• BTS data are still hamstrung by outdated reporting structures. Therefore, there are areas where data is mis-reported. Aviation DataMiner™ has systems that identifies and filters these to the maximum extent possible. We do not rely on raw BTS numbers
• BTS “fare data” will vary from those in this report. This is due to the fact that BTS data are really “ticket spend” numbers. This is computed by including one ways, round trips, and multi-leg itineraries all together. Because travel patterns and consumer demand varies from airport to airport, these BTS numbers are not valid for “fare” comparisons. It is unfortunate that a lot of media reporters are unaware of this
• In this document, only domestic traffic is included at each airport
• Cost of Travel is computed based on nonstop mileage for each O&D, instead of actual routing (as in over a connecting hub.) Because this can vary due to airline hub location, nonstop miles are a better comparison
• Average fares shown are computed based on one-way trips, inclusive of federal fees and taxes
• Travel patterns – and hence fare levels reported – are affected by geographic proximity to other airports. For example, Baton Rouge indicates an average passenger trip of only 852 miles. This is likely due to the higher nonstop destinations offered at nearby New Orleans, drawing in BTR consumers.
• There are three rankings in this report – by traffic, by cost of travel, and alphabetically.

Only seven mainland airports with over 600,000 O&D experienced declines in enplanements...
Of these three – FSD, FNT, CAK were predominantly due to strategy and capacity changes – or elimination of service – by ULCC carriers. This was a traffic bubble and is not going to return anywhere in the foreseeable future
MHT and MDW experienced shifts in Southwest market strategies. This may be restored when WN gets more fleet flexibility, post-MAX. Southwest has vacated Dayton, and the traffic declines will not be replaced in the near term.
Only CAK also experienced a major reduction from a network carrier – Delta.
Only Washington/Reagan had stable capacity and experienced a slight decline.
Important planning factor: The ULCC Dynamic – stimulation net-new impulse traffic that evaporates immediately with cutbacks in service.

It is critical to recognize that there are two distinct airline systems – the traditional major & network carriers, and the “impulse” carriers – a.k.a., ULCCs. The market dynamics are fundamentally different.
The first category is in business to address known and expected air service demand. With the exception of B6, all have strong hub-connect traffic – including Southwest.
The second is in business mainly to offer a product that, based on low fares, generates net-new passenger traffic... Essentially competing for discretionary dollars.
We call them “wildcatter” airlines – like their colleagues in the oil business, they open a route – usually where no nonstop flights exist, and often in leisure markets, with low-frequency and low fare flights.
If the route works to their satisfaction, the stay. But if not, they leave – sometimes only after a few months. In the meantime the airport has seen at least temporary spikes in passengers and revenue that would not have been there otherwise.
As has been seen as several airports, this results in high traffic volatility.
The data here show that ULCCs will grow in the second half of 2019 to be approximately 7.5% of the airline industry’s seat production. This will continue to drive spike and declines at a number of small and mid-size airports.
