Healthy Spaces, such as community recreation facilities, provide an opportunity for the built environment to promote increased physical activity for children, adolescents and adults. They also offer preventative health measures that can reduce the risk of chronic diseases. Such area can also contain gardens that increase the community’s access to fresh fruits and vegetables. With proper design, these areas become a positive focal point of the neighborhood; a place to gather and to meet, a place to enjoy, and a place that enhances the community’s appearance.

Improving community recreation facilities is a proactive way to benefi t health at the community level. The surge in childhood obesity, in recent years, threatens the future health of Colorado. According to the Colorado Health Report Card, published by the Colorado Health Foundation, “Colorado ranks 23rd among the states in the category of childhood obesity, dropping in rank from 3rd to 23rd in just four years.” The current ranking signals a rapid increase in the prevalence of childhood obesity that negatively impacts the overall health and well-being of Colorado’s children. Preventing and combating the childhood obesity epidemic will require a multi-faceted approach. “It means changing behaviors around food intake, physical activity and our residential community,” says James O. Hill Professor of Pediatrics and Medicine at the University of Colorado School of Medicine.

In the Fall of 2012, Polly Vincent from Board of Directors at the Yuma District Hospital and Clinics contacted the CCCD offi ce to develop a master plan from her vision in hopes of receiving grant funding from the Colorado Health Foundation. The Colorado Health Foundation believes that it is important to promote a culture of healthy communities by ensuring access to healthy food, safe options for exercise and evidence-based care for chronic disease. The design of a new activity space can promote safer physical activity, decrease sedentary activity, increase access to healthy foods, and inform the community about preventative health measures.

The Design Consultation Services program within the Colorado Center for Community Development at the College of Architecture and Planning seeks to strengthen rural communities through the design of playgrounds, recreation facilities, and other amenities to promote physical activity and social interaction. With over 150 schoolyard designs complete within Denver and the greater Rocky Mountain region and park master plans for rural communities throughout the state, the success of this program is founded on a mutual respect between aesthetic, safety, maintenance, and health issues.

Introduction

Colorado Health Foundation The Foundation seeks to fund projects intended to build healthy communities. This includes providing safe options for physical activity, teaching individuals how to manage their chronic disease, expanding access to healthy and affordable foods, and engage parents in raising healthy kids.

CHF-Vision: Colorado will become the healthiest state in the nation.

CHF-Mission: To improve the health and health care of Coloradans by increasing access to quality health care and encouraging healthy lifestyle choices.

To support the goal of Healthy Communities, the Foundation seeks to fund active spaces for communities designed to promote physical activity. This includes recreation areas and inviting playgrounds with active fi tness elements, which give people access to the tools they need in order to live longer and healthier lives.

The Life Trails at Yuma District Hospital Master Plan supports the Foundation’s following funding strategies:

1. Promote healthy communities -- Expand access to healthy and affordable foods; provide safe options for physical activity; teach individuals how to manage their chronic disease; and engage parents in raising healthy kids.

Implementation of the Life Trail at Yuma District Hospital Master Plan can be measured by the Foundation’s following measurable results:a) Increase the number of children and adults who engage in moderate or vigorous physical activity.b) Increase the number of children and adults who eat adequate amounts of fruits and vegetables daily.c) Increase the number of under-served Coloradans who have convenient access to recreational exercise and fruits and vegetables.d) Increase the number of Coloradans who are educated on chronic disease management.

Life Trails at Yuma District Hospital • Executive Summary

As part of their efforts to provide universal access to recreation areas and improve overall community health, the Yuma District Hospital and Clinics (YDHC) Board of Directors has teamed up with the Colorado Center for Community Development (CCCD) to create and implement the Life Trails at Yuma District Hospital project, an intergenerational fi tness path. The intent of this report is to document the design process and provide information that will be needed to pursue funding for the hospital’s vision.

Life Trails at Yuma District Hospital Project Reach and DemographicsThe Life Trails project at YDHC, developed by CCCD, will serve the communities of Yuma and Washington Counties. The combined population of these counties, 14,857 reported in 2010 census data, is projected to grow by 3% in the next fi ve years. The ethnic demographic for the project is as follows: White 13,449; Black, 48; Native American, 57; Other, 1126; and multi-racial, 181. Of the total population, the reported Hispanic population is 2,495.

The Value of Active Living to Support the Health of a Community The Life Trails project has provided the Yuma District Hospital and Clinics the opportunity to partner with CCCD at the University of Colorado Denver to develop an active recreation and fi tness area site plan within the hospital grounds. The ultimate goal of the Life Trails project is to promote intergenerational use, but especially provide services to the young, the elderly, the obese, and residents suffering from chronic diseases like high blood pressure, stroke and diabetes. This project will increase the number of underserved citizens in Yuma, Colorado, with access to moderate physical and vigorous exercise not now available.

