Details of terms and conditions required while submitting the Expression of Interest (EOI) for Street / Home Light Energy
Efficiency Programme in the premises of Yashwantrao Chavan Maharshtra
Open University,Nashik 1.0 INTRODUCTION:
Yashwantrao Chavan Maharshtra Open University is located at
Dnyangangotri, Near Gangapur Dam Govardhan, Nashik, to lead the way in
green power technology and Energy efficiency improvement program is
proposing to change existing street and home lights in to LED light with
Expression of Interest (EoI) from well-established, experienced and
innovative companies for the installation and operation of campus through
sitable solutions.
The basic objective of the project is to improve the overall energy
efficiency of street lighting and associated systems of YCMOU, which could
lead to substantial savings in the electricity consumption and improve the
O&M service in street lighting systems, thereby resulting in cost reduction
without compromising the lighting level for YCMOU. The financing of the
required investments is proposed to be met by sharing the resultant
savings in the electricity bill of YCMOU.

2.0 BRIEF SCOPE OF PROJECT:
YCMOU expect from bidders that existing lighting system is to be
converted in to LED light system. YCMOU expect to achieve the following
goals and objectives by implementing, energy efficiency project with the
help of LED streetlight fittings replacing the HPSV lamps and other light
fittings installed in the premise at present .
1. Reduce electrical load, energy consumption and O&M cost;
2. Improve the service delivery;
[The illumination level is to be maintained/improved, as per IS 1944 (Part I &
II), 1970]
3. Minimise down time by improving O&M practices;
4. Provide better working conditions in YCMOU;
5. Capacity building for YCMOU staff;
6. Improve environmental conditions;
2.1 Scope of services includes :
YCMOU intends to replace nearly 250- HPSV lamps comprising
150W, 15-Metal Halide lamp comprising 150W,2- Halegon lamp
comprising 1000W, 5- Mercury blanded lamp comprising 160W,T5 Tube-
1500 Nos,CFL lamp-2100 Nos,by LEDs of suitable rating to maintain the
illumination level, as per IS:1944 (Part I & II), 1970.
Technical scope of work may include but are not limited to the following:
A. Baseline Study: YCMOU has conducted the Baseline Energy Audit Study. The data
collection & measurement, includs the following:
1. Population of lamps in the categories viz. 250W, 150W & 70W;
2. Make and specification of lamps used;
3. Make and specification of energy meters installed
4. No. of switching points;
5. Monthly electricity bill for all switching points for last 3 years;
6. Non-burning lamps as percentage of lamps in all the above categories;

7. Switching operation of lamps (manual/auto), details of auto switch
installed and their adjustment cycle (weekly, monthly etc.);
8. O&M expenses on monthly basis for YCMOU
B .The bidder has to perform the following study for submitting the bid
a) Site survey , technical feasibility , financing , regulatory & policy
assessment
b) Securing all planning permits and approvals, from all local authorities as
applicable;
c) Providing all necessary labour, material ,services, tools , plant and
equipment for the works ;
d) Offer a range of viable project delivery options, including by but not
limited to
i. design ,construct , operate , maintain , provide LED to campus under
MOU for a contract duration with financial solutions.
e) The vendor shall provide the detail information on service level
standards for EOI, with respect to the following:-
1.Implementation, Integration and Commissioning.
2.Maintenance and Technical Support .
3.Replacement and repair.
4.Technical training.
5.Documentation.
6.Supply, configuration and installation of the State of the art LED.
f) Design, engineering, manufacture, quality surveillance, testing at
manufacturer’s works, packing, supply, erection, testing and
commissioning and performance testing of LED with associated
components for installation in our Institutions,YCMOU,Nashik. These
systems shall be complete with suitable LED.
g. Suitable recommendation may be given to install a sub-meter or get a
new connection for the same;

