Money – or the lack of it –
made headlines in 2010Mavericks and that other
Big Wave top this year’s list2010 was the year big waves of differing sorts crashed ashore at Mavericks and rippled through city and school
finances. it’s also the year Big Wave itself was approved, for a couple of days anyway.
in truth, the year that was will be remembered most as a year in which money was the motivator — for those who love schools, for city administrators, for nonprofit volunteers who had reason to wonder if their coffers were safe.
it may not be as sexy as other news events, but the flow of money makes the world go around.
here, then, are the 10 stories that had coastsiders talking in the year just passed. For fun, i’ve put them in the order of importance, from least to most important, as i see them. it’s a subjective list and a subjective order. But
there is no question that it was all big news in our little slice of the world. — Clay Lambert

Dangerous water found at South Coast farmIn May, county health inspectors shut down employee housing at Marchi Farms in Pescadero after finding dangerous levels of nitrates in the drinking water. The water was found to contain four times the allowable limit of nitrates – which can lead to health issues of particular concern for children.
The revelation would eventually lead state officials to admonish the county health department.
While state and county health officials were clear that the farm must provide potable water to residents, they were in a quandary when it came to what to do with the people who lived there. In the end, officials allowed residents to stay in their homes, despite a similar finding that the housing included broken heaters, smashed windows and soiled bedding, and required farm owners to truck in safe water from Santa Cruz.
That arrangement was meant to be temporary but a permanent solution has proven elusive. The farm owner has been given numerous deadlines to fix the problem, and violations continued well into 2010.
Meanwhile, state regulators faulted county officials for not spotting and addressing the situation earlier. The county’s approach to farm housing inspection was deemed “marginally effective.”
“It needs improvement, that’s the bottom line,” said Chris Anderson, chief of field operations for the California Department of Housing and Community Development’s Division of Codes and Standards.

nonprofi ts revisit their fi nancesWhen longtime San Mateo County Farm Bureau Executive Administrator Jack Olsen died of cancer in May, he was hailed as a hero of the region’s agricultural community. The lifelong Coastsider was a well-connected and well-loved fi gure active in a host of area nonprofi ts, including the Half Moon Bay Beautifi cation Committee, Food Systems Alliance, the San Mateo County Fair Board, Agricultural Commission, and the Resource Conservation District.
Friends and acquaintances were shocked in the weeks to come when some of those agencies quietly began reviewing their books amid whispers that Olsen might have been responsible for the disappearance of funds.
Neither Olsen nor his heirs have been charged with any fi nancial wrongdoing and none of the agencies have come forward with the results of their internal audits. However, the county Farm Bureau and the Beautifi cation Committee acknowledged that they were reviewing their books over concern about Olsen’s handling of the fi nances.
Later in the year, a whistleblower complained about alleged budgeting and funding irregularities at the 4-H Club of Half Moon Bay. The Review fi led a California Public Records Act request for documents tied to a state investigation of the club, and that request is pending.

‘Senior campus’ closer to fruition2010 was a landmark year for those planning a so-called “senior campus” in downtown Half Moon Bay.
Perhaps the most important step came when the Half Moon Bay Architectural Committee approved plans for a 46,100-square-foot community center that would sit near the intersection of Main Street and Arnold Way. The building would house both the Coastside Adult Day Health Center and Senior Coastsiders.
Actually, the good news predated that March vote. In February, the U.S. Environmental Protection Agency designated the project its “Building Healthy Community for Active Aging Commitment Award” winner. The EPA praised the $66 million project because it blended private and public resources and envisioned a close neighborhood that would provide seniors with affordable housing, amenities and a host of services – all in one place.
Meanwhile city and county governments worked on a land swap that would give the county the land underneath the project in exchange for more than a dozen small plots west of Highway 1 that the city would one day like to use to further the Coastal Trail. That deal was still pending in December.

Main Street bridge is crumblingThe city of Half Moon Bay learned this year that its historic downtown is in danger of being cut off from points north. That’s because the bridge over Pilarcitos Creek is in danger of falling down.
Studies conducted by the state and the city show the bridge is structurally defi cient and in danger of collapse in the event of a major earthquake. The reports shouldn’t have come as a surprise. Heavy cracks, exposed rebar and chipped concrete are visible to the naked eye.
City Engineer Mo Sharma said he would recommend the city completely rebuild the 110-year-old bridge – a task that would take months and cost millions.
A week after the state report, the City Council endorsed a plan to rebuild the bridge over fi ve years in a protracted process that would assure one lane was open at all times.
While city offi cials said they had only recently learned of the precarious state of the historic bridge, an analysis of Caltrans inspection reports revealed the state had been warning the city for years.
“It is possible that the structure might start to show signs of failure at any time and become unsafe for traffi c,” said one inspector in a 1941 report. “This bridge is of dangerous width and on dangerous alignment.”

