SEXUAL ASSUALT

PREVENTION AND RESPONSE

Sexual a sault is a crime that destroys the li ves of its v ictims. It is a complete contradiction to the core values that bind

our organization as one. It's imperative that all M arines recognize the seriousness of sexual assault and understand that it is a crime that will not be tolerated.

Sexual assault is defined as intentional sexual contact, characterized by the use of force, physical threat, or abuse of

authority when the victim docs not or cannot consent. It is a crime that can occur without regard to gender, age, race, spousal relationship, or rank.

Military personnel arc mandatory reporters. Failure to report or ignoring sexual assault incidents will have damaging

con cqucnces for both victims and those leaders who fail to take appropriate action. Where cause exists, appropriate legal and/or administrative action will be taken against all violators.

It is key that all vict ims of sexual assault know that they can make a Restricted or Unrestricted report. Restricted

reporting allows a victim to receive advocacy services, medical care, counseling, and legal services without involving

law enforcement or the Chain of Command. Victims can make a restricted confidential report through a Uniformed

Victim Advocate (UV A), Civilian Victim Advocate (CV A), Sexual Assault Response Coordinator (SARC) and General

Counseling personnel by calling the 2417 sexual a sault hclpline at 760-577-6036. Unre tricted reports made to members

of the command or law enforcement will init iate formal investigations.

As the Commanding Officer of Marine Corps Logistics Base, Barstow, I am committed to ensuring victims of sexual

assault will be treated with sensitivity, decency and respect and that they receive the necessary services that provide

medical, psychological, and emotional care. As an organization that is committed to helping those in need, it is

paramount that victim safety is a priority and all necessary steps are taken to uphold confidentiality and prevent the re­

victimization of the victim by our organization.

Leadership is key to Sexual A ssault Prevention and Re ponsc. M aintaining our undaunting character of courage,

commitment, and honor is imperati ve in intervening and preventing cxual a ault. It is imperative that all M arines

adhere to White Letter 2- 12 and be familiar with MCO 1752.5B.

Working towards eliminating sexual assault from our Corps requires a dedicated, collective effort and the actions of

every M arine, Sailor, and Ci vilian. I challenge each leader and individual to accept responsibility for this goal. Our

M arine Family deserves nothing less.

The most valuable asset aboard thi base is our Marines, Sailors, and civilian . Each person regardless of race, gender, age, nat ional origin, religion, exual orientation, or gender identity deserves to be treated with dignity and re pect. It is everyone's duty and responsibility to ensure we all work in an environment that i free from a ll form of discrimination. I expect all per onnel aboard this base, military and c ivilians alike, to ensure we accomplish this mi ssion and report any violation . I encourage the use of the Informal Resolution Sy tern (IRS) but when an incident cannot be appropriately handled u ing the IRS and/or is more erious in nature, the Formal Complaint process shall be called upon. The Marine Corps Equal Opportunity Manual (MCO P5354. 1 D W/CH I) is our guide and tool to en ure we conduct our daily duties in an environment that i fai r and equal to all.

The Marine Corps has zero tolerance for discrimination and sexual harassment, and it will not be tolerated aboard this installat ion. Sexual Harassment involves unwelcome sexua l advances, request for sexual favor , and other verbal or physical conduct of a sexual nature. Every member aboard thi installation is a mandatory reporter in cases of suspected or alleged sexual harassme nt.

ENVIRONMENTAL MANAGEMENT

Marine Corps Logistics Base Barstow i committed to enhancing miss ion readiness and is dedicated to

environmental excellence, promoting sustainable u e of our re ources, and enhancing our capabilities

through operations that protect our irreplaceable natural re ources.

Marine Corps Logistics Base Barstow will use the Environmental Management System to advance an environmental and sustainability ethos, and will prevent pollution through best management practices in recycling, su tainable procurement, and reducing or elimjnating hazardous waste streams. We will

endeavor to increase effic iency in the use of e lectric ity, fuel and water and pursue alternative renewable energy production.