h. Dimming/alternate operation of the lamps (say after 11pm) are to be
verified and reduction in power consumption at above condition vis-à-vis
full load operation is to be established;
i. Reduction in power consumption due to replacement of HPSV lamps by
LEDs is to be worked out.
j. Baseline power consumption of all the switching points are to be derived
on the basis of above measurement and comparison of the same with the
energy bills collected;
k. Cost of the project and payback period are to be established by the
bidder. The short-listed bidders will be utilized the base line audit report
which is available with YCMOU or they may do their independent audit
report and present the same.
This Expression of Interest (EOI) should not be construed as tender in any
form and would not be binding on YCMOU in any manner whatsoever. As
part of short-listing exercise and understanding the project requirements
vendors may be required to submit a focused presentation on company,
expertise and experience in relevant fields, products, etc. regarding the
LED project. The YCMOU, reserves the right to accept/reject any or all
expression of interest received in response to this advertisement without
assigning any reasons, whatsoever.
l. It shall be responsibility of the Bidder to ensure that all the works as per
scope of the specification are completed for safe and efficient working of
the system.
m. All the necessary co-ordination with regard to sub-contracted works, if
any, shall be carried out by the Bidder only with prior approval of
Department. The purchaser/Engineer will communicate only with the
Bidder for all matter pertaining to this contract.
n. The vendors shall furnish following details in their technical bids:
a) The details of manufacturer from where the bidder procures LED.
b) The Type of LED and make.

3.0 ELIGIBILTIY CRITERIA
The facility will be entirely owned by the party and the YCMOU
will not make any investment.The bidder has to give feasible
solution for his proposal.
3.1 Minimum criteria
To be eligible to quote for this project, companies shall demonstrate
innovation in delivery of the project. They must as a minimum:
1. Accreditation/Certification by any National or International Agency
(Certified ESCO byBEE, EESL, etc.).
2. Experience in Institute/local body Energy Efficiency Project –
Investment Grade Energy Audit and management contract including
Energy management and O&M with atleast 2 Contract each in India or
Overseas (If the overseas company have more than 50% share in the
Indian Company)
3. Energy performance contracting experience.
4. Annual turnover and financial capacity of the firm.
5. Ability to raise finance for the implementation of the projects.
6. No. of BEE Certified Energy Auditors/Energy Managers with the firm.
7. Qualification and Competence of key staff for the assignment.
8. Relevant measuring instruments owned by the company (Pls include
the measuring instruments related to street lighting systems only viz.
power analyser, lux meter etc.).
9. Have proven experience in design , build , operation and maintenance of
LED installation projects . Having executed /under execution /in pipeline at
least three LED projects of which one project with similar terms has been
fully completed and commissioned in the last 3 years.
10. Have experience and capacity to 100% finance the project and offer the
Institute a Agreement for the system ie having experience and capacity to
provide the Institute leasing contracts for the LED systems.

11. Have ISO 9001 certified quality assurance management systems for the
scope covering design, construction, operation and maintenance.
12.The bidder should have an annual turn over of not less than 1 Crore in
any last three completed financial years (Supported by Audited balance
sheets). (This condition is not applicable to Central / State Government
Autonomous bodies / Societies constituted under the Central / State
Government Departments / Societies which run on no profit basis).
13.The bidder should be a manufacturer of LED systems OR having an
established tie up with a LED system manufacturing company for the past
three years having capacity of manufacturing LED modules
14.The bidder should have experience of operation and maintenance of
LED in India (Supported by client’s AMC orders/ performance certificates).
9.The company should have at least one implementation/technical support
Office in the Nashik City.

4.2 General Instructions
1. Applicants must acquaint themselves fully about the assignment and the
local conditions and usage before submitting the proposal. They may visit
the campus with prior arrangement
2. Applicants may please note that this is a live site and the campus is fully
operational. The selected Vendor has to ensure the safety of the existing
structures, services, its occupants against disturbances and/or harm,
without hampering operations of the Institute while planning and
execution of the LED .
3. The Institute reserves the right to reject any Proposal, if at any time, a
material misrepresentation is made or discovered, or the Applicant does
not provide the responses sought by the Institute within the stipulated
period.
4. The proposals must reach before the stipulated date of submission. Late
submissions will be rejected.
5. References and certificates from the respective Institutes submitted
should be signed by an officer not below the rank of Executive Engineer in
case of Govt. Dept, and General Manager in case of private bodies.
6. Office Address and Designated Person’s contact details.
7. Core business area of operations, number of years in the business,
ownership and organizational structure of the firm. Memorandum of
Association and Articles of Association along with Commencement of
Business Certificate should be attached.
8. Furnish organization’s core technical competencies and skill sets
relevant to this project. Provide details about skilled manpower resource
available.
9. Give details about quality processes and standards followed and
certifications obtained by the organization. Copies of relevant quality
certificates should be enclosed.
10. Details about solution support facilities should be provided.