City fi nances go from bad to worseThings only seem to get more dire for city of Half Moon Bay fi nances. For several years, the city’s bleak fi nancial picture has been among the biggest stories on the Coastside. The city has struggled to meet its obligations as a result of issuing bonds to pay off an $18 million settlement with a developer. That nearly overwhelming debt – which requires a payout of $1.13 million every year for decades to come – has coupled with a fl agging economy to empty city coffers.
The problem is insidious. Cautious consumers mean less revenue from sales tax. Even building permitting fees take a hit when the real estate market suffers.
To make matters worse, city leaders misjudged revenues for the year.
Want more bad news? In April City Manager Michael Dolder said his administration wildly over-reported cash reserves in the city’s sewer fund – money earmarked for repairs and construction. And so $14.6 million became a little more than $600,000. Likewise, the city over-estimated its tax haul for the year, despite making what Dolder claimed at the time as “conservative” estimates of revenues.
There were some signs of light at the end of the tunnel. City leaders were very happy to get a donation of land – commonly referred to as Glencree – adjacent to the Beachwood property Half Moon Bay now owns. While the city can’t market that land for three years, offi cials hope the aggregation of property will make the area more valuable to some future developer.

Devil’s Slide reaches milestoneCrews punched through the north portals of the Devil’s Slide tunnel project this fall and, with that, there was literally light at the end of the tunnel. The $342 million multiyear project is expected to be complete either late in 2011 or early 2012.
To say it’s been a long time coming is an understatement.
As nearly everyone on the Coastside knows, plans to get around — or through — Montara Mountain and on to points north at fi rst revolved around a controversial bypass that opponents thought would degrade the environment and erode habitat. By the time rockslides closed the road for weeks in 2006, offi cials were united on a twin-tunnel plan.
Now the bridges on the north end are essentially complete and the tunnels have been dug. A lot of fi nishing work remains, but when 200 local and state dignitaries converged at the dig site on Oct. 1, it felt like victory over the commute was at hand.
Many weary and wary travelers were also hoping for a northern route that was safe and not subject to the whims of Mother Nature.
“It’s often said we live in an exciting time, but when it comes to Devil’s Slide we’re hoping for something less exciting,” U.S. Rep. Jackie Speier said at the ceremony noting the end of digging.

City sales tax measure fi zzlesThe city of Half Moon Bay tried and failed to get voters to approve a sales tax measure offi cials said was vital to the future of the city. The initiative would have raised the city’s sales tax to 10.25 percent and would have made it among the highest in the state. It failed by about 200 votes.
The measure elicited strong feelings on either side. City Council members argued in opinion pieces in the Review and countless conversations on the street that the tax was the best way to raise money for a city facing a $500,000 defi cit that will only increase in the years to come. They stressed that a sales tax would spread the burden among many and not merely be born by local residents.
On the other side, residents and many business owners argued that a historically high sales tax would drive buyers away from town and never sunset, guessing that future leaders would not give up the money in seven years when the tax was supposed to revert to the old rate.
The vote exposed fi ssures in the Half Moon Bay Coastside Chamber of Commerce and Visitors’ Bureau. A survey of members revealed that a majority of respondents opposed the tax. Nevertheless, the chamber’s executive board voted to support the tax as the best way to maintain infrastructure, public safety and a vibrant tourist town.
In the wake of the tax initiative’s failure, city offi cials say they will have to take another cut into city services. This time, they say, the police department may have to go.

Work continued on the Devil’s Slide tunnels where a milestone was reached in Octo-ber with the breakthrough to the other side and hopes of opening the road to traffic by the end of 2011.
Hope was renewed in saving the Pigeon Point Lighthouse when a grant was awarded to cover some of the renovation costs and the annual lighting of the Fresnel lens was celebrated once again after a year hiatus.

Hundreds of families participated in the city-wide garage sale which gave new life to old clothes, toys, and other odds and ends collecting dust in the dark corners of Coastside homes.
Tourists and locals alike picked their perfect pumpkin at more than a
dozen farms and roadside stands with offerings in all colors, shapes
and sizes.
Golden sunsets can still provide an unexpected moment of peace and wonder on the side of the road for motorists, cyclists and pedestrians on their way from one place to another. Holiday parties and special events such as Margo Christiansen’s fashion show provided the community many opportunities to
gather together to celebrate the season and coming new year.

3parcel tax
a tax for schoolsThose within the Cabrillo Unifi ed School District will always remember 2010 as the year of the parcel tax. After fi ve unsuccessful previous bids, district voters fi nally approved a $150 per parcel tax on those with property in Cabrillo confi nes. The money is expected to go a long way toward offsetting the need for $2.5 million in cuts. Educators attribute the ongoing fi nancial travails to dysfunction in Sacramento, where annual budget crises lead to raids on educational funding.
The vote followed months of concern about cuts that would be necessary if the tax measure failed. There was talk of jettisoning high school counseling and other mainstays of the public education system. In the days before the vote, teachers and administrators agreed to shorten the school year by three days to save money.
Cabrillo offi cials viewed the two-thirds vote victory as nothing less than a lifeline.
“This may be us turning the corner,” said Superintendent Rob Gaskill on election night.
The success of Measure E in June led to new leadership on the school board as well. Parcel tax proponents Freya McCamant and Robert Pappalardo both breezed to victory in the school board election in November.

