ince the credit crunchhit, barely a day goes bywhen we don’t hearabout the plight of first

time buyers in the news. The government is regularlydeveloping high profile policiesto help first time buyers gettingon the housing ladder – andrightly so. As has often beensaid, first time buyers are thelifeblood of the property marketand owning bricks and mortarhas long been the British dream.

But what about the last lot offirst time buyers? What happensto buyers who bought homesbefore the credit crunch hitwhen mortgages were plentifuland buying was easy.

Many of those buyers who want to upsize or move on ascircumstances change arestruggling.

Why are movers struggling?Many second time buyers arestruggling as a result of negativeequity. This occurs when falls inhouse prices mean a person endsup owing more on a propertythat it is actually worth.

Others are concerned about thehassle and time it takes to sellyour house and buy another.Then of course there are theadded costs of things likesolicitors fees. In today’s tougheconomic climate, even smallcosts can cause problems.

Will it get better?Lenders are slowly beginning toloosen criteria and house prices,while still falling in some areas,are at least more stable than theyhave been for a long time, withmany experts claiming they willrise this year.

What schemes are on offer?Many developers have takenmatters into their own hands anddeveloped products and schemesespecially for second timebuyers. Here is a selection ofthose on offer.

Just last month housing Minister Grant Shappssaid: "For years increasing numbers of people haveoutgrown their homes but been unable to move,and first time buyers have been unable to buy.

"They know who they are. Hardworking peoplewho bought their home when they were single,maybe met someone, fell in love and now have acouple of kids. They expected to trade up - becausethat's what their parents were able to do. But nowthey're boxed-in, home outgrown. Stuck in a flat,when really want they want is a family home.”

As such the latest scheme for first time buyers,the NewBuy guarantee – by which the

government and housing developer underwritemortgages thereby reducing the risk to thelender, allowing the borrower to provide asmaller deposit – has been extended to coversecond time buyers too.

"The NewBuy Guarantee will give our secondtime buyers a second chance, as this is the firstscheme of its kind not confined to first timebuyers, but available to anyone looking to buy anewly-built home,” says Shapps. "We don't wantBritain to be a place of housing have nots, wewant people to have room to grow. The NewBuyGuarantee will do just that."

While the government has thus far concentrated on helping first time buyers, it seemsrecently that calls to help the previous generation of buyers are finally being heard.

Can the government help?

Easymover - Taylor WimpeyThe Easymover scheme is designedto help those who are struggling tosell their current home. Once

they’ve reserved a plot, Taylor Wimpey, with thehelp of pre-selected estate agents, will help themfind a buyer for their old home usually withinfour weeks of going on the market. Everything’sarranged for Taylor Wimpey’s purchasers andthere are no moving costs to worry about.

Helping Hands – LovellWith its Helping Hands scheme,Lovell will look after everythingfrom valuations and marketing topaying the estate agents fees.

Lovell will arrange for an independent valuationof your existing property and after agreeing amarket price with you, its sales advisors willguide you through the process and keep in touchwith the estate agent on your behalf.

Advance to Buy – GleesonWith Advance to Buy a reservationfee of £200 is taken to secure theplot of your choice for five weeks.You’ll get free advice, two free

independent valuations on your property andGleeson will market your property. Once a salehas been agreed, contracts will be sent to yourappointed solicitor in order for the legal processto commence. When your new home is ready andthe legal process is complete, Gleeson will thenrefund you £500 towards your legal fees. Ifapplicable, it will also pay your contributiontowards stamp duty.

Easy Key - Keepmoat When buying one of Keepmoat’snew homes, the developer –through its Easy Key scheme - will

arrange for estate agents to value the property,handle all negotiations and pay estate agents’and advertising fees in full.

Match and Move - LovellThe Match and Move scheme fromLovell provides buyers with aninterest free loan to put towards a

deposit. Lovell will match the amount you havesaved with a loan and there’s no interest or rentto pay on the amount. Elaine Taylor, regional sales manager for Lovell,said: “We know that it hasn’t been easy forexisting home owners. Some people may evenface negative equity after selling their existinghome. But Match and Move can help secondtime purchasers to keep some of their savingsintact while allowing them to move earlier.”

Part Exchange – Taylor Wimpey Under the Part Exchange scheme,Taylor Wimpey buys the existinghome at an agreed price, saving

house hunters the stress and expense of findingthe right buyer. With no need to instruct estateagents, they’ll also be saving money on fees. Andwith no chain to maintain, the purchasers’ movecan be arranged so they’re in the property innext to no time.

The auction at Aintree Racecoursewas a resounding success withtotal sales for residential lotscoming in at just over half amillion pounds.

