As the long winter nights close in there is nothing more enjoyable than curling up with a good book. And ghostly tales are perennial favourites for a long, dark evening. Local author Deborah Curtis has produced a brand-new collection of contemporary supernatural stories, set in and around the spellbinding city of Ely. With its echoing cobbles, narrow passageways and ancient cathedral, Ely is the perfect setting for ghostly encounters. Manager, Phil Malkin reported in the newspapers earlier this year that we were raising money to open a Cycle Shop in Littleport. He informed the readers that this opportunity would provide a job

for a local young person. Donations have been received from Sanctuary Housing Association, Wood Fen Lodge, Cambridgeshire Police, F P McCann Limited and Littleport Lions. YPL are now proud to announce the YPL Cycle Sales and Repairs Shop is NOW OPEN

The Anglia Co-Operative Food Store in Wisbech Road, Littleport raised £899 by holding a fun day. The money was doubled by the Anglia Co-Operative Community Fund bringing the total to £1,798.

Phil said “we’re impressed with the store, its staff and customers – it’s great that a local business is supporting a good local initiative because funding is hard to get”.

This project has provided a job for a young local person, Barnaby Raguain.

You can bring your cycle to Henry Crabb Road, Littleport for repair or we can provide a delivery and collection service free for Littleport residents but a small charge will apply if you live outside Littleport. Donations of unwanted cycles which we can repair to help with our fundraising always appreciated. We can collect these free of charge.

Littleport Lions have donated £100 towards a set of specialist tools. The total cost is £550, donations to help us with the balance would be much appreciated.

On sale are new and second-hand cycles, accessories and safety wear eg. Helmets and high-visibility jackets together with general maintenance items. Repairs will be carried out by our competent engineer.

LITTLEPORT PARISH COUNCIL

Working For You Local councils work to improve community well-being and provide better services at a local level. Their activities fall into three main categories: representing the local community; delivering services to meet local needs; improving quality of life and community well being. Local councils can provide and maintain a variety of important and visible local services including allotments, bridleways, burial grounds, bus shelters, car parks, commons and open spaces, community transport schemes, community safety and crime reduction measures, events and festivals, footpaths, leisure and sports facilities, litter bins, public toilets, planning, street cleaning and lighting, tourism activities, traffic calming measures, village greens and youth projects. These existing powers were recently strengthened by powers contained in the Localism Act including the extension of the General power of competence to eligible local councils

Here is just a brief look at some of the work addressed on your behalf in the once monthly meetings of your Council and the Councillors and Clerk and Deputy Clerk of the Littleport Parish Council. Full Minutes are available at the Council’s offices at The Barn. From August to October 2014.

PUBLIC QUESTION TIME & COMMUNITY ISSUES REPORT: Members received the current Community Issues Report before public question time. Ms de Swarte spoke on the subject of her proposal to build a 400m speed skating oval in Littleport. Mr J Coleby spoke on behalf of residents regarding the flooding of the culvert in the Hythe/Ponts Hill area. Councillor D I Ambrose Smith will contact the Internal Drainage Board. COUNTRYWIDE SURFACE WATER MANAGEMENT PLAN: Copies of the survey were handed to the public who were asked to complete them and return to the Clerk by the end of the week for submission to the County Council. Councillor F J W Brown raised concerns the run off from the Highfield Estate was a major factor in gardens and ditches abutting the site were now suffering from flooding. It was noted that surface water drainage is now the responsibility of the County Council. To date there are 16 blocked drains in Littleport. Standing Orders were suspended to allow members of the public to comment. They reported flooding is not only confined to the low lying areas of the parish; Millfield has seen gardens flooded. Standing Orders then resumed. FINANCE COMMITTEE RECOMMENDATIONS:

Councillor Boyd reported on the recommendations of the Finance Committee. The Clerk reported: Balfour Beatty quote for street lighting at Longfield Road will be on the September agenda

License relating to St George’s Medical Centre has been completed. DISTRICT COUNCILLORS REPORTS: Councillor D I Ambrose Smith reported there was a shortfall of 320 new houses

across the District and the District Council was actively looking for new sites. ALLOTMENTS & OPEN SPACES MEETING:

Members received the report of the meeting. Councillor C M Ambrose Smith suggested members should view the Country Park in Ely in relation to the utilising the Paddocks as public open space. Councillor J J B Lee warned against possible motor cycles use of the proposed dirt cycle track