2Big Wave
Big wave wins approval … for nowThe most talked about land battle since Beachwood bubbled to the surface in Moss Beach in 2010. While no one expects the dust has settled on Big Wave, proponents of the multi-use project won some signifi cant skirmishes late in 2010.
On Nov. 23, the San Mateo County Planning Commission approved all eight project points before the board. The decision followed months of heated acrimony between project supporters and those who argued the buildings would be a blight on the bluffs and that housing for the developmentally disabled was nothing more than a Trojan horse. Early in the year, hundreds of mostly Midcoast residents wrote San Mateo County to express their dismay over the proposed project.
The very idea that project proponents would “use” the disabled as a ruse to construct a commercial development rankles many on the coast who see that housing component as the central piece of plans to build on the Airport Street property. They argue the whole point of commercial development at the site is to build a cash stream to sustain the project and a place of employment for the special needs adults who would ultimately live there.
While the project was approved by the Planning Commission in a split vote, it has been appealed by several concerned groups on the Coastside and beyond. The county Board of Supervisors is expected to take up the project in the fi rst quarter of 2011.

Mavericks is blowing upThe Coastside has long been known for one thing, and its not political squabbles or fl oundering governments. It’s a perfect storm of cold water, an undulating ocean fl oor and swells that roll in from far out in the Pacifi c. And while one of the world’s biggest and most awesome waves has long captivated the imagination of surfers, events in 2010 brought the surfi ng spot to the attention of a much wider audience.
On Feb. 13, two dozen surfers and tens of thousands of spectators converged on Pillar Point where they were greeted with the ride of their lives. Surfer Chris Bertish, a 36-year-old South African, emerged victorious on a day that fellow competitors deemed “epic.” But that was just the beginning of the story. Large waves rolled onshore as well, swamping contest infrastructure and injuring a few spectators. That caused many to worry that the contest had outgrown organizers.
Months later, the Half Moon Bay Surf Group was born. The gathering of local surfers, photographers and others committed to the contest managed a successful coup, wrestling the contest from the San Francisco-based entity that had organized it in the past. The new group promised to give a portion of proceeds to local nonprofi ts and to tone down some of what its leaders feel are the excesses of the past.
Meanwhile, contest founder Jeff Clark is back. In January he sued the old contest organizer, Mavericks Surf Ventures, after MSV pushed him aside. Clark claimed breach of contract, stating in a release announcing the suit, “I made a mistake and trusted the wrong people.” He has since joined forces with the new group and was present at November’s opening ceremonies. He is also opening a new retail outlet at the harbor that is sure to be an unoffi cial Mavericks headquarters in the years to come.
The next contest window opened Dec. 1. The latest chapter in the Mavericks saga could be written anytime between now and Feb. 28.

notables Bank robberies surprise CoastsideJohn Robert Alexander, a well-known local thespian, also turned out to be something of a bank robber.
The 56-year-old sometime-Coastside resident was arrested on Sept. 8 by Mono County Sheriff’s deputies in the small town of Bridgeport, after being pursued by 13 different law enforcement agencies throughout the state.
Starting in early June, Alexander reportedly robbed banks in Mountain View, Los Gatos, Menlo Park, Pacifi ca, San Jose, Daly City, Rocklin, Roseville and fi nally Auburn. Police offi cials say Alexander became known as the “Posse Box Bandit” for his habit of carrying a clipboard along on robberies. In those encounters, the robber would hand the bank teller a note demanding money and warning that he was carrying a bomb or a gun. Police say he never actually showed a weapon.
For people who knew him in Half Moon Bay, the news about Alexander’s arrest came as a complete shock.
“He’s one of the most sensitive guys I ever knew. How this came to be, I have no idea,” said Michael Lederman, artistic director at the Coastal Repertory Theatre. “I’m completely stunned.”
That wasn’t the only connection to bank robbery on the coast. In March, a robber got away with cash from the First National Bank on Main Street in Half Moon Bay. And in late December, San Mateo Police arrested Paul David Stoliker of Moss Beach, accusing him of robbing a pair of banks on the bayside. — from staff reports
But can he do it with his feet?Who knew that a fi fth-grader practicing half-court shots would become an Internet sensation 25 years later?
Joel Branstrom, a 1992 graduate of Half Moon Bay High School, sank a half-court shot, blindfolded, during an assembly at Olathe Northwest High School in Kansas, where he coaches girls’ basketball and teaches biology.
It wasn’t supposed to happen that way. Everyone, Branstrom included, fi gured he was sure to miss the shot. Students planned to storm the court anyway, celebrating as if he made it. Branstrom was told a winning shot would win him tickets to the Final Four NCAA basketball games.
“I heard some giggles and some nervous laughter,” Branstrom said.
After a textbook shot ripped the cords, he traded a few high-fi ves and waved to the crowd. Branstrom wasn’t aware he made the shot, until he saw a replay moments later.
The video was quickly uploaded on YouTube. Hundreds of thousands have now seen the shot online. Branstrom spent the next week shuttling between television talk show appearances. — Mark Foyer
