1 2001 NCT/Delhi Removal of garbage and sanitation work

Scope of audit

• Audit test checked the record maintained in two workshops;

• compost plant and in ten out of 14 circles

• of the New Delhi Municipal Corporation;

Scope of audit

• representing 71 per cent of total circles, during the period 1995-96 to 1999-2000;

• with a view to examining whether the lifting of garbage in the New Delhi Municipal Council area was done efficiently and economically.

2. 2001 NCT/Delhi Management of Forests

Scope of audit

• The records maintained by Environment, Forest & Wild Life department relating to various activities of forest management for the period 1995-96 to 1999-2000 were test checked in audit at headquarters of the department and in all the three divisions in order to examine the schemes/plans implemented by the department, during June to August 2000.

3. 2001 State/West Bengal Improper disposal of

biomedical wasteby medical establishments

Audit scope

• A test check was conducted in Howrah Municipal Corporation (HMC) to review compliance of the rules regarding the disposal of biomedical wastes by the private establishment and a Government Hospital located in the HMC area, during March 2000.

4. 2001 State/West Bengal Working of Forest Department

Audit scope

• Functioning of the forest department was reviewed in audit through test-check of records of the Secretariat, Directorate, 2 Chief Conservators of Forests, 8 Conservators of Forest and 28 Divisional offices for the period from 1996-99 (approximately 53 per cent of the offices have been test checked.)

5. 2001 20 States Implementation of

Environmental Actsrelating to Water Pollution

Audit scope

• The principal aim of audit was to assess the degree of compliance shown in the enforcement of the law, rules and regulations governing pollution control.

• A test check of records in 20 states relating to survey, water quality and schemes undertaken for treating the water along with Central and State Schemes implemented ;

Audit scope

• for prevention, control or abatement of water pollution covering the period from 1995-96 to 1999-2000 was conducted in audit during 2000-2001.

• Audit also assessed the mechanism of funding and monitoring and the linkages between the Center and the States in implementing the schemes for abatement and control of water pollution.

6. 2001 State/West Bengal Sewage Treatment Schemes in

CalcuttaMetropolitan area (under

Ganga ActionPlan).

Audit scope

• Records of the implementing agencies for the period April 1994 to March 2000 were

• test checked;

• to assess the status of implementation of the Ganga Action Plan schemes between March 1998 and April 2000.

Audit scope

• Against total available fund of Rs. 52.52 crore from the Government of India (Rs.32.49 crore) and State Government (Rs. 20.03 crore) during April 1994 and March 2000, Rs. 26.26 crore was spent as of March 2000 in Phase-I & II.

7. 2002 Union Zoological Survey of India

Audit scope

• The review examined the performance of Zoological Survey of India (ZSI) in relation to exploration and survey of ‘faunal’ resources, taxonomic studies, status survey of endangered species, publication and some other activities of ZSI from 1994-95 to 2000-2001.

8 2002 NCT/Delhi Bio-medical Waste Management

Audit scope

• Audit reviewed the steps taken by the hospitals in Delhi to implement the Bio-medical Waste Management Rules.

Audit scope

• The review covered Delhi Pollution Control Committee, the prescribed authority and 44 hospitals and three dispensaries of Government of Delhi, Municipal Corporation of Delhi, New Delhi Municipal Corporation and of Government of India for a period of three years from July 1998 to August 2001.

9 2002 State/MP Forest development through WorldBank aided Madhya Pradesh

Audit scope

• The accounts and records for the period 1995-2000 of 22 out of 79 divisions (in which the Forest Development component was executed)) and the Project Director`s office were test checked during the period between December 2000 and April 2001.

10 2002 State/Rajasthan Functioning of Zoos and

WildlifeSanctuaries

Audit scope

• A test check of the records relating to the period 1996-2001 of 5 Zoos, 2 National Parks and 3 Sanctuaries was conducted from November 2000 to April 2001.

11 2002 State/Tripura Working of Tripura Forest

Development and PlantationCorporation Ltd

Audit scope

• The review for the period from 1995-96 to 1999-2000 has been conducted mainly at its Head Office at Agartala and in two divisions situated at Agartala and Kumarghat. The working of the Company was last reviewed in the Report of CAG of India for the year ended 31 March 1989.

12. 2002 23 States Air Pollution/Vehicular/Industries

Audit scope

• To assess implementation of provisions of various Acts/Rules relating to Air Pollution relevant records of the Environment Department, the state Pollution Control Boards, its Regional Offices and Directorate of Transport were test checked covering the period 1996-97 to 2000-2001.

13 2002 22 States Waste Management

Audit scope

• Implementation of the provisions of the various Waste Management Rules covering the period 1996-97 to 2000-2001 were test checked with reference to the records of implementing agencies and various departments.

14 2003 State/Punjab Air Pollution/Vehicular/Industries

Audit scope

• To assess the implementation of Environmental Acts and Rules relating to Air pollution;

• for the period 1996 to 2001 a review was conducted during October 2001 to March 2002.

Audit scope

• Records of the Board`s office at Patiala and 5 out of 11 Regional offices, 23 out of 142 Municipal Corporations/Councils, Punjab Water Supply and Sewerage Board, State Transport Commissioner, Secretary to Government of Punjab, Local Bodies Department and Directorate of Local Bodies were test checked.
