The Asia-Pacific Regional (APR) Workshop on the role of ICT in Youth Programme was a four-day workshop, organized to gather Scout leaders who are involved in either Information Communications Technology or designing and developing their Youth Programme. The workshop provided an opportunity for the leaders to understand the role of ICT in Youth Programme and discuss among themselves promising practices on how ICT is used to develop attractive Youth Programme.

Basic information

Aim The aim of the seminar is to provide practical tools in developing attractive Youth Programme utilizing the new developments in information communications technology.

Objectives At the end of the seminar, which will last 4 full days, participants will be able to: a. Explain the role of ICT in Youth Programme; b. Identify ways to incorporate ICT as a means to make Youth

Programme attractive to young people; c. List “raw” data to be able to design an interactive learning software

for young people; and d. Discover promising practices of participating national Scout

organization on how ICT is used to enhance their Youth Programme.

Workshop Summary Ideas evolve and so were the animated discussions at the APR Workshop on the role of ICT in Youth Programme held on 14~18 October 2004 at the National Olympic Memorial Youth Center in Tokyo, Japan. Pooling together ICT specialist and youth programme developers in Scouting, the gathering saw the extent of ICT as an enabling tool for Scouting at large. The Scout Association of Japan graciously hosted the workshop using the equipment and facilities of the youth center. Participation was good, involving 46 Scout Leaders coming from 14 countries, namely, Australia, Hong Kong, India, Indonesia, Malaysia, Maldives, Pakistan, Philippines, Singapore, Sri Lanka, Thailand, UK and Japan. Speakers were invited from UK, Singapore and the Philippines who shared their practical experience in ICT for Scouts and their knowledge on the huge potential of gaming and virtual community. In conjunction with the workshop, a back-to-back symposium on the same theme was arranged for a group of over 35 local Scout leaders who later joined the main group.

During the workshop cum symposium, participants were exposed to the practicalities of the world JOTA and JOTI on 17 October where the WOSM Secretary General, Dr. Eduardo Missoni, was heard and broadcasted. To conclude the 5-day workshop, a preamble was formulated stressing the pervasive effect of ICT in global affairs and as an essential tool for information and marketing, for connecting Scouts, and for enriching youth programme. The APR ICT Sub-Committee, together with the APR Programme Sub-Committee facilitated the management of the workshop while the Asia-Pacific Regional Office of the World Scout Bureau coordinated the workshop, jointly with the Scout Association of Japan.

Workshop Recommendations 1. National Scout Organizations shall promote ICT in Scouting

through the effort to offer Scouts the chance learning a lot through the computer, internet and multi-media platforms. National Scout Organizations shall also utilize the potential possibility of ICT for communication tool at global/local level to enhance our programme, as one of the effective tools for the discussion of important issues, like environmental conservation, peace promotion, human rights protection, health and sanitation, gender sensitivity, etc.

Actions to be taken: • NSOs/Councils shall enhance infrastructures of ICT in line with

each logistical resources. • Organization of a Regional ICT Team comprised of

representatives from all/majority Member Countries, for Programme Planning, Monitoring and Evaluating ICT activities related to Scouting.

2. To make our programme attractive to young people, and to help the

wishes of Scouts and Scouters to deepen understanding about ICT, education and awareness campaign on the Role of ICT in Scouting shall be encouraged at NSO/Council level, and various opportunities shall be introduced through many kinds of efforts and supports.

Actions to be taken: • Upgrade and update websites properly and frequently; • Conduct APR ICT Workshops twice a year; • Conduct ICT Workshop in line with the necessity of each

NSO/Council situation.

Mr. Anthony Thng Opening Speech by Mr. Anthony Thng Chairman, Asia-Pacific Regional Scout Committee