This command will comply with all applicable environmental legislation, regulations and policy in order to protect human health and conserve our natural and cultural re ources, and we will remediate area of

contamjnation that are the result of past disposal practice .

Environmental planning will be a fundamental part of insta llation planning processes, and we will majntajn strong community re lations by partnering with our neighbors and regulatory agencies to create

goodwill , build trust, and demonstrate our commitment to environmental compliance and protection.

Partnerships with internal and external stakeholders will be integral to the success o f Marine Corps Logistic Base Barstow as a leader in environmental stewardship.

FAMILY READINESS

Family Readiness is an inherent function of a command regardless of the command 's deployment status. First to fight means every Marine is ready for any mi ion at any time and every family member is prepared. Family Readiness is equally as important as individual, equipment, and combat readiness. It is

the ability for Marines and familie to balance mission, life, and career events.

Marine Corp Logistics Ba e Barstow's Family Readiness Program is part of a larger support network Marines have to ensure they are prepared for any mission. Support comes from the families a Marine is "born into, sworn into, and married into," local Command leader hip, and the Marine Corps Community

Service team. Each of these entities he lp Marines meet mission, reach personal goals, and maintain excellence.

The Family Readiness Officer is an e entia! member o f the command and serves as the principle condui t

between the command, the unit, and the services and support available to Marines and our fami lies. Small

unit leadership is critical to the well -be ing of our Marine . The Family Readiness Officer is not a substitute for the Chain o f Command and will use di fferent means and methods to distribute official

communication, provide information, re ources and referral service , offer readiness and deployment

support, and manage our volunteers.

While Marines and Sailors are responsible for the readiness of their families, the Corps, this command,

and the entire Marine Corps Logistics Ba e Barstow family is here to provide support to meet that mission.

Remember, farnilie are not only a part of our rnis ion; they are the reason for all of our missions.

HAZING

Hazing is defined as any conduct whereby one military member or c ivilian, regardless of rank or service, causes another military member or c ivilian, regardless of rank or crvicc, to suffer or be exposed to an activity which is cruel, abusive, humiliating, opprcsivc, deameaning or harmful. Soliciting or coerc ing others to partic ipate in this type of activity is also considered hazing. Hazing need not involve physical contact between members; it can be verbal or psychological in nature. Actual or implied consent to acts of hazing doc not e liminate culpability o f the pcrpetra itor. While not all encompassing, acts o f hazing include unauthorized "rites of passage" or "congratulatory acts"; physically striking another to inn ict pai n outside of a supervised tra ining event; pierc ing another's kin in any manner (i.e. pinning); verbally berating an individual for the sole purpose ofbe liLLling or humiliating; the forced consumption o f food, alcohol, drugs or any other substance; and requiring excessive physical exercise beyond what is required to meet standards. Irrespective of the form it takes, hazing is forbidden and those that perpetrate such acts will be held accountable.

Hazing is inconsistant with our institutional core values. It does irreparable damage to unit cohesion, degrades combat readiness, and destroys our pro fessional image. I have no tolerance for any hazing among personnel aboard Marine Corps Logistics Base Barstow. All personnel wi ll pro mote a command climate comprised o f pro fessionalism, unit cohesion, camaraderie, and teamwork. I expect all leaders and supervisors to familia rize themselves with Marine Corps Order 1700.28B, Hazing. No military member may engage in hazing or consent to acts of hazing being commillcd upon them. Consent to hazing is not a defense.

As your Commander, it is my responsibility to en ure the equality of treatment for all personnel and to ensure we will never take dig nity away from anyone. I wi ll thoroughly review all reported cases where hazing is suspected or alleged, and if hazing has been proven to have occurred; I will hold those indi viduals accountable. Any violation, a llempted violation or solicitation to violate the contents of Marine Corps Order 1700.288 will be subject to adminitrative or disciplinary action under the Uniform Code of Military Justice.

