Associated Press of Pakistan (APP)

Associated Press of Pakistan

(APP) started its operations in 1947

with the independence of Pakistan.

Initially, it was run through a Trust, but

owing to financial bottlenecks it was

taken over by the Government through

an Ordinance called; “Associated Press

of Pakistan (taking over) Ordinance th1961”, on 15 June 1961.

The journalists of the news agency were however allowed to retain their independent status. APP was later converted into a Corporation

th on 19 October, 2002 through an Ordinance renaming it as Associated Press of Pakistan Corporation (APPC) and was accorded the status of semi-government media organization.

Notwithstanding its conversion into Corporation, the News Agency continues to enjoy professional freedom. APPC is country's premier national news agency comprising qualified and professionally competent editorial staffers.

APP remains committed to excellent journalistic traditions by objective and accurate reporting, observing code of ethics with regard to responsible journalism.

The News Agency covers all important developments and events without any prejudice on diverse fronts within the country and abroad with professional approach.

The news agency is playing a leading role by supplying authentic and credible news and footages to the print and electronic media round the-clock. Around one thousand news, over two hundred pictures and clean feed of Video News Service (VNS) important events and developments are put on wire daily for use by the media subscribers.

News reports are released to national dailies in English and Urdu and regional newspapers in Sindhi, Pushto, Balochi/Brahvi and Saraiki languages besides important news in Arabic language for the Arab world media.

Ministry of Information and Broadcasting is working on transformation of current manual working of the Ministry to a robust automated system of database to make procedure of press registration, audit certificates and inclusion in Central Media List more credible, just and transparent. For the automation, a web portal has been developed by NITB, synchronizing the data of all three departments (OPR, ABC and CML) on one window. Web portal provides online facility to its applicants to register for further submitting the cases for registration of press, audit and Central Media List.

Physical verification process of all publications all over Pakistan is

also underway to weed out the dummy publications. It will help in removing dummy publications from CML, which will in turn save millions of rupees from government exchequer spent on

thadvertisement. At present there are 1569 - as of 30 June, 2020 publications on Central Media List. Physical verification reports of more than 900 publications have been completed and received from regional offices.

Official website of ABC has been revamped, updated and made active.

Implementation of e-office is underway.

Earning of the Board

This year an amount of Rs. 733,100 was deposited in Government Treasury on account of censorship Fee. Earnings of the Central Board of Film Censors declined as the number of films produced and Exhibition went down during the year. The main reason of the above mentioned circumstances is the critical situation throughout the world due to Pandemic Covid-19, in which all the public places including cinema houses were closed for public.

Cyber Wing

In order to tap the potential to spread information across the globe with an impactful outreach and to keep pace with info-tech era, the Federal Cabinet through its Decision No. 922/Rule-19/2019, dated 04-12-2019 approved an amendment in Rules of Business, 1973, and enlisted the Promotion and Projection of Government Policies through Digital Media as a subject of Ministry of Information and Broadcasting.

Cyber Wing is mandated to project and promote soft image of Pakistan and state policies via social media tools and it also provides professional services related to information technology to the Ministry, its attached departments and sub offices in Cyber Space. Cyber Wing, as an active part of the Ministry of Information and Broadcasting, effectively safeguards the interests of the country on Cyber domain by employing modern technologies. It is responsible for projecting the soft, moderate and progressive image of Pakistan by Projecting Government policies and countering Propaganda and Fake News.

Cyber Wing monitors, evaluates and produces content on Digital Media regarding issues of national importance. It promotes and projects Government policies through perception management and narrative building.

During the year 2019-20, Government initiatives were widely projected through the Ministry's official social media handles including Twitter, Facebook, YouTube, blogs and Instagram, resulting in exponential increase in users views and engagements. It has increased its following on social media platforms like official Twitter handle, Facebook and Instagram etc. from 40,000 to 596k in a year.

One of the key initiatives of Cyber wing during the year has been shifting the Ministry and its attached departments to a paperless working environment by implementing E-Office application which is aimed at improving internal efficiencies through electronic administration. E-Office is a step forward into an era of paperless administration in the Ministry. It is a digital workplace solution that replaces the existing method of manual handling of files and documents with an efficient electronic system and has its inherent advantages such as data stored digitally with audit trails for every transaction being done. Regular backups and Disaster Recovery systems (DRS) are in place which ensures that the Government files are not damaged in case of any mishap.

Development of QR Codes A special initiative is taken at Cyber Wing to “Discover Pakistan on

QR Wheels- Pakistan the land of splendid beauty & opportunities”. The idea of development of QR codes has been materialized as QR codes are more useful than a standard barcode as they can store (and digitally present) much more data, including url links, geo coordinates, text and visuals. It will also save heavy cost of printing of souvenir books and their transportation and distribution. The other key feature of QR codes is that instead of requiring a chunky hand-held scanner to scan them, many modern cell phones can scan them. The first phase to brand Pakistan through QR Code is accomplished. It has covered various tourist’s attraction, economy, culture and especial initiatives of the government for the socio-economic uplift. The aim of the QR codes development is to highlight the tourism potential and rich culture of Pakistan and to apprise the people about number of socio-economic initiatives taken by the government. It will help to display Pakistan at national and international platforms at a very low cost with great efficiency and accessibility through mobile phones.

Revamping of WebsiteCyber wing has also revamped the website of Ministry of Information

and Broadcasting according to the demands of the present digital age. It includes the daily news updates along with tickers and the twitter and face book handles of the Ministry of Information and Broadcasting and all the attached departments. The website is equipped with the photo and video galleries. The photo gallery includes the updated profiles of Presidents, Prime ministers, and Ministers for Information and Broadcasting, Minister of States of the Ministry and the Secretaries along with various national campaigns run by the Cyber Wing from time to time. The photo gallery is also enriched with handicrafts, religious sites, foods, tourist destinations etc to promote and project the soft image of Pakistan. Likewise video gallery also serves the purpose of promoting and projection enlightened image of the country. It also contains a slider on the top showing the photographs of important and latest events. This website is also equipped with various media laws and feedback system. Special links regarding i.e. Kartarpur and Kashmir Solidarity Day, Ehsaas News Letter etc. containing important information, documents, resolutions, articles etc. are also part of the website.

News Data Bank Cyber Wing of M/o Information and Broadcasting has also accomplished the task of creating “Cyber News Data Bank” aimed to provide one fountain source of information on the various steps/initiatives taken by the Government. The “Cyber News Data Bank” would aim to provide the maximum, authentic and credible information processed in to news format one place and at a 'one click' distance away in topic wise categorized clusters. This will facilitate the Ministries/ departments to obtain relevant information in no time to generate info graphics for digital media. It

Cyber Wing

would help in 'fake news culling' by providing a solid news platform. All PROs would have login facility on the portal to upload press releases, photos, videos, campaigns etc. related to their concerned ministry. Initially the project will facilitate the federal government officers working across the country. Later on the services may be extended to the provincial and local levels.

Deployment of E-Office In tandem with the government's vision of using e-governance as a tool for enhanced efficiency, increased transparency as well as better processing and service delivery, this ministry is steadily perusing IT projects. In continuation and in order to make efficient use of government resources and strengthen quick public service delivery mechanism, Cyber Wing of this Ministry is the focal department for deployment of E-Office at MoI&B.
