Srinagar, July 8 : Peoples Dem- ocratic Party (PDP) leader and MLA Rajpura Syed Bashir on Tuesday said the nomination of Dr Haseeb Drabu as party’s can- didate from his constituency for upcoming assembly elections has created a devil and the deep sea situation for him. “I don’t know what to do. On the one side I cannot overrule party decision as I hold Mufti Saheb and Mehbooba Ji in high esteem and on the other I don’t feel myself in a position to control my com- mitted workers who have shown serious reservations over party’s decision,” Bashir told KNS. In a candid confession, Bashir said that he was not taken on board by his party leadership while evolving consensus on Dr Drabu’s candidature. “I respect and hold Dr Drabu in high esteem as he is an experienced person and a visionary as well but on the other I am not able to face my vot- ers in the constituency who till the last moment were preparing and strategizing poll preparations for my smooth win,” he added. The PDP senior leader and for- mer minister of state for PHE said that nomination of Dr Dra- bu’s as the party candidate from Rajpora was an ‘abrupt decision’ which has created ‘havoc’ in his constituency. “There is no doubt that I respect Mufti Saheb and Mehbooba Ji and am ready to sac- rifice anything for them and the party but at the same time I owe my people a lot. Having hiked fares to the tune of 14.2 percent re- cently, Railway Minister Sadananda Gowda who presented the new gov- ernment’s first budget in Lok Sabha on Tuesday said he plans to leverage railway PSU resources by bringing in their invest- ible funds in infrastruc- ture projects. He announced plans to introduce a bullet train in Mumbai- Ahmedabad sector and setting up of a Diamond Quadrilateral network of high speed rail connecting major metros and growth centres. A sum of Rs 100 crore has been provided for initiat- ing the project. Increasing the speed of trains to 160 to 200 kms per hour on nine select sectors was another high- light of the budget, which proposes to allow all ex- perimental stoppages to lapse after September this year. The Budget disclosed that traffic growth declined and expenditures went up in 2013-14 as compared to the revised estimates of previous financial year. Gross traffic receipts stood at Rs 1,39,558 crore, short of revised estimates by Rs 942 crore over the previous year. The ordi- nary working expenses and pension outgo were also higher. The budget estimates for 2014-15 assumes a freight loading 1101 metric tonnes, 51 metric tonnes more than the previous year, growth in passen- ger traffic at 2 percent and freight earnings at Rs 1,05,770 crore. New Delhi, July 08: Spar-ing passengers of any fur-ther fare hike, Railway Budget for 2014-15 pro-poses to attract private domestic and FDI in in-frastructure projects and pursuing private-public partnership to boost the finances of the cash-strapped railways.Having hiked fares to the tune of 14.2 percent re-cently, Railway Minister Sadananda Gowda who presented the new gov-ernment’s first budget in Lok Sabha on Tuesday said he plans to leverage railway PSU resources by bringing in their invest-ible funds in infrastruc-ture projects. He announced plans to introduce a bullet train in Mumbai- Ahmedabad sector and setting up of a Diamond Quadrilateral network of high speed rail connecting major metros and growth centres. A sum of Rs 100 crore has been provided for initiat-ing the project. Increasing the speed of trains to 160 to 200 kms per hour on nine select

sectors was another high-light of the budget, which proposes to allow all ex-perimental stoppages to lapse after September this year. The Budget disclosed that traffic growth declined and expenditures went up in 2013-14 as compared to the revised estimates of previous financial year. Gross traffic receipts stood at Rs 1,39,558 crore, short of revised estimates by Rs 942 crore over the previous year. The ordi-nary working expenses

and pension outgo were also higher. The budget estimates for 2014-15 assumes a freight loading 1101 metric tonnes, 51 metric tonnes more than the previous year, growth in passen-ger traffic at 2 percent and freight earnings at Rs 1,05,770 crore. Passenger earnings will be Rs 44,645 crore after a revenue sacrifice of Rs 610 crore on account of monthly season ticket fares.