Kate Lay, who heads Pugh’sresidential property division, TheAuction People, said: “Eventhough it’s early days for theLiverpool auction, this has shownour ability to sell our residential

catalogue.“In Liverpool there was a real

flurry of interest in the auctionroom and some really competitivebidding which is excellent giventhe current climate.

� Thousands of vulnerablepeople facing familybreakdown could end upwithout legal representation

because ofplannedchanges tolegal aid.

Some 250,000cases of divorceand familybreakdown

currently receive legal aid eachyear according to figures fromCitizens Advice.

But under new plans, publiclyfunded legal aid would no longerbe an option for most divorcing

couples.The government wants to cut

£350 million a year from the £2.2billion legal aid bill. Only thoseaffected by domestic violence,forced marriage or childabduction will continue to haveaccess to this support.

John McKenna, family lawpartner for Paul Crowley & CoSolicitors, says: “The aim behindthese proposals is to encouragemore people into mediation andsettlement outside of the court,which seems sensible in theory.But in practice it will leave manypeople struggling to pay for legalaid and is likely to hit poorerfamilies the hardest.

He adds, “The breakdown of arelationship is never an easy timeand if these changes go ahead,things may be about to become moredifficult for many of the families andindividuals we currently see.”

I have a number of rental properties, I don’t use an agent andlooking after them is my full time occupation. I would like to savesome tax by putting them into a limited company. Someone has toldme that I can don’t need to pay any capital gains tax when I transferthe properties into the company, is that correct?

There is a new wave of incorporations caused by high marginalincome tax rates of 40%, 50% and even 60%, especially whencompared with small company corporation tax rates at 20%, soincorporation can seem like an attractive prospect.

There has been a very recent test case (Elizabeth MoyneRamsay v HMRC) which tested whether a taxpayer (Mrs Ramsey)was entitled to use the Capital Gains Tax reliefs available totrading businesses to defer any capital gains tax when shetransferred a large house (which had been converted into 10flats) into a limited company.

Mrs Ramsey argued that letting the property constituted abusiness. She and her husband spent approximately 20 hours perweek carrying out the various activities including:

• Meeting with tenants• Repairing and maintaining communal areas,

and gardening• Paying electricity bills for communal areas• Checking windows and doors to the property

were locked• Providing assistance to an elderly tenant including liaising

with social services in relation to her care package.

Not with standing all of this activity, HMRC were able tosuccessfully argue that the activities in the main were those whichany owner of an investment property would undertake andtherefore the main activity was one of holding an investment andnot carrying on a business.

What this means is that previously where a high level of activemanagement of properties may have tempted tax payers and theiradvisers to claim some of the capital gains tax reliefs on sale orincorporation of a properties, these seem to now be firmly denied.

If your rental properties current market value are higher that thecosts of purchase plus capital expenditure then gains will arise onthe transfer to the company.

You could consider staggering transfers over a number of years totake advantage of your annual exemptions for capital gains tax(currently at £10,600 per annum) and could also consider ( if youare married) involving your spouse. Both of these ideas wouldpotentially reduce the tax payable.

Bombay Bicycle Club’s Liverpool show has been sold out for weeks, everpopular they will soon play another sold out 10,000 capacity homecoming gigat North London’s Alexandra Palace. Their third album ‘A Different Kind of Fix’sees a return to electric guitars after the acoustic ‘Flaws.’ We caught up withEd Nash, bassist from the band to talk about supporting Elbow in Australia,

relentless touring and the young indie rockers ‘distinctive’ sound.

You have just got back from supportingElbow in Australia what was that like?Genuinely one of the most fun tours I’veever done. It was a really big thing for us,we watched Elbow every night they arereally cool guys.Jack Steadman (lead singer) has said ‘ADifferent Kind Of Fix’ was inspired bybad habits and addictive behaviour.How is it different from your otheralbums? It picks up where the first album ‘IHad The Blues But I Shook Them Loose’left off with a return to songs like ‘AlwaysLike This’ and ‘Autumn.’ It touches back onwhat we did on our second album ‘Flaws’but it progresses. It’s different but it’s thenext obvious progression for us.You have been quoted in previousinterviews as saying ‘Bombay BicycleClub are still a way away from havingour own sound.’ Are you being modest?That quote sounds like I’m not proud of thesound we have achieved which isn’t true. I’mincredibly happy with the last three records. I

