Many institutions develop high security and even top secret applications. These efforts are managed behind firewalls (e.g. green net / red net, high side / low side) resulting in intellectual property isolated from shared usage. Much of this IP (namely software architectures) need not be secret.

What can be done to free this IP into the OSS community?