New Delhi, July 08: Govern-ment has approved mini-mum monthly pension of Rs 1,000 under Employees Pen-sion Scheme 1995 (EPS-95) run by the retirement body Employees’ Provident Fund Organisation (EPFO), Parlia-ment was informed on Mon-day.The decision of the govern-ment would immediately benefit 28 lakh pensioners including 5 lakh widows getting less than Rs 1000 as pension every month. In all, there are 44 lakh pensioners under the EPS-95 scheme. “Yes, Government has ap-proved minimum pension of Rs 1000 per month to the pen-sioners under the EPS-95,” Minister of state for Steel, Mines, Labour and Employ-ment Vishnu Deo Sai said in a written reply to Lok Sabha on Monday.

Total receipts for the current year have been pegged at Rs 1,64,374 crore and expenditure at Rs 1,49,176 crore. Disclosing that he needs more than Rs nine lakh crore to completing the Golden Quadrilateral Network and Rs 60,000 crore for introducing one bullet train alone, Gowda told the House, “Can I depend only on hiking fare and freight rates and burden the public to realise these funds? This is unrealistic. I need to explore the alternate means of resource mobilisation.” He proposed to launch a scheme to bring in investible surplus funds of railway PSUs in infrastructure proj-ects which can generate attractive returns. Proposing private investment in railways through do-mestic and FDI, Gowda said growth depends heavily on availability of funds for investment in rail infra-structure. Internal revenue sources and government funding are insufficient to meet the requirement, the Railway Minister said, adding the ministry is seeking Cabinet approval for allowing FDI in rail sector. FDI, however, will be limited to infrastructure devel-opment and not allowed in operations, he said. He said the concept of PPP has not been successful in raising substantial resources for railways. “It is my endeavour to pursue this in right earnest. It is our target that bulk of our future projects will be financed through PPP mode, including the high-speed rail, which requires huge investments.” Apart from mobilising resources, Gowda said he needed to strategically manage other aspects of plan-ning and administration by adopting a near-holiday approach, setting time-lines for ongoing projects, strategic partnership and aggressive indigenisation of imported projects. The annual plan for 2014-15 has been fixed at the high-est ever outlay of Rs 65,445 crore with gross budgetary support at Rs 30,100 crore, Railway Safety Fund Rs 2,200 crore, internal re-sources Rs 15,350 crore, ex-ternal market borrowing Rs 11,790 crore and EBR-PPP Rs 6,005 crore. The budget provides higher funds for ongoing projects in North East, including 11 national projects. Rs 5,116 crore earmarked for proj-ects in North East, which is 54 percent higher than the previous year. While Udhampur-Katra rail link in Jammu and Kash-mir has been dedicated to the nation, the focus will now be on completion of the missing link between Bani-hal and Katra. 18 new line surveys have been announced, which in-clude rail connectivity to ‘char dham’ -- Kedarnath, Badrinath, etc, and Shimo-ga-Sringeri-Mangalore. Five Jansadharan trains are being introduced along with five premium trains, six AC express trains and 27 express trains and eight passenger trains. The premium trains are be-tween Mumbai Central and New Delhi, Shalimar-Chen-nai, Secundarabad-Hazrat Nizamuddin, Jaipur-Madu-rai and Kamakhya-Banga-lore. In order to strengthen security in trains and sta-tions, the budget proposes to recruit 4000 women RPF constables. Already 17000 RPF constables have been recruited and shall be avail-able for deployment shortly. Gowda said safety of pas-sengers is of paramount importance and it is esti-mated that over Rs 40,000 crore would be needed to be invested in track renewals, elimination of unmanned railway crossings and road overbridges and under-bridges. A provision of Rs 1,785 crore has been ear-marked for railway over-bridges and underbridges. Outlining IT initiatives, the minister said the railway reservation system is be-ing revamped to move into next generation E-tick-eting system, which will support 7200 tickets per minutes to allow 1,20,000 simultaneous users.

According to the Minister, several representations have been received for enhancement of pension un-der EPS-95 and based on those, “government has ap-proved minimum pension of Rs 1,000 to pensioners under the EPS-95.” Earlier, Labour Minister Narendra Singh Tomar had discussed the proposal with trade unions on 24th June and assured the government will take a decision with-in two weeks. As per the proposal, pensioners were to get the benefit with effect from 1st April this year. The government would have to provide an additional amount of around Rs 1,217 crore to ensure a minimum pension of Rs 1,000 for 2014-15.

