DESCRIPTION
Two regional education centers will share technology-mediated models used to provide equal access to Chinese programs. Southern Oregon ESD will share an interactive video conferencing model and will outline steps to starting a similar program. Video examples from K–5 classes and Chinese culture experiences used to enhance instruction will be featured. WSWHE BOCES will share a hybrid model used to support a K–12 extracurricular program — including curriculum and asynchronous activities — that offers a similar level of instruction to traditional programs. The curriculum model and asynchronous activities will be introduced. Participants will be encouraged to increase access to Chinese language programs by using powerful technology tools.TRANSCRIPT

PROJECT BACKGROUND
On September 1, 2009, Southern Oregon ESD received a FLAP (Foreign Language Assistance Program) grant from the U.S. Department of Education in the amount of $600,000 over three years to bring Mandarin Chinese language and culture to students in grades 3-8 in the SOESD service region.
FOREIGN LANGUAGE ASSISTANCE PROGRAM (FLAP)
• FLAP, holds the distinction as the only federally funded program that exclusively targets foreign language instruction in elementary and secondary schools.
• FLAP provides 3-year grants to states and local school districts to establish, improve, or expand innovative kindergarten through grade twelve modal programs.

Types of Projects The program supports foreign language instruction in elementary schools, immersion programs, curriculum development, professional development, and distance learning.
GREAT LEAP FORWARD
• Monday the 25th of January was a big day for more than 300 students across Southern Oregon. It was the first day of a “Great Leap Forward” into the study of Chinese Language and Culture for 14 area Elementary and Middle schools.
SOUTHERN OREGON UNIVERSITY
The Department of Foreign Languages and Literatures offers courses and degree options in French, German, and Spanish. The courses range from beginning language instruction to the study of literature, linguistics, and culture at the graduate level. First, second, and third-year instruction is also available in Japanese. First year Mandarin is now being offered with additional levels to follow.