The recent surge in childhood obesity threatens the future health of Colorado. Particiation in Yuma’s youth sports and recreation activities is in decline, and obesity in youths and adolescents is on the rise. Preventing and combating this epidemic will require changing behaviors around physical activity. Improving access to recreation facilities is a proactive way to address the obesity epidemic. A report presented by the Colorado Rural Health Center lists obesity and limited access to fruits and vegetables as major risk factors to premature death within Yuma and Washington Counties. With population data showing highest growth in the 45-64 age range demographic, the need for healthcare programs and facilities for older adults will increase. Thus, by incorporating access to community fi tness and recreation areas, YDHC can offset this growing need for healthcare by offering free and engaging health improvement facilities.

Value of Site Design & Documentation as a Catalyst for Securing Funding With over 91 schoolyards and recreation facilities built to date, CCCD has found value in design documentation and civic engagement for pursuing and securing funding. Design documentation with visual imagery serves to stimulate the interest of funders, community volunteers, and in-kind donations. This document outlines the design process for the hospital, supplies an overall park/trail master plan, provides an estimate for this plan, and recommends resources for future funding.

Multi-Generational Spaces Overall, the goal of the Life Trails at YDHC project is to create multi-generational outdoor activity and educational areas that will be used by hospital patients, school children, families and local community residents. Learning Landscapes (at the University of Colorado Denver) studies show that places for parents and caregivers are an important component in the design of recreation areas, and that measured paths with fi tness stations are more likely to get used by students, families, and community members.

Yuma • County Information

Yuma County is located 125 miles east of Denver on the Northeast Colorado plains, and was established in 1889 from a portion of neighboring Washington County. The county covers an area of approximately 2,370 square miles. As described by the county itself, “The County offers moderate summers, crisp falls, cool winters and warm spring. We average 260 days of sunshine and 16.7” of annual rainfall. Yuma County offers a wholesome quality of life with fresh, clean air in a serene agricultural setting.”

The Yuma County Comprehensive Plan, adopted in 2000, designates special importance to the availability of recreation facilities in its parks and recreation policies. Item one reads, “the County should encourage a balanced and readily accessible program of recreation and facilities for all ages, income levels, and cultural backgrounds with special emphasis on programs and facilities for youth.”

Yuma District Hospital • Executive Summary

Community Context The hospital is located on Highway 34, a major viaduct and main east-west vehicular connection to and from adjacent towns. The neighborhood surrounding the YDHC facility is comprised mostly of single family homes with agricultural fi elds, daycare center, a middle school and an elementary school within a half mile proximity or closer. The hospital is also within walking distance of an elderly housing development, the High Plains Manor, whose residents sometimes utilize the YDHC’s cafeteria for meals. Increasing the pedestrian connection to and from these locales is one of the goals of the project.

Parks and Recreation Public parks space is limited within the surrounding context. Yuma City Park is located 3/4 mile to the NW on the north end of Main st. The nearest open space to the hospital, on the south end of Main St. is the playground of the local elementary and middle school to the east.

Yuma District Hospital and Clinics’ (YDHC) facility, located on the western edge of the City of Yuma, opened on June 4, 2007. The YDHC

maintains a commitment to its four values of Trust, Stewardship, Integrity and Compassion. The hospital serves just under 15,000 residents in its service area covering Yuma and Washington Counties. The facility offers a wide range of services with a dedication to enhancing the health of all it serves with the highest quality care.

Location and Demographics Yuma District Hospital and Clinics is located at 1000 West 8th Avenue in Yuma, Colorado. The hospital serves the communities within Yuma and neighboring Washington County. Throughout the year, the hospital offers community health programs and activities to raise health-awareness and promote a healthy and active community. These programs and events include a health fair and cardiac screening that eaceh served over 800 participants last year, on-site fl u vaccines at 16 locations, the co-sponsor ship of a Team Biggest-Loser Program, a weight loss support group, and concussion-prevention and treatment education for local sports coaches.

Site Analysis • Existing Site Conditions

Existing Conditions The grounds at the Yuma District Hospital and Clinics are relatively new, since the facility opened in 2007. The original site plan was developed by Davis Partnership Architects, but not all of this plan was imlemented (see plan, page 16). The main area of interest for this project includes the landscaped area on the southern edge of the property. covered mostly with native grasses and a small amount of irrigation lawn. This space, between the hospital parking lot and the highway, includes a fountain area with plantings, a landscaped area with benches, fountain and a labyrinth, an existing stormwater retention pond, and a landscaped area on the corner of 8th Avenue and Kamala Street. The main path of access between the hospital and the proposed improvement area leads from a 5,000 square-foot landscaped area with a fountain just outside the hospital doors, and cuts through the hospital’s 49,000 square-foot parking lot toward the area near the labyrinth area. This area has several grade-changes (from raised sidewalk to

lower parking lot) that make it diffi cult for people with limited mobility, and improving ease of access should be addressed in the master plan. Much of the area for the proposed improvements is not irrigated, and covered with