The growers were asked not to use the fungicides and pesticides which are not recommended by the SKUAST-K.The Secretary exhorted upon the Chief Horti-culture Officers of all districts to remain physically available for of the growers along with their staff so that on spot ad-visory to the farmers is provided to mitigate the problems confronted by them.Mr. Verma asked the fruit growers of the Valley to cooperate and follow the farm advisory from the scientists of SKUAST-K and the experts of the department of Horticulture adding that the government is aware of the situation and is monitoring on day to day basis the status of the Apple scab and other fruit disorders in the Valley.

PUC reviews working of PSUsSaroori chairs meeting

SRINAGAR, JULY 08:- As many as 167 schemes amounting to about Rs. 467.70 crore are being executed under R&B sector in Kulgam Constituency.

This information was given in a meeting convened here to-day under the Chairmanship of Minister for Roads & Buildings Mr. Abdul Majid Wani, to review the pace of progress on these schemes.

MLA, Kulgam Mr. Mohammad Yousif Tarigami was also present in the meeting.

Addressing the meeting, the Minister stressed the need for completing on-going road proj-ects in time-bound manner, saying that road connectivity is pivotal for transforming socio-economic profile of people and promoting business transactions between rural and urban areas. He said that the development and up-gradation of road net-work is in the focussed atten-tion of the Government. He said that efforts are afoot for ensuring cent per cent road connectivity in the State, adding that besides R&B Department, various Central Government agencies have also been engaged for execution of some mega road projects in the

state.Taking detailed review of

progress project-wise and scheme-wise, the Minister di-rected the executing agencies to accelerate the pace of construc-tion on the under-execution projects ensuring their timely completion. He laid stress for ensuring quality of work strictly as per specification. He also took serious note of slow progress of

some vital projects in the Con-stituency and asked the con-cerned to monitor the pace of work on the spot.

The Meeting was informed that 134 schemes including 16 bridges involving Rs. 311.64 crore are being executed in the Constituency under R&B sector. Similarly, 8 projects including Mini Secretariat, District Hos-pital, Degree College, Tehsildar

Quarter, Kulgam and Ashimuji Kelam bridge are being con-structed by involving Rs. 116.74 crore by the JKPCC, the meeting was informed.

The meeting was further informed that out of 25 schemes, 22 schemes stand completed by utilizing Rs. 33.83 crore against allocated funds to the tune of Rs, 39.32 crore by constructing 52 kms

roads connecting 19 habita-tions in the Constituency un-der PMGSY.

Among others, Commissioner Secretary, R&B, Mrs. Tanveer Je-han, Chief Engineer, R&B Kash-mir Mr. Satish Razdan, Chief En-gineer, PMGSY Mr. Vinod Tikoo, Managing Director, JKPCC Mr. T. R Bhagat, besides senior Engineers of R&B and JKPCC attended the meeting.

SRINAGAR, JULY 8: Minister for Health & Medical Education, Mr. Taj Mohi ud Din reviewed the status of health sector projects under construction at a meeting of officers here today.

Minister for R&B and Mechanical Engineering Mr. Abdul Majid Wani was also present in the meeting.

The meeting reviewed the progress registered on various health sector proj-ects and necessary instructions were given to concerned agencies to speed up the work on these projects.

Important issues like improvement in infrastructure, fund allocation, expen-diture and work done status of various projects under different executing agencies came up for discussion during the meeting.

Officers representing the concerned executing agencies briefed the meeting about the status of ongoing works on various health sector projects like Lalla Ded Hospital Srinagar, District Hospital Kupwara, District Hospital Ganderbal, District Hospital Baramulla, among others.

The Minister directed the executing agencies including JKPCC, R&B, JK Housing Board and J&K Police Housing Corporation to expedite pace of work while maintain-ing quality standards as per specifications so that the said projects are completed within the stipulated time. Mr. Taj said that health infrastructure that is being de-veloped will be an asset to the State and will help cater to the healthcare needs of people.

The Ministers called for better coordination among the executing agencies and the concerned departments for improved results on ground.

