The Executive committee considered the recommendations.of theSHC relating to grant of approval of applications under Chapter-llof APH 2OI9-ZO. The EC approved granting Extension of Approval(EoA) to 1031 nos. of existing institutions based on self-disclosure. The EC noted that during 123".r EC meeting held onMarch 27, 2019, 3284 nos of institutions have already beengranted EoA, thus totaling to 4315 nos. of EoAs granted to existinginstitutions.

The EC opined that processing of the remaining cases of Chapter ll,as per APH 2019-20 should be completed at the earliest and beplaced before the enzuing EC meeting.

: To consider and approve the proposal of AICTE in the cases ofGovernment Institutions.

The EC was inforrned that appx. 595 nos. of Governmentinstitutions are deficient in faculty apart from other deficienciessuch as infrastructure, land etc. The EC was also informed aboutthe issues related to recruitment of faculty in the absence ofclarity on implementation of reservation quota. UGC has nowgiven directions after an ordinance was issued by the CentralGovernment. However, due to code of conduct, there would lresome delay in actual recruitment.

As per 123.a EC decision, state governments have been written forthe compliance of deficiencies.

The Executive Committee deliberated on the proposal of grantingExtension of Approval {EoA) to 1321 nos; of governmentinstitutions who otherwise have deficiencies. After deliberations,the EC decided that based on the commitments received fromrespective State Governments for compliance of deficiencies, acommittee of three academicians be constituted and severity ofdeficiencies be assessed. lf deficiencies are severe in nature,appropriate action, ranging from reduction of intake between 10ta20o/o be imposed.

To consider and approve the budget of Hardware edition of Smart lndiaHackathons (Sl H)-2 0 19.

The Executive Committee considered and approved the proposedbudget of Rs.5.465 crores for hardware edition of Smart IndiaHackathon {SIH}- 2019 to be conducted at 30 centers in thecountry for five days. This is a hardware product developmentcompetition, where students will work towards development ofworking prototype fcr the problem statements provided bydi fferent Ministries/lndustries.

To consider the proposal of granting approval to TISS- SVE VocationalCourses.

The Executive Committee considered the proposal of grantingVocational courses to TISS-SVE in hub& spoke model which are notin vogue in AICTE. The EC was informed that TISS is a Category-linstitute as per the notification issued try the UGC and also has the

approval for any of the courses as yet. The EC was furtherinfbrmed that a Committee of members from MHRD, UGC and

AICTE is already looking into these aspects and therefore, theExecutive committee decided that a decision on this proposal willbe taken subsequent to the recommendations of the said

: To consider and approve AICTE-Globalinl< Research Internships-

Mobility of Undergraduate Students in India for Research in Canada.

The Executive committee deliberated on AICTE-Globalink

Research Internships-Mobility of undergraduate students in India

for Research in Canada and approved the following

ti) 64 students selected by the MITACS for Globalink Research

Internships, as referred in the agenda shall pursue

internshiP in Canada.

{ii) MITACS shall contribute to the extent of $7913 CA perstudentwhichisabout2/3'aoftheexpensesincurredoneach student along with procuring medical insurance'

(iii) Amount of $192000 cA as contribution to MITACS for 64

students @$3000CA per student selected by the MITACS

undertheAICTE-M|TACSGRIScheme.Theamountshallonlybe released after the MITACS furnishes student wise ioiningdetails. Further the effective conversion rate of rupee toCanadianDollarshallbetakenondateofreleasebytheAICTE.

The EC opined that based on the feedback on the internationalexposure of the students, in future AICTE may consider to include

more students under this scheme.

: To consider and approve the utilization of AICTE consolidated funds

for release of Grant-in-Aid under Pradhan Mantri Kaushal Vil<as Yoiana

for Technical Institutes (PMKVY-Tl) 2018-19.

The Executive committee was informed that the Pradhan MantriKaushal Vikas Yoiana for Technical Institutes (PMKVY-TI) was

launched in 2016 for AICTE approved institutes on the direction ofthe Ministry of Human Resource Development, Gow. of Indiaunder Plan scheme to be funded by Ministry. under the schenre,

the institutes have to utilize the existing infrastructure forimparting the skill training based on the qualification packs (iob

roles) "s-"pp.ov"d

under NSQF. The overall aim is to help theunemployed, particularly, school dropout youth to- acquirecertification that shall help them in securing iobs. The scheme has

been monitored at the highest level {Ministry) and suggestions/changes to improve the scheme over the years have been

incorporated from time to time.

During the AY 20L6-L7 the training was imparted to 34760students at66L institutes. During the AY ?Ot7'LB the enrollmentwas given to 81419 students in 945 institutes. During Ay zOLB-Lg,

The Grant-in-Aid to the institutes are released in the ratio of30:30:20:20 (on admission, course completion, examination &certification and employment) based on PMKVY-TI Guidelines as

approved by the Ministry. Further for AY 2OLB-19, the Ministry onthe basis of the National Steering Committee (NSC) has issuedadditional guidelines to include the monitoring of Biometricattendance. This attendance record shall thus be checked prior torelease of second installment.