11. Name and short CV's of key staff proposed to be deployed and Client
references for similar projects should be given. Separate statement
indicating names, qualifications, experience and skills sets and details of
projects handled should be given.
12. Approach paper for this project, detailing with:
a.Prerequisite requirement.
b.Proposed work plan and time frame for the project execution.
c.Roles and responsibilities of each consortium partner, if any.
d.Possible Business Models.
13. Other Details:-
a.If the date of submission happens to be holiday, it will stand extended to
the next working day with no change in timings.
b.Companies/Firms interested in participating in this EOI are requested to
submit their Expressions of Interest in sealed envelope with required
details before 5:00 PM on 20th July,2016. The companies have the option
of sending his response by registered post, courier or submitting the EOI in
person so as to reach the designated address by the time and date as
stipulated.
The appraisal conference for this EOI shall be held on date 26th
July 2016 at 11.30 am at Meeting Hall,Main Building.
All prospective vendors are requested to attend this conference
to get resolved their doubts,queries or any other related
clarifications.
Venders representative along with copy of MOEF/ECBC/GBC
or any similar government accredition and authorization letter
for attending this conference will only be allowed to attend this
conference.

5.0 SELECTION PROCESS :
The selection process would be of following two steps:
Step 1. Short listing based on documents submitted by the firm along with
the expression of interest, in proof of satisfying all the eligibility conditions
given above.
Step 2. Subsequent evaluation of the competency and other technical
merits of the product and also the financial capabilities during the
presentation. This will be carried out by a technical evaluation Committee
(TEC) of our Institution.
TEC, if necessary, will inspect the projects already carried out by the
vendors, as well as their manufacturing facilities for finally deciding on the
selection at this stage.
Only those firms who satisfy step1 will be selected for the evaluation
process under step 2. Only those firms who are finally short listed after
step 2 will be qualified for further participation in the tender.

Details of terms and conditions required while submitting the Expression of Interest (EOI) for Solar PV Power Plant
1.0 INTRODUCTION:
Yashwantrao Chavan Maharshtra Open University is located at
Dnyangangotri, Near Gangapur Dam Govardhan, Nashik, to lead the way in green
power technology, is proposing to establish a 675 KWp capacity ON-GRID solar
PV power plant on the rooftop of the Buildings with Expression of Interest (EoI)
from well-established, experienced and innovative companies for the installation
and operation of campus-wide rooftop solar photovoltaic (PV) energy systems on
power purchase agreement (PPA) basis for the University Campus at Nashik.
The intended system will be integrated with the low tension (LT) power
distribution system of the campus to meet the electricity requirements of the
building.

2.0 BRIEF SCOPE OF PROJECT: 2.1 Scope of services includes :
a) Site survey , technical feasibility , financing , regulatory & policy assessment
b) Securing all planning permits and approvals, from all local authorities as
applicable;
c) Providing all necessary labour, material ,services, tools , plant and equipment
for the works ;
d) Offer a range of viable project delivery options, including by but not limited to
i. design ,construct , operate , maintain , provide supply to campus under MOU for
a contract duration of 20 years (preferable) ;
ii. design, construct, operate ,maintain, provide solar power supply to grid and pay
for per unit generated to Institute ;
iii. Power Purchase Agreements (PPA).
iv. Any other (details to be provided).
e) The Scope of Work for the vendor includes design, implementation and
operation, for the provision of unlimited 24X7 uninterrupted power / electricity
availability by means of latest available solar energy panels and technology and
also maintain the existing solar water system which is installed on three building
terraces.
f) The vendor shall provide the detail information on service level standards for
EOI, with respect to the following:-
1.Implementation, Integration and Commissioning.
2.Maintenance and Technical Support for 20 years.
3.Replacement and repair.
4.Technical training.
5.Documentation.
6.Amount of lease rent in Rupees that is to be paid to the YCMOU on annual basis as per Government norms for the period of 20 years (sheet to be enclosed in separate envelope)
7.Supply, configuration and installation of the State of the art solar system / panels.
g) Design, engineering, manufacture, quality surveillance, testing at
manufacturer’s works, packing, supply, erection, testing and commissioning and
performance testing of 675 KW ON-GRID solar photovoltaic system with

associated components for installation in our Institutions,YCMOU,Nashik. These
systems shall be complete with PV modules, inverter, metering, junction boxes,
AC, DC distribution boards and cables, communication interface, and any other
equipment necessary for safe and efficient operation of the SPVS. The work shall
also include interconnection of SPVS with the LT distribution for meeting internal
power requirement.
This Expression of Interest (EOI) should not be construed as tender in any
form and would not be binding on YCMOU in any manner whatsoever. As part
of short-listing exercise and understanding the project requirements vendors may
be required to submit a focused presentation on company, expertise and
experience in relevant fields, products, etc. regarding the solar energy project on
public private partnership basis. The YCMOU, reserves the right to accept/reject
any or all expression of interest received in response to this advertisement without
assigning any reasons, whatsoever.
h. These systems shall be complete with PV modules, inverter, metering, junction boxes, AC, DC distribution boards and cables, communication interface, mounting structure and any other equipment necessary for safe and efficient operation of the SPVS.
i. The work shall also include interconnection of SPVS with the LT distribution for meeting internal power requirement.
j. The scope of supply shall also include comprehensive insurance, storage & in-transittransportation.
k. The civil works like foundation, mounting structure and building, if required fixing of DBs and PCUs etc for installation of complete system shall also be in scope of supplier.
l. It shall be responsibility of the Bidder to ensure that all the works as per scope of the specification are completed for safe and efficient working of the system.
m. All the necessary co-ordination with regard to sub-contracted works, if any, shall be carried out by the Bidder only with prior approval of Department. The purchaser/Engineer will communicate only with the Bidder for all matter pertaining to this contract.
n. The vendors shall furnish following details in their technical bids:
a) The details of manufacturer from where the bidder procures solar PV modules.
b) The Type of inverter and details of PCUs proposed and their make.

2.2 Objective:- The objective is to provide solar photo voltaic power plant
infrastructure between 2016 -2017 of not less than 675KWp capacity with a view
to attain highest feasible levels of clean energy while maximizing savings for the
Institute with investment on infrastructure by the Company.
The potential benefits from this include:-

2.Create Energy Independence.
3.Renewable energy is, well, renewable.
4.Environmental Benefits.

Solar energy is not only sustainable, it is renewable and this means that it
will never run out of it. It is about as natural a source of power as it is possible to
generate electricity. The creation of solar energy requires little maintenance. The
establishment of solar energy system would help in getting clean and green energy
to all the YCMOU premises.

3.0 ELIGIBILTIY CRITERIA
3.1 Minimum criteria
To be eligible to quote for this project, solar companies shall demonstrate innovation in delivery of the project. They must as a minimum:
1. Must be accredited by MOEF / ECBC/ GBC / any govt body.
2. Have proven experience in design , build , operation and maintenance of solar PV installation projects . Having executed /under execution /in pipeline at least three solar PV power plant projects of which one project with similar terms has been fully completed and commissioned in the last 3 years.
3. Have experience and capacity to 100% finance the project and offer the Institute a Power Purchase Agreement (PPA) for the system ie having experience and capacity to provide the Institute leasing contracts for the solar energy systems.
4. Have ISO 9001 certified quality assurance management systems for the scope covering design, construction, operation and maintenance.
5. The company must be registered with registrar of companies,government of India and the bidder shall be an established agency having adequate experience in executing similar grid supported solar power projects in India on turn key basis of following minimum capacities in the last three years(Evidence supported by Purchase Orders and Project completion certificates).The bidder should have set-up at least five rooftop solar power plants of minimum 500 kW at a single location.
6.The bidder should have an annual turn over of not less than 5 Crore in any last
three completed financial years (Supported by Audited balance sheets). (This
condition is not applicable to Central / State Government Autonomous bodies /
Society/Charitable trust/regittered with the charity commissioner or Non profit
company u/S 25 of Indian companies act.).
7.The bidder should be a manufacturer of SPV systems OR having an established
tie up with a PV system manufacturing company for the past three years having
capacity of manufacturing PV modules not less than 2 MWp ( Supported by OEM
certificates)
8.The bidder should have experience of operation and maintenance of solar power
stations cumulative capacity of 500 kW in India (Supported by client’s AMC
orders/ performance certificates).

3.2 Special Conditions of EOI:-
1.The solar energy system should guarantee the availability of unlimited power
supply to the employer 24x7 on uninterrupted basis.
2.The campus have adequate watch and ward arrangement however physical
security of the equipment and relevant accessories will be the responsibility of the
operator.
3.The vendor should specify the value added services that they are likely to
provide over a period of time.
4.The vendor must guarantee that the offered equipment will be exclusively used
only for solar energy system.
5.The vendor must guarantee the complete equipment delivery, implementation,
integration and commissioning at all the locations in YCMOU not later than 2
months from signing of MOU with YCMOU
6.The vendor must provide all documents in English Language.
7.The vendor must provide a soft copy in CD (Soft copy shall be without password
Protection) and hard Copies one original and one spare copy of the complete
document. In case of discrepancy between hard copy and soft Copy, hard copy
shall prevail.
8.The YCMOU will not provide subsidy of any kind to the vendor for meeting the
cost of setting up solar system.
9.Vendor can also mention in their EOI any support, which they require from
YCMOU for this Project.
10.The YCMOU shall provide suitable place on lease for the period of 20 years in
the premises of the YCMOU
11.Under model the vendor has to give options for the installation of solar energy
system at YCMOU in order to meet out the project feasibility.

4.0 EOI Document Should Cover:- 4.1 Details to be submitted:

business; The background of the firm, investors and experience of key members in
the firm’s team be mentioned
17. Financial status : Average turnover in last three years Professional fees of the
firm for the last three years, Attach certified copies of ITR / attach certificate of
CA to this effect . Information given under (14) above will be one of the major
factors in deciding the vendor for this.
4.2 General Instructions
1. Applicants must acquaint themselves fully about the assignment and the local
conditions and usage before submitting the proposal. They may visit the campus
with prior arrangement

2. Applicants may please note that this is a live site and the campus is fully
operational. The selected Vendor has to ensure the safety of the existing structures,
services, its occupants against disturbances and/or harm, without hampering
operations of the Institute while planning and execution of the Solar Power Plant .
3. The Institute reserves the right to reject any Proposal, if at any time, a material
misrepresentation is made or discovered, or the Applicant does not provide the
responses sought by the Institute within the stipulated period.
4. The proposals must reach before the stipulated date of submission. Late
submissions will be rejected.
5. References and certificates from the respective Institutes submitted should be
signed by an officer not below the rank of Executive Engineer in case of Govt.
Dept, and General Manager in case of private bodies.
6. Office Address and Designated Person’s contact details.
7. Core business area of operations, number of years in the business, ownership
and organizational structure of the firm. Memorandum of Association and Articles
of Association along with Commencement of Business Certificate should be
attached.
8. Furnish organization’s core technical competencies and skill sets relevant to this
project. Provide details about skilled manpower resource available.
9. Give details about quality processes and standards followed and certifications
obtained by the organization. Copies of relevant quality certificates should be
enclosed.
10. Details about solution support facilities should be provided.
11. Name and short CV's of key staff proposed to be deployed and Client
references for similar projects should be given. Separate statement indicating
names, qualifications, experience and skills sets and details of projects handled
should be given.
12. Approach paper for this project, detailing with:
a.Prerequisite requirement.
b.Proposed work plan and time frame for the project execution.
c.Roles and responsibilities of each consortium partner, if any.
d.Possible Business Models.

a.If the date of submission happens to be holiday, it will stand extended to the next
working day with no change in timings.
b.Companies/Firms interested in participating in this EOI are requested to submit
their Expressions of Interest in sealed envelope with required details before 5:00
PM on 4th Augest,2016. The companies have the option of sending his response
by registered post, courier or submitting the EOI in person so as to reach the
designated address by the time and date as stipulated.
The appraisal conference for this EOI shall be held on date 26th
July 2016 at 11.30 am at Meeting Hall,Main Building.
All prospective vendors are requested to attend this conference
to get resolved their doubts,queries or any other related
clarifications.
Venders representative along with copy of MOEF/ECBC/GBC
or any similar government accredition and authorization letter
for attending this conference will only be allowed to attend this
conference.

5.0 SELECTION PROCESS :
The selection process would be of following two steps:
Step 1. Short listing based on documents submitted by the firm along with the
expression of interest, in proof of satisfying all the eligibility conditions given
above.
Step 2. Subsequent evaluation of the competency and other technical merits of the
product and also the financial capabilities during the presentation. This will be
carried out by a technical evaluation Committee (TEC) of our Institution.
TEC, if necessary, will inspect the projects already carried out by the
vendors, as well as their manufacturing facilities for finally deciding on the
selection at this stage.
Only those firms who satisfy step1 will be selected for the evaluation process
under step 2. Only those firms who are finally short listed after step 2 will be
qualified for further participation in the tender.

6.0 Project site details:
The project will be for the Campus with a built up area of 14000sqm. The
Institute is already having solar hot water systems and other equipment on part of
its terraces . All agencies are advised to visit site before submitting their offers.
Electrical Consumption Details: The details of the range of the power consumption
in the institute is at Annexure A , B & C.
