Sub:- Release of Grants to Puducherry as Infrastructure Grants to I 1 Colleges under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).

Sir,

I am directed to refer to the approval of the competent authority to release an amount of Rs.2, 75,00,000/- (Rupees Two Crore Seventy Five Lakhs Only) as pending central share of funds which were released on 50:50 funding basis through sanction letter no.24-57/2014-U.Policy (PDIGC­Gen) dated 30th September, 2015 now revised to 100% central share for 1st installment to be incurred to the Government of Puducherry as Infrastructure Grants to 11 Colleges, under Rashtriya Uchchatar Shiksha Abhiyan (RUSA) subject to fulfillment of all conditions as per RUSA norms. Under the initiative under reference, the Central Government shall provide assistance to the State Governments for various components, which are mentioned as per the guidelines under RUSA.

2. In accordance with the instructions of the Department of Expenditure, Ministry of Finance, Government oflndia, vide D.0.No.32/PSO/FS/2015 Dated 28th October, 2015 for Union Territories, the funding pattern is revised to 100% central share. The funds being released are pendirig central share of funds which were released on 50:50 funding basis through sanction letter no.24-57/2014­U.Policy (PDIGC-Gen) dated 30th September, 2015 now revised to 100% central share for 1st installment to be incurred to the Government of Puducherry as Infrastructure Grants to 11 Colleges, under Rashtriya Uchchatar Shiksha Abhiyan (RUSA). Further installments of the allocation shall be released by the Ministry only after submission of the Utilisation Certificate by the State in respect of the installment ofthe Central grant released.

3. The sanction is issued in exercise of the powers _delegated to Ministries under DFPR, 1978, as amended from time to time. Above grants are being released in accordance with the pattern of Assistance approved by the Ministry of Finance, Government of India. It is also certified that this Sanction is being issued in conformity with the rules and principles ofthe scheme.

4. On receipt of sanction letter, the Principal Accounts Officer may issue an advice to the Reserve Bank of India (Central Accounts Section), Nagpur for affording credit of the sanctioned amount to the balance of the State Government. The Principal Accounts Officer may forward a copy of the advice to the Accountant General and Finance Department of the State Government as well as Director, Higher Education of the State with a copy to the undersigned. The Stale will then transfer these amounts to the RUSA bank account of State Higher Education CH.

5. The grant-in-aid is subject to adjustment on the basis of audited statement of accounts of Puducherry. Further, the accounts of Puducherry SHEC in so far as it relates to grants-in-aid will be open to inspection by the sanctioning authority and audit both; by the Comptroller & Auditor General of India or by any other designated by him and Internal audit by the Principal Accounts Office of the Ministry of Human Resource Development, Department of Higher Education, whene\ler it is called upon to do so.

6. The amount is debitable to the following three Heads of Demand No.60-Department of Higher Education:

I. Rs.2,13,12,500/- (General) from : Major Head 3602 Grants in aid to Union Territories, 04-Grants to Centrally sponsored plan schemes, 189- University and Higher Educati-0n, 02-General (General Education), 01-Rashtriya Uchchatar Shiksha Abhiyan (RUSA), 31­Grant-in-aid General, of the financial year 2015-16 (Plan).

II. Rs.41,25,000/- (SC) from : Major Head 3602 Grants in aid to Union Territories, 04­Grants to Centrally sponsored plan schemes, 789- Special Component Plan for Schedule Castes, 24- General (General Education), 08- Rashtriya Uchchatar Shiksha Abhiyan (RUSA), 31- Grant-in-aid General, of the financial year 2015-16 (Plan).

III. Rs.20,62,500/- (ST) from : Major Head 3602 Grants in aid to Union Territories, 04­Grants to Centrally sponsored plan schemes, 796- Tribal Area Sub Plan, 14- General (General Education), 02- Rashtriya Uchchatar Shiksha Abhiyan (RUSA), 31- Grant-in­aid, of the financial year 2015-16 (Plan).

7. Accordingly, I am directed to convey the sanction of the President to release an amount of Rs.2,13,12,500/- (Rupees Two Crore Thirteen Lakhs Twelve Thousand Five Hundred Only) as the ~neral Component of the 1st installment to be incurred to the Government of Puducherry as Infrastructure Grants to 11 Colleges under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).

8. The Expenditure Rs.2,13,12,500/- (Rupees Two Crore Thirteen Lakhs Twelve Thousand Five Hundred Only) will be debited to Demand No.60-Department of Higher Education from Major Head 3602 Grants in aid to Union Territories, 04-Grants to Centrally ~ponsored plan schemes, 189­University and Higher Education, 02-General (General Education), 01-Rashtriya Uchchatar Shiksha Abhiyan (RUSA), 31- Grant-in-aid General, of the financial year 2015-16 (Plan).

9. A certificate of actual utilization of the grants received, for the purpose for which it was received, should be submitted to the Ministry within 12 months of the closures of the financial year.

10. The grant has been sanctioned in accordance with the pattern approved by the Ministry of Finance and is in conformity with the rules and principles of the scheme as approved by the Ministry of Finance.

11. Necessary Sanction ID has been generated.

12. This simction issues with the concurrence of Integrated Finance Division's Dy. No.3237/2015, dated 02.12.2015 and funds certified by the IF I Section vide their Dy.No.822/2015­IF.I dated 04.12.2015.

13. The total approval for the 12111 Plan for the components being released fund for are as follows:
