PROJECT: Development of Regional Waste Management System in Borovo Region

General part
Regional facilities for waste treatment will be constructed on the site № 5 Byala-north І
is in the Mid Danube Plain sub-region, with a hilly relief. It is located about 2 km
northeast of the north end of the town of Byala.
In 2005 Consortium Geokompleks Ltd (under the contract concluded with MOEW) has
done preliminary studies on the territory around the geometrical centre of the region
Borovo and preliminary selection of suitable sites for construction of a regional landfill
for the project area. As a result, in the report of the consortium, as the most suitable are
classified following three sites:

№ 5b: Byala- North ІІІ
№ 5a: Byala- North ІІ

Ranked sites are optimally positioned to municipalities in the project region and are
generally accepted by the mayors of municipalities Borovo, Byala, Dve mogili, Polski
Trambesh and Tzenovo on meeting held on April 26, 2005 to discuss the results of the
studies.
In this regard, since 2005 Geokompleks Ltd. conducted detailed engineering and
geological studies of two sites selected as the main - № 5 Byala- North І and alternative
№ Byala- North 5b-III. In addition, in response to a letter from the Consultant on
28.04.2009 Regional association is confirmed in writing that the Association formally
adopt the proposed building of the regional system for waste management in Region
Borovo sites № 5 Byala- North -I and № 5b Byala- North -III, expressing the opinion
that more preferred should be the site № 5 Byala-North -I, because it is 100% municipal
property, and this would save time and money.

In physico-geographical terms the site № 5 Byala-north І is in the Mid Danube Plain
sub-region, with a hilly relief. It is located about 2 km northeast of the north end of the
town of Byala. The site incorporates a relatively wide dry gully (150-250 m) and lies on
a relatively oblique slope with north-south direction. There is a hill about 200 m from
the northern border is (176,2 m).
The altitude of the site varies from 110 to 160 m above the sea level. The site gully is
directed to one main gully in the region, right tributary of Yantra River. Gullies are dry
and there are no springs, wells or water sources for drinking and communal water
supply in the region.
The territory of the site is covered mainly by grass, bushes and single trees (natural
meadows). At some places the soil layer is corrupted. Current landfill of Byala is
located at about 1 km from the site.

In hydrogeological terms the conditions of the site are in favor of the landfill
construction. There is no groundwater detected up to 15-17 m depth and the filtration
features of the rocks are low.
The results of analysis of the existing state and suitability of the site № 5 Byala-north І
to take the intended function evaluated on the base of requirements of Regulation №
7/2004, shows that there is no discrepancies in terms of restrictive clauses and
prohibitions on the ground of the site.
The total area of land which includes:
o Landfill for construction and demolition waste
o Landfill for municipal waste
o Waste treatment facility
Cover 100 da
Access to the site is along a black road with a hard coating, with length approximately 2
km, starting from the existing local road. The existing access road is 2000 m long and
the bridge should be repaved to be able to withstand heavy trucks. Road improvement
will be part of the application for Cohesion Fund.
For proper functioning of the regional waste management centre are provided the
following facilities: i) facility for materials separation (FMS), ii) waste water treatment
plants (WWTP), iii) composting area, iv) landfill for municipal waste, v) Landfill for
construction waste, vi) Buildings (for staff, maintenance and daily operations), vii)
Internal roads, viii) Experienced Division, ix) Torch for biogas and x) Temporary
storage of hazardous waste.
Landfilling is the main part of the waste management. Sanitary landfills reduce the
environmental impact (low odor, animals and fire risk), health risks and have better
control than the uncontrolled landfills. The design of the facility requires significant

engineering works to form cells that control emissions and minimize potential harmful
effects on the environment. In the design phase are addressed three stages:
Construction Stage , when are installed barriers and nets for safe management of
pollutants (membranes, linings, systems for leachate and biogas collect)
Operation Stage , when daily cover of landfill waste is performed and is monitor
the environmental impacts associated with the landfill waste
Closure and after-care activities stage , when the top cover is placed to minimize
the environmental impact associated with the landfill waste. Monitoring of
environmental impacts associated with landfill continues several more years,
while carrying out activities for use of the site after its closure (eg, golf courses
and sports facilities)
In this regard, the particular project for the landfill follows the technical requirements of
Directive 99/31/EC for landfills and of the relevant Bulgarian legislation, as will be
described in this chapter to ensure the protection of environment and health.
Description of General layout
The coordinates of the area, where Regional Centre for Waste Management (RCWM)
will build are shown in the table below. Ownership of the land allotted for the site is
approximately 100% municipal.

The entrance of the facility is located in the south. Therefore, room service, scale and
area of sampling are located a few meters from the entrance. Incoming trucks are
directed to the facility or for materials separation (FMS) in the northwest part or
directly to the cells of the landfill. Access to other facilities is facilitated by internal
road, ie to: i) composting, maturation, storage area for composting, ii) the area of
administrative and business buildings and iii) waste water treatment plant (WWTP),
where all leachate and wastewater is collected and treated. In the central and largest part
of the site will be built i) cells for nonhazardous waste landfill (5 year and 15 year
period) and ii) cells for landfill for construction waste (20 years). Area required for the
construction of various parts is as follows:
