Our economic performance is driven by our “portfolio” of target industries. These industries are groups or clusters of related businesses which export products and services from the county, bringing in new net revenue. Kern County’s Economic Development Strategy outlines six industry clusters of focus. The Kern County Board of Trade develops and markets the large Tourism, Recreation, and Entertainment cluster, while Kern Economic Development Corporation recruits and works to retain businesses in the other five:

Aerospace & DefenseWhile over 1,400 people are engaged in aerospace, the total employment picture reaches nearly 20,000 when engineering contractors and public sector defense jobs are included. The strongest aspect of this industry is aircraft manufacturing, which has seen significant growth since 2000.
Energy & Natural ResourcesKern County is abundant with both traditional energy (petroleum) and renewables such as large and small solar projects, and an expanding wind power market. (Kern County is ranked first in the U.S. in terms of oil production.) Additionally Kern County is home to geothermal and biomass facilities. The industry employs over 19,000 people.
Healthcare ServicesThis cluster provides over 26,000 jobs primarily in services, hospitals, and nursing care facilities in Kern County. Physicians’ offices, mental health practitioners, medical and diagnostic labs, and homes for the elderly are where Kern County shines.
Transportation, Logistics & Advanced ManufacturingEmploying over 25,000 locally, this industry is strongly united with oil and agriculture, which continue to be Kern’s strongest assets. The available and skilled workers offer an intact labor force to employers, while the central location allows access 36 million people within four hours.
Value-Added AgricultureAn approximately 53,000 employees comprise this industry and play a major role in providing the nation’s food supply. Kern County is ranked second in the U.S. in terms of agriculture production ($6.2 billion in 2012). Numerous ag exports rank at the top of California and the U.S. charts and that distinction makes Kern a natural area for value-added agriculture businesses to locate.

Aerospace and Defense Industries in Kern County Draw Worldwide Attention Eastern Kern County is home to some of the most innovative and specialized technologies in the world. The region’s aerospace programs stand at the forefront of an industry gaining international recognition for space tourism and the first-ever privately-funded spaceflight, while the area’s defense and advanced weapons development is fostered by two military installations. The region’s aerospace and defense employment is four times the national average! The aerospace and defense industries provide almost 20,000 high-wage full-time jobs for Kern County’s residents. These jobs have staying power thanks to vast open land, lack of development encroachment, proximity to Los Angeles, and higher education levels per capita in East Kern than in most other regions in the country.
An Industry and Region of “Firsts” The Federal Aviation Administration (FAA) honored the Mojave Air and Space Port as the first facility certified in the U.S. for horizontal launches of reusable spacecraft. Kern County also made history as SpaceShipOne became the first privately funded, built and manned spacecraft to rocket into space and win the $10 million Ansari X-Prize. The spacecraft, designed by famed aerospace engineer Burt Rutan, garnered attention from celebrity billionaire, Sir Richard Branson, who then invested millions in space tourism in eastern Kern County. Mojave Air and Space Port is the “hub” of all aerospace activity in Kern County and maintains worldwide importance. It provides an innovation-driven environment for aerospace research, design, and manufacturing companies making their mark on the industry.
Business of Nationwide Importance in Kern’s BackyardTwo military installations are based in eastern Kern County: the Naval Air Warfare Center Weapons Division at China Lake and Edwards Air Force Base. China Lake is the Navy's largest single landholding in the world. It represents 85% of the Navy's land for research, development, tests, and evaluations use, and 40% of the Navy's land holdings worldwide. As weapons development continues, China Lake consistently adds jobs, both military and civilian. Edwards Air Force Base covers roughly 470 square miles and houses roughly 12,800 jobs at the Air Force Flight Test Center. Among its many military purposes, Edwards historically provided a landing-place for NASA spaceships coming back from space exploration when weather did not permit landings in Florida.

Kern County is the leading energy provider for the State of California and is connected to the strongest players in the global energy industry. With public commitments to renewables coming from the local, state, and federal levels, the industry has become one of the fastest growing nationwide, and much of that growth is taking place in Kern. The region is also gaining attention from the biofuel industry, in part because of our geographic location and accessibility to major markets. Potential uses for the fuel by-product (e.g. dairies which may purchase the by-product for feed) adds to Kern’s appeal.
Kern offers the innovation, education and infrastructure to support pioneering as well as established efforts. From major manufacturing to retail to start ups, Kern has already proven it is a leader for renewable business. Kern County officially committed to the environment, sustainability, and quality of life in the recent Economic Strategy approved by the County Board of Supervisors and implemented by Kern EDC. If Kern County were a state, it would be the 4th largest oil-producing state in the country.
Kern County produces 72% of California’s crude oil, and is home to the state’s five largest producing oil fields.
Kern produces 7.4 GW of power generation, enough to power about 7 million homes.
The solar and wind sector produced $15 billion private investment money and created 4,500 construction jobs and 1,100 permanent jobs over the last six years.
There are four biomass plants in Kern County; all built over 20 years ago, and originally burning coal.