sorghum grass, a native species that is relatively well-suited to the local climate. This area covers more that 50,000 square-feet, a majority of the south end of the property. This area is mostly fl at with a gentle slope toward the retention basin to the east. This area has high sun exposure due to a lack of trees to provide shade. The existing labyrinth on the west edge of the native grass area encourages visitors and patients to refl ect and fi nd solace. Unfortunately, the current ramp meant to provide access up to this raised area from the parking lot is not ADA accessible. The surface material of this area is a loose rubber fi ll which is diffi cult to maneuver with wheelchairs and walkers once they arrive. This limits mobility to those who are already limited in this capacity. The approximate area of the rubber fi ll area is 2,100 square feet. Improving the surface material as well as the access to the proposed fi tness trails will be important as the target group for this plan will require improved access. The labyrinth area is surrounded by planting areas covering 3,500 square feet. The shrubs within this area appear to be in good health, but may be too large for the area in which they are planted. Some

of the Catalpa trees around the labyrinth appear less healthy, but this may refl ect seasonal changes. The existing stormwater retention basin provides on-site management of runoff from rain and snow. The size of the basin, approx. 28,000 square-feet, is large and has a high capacity for water management. Throughout the area surrounding it, there are several drainage channels that carry water from the parking lot and landscaped areas toward two drainage outlets within the retention basin. The channels are sometimes exposed and sometimes buried. The retention basin is planted with some cottonwood trees that enjoy high moisture and are also native to this location. Another existing element is the landscaped area with the hospital’s sign on the southwest corner of the property. This area, covering 4,500 square-feet, is planted with trees, mostly conifers, and shrubs that appear to be in good health. The surface beneath the plants is a wood mulch material. This area is surrounded with an area of irrigated turf measuring 15,300 square-feet. Including more turf is not a priority being discussed by the design team. Weather factors are severe in this region,

and attention to climate will play an important factor in the design of site. Yuma’s arid, western climate in the northeast Colorado plains receives less that 5 inches of precipitation per year and fl uctuates between hot and cold temperatures throughout the year. The area also has high sun and wind exposure, wih gusts up to 47mph recorded in 2012. The entire site lacks shade except for a few mature trees at the SW planting area around the main hospital sign. Increasing spaces for shade and areas with wind protection will be an important consideration for the master plan. The plantings will also need to be suitable for this climate with a high drought-tolerance and ability to withstand high winds.

The design team identifi ed the top four priorities for the Life Trails project: provide outdoor physical therapy space, increase access to fi tness activities for adults and youths, provide community gathering and conversation spaces, provide a pedestrian link to adjacent schools and elderly residential development. The desires of the community coincided with the goals of the grant which were to promote community use and to encourage a healthy and active lifestyle.Members of the design team developed a vision statement for the master plan as well as three goals:

“‘Life Trails at Yuma District Hospital’ is a planned outdoor health park that includes paved walking trails linking together a series of modern outdoor fi tness equipment.”

Goals:

1. Provide access to outdoor recreation facilities to improve overall community health.

2. Improve community strength by offering healthy and engaging spaces for groups of all ages and physical abilities.

3. Become a model for healthy living in the northeast Colorado region.

Project Vision The design team played a critical role in creating the Life Trails at Yuma District Hospital Master Plan. The design team was made up of the CEO, selected members of the Board of Directors, and maintenance staff. The team met multiple times, both on-site and over the phone, as well as with e-mail communication throughout the master planning process to discuss issues, concerns, desires and other important information regarding the Life Trails project. The design team at CCCD developed two conceptual layout plans with variations in the orientation and placement of paths, fi tness and shade elements from which to develop a preferred plan that suited the needs and goals established for the project.

DG Walking Path

CCCD has provided an overall master plan for the Yuma District Hospital and Clinics, which includes the development of schematic drawings, a fi nalized master plan rendering, and funding strategies for achieving the goals of the master plan. Improvements at the YDHC will include a paved walking path with two main gathering areas and a series of fi tness stations appropriate for various age-groups. There will be seating areas of grouped benches and picnic tables to encourage community interaction, and shade will be provided by colorful shade sails and tree plantings. The plan also includes pedestrian connections to the local schools and senior housing facility to improve access. Additional elements include a vegetable garden with raised planter beds, and a perimeter path linking to a fl exible art space behind the hospital. Enhancing these areas will make a positive impact on the existing hospital for the enjoyment of patients, local residents and students, and the community at large.

Cost Estimate The estimate herein is specifi c to the Life Trails at Yuma District Hospital master plan, and provides a probable cost of construction based on available cost information from 2011. The estimates were derived from available information, existing documents, and conceptual drawings. Additional architectural design and engineering documentation will be required prior to construction for more detailed cost projections. Costs are subject to change, and should be verifi ed by local contractors closer to the time of implementation.
