits of an integrated system, is taking advantage of the accurate up-to-date Space database maintained by FMO.

Integrated Systems & information management

This means that the Disability Services Manager does not have to worry about facilities background information (buildings, levels, rooms, hierarchy etc) & only manage access attributes.