Kern County also has strengths in facilities support, specialized
freight, trucking and logistics services for road and rail, rental,

in wholesale trade, which depends on the availability of

VALUE-ADDED AGRICULTURE
Kern County Provides the Nation’s Food Supply
Agriculture has long been at the heart of Kern County’s economy and recently, new emphasis has been placed on the economic benefits of “value-added” agriculture. Defined as the transformation of agricultural products to a higher value for the end consumer, examples can be seen when carrots are processed into smaller, “baby” carrots, or used in the
production of vegetable juice. Locally-produced products like POM Wonderful Pomegranate Juice, Wonderful Pistachios, Bunny-
Luv Baby Carrots, and Halos Mandarins are well-known national brands.
In terms of overall employment, Kern County's value-added agriculture industry is the largest and most significant sector. Over 53,000 people – 20% of Kern’s total workforce – are employed in this large industry sector. Value-added agriculture is an expanding industry that is highly specialized and concentrated with overall employment growth that outpaces most competitor counties.
In 2012, the value of all agricultural commodities produced in Kern County was $6.2 billion. This represents an 11% increase from the 2011 crop value of $5.5 billion. Grapes, almonds, milk, citrus and pistachios, alone account for 65% of agriculture’s value, generating more than $4 billion. And according to the California County Agricultural Commissioner’s Report, Kern County commodities rank #2 in the nation.

LOCATIONLocated at the southern end of California’s San Joaquin Valley, Kern is the nation’s leading petroleum-producing county and consistently ranks among the top three most-productive agricultural counties in the United States. CLIMATE Although the region hosts abundant green and leafy vegetation due to the hydrology of the Tulare Basin, Kern County has a des-ert climate with long, warm, dry summers, and brief, cool, wet winters. In fact, Kern is one of the cities with the most number of sunny days in the U.S., averaging 191 days a year! The AMP Mentoring Initiative promotes innovation-centered education to increase opportunities for socially and economically disadvantaged high school students interested in health careers. The program aims to build a strong and qualified health care work force for the future by “growing our own” Kern County professionals.
Mentoring - Training Tomorrow’s Workforce For Local Careers
In response to an increasing need to train a consistent pool of labor for the growth and expansion of businesses in the area, the Kern Economic Development Foundation was established. Since 2008, this research and education-based 501(c)(3) organization has supported Kern County businesses and communities in reaching their full economic potential by providing research, resources and educational opportunities.
The Foundation’s mentoring programs are designed to promote social-and-emotional education while increasing student achievement in high school science, technology, engineering and math (STEM) courses. Students work one-on-one with mentors who are industry professionals and discuss real-life examples of career opportunities. Students also visit Kern County’s most innovative businesses to learn about advances in the field. AWE molds a labor force for local energy companies as it inspires and prepares students for jobs in the energy industry, while AMP prepares students for careers in healthcare. Businesses looking to relocate or expand in Kern County can find a wide variety of incentives available. The Kern Economic Development Corporation can direct businesses to select federal, state and local economic incentives available to attract new jobs, investment and development.
New California Incentives
Hiring credits based on wages $12 to $28 per hour, per employee, for each qualified employee and for businesses located in qualified census tracts. Sales tax exemption on manufacturing equipment or research and development equipment purchases by companies engaged in
manufacturing or biotechnology research and development. A business will be allowed to exclude the first $200 million equipment purchases from the state share of sales tax (4.19%)
Businesses will have the opportunity to compete for available tax credits. Criteria for competition includes the number of jobs to be created or retained, the extent of property in business development area, a minimum compensation limitation and a set job retention period.
Taxpayers will be allowed to continue using Enterprise Zone carryover credits for 10 years and will be able to continue to earn hiring credits for employees hired prior to January 1, 2014.

Low Interest Loans and Other Assistance with Financing – The RMDZ can finance up to 75% of a project, up to $2 million per loan. Loan terms are up to 15 years, and the low interest rates are from fixed-rate State funds. Rates are kept at or below the prime rate.
Permit Assistance - public agencies will assist businesses through local and state permitting and regulatory processes. Location Assistance - businesses will be guided to over 12,000 acres of industrially zoned property, and other sites, throughout Kern County. Other Benefits - include business plan assistance, business incubator and industry cluster networks, promotion and capital network access. Kern Microenterprise Opportunity Program - Financial and business assistance for businesses with fewer than five employees, which will benefit low to moderate income people in Kern County excluding Bakersfield, Delano, Maricopa, Taft, and Wasco.
Research & Development Credit - Fifteen to twenty-four percent state income tax credit.