BARAMULLA, JULY 08: Against the availability of Rs. 7.13 lakhs as Credit Plan under the Agriculture Sector, Rs. 6.97 lakhs have been expended in the previous fiscal while the allotted Rs. 5.48 lakhs have been expended in full under Horticulture Sector in the district.This was given out during a review meeting of Officers of Agriculture and Horticul-ture with District Development Com-missioner, Baramulla, Dr. Farooq Ahmad Lone in chair to review the physical and financial achievements here today. Chief Agriculture Officer, Chief Horticulture Officer and Area Marketing Officers also attended.It was informed that Rs. 2 lakh have been incurred for development and promotion of Apiculture, while Rs. 2.50 lakh for development and promotion of Mushroom on cultivation, Rs. 38,000 for machinery equipment, Rs. 72,000 on NPDP, Rs. 1.28 lakh on Oil Seed Develop-ment Programme under District Plan during the last fiscal. Rs. 9.52 lakhs

were also incurred under ATMA scheme. The Agriculture department provided 160 Mushroom Trays, 4 Bore Wells, 28 Tube Wells, 160 Irrigation Pumps and 16 Tool Kits on subsidy with a cost of Rs. 24.36 lakhs to the farmers of the district, besides 108 Warm Composition Units and 60 Poly Houses were also provided to the farmers during the last financial year under Rashtriya Krishi Vikas Yo-jana, Rs. 64.10 lakhs have been expended on various schemes for promotion and development of Agriculture sector in the district, besides 115 hectares of land were covered under Rabi crops and 162 hectares under Kharief season crops in the district, the meeting was informed.On the occasion, it was also given out that Rs.1.62 lakh were incurred by the Horticulture department for develop-ment of horticulture dry land and hill ar-eas. Rs. 18,000 on Fruit Preservation and Utilization Extension Centres, Rs. 36, 000 on development of high density.

SRINAGAR, JULY 08 – The For-est Advisory Committee headed by Chief Secretary, Mohammad Iqbal Khandey on Tuesday dis-cussed and approved several

proposal for allowing use of for-est land coming under various developmental and connectivity

projects in various forest divi-sions of the State.

The Committee gave forest clearance for 2 MW Khari MHP in Ramban Forest Division with

the direction from the Chief Sec-retary to JAKEDA and State Level Monitoring Committee to moni-

tor on regular basis the muck disposal and its eco stabilization besides ensuring dumping at the designated sites.

The Committee also approved

use of forest land for construc-tion of road from Bamayala to Kantha in Nowshera Forest Divi-

sion, Banjian to Motta in Billawar Forest Division, Bathera to Gha-wan in Rajouri Forest Division besides giving forest clearance to the 375 m Passenger Ropeway

Project of SMVDSB Katra in Reasi Forest Division.

“Any violation or deviation

observed in the approved action plan must be immediately re-ported and necessary corrective measures taken” Mr Khandey stressed. He said any person or agency that causes loss or dam-age to forests or takes up any construction work in the forest area without proper forest clear-ance must be dealt with strictly and prosecuted as per the provi-sions of the J&K Forest (Conser-vation) Act.

Daily Traffic jams-Hell-like

situation

The daily traffic mess in Srinagar city and on Srinagar-Anantnag and Srinagar-Baram-ulla roads has totally

exposed our traffic system and management which are based on obsolete methods and mech-anism. The countless permits issued every year without con-sidering the capacity of roads and the presence of thousands of old vehicles has made the traffic movement almost im-possible and because of this that frequent traffic jams make the life of the commuters a hell every day. Due to corruption and favouitism, R.T.O. issues permits to thousands of vehi-cles and there is no limit or restraint on the authority of this office which has become a main reason for the woes of general masses. The traffic po-lice which always claims to be under control, in fact is put out of gear by traffic jams every day. This wing of police mainly responsible for traffic manage-ment has never come true to the expectations of the masses as the officers deployed in ev-ery nook and corner of the state are mostly filing some challans here and there without real-ly putting in force the traffic rules and controlling the traffic management to the best satis-faction of the common people . This wing is also infested with a lot of corruption. The politi-cal heads of the transport min-istry have always indulged in such favourtism, mal-practices and nepotism that this minis-try is going from bad to worse with every passing day. The state administration headed by ineffective political leadership is perhaps watching the situ-ation insensitively and is not initiating any action to provide relief to the people from daily traffic jams which so far have claimed some lives also. The bottle necks at certain places like Sonawar, Pantha Chowk, Lal Chowk, Batmaloo, Dal Gate and some other places are not being removed deliberately as the present dispensation can not afford to annoy some people as it has already suffered a hu-miliating defeat in the recently held parliamentary elections. It needs strong will, guts, vi-sion and courage to help the people to get rid of daily traffic jams. But who will bell the cat, is a million dollar question!