do very much think we’ve achieved a distinctsound. I disagree with that quote, what I thinkI was trying to say was that we’ve accumulateda group of sounds within ourselves as a band. Are a lot of your songs are aboutrelationships? They are aboutrelationships. All of Jacks lyrics are writtenso last minute you wouldn’t believe it. Hewrites the lyrics literally on the day that herecords his vocals. They’re usually aboutwhat is going on in his life at the time sothey’re very relevant to him and veryspontaneous which is cool. I look back atthe first album and it reminds me ofgrowing up, songs about teenagers going toparties, falling in love, that kind of stuff. You recorded your first album at 18. Is ittrue that you still have university placeswaiting for you? We basically took a yearoff school to see what would happen with theband. In the year we recorded ‘Flaws’ weshould have all started university, but wedecided that that probably wasn’t the rightdecision at the time. I was going to studyArchitecture, Jack was going to study French,Jamie (guitarist) was going to do Classics andSuren (drums) was going to do Music.Where are you looking forward toplaying on the upcoming tour?Alexander Palace in London, I used to go togigs there when I was younger and it’s just

around the corner from my house. You canliterally see it from Jamie’s house where werehearse, so it’s always a nice homecomingvenue for us.

And I was really looking forward tocoming up to Liverpool actually. I used tolove playing in Liverpool. We go toManchester and bypass it sometimes but wereally wanted to come to Liverpool on thetour this time. Who is supporting you on this tour?Lianna LaHavas, she has a cool new sound.We saw her perform on Jools Holland andsaid ‘let’s get her on the tour.’ Our othersupport act is Rae Morris she has abeautiful voice and great songs. What’s next for Bombay Bicycle Club?A hell of a lot of touring, I’ve just got backfrom Australia before that we were inAmerica. Coming up we’ve got the UK tourthen Ireland. Then we go to Europe andtravel around there a bit and then thesummer festivals, so it’s literally just playingshows now for us right up until the end ofthe summer.

managing director ofNorthwood Lettings can pointout a property within a bird’seye view that his lettings agencyrecently let within 12 hours of itbecoming available.

This is testament he saysto the strength of thelettings market at themoment. Things arefast becoming busyin the company’sWest Derby villageand Allerton Roadoffices. “We havetaken on moreproperties to let in thefirst four months of thisyear than we did in the entireof last year,” says Peter.

As a consequence NorthwoodUK Liverpool is taking on twonew staff to help the 11 strongteam with the extra work load.

Northwood is the fastestgrowing estate agents in the UKwith 80 offices across thecountry. Its hallmark scheme isthe Guaranteed Rental Schemewhere it guarantees full rent tolandlords for 52 weeks of the

year. “There are guaranteedcontract starts and guaranteedcontract dates. We guarantee topay the rent to the landlordeven if the property is vacant.We guarantee to pay the renteven if the tenant isn’t there.The scheme works well. Wecurrently have over 300properties on this scheme acrossLiverpool,” says Peter.

What does Peterthink is behind the

boost in enquiryand lettingsnumbers?

“It’s acombination ofthings. Theopening of our

second AllertonRoad shop last

October has helped,”he says.

“We’ve also done a lot of TVadvertising across the NorthWest. We’ve ran adverts onGranada TV alongsideEmmerdale, Coronation Street,Loose Women and programslike Homes under the Hammer.We initially ran the ads for sixweeks and our enquiry levelsballooned. They more thandoubled and since then peopleremember that we’ve been on

TV and we still get calls now.“The TV ads have opened up

a new market for people whohave property to rent inLiverpool from other areasoutside the city. They’ve seenthe ads and got in touch withus. There are now plans to runanother national campaign andanother regional one. ”

Over our food, a steakbaguette for me with strips ofrump steak, mushrooms andonions and a Jerk chicken wrapfor Peter with guacamole, sourcream and salad, he tells meabout setting up NorthwoodLettings Liverpool in 2006.

“I was originally a charteredcivil and structural engineer, Iran my own teams in this roleand decided that I was fed up ofworking for other people andthat I wanted to start my ownfranchise business in an areathat I am more personallyinterested in, property,” he says.

Peter, originally fromBlackpool but who now lives inWarrington, says that trends hehas seen in the current marketare that more and more peopleare looking to rent.

“It’s to do with the housingmarket and affordability ofhomes. People can’t lend the

money to buy a home like theyused to. Tenants’ standards intoday’s market are higher too.Tenants expect a very highstandard of accommodation,double glazing, heating etc.

“More people are rentingnow. There are no barriers inlettings for people. We’ve seensteady growth as a companythat’s started from scratch butthis year we’ve gone really busymore busy than we have everbeen before, “says Peter.

“We’ve become so busy. It’sfantastic,” says Peter.

“If numbers carry on the waythey have we’ll be recruitingagain in the next couple ofmonths.”

As we finish our meal I’minterested to know what Petercan see in the future for themarket on a whole andNorthwood UK Liverpool?

“In the future I think peoplewill continue to rent, thehousing market and situationwill improve but I think it willbe slow and steady.”