Our success in this fight depend on each member of this command contributing their part. To that end, it is the responsibility of each member of this command to addre s, correct, and report , without fear of reprisal, any instance of hazi ng. The following list provide several ways in which this can be accomplished.

SAFETY

Safety, force pre ervation, and risk mitigation is the respon ibility of each and every Marine and civi lian Marine

aboard Marine Corps Logistics Base, Bar tow. We mu t work together to protect the resource emplaced in our

charge, including our people, equipment, and our property. We will not take shortcuts, place production over

safety, or tolerate any unnecessary ri sks that may compromise our per anal or collecti ve safety. We will take the

time to do our jobs afely. If you identify a hazard or an unsafe act, resolve or stop it first - then report it to your supervisor. Each of us is e mpowered and re ponsible to do so.

Safety is a leadership responsibi lity and all levels of leadership wi ll be personally in volved to ensure their work

areas are safe, clean, and organized. Officers, SNCOs, Directors, and Managers are responsible and accountable for creating and defining the safety and occupational health cultures of their per onne l. They will establish a

culture that incorporates hazard awareness and risk management into a ll decision making processes. They wi ll

always set a pos iti ve example, recognize po itive behavior, provide appropriate resources, and hold the ir personnel

accountable. They will en ure their personnel are adequately supervised, trained, and equipped to perform their missions safely.

Directorates and manager shall conduct quarterly safety inspection of all assigned work areas. NCOs and Supervisor will conduct dail y inspection of their work area and en ure they are c lean, organized, and free from

unprotected hazards. We wi ll implement Risk Management or a Hazard Analysis for every hazardous task, mission, or training event.

In order to maintain a quality safety and health management system, all Marines, Sai lors and c ivilian Marines will

know the basic elements of the Vo luntary Protection Programs (VPP). All will acti vely participate in the YPP

process, abide by establi hed policies and SOPs, and follow afe work practices.

We must strive to provide the afest po ible working and living environme nts for ourselves and others that come

aboard our base. We will preserve our force and our resources to ensure all of our military and c ivilian personnel

remain ready to accompli sh our a signed mission. I challenge each membe r of this command to stay engaged in

safety focu ed actions and take immediate action to mitigate risk, when warranted.

THE VOLUNTARY

PROTECTION PROGRAM

The Voluntary Protection Program (VPP) i a partnership between Marine Corps Logistics Base, Barstow and the Federal Occupational Safety and Health Administration (OSHA). With VPP, the leadership, management, and

employees at a ll levels work together to en ure that per onnel are protected, and afety and health risk are reduced

to the lowest possible levels.

Our Base has selected VPP a the Safety Management System to dri ve our safety culture to achieving occupational

safety and health excellence. As your Commanding Officer, I a m committing my continued support to the VPP

proce s. As a VPP Star Worksite, our efforts will focus on continuous process improvements in our safety and

health program that go beyond compliance and exceed the standards.

It has taken the e fforts and participation of all Marines and civilian Marines at all levels to succes fully achieve and maintain VPP Star tatus. Many of you have stepped up and participated in safety committee and inspections,

attended safety training, and provided management support for our safety policies and programs. Some have

provided instruction to e mployees on such tasks as selecting the appropri ate personal protecti ve equipment or to

communicate and coach employees during afety events and safety stand downs. Others have offered to participate

in the mentoring and support to other organizations as they trive to achieve VPP status, and upported Federal

OSHA as Special Government Employees. I encourage your continued support to all of these activities and I

challenge you to engage others to do the same.

I am committed to providing safe and healthy working condition for all Marines, c ivilian Marines, contractors,

family members, and vis itors to our installation in order to protect our number one asset - our people . I encourage

everyone to do the same by partic ipating in the VPP. Reme mber, this program relies on everyone's participation

from the bottom-up to make it work effecti vely.