Further, AICTE has also randomly selected 40 institutions runningthe Scheme for last three years to be visited to ascertain theadherence to the guidelines and instructions as issued from timeto time.

The Ministry has so far released a sum of Rs. 95.50 crores till date'Further the Ministry vide letter dated 19tt' December, 2018 hadauthorized AICTE to utilize the fund of Rs. 35'00 crore fromconsolidated fund which shall be subsequently replenished.Against the same an amount of Rs. 6.00 crores were released videMHRD sanction order dated 15tt' March, 20L9. Subsequently theMinistry vide their letter dated 29th March, ZOI9 has directedAICTE to 'rr.se its resources where necesssry for completing theprogramme subi ect ta reimbursements'.

The Executive Committee deliberated on the proposal andapproved utilization of AICTE consolidated funds for release ofGrant-in-Aid under Pradhan Mantri Kaushal Vikas Yoiana forTechnical Institutes (PMKVY-TI). Further, it was also resolved thatthe above scheme shall not be continued further after the currentliabilities are addressed and programme is fully concluded'

To consider and approve the release of award money from the MIC's

budget to the winning teams for MSMEs problem statements.

The Executive Committee was informed that SIH- 2019 wasorganized on March 2-3,2,0L9 and from Micro, Small and MediumEnterprises (MSMEs) problem statements, a total of 35 winnerteams were selected. The EC was also informed that MSMEs arenot capable of releasing the award money to the winner students.The EC deliberated that SIH is a good and innovative concept formotivating students and MHRD has proposed to pay the awardmoney to the winning teams from MIC's budget. The EC approvedrefease of Rs. 22,25,A00/- to the winning teams for MSMEs

To consider and approve the proposal of AICTE to form EVC throughoffline mode for physical verification of New lnstitutes of AY 201"9-20

The Executive Committee was informed that large number ofapplications for establishment of new institutions have beenreceived, more than 800 EVCs are to be conducted and rnaiority ofthem are from Pharmacy discipline. Experts as senior faculty fromGovernment Institutions/ NITs/ IITs/ Universities are deputed in

the EVC teams, however, this year there is scarcity of experts fromGovernment institutions due to election duties and theircommitment as experts in Scrutiny/ EVC/ SHC/ SAC, resulting indifficulty in formation of online EVC.

Further, the EC was also informed that AICTE has to comply withthe directions of Hon'ble Supreme Court of India to complete theapproval process by 3Qtt, April of each year.

The EC deliberated on the matter and approved the proposal ofAICTE to form EVC from the list of experts available on the portal,with the approval of the competent authority, through offlinemode too for physical verification of new institutes of AY 2Ot9'20who have been granted LOL The EC also suggested that expertsmay be engaged from reputed private institutions, if the needarise. The EC further suggested that AICTE may seek a list ofsenior faculty of repute from NITs/ llTs/ Universities & theiraffiliated institutions, for utilizing during formation of EVC.

As per past practice, during composition of EVC for a pharmacyinstitute, two subject experts fPharmacy] and one architect werebeing deputed. In present circumstances, where large number ofrequirement for EVC at Pharmacy institutes is there, the EC

decided that only one subiect expert (Pharmary), other expertfrom any other technical background and one architect may beincluded to form an EVC.

To ratify the grant of L0I/LOR/LOA to Institutions based on therecommendations of the respective Regional Comnrittees and approvedby the Competent Authority in respect of applications received, underChapter I, from lnstitutions in the AY 2019-2A for

o Setting up of New Technical Instittttions offering TechnicalProgrammes at Diploma/Post Diploma/Under Graduate Degree/PostGraduate Degree and Post Graduate Diploma Levels

o Change ofSite/ Location. Conversion of Women's Institution into Co-Ed Institution & Vice-versar Conversion of Diploma Level into Degree Level and Vice-versa.o To start new Progranrfs)/Level(s) in the existing lnstitutions.

The Executive Committee ratified the matter.

To ratify the decision of the Competent Authority in granting relaxationfronr APH 20L9-20 to Institutions in case of approved land/buildingrelated documents from the State Government.

The Executive Committee ratified the matter in view of delays dueto ongoing election process in which most officers are on duty andin some cases code of conduct does not allow decisions.

The Executive Committee observed that AICTE has to follow a time-lineas per directions of Hon'ble Supreme Court for issuing grant ofapproval or otherwise to the applicants as per APH prevalent for thatparticular year.

Also, it was noted that possibly there could be any other nraLter ofAICTE which cannot be kept on hold for seeking approval of theExecutive Committee till scheduling of its next meeting.

Accordingly, the Executive Committee deliberated and decided that inall such matters the Chairman, AICTE is empowered to take decisionand thereafter place the matter in the subsequent meeting of theExecutive Committee for its ratification.