Salutations! On behalf of the Asia-Pacific Regional Scout Committee, I extend a warm welcome to all the participants and staff of this workshop. I am told that there are 15 countries that are present at this workshop. We have resource speakers and representatives from Youth Programme Sub-Committee and ICT Sub-committee and also two regional Scout Committee members, Mr. Eric Khoo and Prof. Koji Oguri, two Chairmen of Sub-Committee, Mr, Paulus Tjakrawan and Mr. Oh Sang Gyoon. During my term of chairmanship, as at date, I have attended and officiated at the APR Adult Resources Management Workshop in Thailand, APR Adult Resources Management Workshop in Jakarta, Indonesia, International Financial Resources Management Workshop in Jakarta, Indonesia, Strategic Planning Workshop in Singapore, Strategic Planning Workshop in Macau, APR Workshop on Risk Management in Singapore, APR Public Relations, ICT and Marketing Workshop in Seoul, Korea. And today, APR Workshop on the Role of ICT in Youth Programme here in Tokyo, Japan. This is a new initiative and most probably, the largest regional workshop held this year and maybe, my final appearance at a workshop during my chairmanship. I love Japan and of course her people and the many friends whom I have met since 1974. That’s 30 years ago! Just imagine I was here in Narita delivering my keynote address to 26 countries including the Boy Scout of America, during SAJ Invitational Programme 2004, a few weeks ago. It was nostalgia in 2003, when I officiated the opening of the Nippon Jamboree in Osaka, during the Nippon Invitation Programme. I was young and handsome contingent leader of Singapore in 1974 Nippon Invitation Programme and the Nippon Jamboree held in Chitose-bara in Hokkaido, the north island of Japan.

Besides Thailand, Taiwan and Malaysia, Japan is most probably the country that I visited most – about 15 times. This workshop has two primary objectives: One is to identify ways to incorporate ICT as a means to make Youth Programme attractive to young people. Another is to get a “raw” data to design interactive learning software for young people. These two objectives can be summarized into one, which is “Educational through Entertainment” We say that education is power. Nowadays, we also say that technology empowers. Today’s young people belong to the “interactive generation”. Anywhere in the world, youth – and all sectors of society – use technology for more interaction and connectivity. It has also been said that Scouting is Fun with a purpose. One of the inputs of this workshop is Game in Scouting. Scouting is a playground. Playfulness is inherent in a child’s life, and we know that when children play they re-invent the world. Playfulness is the staring ground for greater awareness, creativity and inventiveness.

This workshop could suggest an educational framework with which to conduct Scouting activities using ICT. However, we should also take into consideration young people in less-developed communities where technological architecture is low. While Scouting may still largely use traditional methods for its educational activities, ICT gives Scouting a tool to convey its unique educational approaches and assess out impact in society. There is no doubt that Scouting is a global organization. Can we also say the same thing that Scouting has an impact in the virtual community? In conclusion, I would like to congratulate and thank the Scout Association of Japan for taking the initiative to host this first workshop combining Youth Programme and Information Communication Technology, and for involving their leaders at all levels, including Rovers to make this workshop an educational as well as an entertaining one. May I also on behalf of the participants and the Region thank the Scout Association of Japan, and all the staff and members of the host organizing committee for their hard work and warm welcome and not forgetting the hospitality. May I request our overseas friends to show our appreciation to the Scout Association of Japan, in the Scout way, by giving them three “yesakas”. Don’t be surprised when they get tired of one thing. Be prepared with the next.” Baden – Powell wrote this in the Headquarters’ Gazette in 1911 but his words are still relevant to today’s young people. The rapidly changing needs and aspirations of young people is one of the challenges Scout Youth Programme is facing today and this is precisely the reason why a workshop of this kind needs to be organized. What does the Youth Programme in Japan offer to our young people? Is it attuned to their dynamic life styles, their needs and aspirations? Are they doing the same activities as they did 50 years or 80 years ago? Are we equipped enough to know the young people and to design Scout activities based on the needs of the young people of today to meet the educational objectives of our Scout movement. Do we keep in mind why a particular activity done or do we just follow the given activity because it is prescribed in the advancement scheme, without knowing why we do it. These are some of the problems that we face in Youth Programme itself.

Then how about the evolution in technology and communications – which slowly are drawing the interest of the young people away from Scouting activities or from any other activity for that matter? In some advanced countries a young person on average spends as much as 5 – 6 hours a day on the internet, leave alone the time to sleep, eat or attend to school. Variety is what the world is offering to our group of young people, and thus, it demands substantial need to provide a better alternative to address the needs and aspirations of young people. These are some of the things that challenge your capabilities and due to non-flexibility of our Youth Programme. We are here at the symposium not to alter the concept of Scouting but rather to talk about using the modern ICT tools for the betterment of Scouting as a relevant movement with the modern times keeping to the aspirations of the young people and to encourage more young people into Scouting through the use of ICT. Therefore, the answer is that we need to move with the majority and with the changes taking place. If we look at the region, of course we have a big difference between those who use the internet and those who have very limited access or with no access to internet at all. While we have Korea at the top with a population whose internet uses according to the last World Human Development Report is as high as 552 for every 1000 person in the country we have also countries in the region where the internet uses is less than 1 person per every 1000 people in the country. Similarly according to the same report nearly half of the population of Singapore, New Zealand, Australia, Japan, and Hong Kong are internet users. If we do not think far ahead we will then be lagging behind. There are also a few who still believe that Scouting is largely an outdoor activity and therefore there is no scope for utilizing ICT as a tool for Youth Programme. While we do know that ICT as a communication tool has long been accepted in Scouting and therefore the time has now come when we need to identify the role of ICT in the core of Scouting which is the Youth Programme. As Scout Leaders, we are gathered here together with the resource people who has the necessary expertise, for the APR symposium on the Role of ICT in Youth Programme, I believe it is the golden opportunity to increase our knowledge on Youth Programme, and how to move along with technology and communications, and the chance to learn from each other’s experiences. While you are meeting here there is another group of over 40 participants from 13 different countries working to collate ideas as to how we can use ICT in Youth Programme. You will be joining them tomorrow morning to hear what they have discussed. These new ideas

