The concept of the conference

The problems of matters related to specific environment (in) security consisting with a continuum of conditions of security - the risks - the crisis - the threat - dangers remain a significant social issue. The regime of forces co-creating the danger for local communities requires the use of counteracting forces counterbalancing negative influences. These actions execute a civilian, paramilitary and military dispositional groups in security system of the state.

Providing the security is a permanent action that requires ongoing execution of tasks related to their maintenance and strengthening. To achieve this goal for the common good, it requires ongoing consideration and engagement of systematic actions that will conserve and defence social reality. The various problems of dearth of the security may only be resolved grassroots, eliminating the gaps conducive to the generation of threats, dangers destabilizing the social structures and strengthening the sense of community by which the local communities build their unique capital. By building the social capital in the interdependent social relationships local communities create social order, thus boosting foundations of society. The permanent establishment of the security brings the peculiar burden, which is not able to be undertaken by individuals, therefore these tasks are taken over by the public administration.

Above conditionality is forcing the local government to face the challenge of playing the role of the host in the specific territory, and simultaneously the executor of effective cooperation with the dispositional groups is acting in the same area. The necessity of action by dispositional groups in the local areas results mainly in socio-demographic changes and the dangers resulting from the development of civilization, manifesting itself in the expansion of the necessary infrastructure for the individuals’ lives1, but at the same time being susceptible to new threats. Given the civilizational changes occurring in both at the macro- and micro-social the importance of effective cooperation of the dispositional groups with units of local government, especially when the state structures are constantly struggling with the locally threats. Developing adequate terms and cooperation of local government with military, paramilitary and civilian dispositional groups determines the state of the security, and thus about the possibility of satisfying the need for sense of safety of the local community. Transformations taking place in perceiving and analysis of the functioning of these structures provide a lot of inspiration for the social sciences. Therefore, the study of the local security issues, which has an indisputable influence on creating a sense of security in a State, is becoming extremely important. Besides the conditions discussed above, it is also important to the involvement of individuals living in local communities. None of the visions, the educational programs and prevention or formal actions will bring the expected results if the conviction of the community to act together will not exist in the consciousness of the members of the local community. A significant part of human life takes place in a local community, which causes generation of networks linking the local level to internal security. Local communities are deeply embedded in the past and the present, which determines the conditions for their survival and development. Security of the local community understood in this manner has an utilitarian nature, shared by its members, as well as is the collective property. In addition, local security as a criterion of externality, exists independently of the state of consciousness of the members of the community, and the need for sense of security is necessary for further development2. The last feature of the local security as a social fact is compelling, even pressure. Units or groups that violate accepted social order of a given territory incur the consequences of community sanctions3.

The main aim of the conference is to explore the issues related to security in cooperation with local governments and entities appointed to carry out such tasks on a macrosocial level. Changes within the security shape such conditions, which are intended to strengthen the favourable conditions for social development and civilization.

Environment (in)security remains a peculiar field of forces influencing of social structures and make it secure or not. In order to avoid threatening dangers to individuals there is a security policy known as forces shaping social order through the instruments of dispositional actors and entities assigned for protection against natural and social hazards. Within the social structures, the actors implement security

policies through the logic of dispositional actions aimed at controlling the regime of dangerous forces, taking control over them with the help of even extraordinary means. Security policies are oriented towards the implementation of urgent needs and expectations of local communities, co-creating the framework of community life. Thus, the sense of state security in the social space remains a clear indicator of the condition of society as a whole.

Although the deadline for the security is in a broader system of meanings, it is not our intention to present analytical, universal or abstract definition of security. We would like to indicate how this traditional security is constructed of structural contexts of local communities in places where it meets a real threat of danger with that potential dispositional groups capable of overcoming them. We would like to encourage you to think of such security, which will be featuring all aspects implemented the locally protection of common goods, where the scientific dimension of the considered issues will pass the practical attaining them.

The subject areas of the conference: - cooperation of local government bodies with the dispositional groups for the security of the State; - organization of local security at the level of local governments; - security of the local community as a social fact; - special conditions of cooperation for the security of local communities; - education for the security in the local context; - specificity of the functioning of the volunteer dispositional groups in the small homelands; - problem of the increasing feminization of the military, paramilitary and civilian dispositional groups in

the security system; - social consciousness in the prevention of threats to local and grassroots initiatives for strengthening

the security; - policy of public security; - social and cultural capital in establishing security at a local level; - evolution of the security system in Poland; - extracting the local government defensive formations as a response to the modern security risks; - local security strategies (the prevention and schemes); - citizen participation versus local security; - the policy of public security; - counter-terrorism activities of local government and disopsitional groups - anti-terrorism security of public buildings; - practical embodiments of the security’s dearth in all social life’s areas; - other fields of the research incorporated in the scientific mainstream of the conference.
