YANKEE COLLEGIATE FOOTBALL CONFERENCE ►POLICIES 4/24/15

One of the major advantages of the conference is the fact that as a spinoff of the long-established NEFL, the vast majority of league policies and procedures are already established and in place. These policies are accessible in the 2015 packet located at: http://nefl.us/?page_id=2651In a few cases, we expect there to be circumstances more specific to the Collegiate teams which will warrant additional or different policies to best suit the needs of this conference.

The following are issues of this nature which have been discussed by the conference members and resolutions agreed upon.

1. Playing Rules - NCAA rules of play shall apply. In 2015, modified timing will not be used. Games will be timed using NCAA timing.

Teams may use 3 time outs per half. No more than two coaches from each team may go onto the field during a timeout. Coaches on the field during a timeout may only address their teams. Teams will have 30 seconds from the ready for play whistle to put the ball in play. The back judge will raise his hand with 10 seconds remaining in the play clock; he will drop his hand at the 5 second mark.

1a. Mercy Rule - If at any point in the 4th quarter of play, the score differential is greater than or equal to 35 points, the game timing will go to a continuous clock. During continuous clock timing, the clock shall be stopped only for scores and time outs (team or official). Once the timing goes to “continuous” it remains that way for the remainder of the game regardless of score. The continuous timing may also be initiated by mutual agreement of the Head Coaches at any point during the second half, regardless of score.

2. Game Ball - A leather game ball of that meets official NCAA size and weight standards shall be required.

3. Payment of Officials - Full payment of officials shall be the responsibility of the home team for each game. Payment must be made before the game in cash, unless otherwise arranged in advance with the area assigner or officiating crew.

4. Medical Staff for Games - As stated in the 2015 NEFL policies and procedures:

- Each team will be responsible for supplying their own athletic trainer for every game.- Each home team will be responsible for supplying a certified E.M.T. A medical kit, portable cellular phone and clearly identifiable shirt or jacket is required.

Remember that the game cannot start without proper medical personal present.

5. Non-Conference Games - Teams may schedule games with non-conference opponents prior to their first conference game or after their final conference game (including playoffs). The conference is also designating “OPEN” dates for each team during the season which may be scheduled by the teams at their own discretion.

6. Roster Size - Teams have no maximum number of players listed on their roster. Note: Players must be listed in their roster in the Central Roster Database no later than the Wednesday prior to a game to be considered eligible for that game.

6a. Teams may add players to their roster during the season until 5pm on Friday October 2. Any player added to the initial roster is eligible to play seven days later.

7. Dual Roster Player Eligibility -

7a. New Players - Players who are new to a club that are listed on a roster of a non-YCFC collegiate team after September 5, 2015 are not eligible.

7b. Returning Players - Players who have been listed on any 2014 YCFC roster, are not eligible to return to a 2015 YCFC roster if they have played with any semi-pro or minor league football team between seasons.

7c. Semi-pro Players - Players who participate with a semi-pro team by practicing, playing or signing a contract at any time during 2015 will not be eligible to play in collegiate games in 2015.

8. Eligibility - Eligibility to participate shall be subject to the Club Sports participation requirements of each individual school, with the following exceptions:

8a. Amateur Status - Any player who has ever played with any professional football team at any level, including teams of the NFL, NFL Europe, CFL, Arena Football Leagues, UFL and any other is not eligible. With respect to amateurism, players must meet the NCAA requirements as outlined at

8b. Enrollment Requirements and Verification Protocol

1. Players must be enrolled for at least 6 credit hours of college coursework to be eligible at all times during the season. If the student's course load drops below 6 credit hours at any time, they will become ineligible.

2. Each team is responsible for preparing a Documentation Book, which is to be made available to the opposing team upon request before the game, at halftime, and at the conclusion of the game. Each team is required to assign a person to inspect the other team's Documentation Book prior to the start of the game.

3. The Documentation Book must contain the following items for each player participating in the game:A. Signed Name and Indemnity AgreementB. Photocopy of school ID or other photo IDC. Copy of Proof of Enrollment - This should clearly show the player's name, name of school, and date info showing that the student is enrolled in the Fall 2015 semester, and indicate the courses and credit hours. This document could be a class schedule, tuition receipt, registration confirmation or similar document. (to be turned in to league office)D. Release from Semi-pro Team (if applicable)

3a. If a team fails to produce a complete Documentation Book before the team leaves the field:

1. The opponent should list players by uniform number, with whom they have any questions. This can include any number (or all) of the players that participate in the game.

2. These players must produce photo ID before leaving the field, or agree to be photographed in uniform. This info should be

forwarded to the YCFC for review. Failure to comply with the above process is grounds for protest and possible forfeiture.

4. The Conference may require in-season documentation of any and all players' enrollment status to ensure that the course load minimum continues to be maintained.

5. Any player who is enrolled at a school with its own YCFC team, is not eligible to play for a different YCFC program instead.

8c. Recruitment/Tampering - No YCFC team may solicit or recruit a player who has already been on the roster of another YCFC team, unless he is a transfer student. If he is a transfer, he must submit a transfer application and have it approved by the Conference. Tampering with any player(s) in violation of this rule will result in disciplinary action at the discretion of the YCFC Officers, possibly to include loss of eligibility. It should be noted that YCFC is also subject to a mutual Tampering Rule, which prohibits recruitment of a contracted NEFL player until he has obtained a written release.

8d. Years of Eligibility - Players are eligible to play in a maximum of 5 seasons (5 years). Any year (over the age of 21) in which a player plays with a semi-pro or non-YCFC college team is subtracted from that player's remaining eligibility.

9. Name and Indemnity Agreement - All players must sign a copy of the Name and Indemnity Agreement (enclosed) prior to participating in practices, games or other organized team activities.

10. Exceptions/Revisions to NCAA Uniform Rules –

10a. Gloves - There is no longer a restriction on the color of gloves, in keeping with the NCAA rule change.

10b. Tape can be used on a player’s pants, but only for the purpose of securing knee or thigh pads (i.e. facilitating compliance with mandatory protective equipment rule). If used in this manner, the tape must closely match the color of the pants.