would only reinforce the development of our Youth Programme as relevant, attractive, and challenging – having in mind the educational objective and mission of the Scouting. In conclusion let me also express my sincere appreciation on behalf of the region and on my personal behalf to the leaders of the Scout Association of Japan for the tremendous efforts and care and planning they have undertaken to make this symposium a reality and to make all of us feel at home and to be happy. We are also very fortunate to have such many distinguished Scouters from the region led by the Chairman, Regional Committee members, Chairmen of APR Sub-Committees and you will meet them all. In the same token we appreciate having the resource speakers and in particular Craig from UK, who had taken much trouble to be with us and to share his vast knowledge and an ardent believer on what we are discussing today. We are extremely happy to have a young technical person like Ranulf Goss from Philippines and Alex Choo from Singapore who are all Scouters themselves. I thank you for your presence and sincerely hope that you will benefit form this symposium. Arigato gosaimas!

Mr. Soiichi Saba Speech (after receiving the APR Distinguish Award) by Shoichi Saba Chairman, Board of Directors Scout Association of Japan

Taking this opportunity, I would like to say a few words. I feel greatly honored and delighted to have the APR Distinguished Service Award at the opening ceremony of the APR Workshop on the role of ICT in Youth Programme. The Asia-Pacific Region Consist of 23 countries and territories, including such populous nations as Indonesia and the Philippines. Indeed, the APR has the largest Scout population in the world, 16.65 million, and is making a great contribution to the World Organization of the Scout Movement. I think this APR award reflects SAJ’s effort and success in promoting exchange programmes in which numerous Scouts and leaders from APR countries participate each year, as well as fruitful cooperation SAJ has

cultivated. It is recognized that these activities are of great benefit to the Scout Movement. I would like to extend a very warm welcome to the 72 participants and staff from 12 APR countries who will be joining the workshop to be held over the five days to the 18th. The main themes of the workshop are 1) what is the role of ICT in Youth programme? 2) how much we can utilize ICT-based games in Scouting?, and 3) is it possible to create the virtual Scout community for exchange of information and opinions over the Internet. The recent remarkable progress and development of information and communication technologies, notably the proliferation of PCs and the internet, is dramatically transforming society and creating new opportunities for the ways in which people can to work together for the common good. I urge all of you to take pride and exercise responsibility, recognizing that you have a pioneering role in mastering ICT and making use of ICT in Scout activities and programmes. It is my earnest desire that the workshop here will spur development of the Youth Programme in the Asia-Pacific Region and you will take the initiative in promoting use of ICT in Scouting in your countries.

Friday, 15 October 2004 • NSO Presentations. Promising practices from Scout Associations of

Hong Kong, Korea, and Japan. • Input on iGame on Scouting. A presentation providing game design

framework to prepare Scout Leaders in developing an interactive learning software. This session includes digital game overview, detailed design process, high level design process and samples simulation games for learning. This session was presented by Mr. Ranulf Goss of the Philippine Gaming Organiztion.

• Group Reports on iGame on Scouting. From the session, these report are input on possible story board of iGame in Scouting.

Saturday, 16 October 2004 • Virtual Scout Community. This presentation explains what a virtual

community is and explore why Scouting need one. This also explained the types of virtual communities which Scouts can build and what are available tools to build them. The session also discussed how Scouts can apply this media to benefit Scouting and reach out to young people. This session was presented by Mr. Alex Choo, member of the APR Profile Sub-Committee.

• Group Reports on Virtual Scout Community. These reports are group input on the contents of a Virtual Scout Community.
