Matthew advises clients on patent matters with a deep understanding of the value of patents, combining his business,
technical and legal acumen. As former director of intellectual property (IP) and IP analyst at several technology
companies, he has broad experience in all phases of a patent’s life cycle, from working with inventors to making
strategic decisions on patent filing to monetizing patent assets. These experiences allow him to better understand
clients’ needs and value their successes as his top priority.
Matthew is a member of the Intellectual Property Group at Fox Rothschild. His practice concentrates on patent drafting
and prosecution, patentability and freedom-to-operate studies, due diligence and IP licensing. His academic training in
electrical and computer engineering, coupled with prior industry experience as a scientist and engineer, affords him in-
depth understanding of a wide range of complex technologies behind his clients’ innovations. He also has hands-on
experience in pattern recognition, imaging, document and video processing, digital signal processing, medical devices,
natural language processing, home networking etc., with applications in consumer electronics and telecommunication.
A seasoned research scientist with a passion for engineering and innovation, Matthew is a major contributor to the
engineering community’s understanding of IP protection. He is an author of several books, including, Fundamentals of
Patenting and Licensing for Scientists and Engineers, World Scientific, 2008 and 2015, which is used as a textbook for
patent and innovation courses at several universities and institutions worldwide, and a handbook on Best Practices in
Intellectual Property Management (in Chinese) with Enterprise Management Publishing, 2011. He has also published
two online tutorials on patent protection for engineers with the IEEE (Institute of Electrical and Electronics Engineers)
eLearning Library.
Before Fox RothschildMatthew brings 25 years of experience in technology development, patent drafting and prosecution, intellectual property
management and technology licensing. He worked as a U.S. patent agent and managed patent prosecution, acquisition
and licensing for several clients, including Fortune 500 companies. He also advised the executive management team of
an IP boutique firm on its business strategy to enter the Chinese market.
Matthew was a speaker on IP protection and management at several venues including the University of California
Berkeley College of Engineering, IEEE Consultant Network, Peking University Alumni Association of Northern California
and Stanford Association of Chinese Students and Scholars. He has also taught a Berkeley Global Technology
Entrepreneurship course titled “Innovation and Patent Strategy” at Tsinghua University from 2011 to 2013.

Prior to his transition into intellectual property, Matthew spent 15 years in corporate research, mostly with Panasonic
R&D Company in the United States as a senior scientist. He holds 14 U.S.-granted patents and is an author of 30
refereed conference and journal papers. He has also published two technical books, Personalization Techniques and
Recommender Systems, World Scientific, 2008 and Mobile Multimedia Processing: Fundamentals, Methods and
Applications, Springer, 2010.
Beyond Fox RothschildMatthew is a senior member of IEEE and has been working closely with the IEEE Educational Activities to develop
educational curriculums on intellectual property for engineers. He has been serving on the Editorial Board of the
International Journal of Pattern Recognition and Artificial Intelligence since 2005.