ADAMS HERITAGE CENTRE: Standing Orders were suspended to allow Alan Summerside a trustee of the Heritage Centre and Chairman of the Littleport Society and Debra Jordan another Trustee to speak . Mr Summerside is currently working on a new constitution for the society to consider. Currently the constitution does not allow for the artefacts to leave the Barn and can only be viewed by appointment. Ms Jordan outlined the plans for the Heritage Centre and funding. Agreed the Parish Council should stand back and wait for an overview from Mr Summerside. LOCAL BUS SERVICES – CHANGES: Members agreed for the 129 Weekly Service from Black Horse Drove to Ely. This gives a 2 ½ hour stop in Ely rather than 2 hours. PLAY AREAS: Members received the report on the Parish Council owned play areas. Sanctuary Hereward have already funded two local groups in Littleport and may not have further funding available. Graham Nolan from Sanctuary Hereward is attending our November meeting. PROPOSED SPEED SKATING OVAL: Members were in agreement that they needed more time to digest the proposals and the suggested twinning with a Dutch town noted for its 400m speed skating oval and associated activities. ECDC to be informed of proposal. More information will be supplied to members before the next meeting. And the following month... PUBLIC QUESTION TIME & COMMUNITY ISSUES Residents of Saffron Close are taking part in a consultation for their views over the siting an aerial runway on the open space in the centre of the development. DISTRICT COUNCILLORS REPORTS: Councillor Wright reported on the need for further consultation regarding the shortfall of housing needs around the District and have now said all the housing will go to Soham and no housing allocation for Littleport. The Planning Committee can comment on this matter at a future meeting pointing out we would have welcomed small pockets of development. Councillor C M Ambrose felt the plan was too late to change. COUNTY COUNCILLOR’S REPORT: Councillor Divine’s email of 15th September had been circulated to all councillors via email. PLAY ECDC had submitted a summary of a play report for Littleport. It was agreed the Play Area and Open Spaces Committee look at the report in detail and report back to Council. Only toddler facilities in the parish is in surplus. Informal open space,

junior and youth facilities are in deficit. TRAFFIC SUB COMMITTEE: Councillor F J Brown reported a scheme to reduce the speed on New River Bank and Branch Bank together with new white lines at the Sandhill junction has been submitted to County Council for consideration under the jointly funded improvement schemes. Members also raised concerns at the potholes on Branch Bank. TRANSFER OF PADDOCKS AND PUBLIC CONSULTATION: Members agreed the legal process go ahead to transfer the land known as the Paddocks at Highfield be transferred from the developers to the Parish Council. The Paddocks are currently divided into four clearly defined areas and it was agreed a consultation process be carried out through the next edition of Littleport Life with Parishioners seeking their views on the proposals or any other options. PROPOSED ICE STADIUM: Councillor C M Ambrose Smith had drafted out a summary of concerns as a basis for discussion. Councillor Hayes asked that a “need” survey be carried out before embarking on such an ambitious project. Councillor Wright reminded members this is not a new idea and of the unsuccessful bid by Littleport in the early 1990’s to create an outdoor synthetic surface skating rink on the Moors with the aid of a million pound grant. If it is proven there is a need there need to be realistic costs on construction, site purchase, ongoing costs and how they will be met. In principle members with 1 abstention gave support in principle to the idea subject to a needs survey. PRESS RELEASES POLICY: Following lengthy discussions on the issue Councillors are free to write to the press making clear it is their view and not that of the whole council. Therefore members agreed there was no need to draw up a policy document. CABLEWAY?

The Clerk reported the survey to provide a Cableway at Saffron Close resulted in a 40% feedback with 13 votes against and only 7 in favour. DISTRICT COUNCILLORS REPORTS: Councillor C M Ambrose Smith reported the Boundary Commission review of the number of Councillors will go ahead. Councillor D I Ambrose Smith reported that ECDC were taking the lead in design on the North Ely Country Park and felt this should be a City Council project. Work is still ongoing with the access over open spaces at Woodfen and Longfield Road. Littleport Station Car Park extension – still looking at alternative land – ECDC are not communicating with land owners. COUNTY COUNCILLOR’S REPORT: Councillor Divine emailed reports were circulated to Council EXTERNAL AUDITORS REPORT:

The external audit for the year ended 31st March 2014 was received. ANGLIAN WATER CHARITABLE GRANT: The grant was dealt with in the Finance Meeting. DOG BIN: Members approved the purchase of a dog bin to be located at the Friars Way/Parsons

NEW PUBLIC OPEN SPACE

Public open space provision in Littleport will be increasing in the coming months. As part of the planning agreement for the Highfield development the land known as The Paddocks will be handed over to the Parish Council for use as public open space in the next few months. Some of you may be aware that the area is made up of four paddocks each surrounded by a hedge. The Parish Council’s Open Spaces committee have come up with some ideas for using The Paddocks and would like to know if you agree with the ideas. Paddock 1. This paddock borders the footpath between Upton Place and the Highfield development. It is proposed that this paddock is laid to grass with picnic benches and some trees offering a grass area for informal play for families to enjoy. Paddock 2. It is proposed that this paddock is used for a bicycle BMX park with dirt mounds similar to the park in Wilburton. This would be for bicycles only and not for motorbikes or mini motos. Paddock 3. This paddock would be a wildlife meadow with paths mown through to allow visitors to walk round the meadow. Paddock 4. It is suggested that this is a dog walking paddock to allow dogs a chance to run off the lead away from play areas and recreation grounds.
