II. Comolaints

Any person, partnership, corporation, or association apply to the Commission to institute a proceeding in respectto an ' violation of law over which the Commission has juris-diction.

Such application shall be in writing, signed by or inbehalf of the a.pplicant', and shal contain a short and simplestatement of the facts consti tuting the alleged violation oflaw and the name and address of the applicant and of the partycomplained of.

The Commssion shall investigate the matters complainedof in such application, and if upon investigation it shallappear to the Commssion that there is a violatiml of lawover which the Commission has jurisdiction, the Commissionshall issue and serve upon the plrty complained of a com-

int stating its charges and containing a notice of a hear-ing upon a day and at a place therein fixed at least 40 daysafter the service of said complaint.

III. Answers.