One day every living thing on earth has to decay and ultimately die its own death. But the period from birth to death is full

of challenges and difficulties. Due to advancement in medical sciences, the ultimate death has been delayed. The average age of a human being which till some years back was between 45-50 years has risen to 70 years. According to surveys India is going to be a home for second largest number of elderly people in the world. A majority of this population will be living in rural areas thereby posing health service delivery a herculean task before the govern-ment. The most tragic part will be that thirty percent of these people would be below poverty line. Moreover this large chunk of population would be suffering from arthritis, deafness, hy-pertension, poor vision, bone fractures or will be anemic due to lack of nutri-ent food. One in ten in rural India and two in five in urban areas will be suf-fering from diabetes, bowl disorder or heart ailment and loss of memory. As per health ministry reports number of people in sixty plus age group in India will exceed ten crores by next year and nearly twenty crores in 2030. Reports further reveal that at least ten percent of this population would be bedrid-den, requiring utmost care. Keeping in view such a large chunk of elderly people, Union Ministry of Health has revised national programme for health care for elderly people. Efforts are on to produce more post graduates in Geriatric medicine per year besides adding more beds to district hospitals. The medical assistance especially in rural areas can be provided to elderly people only when the primary health centers are well equipped with all kind of facilities to take care of elderly peo-ple. The state government will have to play an important role to meet this challenge by taking the help of private sector. Though the state governments are providing old age pension to el-derly people but that is not sufficient to meet the medical expenses. More-over the basic care of elderly people should begin form the houses they live in. They should not be treated as burden by the family members rather should be made to feel part and parcel of the family. Due to negligence at the hand of family members, loneliness, solitude makes elderly people to feel more sick and unwanted. The insur-ance companies too can play a pivotal role in over coming this crucial prob-lem by providing financial assistance to elderly people in case of falling ill. Recently government of India has adopted the Yogya Karta declaration on ageing and health, committing it-self to improving national response to the health of ageing population. The charitable hospitals, dispensa-ries and primary health centers for elderly people can also share some of the responsibilities.But apart from the responsibilities of the society and the families towards these grey men, the elderly people should also change their mindset. Instead of feeling pity on themselves they should strive hard to grey gracefully and keep themselves busy in some work with positive atti-tude towards life and family.

Lok Sabha elections- A confusing

political situation

As the elections are nearing the political parties are trying their best to form alliances before the

announcement of dates for Lok Sabha polls. The progressive al-liances led by congress, NDA led by BJP are already in busi-ness and are trying very hard to rope up more and more nation-al and regional parties in their fold. However there are possi-bilities of the formation of third front which has been a dream for Trinmol Congress, CPIM and Samajvadi party. Though Trinmol congress has already announced the pre poll alliance with CPIM but the Samajvadi party has made it clear that it is not interested in pre poll alliance but will join third front after the election results are out. It means that the party is aiming to derive more benefits from third front if the front is able to form the government and if Samajvadi party gets a good number of Lok Sabha seats. On the other hand the NDA has some strong allies in AIADMK Shiv Sena and Sher-omani Akalidal. The UPA led by congress is receiving jolt after jolt and its allies are distancing themselves from Congress which they fear has lost credibility due to certain scandals which sur-faced during the last about four years. When it comes to the real test the indications are that BJP may emerge as single largest party and may form the govern-ment with the help of its allies. However things are not clear as congress is a strong party and can bounce back to cause dents to NDA and can again emerge as a force to recon with. However the coming Lok Sabha election will tell the real story and the voters who have to exercise their democratic right will decide the fate of the national and regional parties. There is no doubt that the regional parties which rep-resent the aspirations of certain communities and regions have weakened the various central governments as they cannot dis-charge their functions according to their plans. The national par-ties who lead the governments become totally dependent on the support of original parties who exploit them and even black mail them when it comes to their own interests. It will be in the best in-terest of the country if one party emerges at least with a thin ma-jority and then gets support from like minded parties.
